The current stage of training of pedagogical specialists is associated with the search for opportunities for the continuous development of their digital competences. It is viewed as a dynamic system that integrates the constantly expanding set of competencies given the dynamic development of information and communication technologies and the requirements for training in a digital environment. The main component (competency) in the digital competency profile of pedagogical specialists is the expertise in the selection and combination of electronic educational resources for the creation of a dynamic technologically enriched digital environment, which guarantees higher quality of education and consequently – higher educational results. This article presents an author's system of criteria and indicators as a conceptual vision for expert evaluation of electronic educational resources, which can be enriched and expanded in a technological and methodological context.

Elaboration and implementation of electronic educational resources and its main component electronic content is an integral part of information and communication technologies development. An overview of properties of information, which fills the resource, enables to identify different types of electronic content: text, graphic, interactive and video one. The article focuses on the research of interactive content, since it provides opportunities for continuous communication between participants in the educational area and facilitates their interaction. An analysis of existing online services and platforms is carried out in the article. The classification of electronic educational resources is developed based on the types of interactive content through the lens of their potential capabilities: tests and crosswords; quizzes, games and polls; interactive posters; multiservices. The description of H5P and LearningApps multiservices is provided; their advantages and disadvantages when using in the mathematics lessons are specified. The practical basis of the research is development of interactive posters through H5P and Thinglink services. This allowed to outline the principles of their creation and most appropriate ways to use in the educational process. In addition, the blogs and authors’ interactive posters developed by mathematics teachers during the certification program "Pedagogical program tool "Designer of Interactive Poster" are analysed. The importance to select the interactive content based on the educational goal and objectives is emphasized.

The article highlights the causes of insufficient effective use of electronic learning resources and sets out the guidelines on ways to solve the aforementioned problems. The set of didactic, methodical, psychological, pedagogical, design and ergonomic quality requirements is considered for evaluation, selection and application of information and communication technologies in the educational process. The most appropriate mechanisms for the ICT introduction into the learning process are disclosed as it should meet the specific learning needs of the student and the objectives of the educational process. The guidance for psycho-educational assessment of quality of electronic educational resources is provided. It is argued that the effectiveness of the ICT use is to be improved by means of quality evaluation mechanisms involved into the educational process.

The rapid informatization process of the education system has created both the opportunities and the need for the use of e-books in education. E-books allow students to actively participate in the learning process, to personalize their learning, to gain new knowledge and to evaluate their own abilities. The e-textbook also enriches traditional forms of learning, encompassing a large amount of teaching and learning materials and stimulating the development of new teaching methods. In our opinion, it is time to switch to electronic and interactive formats in the development of electronic aids and textbooks in universities. One of the leading directions in the use of information and communication technologies today is the effective use of computers in educational activities. The main issue in implementing this activity is the selection of e-learning resources that will improve the quality of education.

ABSTRACTThe paper develops some of the conclusions, reached in Floridi (2007), concerning the future developments of Information and Communication Technologies (ICTs) and their impact on our lives. The two main theses supported in that article were that, as the information society develops, the threshold between online and offline is becoming increasingly blurred, and that once there won't be any significant difference, we shall gradually re-conceptualise ourselves not as cyborgs but rather as inforgs, i.e. socially connected, informational organisms. In this paper, I look at the development of the so-called Semantic Web and Web 2.0 from this perspective and try to forecast their future. Regarding the Semantic Web, I argue that it is a clear and well-defined project, which, despite some authoritative views to the contrary, is not a promising reality and will probably fail in the same way AI has failed in the past. Regarding Web 2.0, I argue that, although it is a rather ill-defined project, which lacks a clear explanation of its nature and scope, it does have the potentiality of becoming a success (and indeed it is already, as part of the new phenomenon of Cloud Computing) because it leverages the only semantic engines available so far in nature, us. I conclude by suggesting what other changes might be expected in the future of our digital environment.

The purpose of this paper is to analyze the integration of Information and Communication Technologies (ICT) in higher education for imparting easily accessible, affordable and quality higher education leading to the uplift of Malaysia. The focus of the paper is on the benefits that ICT integration in education can provide, right from breaking time and distance barriers to facilitating collaboration and knowledge sharing among geographically distributed students. ICT increases the flexibility of delivery of education so that learners can access knowledge anytime and anywhere. It can influence the way students are taught and how they learn as now the processes are learner driven and not by teachers. This in turn would better prepare the learners for lifelong learning as well as to contribute to the industry. We will also analyze if ICT does indeed improve or hinder the quality of learning among higher education students. This paper reports on the changing trends in use of ICTs for instruction in higher education institutions (HEIs) and discusses a mini-case study of how ICTs are being used by lecturers in one university in Malaysia.

The formation of new models of educational activities with the wide use of information and communication technologies is the main component of the modernization of education. In addition, modern higher education is faced with the task of training students in accordance with federal state educational standards. The task requires the search for new technologies for the organization of educational activities. One of these technologies is the WebQuest technology, which can be aimed at solving the problem of effective professional training of students. As a solution to this problem, didactic possibilities and conditions for using the WebQuest technology have been identified and described.

The article considers the issues of using new information and communication technologies (ICTs) when conducting the Russian Census related to the introduction of mobile devices and the Internet, which provide new opportunities for improving the quality and timeliness of the collecting and primary processing of statistical information about the population.In 2010, the Russian Census was conducted in the Russian Federation, which had many differences from previous censuses. All the technological stages of Russian Census – 2010 were automated starting from the development of machine-readable forms of census questionnaires and up to the preparation of publications of its outcomes.In the course of the trial population census held in 2018, ROSSTAT first combined the use of the Internet and mobile devices for collecting the information about the population. So, from October 1 to October 10, 2018 an online census was conducted for the whole country. Then, from October 11 to October 14, 2018 the information collected during the online census was processed, from October 15 to October 31, 2018, a survey was conducted by census takers in the regions of the trial population census – 2018 with the use of tablets and machine-readable documents. However, as the experience of the trial population census – 2018 demonstrated, one method of collecting information about the population cannot be equally efficient in all regions of Russia, due to the different attitude of the population to the methods of collecting information, as well as the conditions for the availability of information and communication technologies (ICTs) to the population in each region.The experience gained indicates the need for each region to choose the method of collecting and primary processing of statistical information about the population for each region based on a combination of Internet, mobile and traditional technologies that is adaptive to the regional conditions of the population census (remoteness and inaccessibility of some regions, the unreadiness of individual segments of the population to use modern ICTs for collecting information, Internet accessibility in various regions, different attitude of the population to census methods). The solution of this problem is an important condition for increasing the coverage of the population, the accuracy and reliability of the results and reducing the cost of conducting a census in each subject of Russia.The use of new information and communication technologies related to introduction of mobile devices and the Internet opens up new opportunities for improving the quality and timeliness of the collection and primary processing of statistical information about the population. However, with the development of census technologies, the number of alternative options for organizing it is growing. All this makes it necessary to justify the selection of a rational method of collecting and primary processing of statistical information about the population based on the regional characteristics of the development and accessibility of ICT, the consent of the population to interact with public authorities through the Public Services Portal, availability of ICTs in households. The validity of this choice is associated with the use of methods and decision-making models that are adequate to the peculiarities of the task.Purpose. Development of models for the selection of the rational method of collecting and primary processing of information of the Russian Census for each region of Russia using mobile devices and Internet technologies that correspond to the existing technological environment and the specificities of organizing Russian Census processes.Materials and methods. In the process of performing the preset tasks, methods of system and statistical analysis, expert assessment and systems, the fuzzy-set theory and cluster analysis were used. Calculations were carried out using MS Excel application software packages and IBM SPSS STATISTICS statistical software package.Results. The scientific article describes the developed expert system and models for substantiating a rational method of collecting and processing primary information in each Russian region based on their clustering according to the features characterizing the level of ICT development and their accessibility to the population in each region, the population's consent to cooperate with governmental authorities through the Public Services Portal, accessibility of ICT use in households and identifying the compliance of possibilities provided by alternative methods of collecting and processing the information on the population to the characteristics of readiness of the population, census personnel and territorial state statistics agency for conducting a census using modern ICTs and the limitations on the cost of conducting Russian Census in each region.Conclusion. The paper discusses the methodology that allows for the implementation of basic concept of the Russian Census, which is to ensure maximum coverage of the population while making informed management decisions on the choice of methods for collecting and primary processing of Russian Census information in each region of Russia, taking into account regional characteristics of the development and accessibility of ICTs, the consent of the population to interaction with public authorities through the Public Services Portal, access to ICTs in households.
