The identification of reasons behind the perception of photogenic quality in public places would help both the designers and the government administration to create better public spaces. The study was executed with reference to three selected spaces of the Arcade Independence Square in Colombo considering 3 user groups ( n=94 ) selected based on their knowledge base namely; architecture, photography and a neutral group from general public adopting an online questionnaire survey. Aristotle’s dictum scio nescio (I know that I don’t know) may serve as a source of enhanced performance for organizations. Awareness of nescience sets the direction for further inquiry, as managers tend to move in the direction that they believe will reduce nescience most. However, nescience is difficult to quantify, so, to date, managers have primarily relied on intuition. This paper introduces a theoretical framework for managing nescience that is based on information theory. This framework is tested in three exploratory empirical studies that take place in highly contrasting settings: semiconductor manufacturing, medical diagnostics and social media analytics. All three studies demonstrate that metrics related to information entropy can be used to quantify nescience. However, practitioners value the framework and its metrics more highly in the settings where the quality of or access to information drives successful product development. The problems encountered in these settings tended to be well-structured, or they were converted from being ill-structured to being well-structured. Further study of more highly contrasting practical settings will be required to determine whether frameworks based on information theory can serve as foundations for a broadly based, pragmatic theory for managing nescience.

Abstract Social media services and analytics platforms are rapidly growing. A large number of various events happen mostly every day, and the role of social media monitoring tools is also increasing. Social networks are widely used for managing and promoting brands and different services. Thus, most popular social analytics platforms aim for business purposes while monitoring various social, economic, and political problems remains underrepresented and not covered by thorough research. Moreover, most of them focus on resource-rich languages such as the English language, whereas texts and comments in other low-resource languages such as the Russian and Kazakh languages in social media are not represented well enough. So, this work is devoted to developing and applying the information system called the OMSystem for analyzing users’ opinions on news portals, blogs, and social networks in Kazakhstan. The system uses sentiment dictionaries of the Russian and Kazakh languages and machine learning algorithms to determine the sentiment of social media texts. The whole structure and functionalities of the system are also presented. In the experimental part, the system’s monitoring of the healthcare, political and social aspects of the most relevant topics connected with the vaccination against the coronavirus disease are thoroughly observed and analyzed. The analysis allowed discovering the public social mood in the cities of Almaty and Nur-Sultan and other large regional cities of Kazakhstan. The system’s study included two extensive periods: 10-01-2021 to 30-05-2021 and 01-07-2021 to 12-08-2021. In the obtained results, people’s mood and attitude to the Government’s policies and actions were studied by such social network indicators as the level of topic discussion activity in society, the level of interest in the topic in society, and the mood level of society. These indicators calculated by the OMSystem allowed careful identification of alarming factors of the public (negative attitude to the government regulations, vaccination policies, trust to vaccination, etc.) and assessment of the social mood.

When the control of a deadly disease like COVID-19 depends on the actions of the population, the quality of information the individuals are being exposed too becomes a vital concern. It is alarming to see that even at a time when the truth can become a matter of life and death a multitude of false information is being spread on social media making it all the more difficult for governments to control the crisis. Plethora of research agrees to an electronic grapevine being more destructive than anything previously imaginable. However, identifying which Social Media Platform is most likely to activate and spread the grapevine is not addressed by any study. This study uses the Fuzzy TOPSIS approach and identifies Facebook followed by WhatsApp as the two platforms most likely to spread infodemic in the country. The quantification of evaluation of the Platforms in spreading misinformation will facilitate the government to take accurate measures to stop the spread of misinformation from the identified platforms.

The face of the world of education is currently experiencing drastic and complex changes, amid social risks (physical distancing) due to the Covid-19 pandemic outbreak. In this case, the world of education has finally been affected by breaking the chain of spreading the covid-19 pandemic. In the end, the government instructed nationally to carry out online learning and this has been done for months. Online, offline, and even blended learning is carried out by an educator in an effort to improve the quality of learning during this pandemic. The research method used is development as an optimal form of renderforest applications. The renderforest application is an online-based application that can be developed by educators as a fun learning medium according to the age of the student. From the facilities, there are various template features in the application that was built by forest results that satisfy students for learning in the form of animation that stimulates the interest of students at the SMP / MTS level in accepting natural science learning. The results of making this renderforest application can be developed and published on social media such as YouTube, Instagram, Telegram, Facebook or other social media according to the needs and agreement between teachers and students to get maximum results. The results of this learning modification can be done in two directions which get the thoughts and feelings of the students who are united in the uniformity of dialogue.
