Social Inclusion of Australian Children in the Digital Age

This chapter presents evidence on the access to the Internet for Australian children aged 5-15 years at a small area level, based mainly on the 2006 census data. It shows that there are areas of Australia, particularly in regional Australia, that have relatively low proportions of children who have access to the Internet at home. The geographical distribution of these areas is correlated with risk of social exclusion as measured by Child Social Exclusion Index. There was also a positive correlation between the proportion of children in an area with access to the Internet at home and average educational outcomes. The chapter concludes that there is some evidence of a digital divide for Australian children based on location of residence and socio-economic factors, which may have significant implications for children's ability to participate in society both now and in the future, and this requires further research.

Information and communication technologies (ICTs) are increasingly important for people with disabilities (PWDs), suggesting digital inclusion as a possible social mechanism against the social exclusion of disability. This study suggests a more complicated relationship between ICTs and disability. Situated in a Chinese context and based on research methods of ethnographic participant observation and in-depth interviews, this study explains why and how social exclusion of disability in China leads to PWDs’ exodus to the Internet, where they find a possible habitat of digital and social inclusion notwithstanding the risk of more profound social exclusion. The study finally argues that the Internet habitat of PWDs is both a material enclave and a discourse heterotopia for understanding Chinese society, disability, and ICTs. In addition, future studies should further include PWDs in this field.

IntroductionContact with child protection systems are a key site of the expression of social inequalities. ‘Child welfare inequalities’ by deprivation have been documented in a number of countries including the United Kingdom. The size and nature of this relationship is sparse in the New Zealand system context. Objectives and ApproachThe integration of data routinely collected by NZ’s Ministry for Children into Statistics NZ’s Integrated Data Infrastructure (IDI) provided the opportunity to examine how child protection data relates to deprivation and location. Anonymised person-level data in the IDI was used to obtain a population-based retrospective sample of children estimated to be resident in NZ in 2013/2014 and less than 17 years of age. Using pre-linked data in the IDI, all children with at least one of three child protection outcomes in 2013/2014 were ascertained. Deprivation was assessed using a small-area level national index derived from census data. The most recent residential address recorded in the IDI was used to assign deprivation deciles to each child based on the small area in which they lived. ResultsOf 1,016,928 children, 13,851 had had at least one substantiation of interest, the least serious of the outcomes considered. Compared to children living in the least deprived quintile of small areas, children in the most deprived quintile had 13.1 times (95%CI for Incidence Rate Ratio 12.0, 14.4) the rate of substantiation, 18.0 times (95%CI 15.4, 20.8) the rate of a family group conference, and 6.5 times (95%CI 5.6, 7.6) their rate of placement in foster care. Conclusion / ImplicationsA marked relationship was observed between small-area deprivation and child protection contact. Action is needed to address the causes of deprivation, provide services that respond to families living in poverty, and examine carefully the interactions between demand and supply of services across deprivation levels.

Previous research has mostly focused on Internet use behaviors, such as usage time of the Internet or social media after individuals experienced offline social exclusion. However, the extant literature has ignored online response behaviors, such as online review responses to social exclusion. To address this gap, drawing on self-protection and self-serving bias, we proposed three hypotheses that examine the effect of offline social exclusion on online reviews, which are verified by two studies using different simulating scenarios with 464 participants. The results show that when individuals are socially excluded offline, regardless of where the exclusion comes from (businesses or peers), they will be more likely to give negative online reviews. In addition, brand awareness moderates the effect of offline social exclusion on online reviews. Specifically, if the brand is less known, compared with social inclusion, offline social exclusion will lead individuals to give more negative online reviews; conversely, for well-known brands, no significant difference exists in the online reviews between social exclusion and inclusion.

IntroductionThe number of people with dementia is increasing worldwide, with the majority of people with dementia living at home in the community. WHO calls for global action on the public health response to dementia. Social exclusion is commonly reported by people with dementia and their families. Dementia-friendly and inclusive community has emerged as an idea that holds potential to contribute to the mitigation of social exclusion. The objective of the scoping review is to answer two questions: What social inclusion strategies that have been reported in the dementia-friendly and inclusive communities’ literature? What strategies for developing dementia-friendly and inclusive communities that have shown to improve social inclusion?Methods and analysisThis scoping review will follow the Joanna Briggs Institute scoping review methodology and will take place between April and September 2020. The proposed review will consider studies based in community settings with participants living at home with early to late stages of dementia and their families. This includes a three-step search strategy: (1) to identify keywords from MEDLINE and CINAHL; (2) to conduct a second search using all identified keywords and index terms across selected databases (MEDLINE, CINAHL, AgeLine, PsycINFO, Web of Science, ProQuest and Google) and (3) to handsearch the reference lists of all included articles and reports for additional studies. Further, we will search Google for grey literature on published organisational reports. Two researchers will screen titles and abstracts independently and then assess the full text of selected citations against inclusion criteria. Extracted data will be presented in a narrative accompanied by tables that reflect the objective of the review.Ethics and disseminationAs the methodology of this study consists of collecting data from publicly available articles, it does not require ethics approval. This scoping review provides an overview of current evidence on strategies that support dementia-friendly and inclusive communities for social inclusion. The findings will offer insights to inform strategies for education, practice, policy and future research. We will share the scoping review results through conference presentations and an open-access publication in a peer-reviewed journal.

Social exclusion in the North Sydney local government area has increasingly become a matter for concern in the last decade. In 2005/2006 local government community service referrals indicate that there were growing numbers of people living on their own with little contact or engagement with community services and social activities. It was also suggested that older people at risk of social exclusion were living in poor housing conditions and experienced serious health issues. The ABS 2006 census data highlights that the North Sydney Council area has a significantly larger number of people living on their own (33%) compared to the rest of New South Wales (22%).This paper will present a number of different perspectives of social exclusion and consider why people in North Sydney become isolated. It will provide a brief analysis of existing programs designed to reduce social isolation and where they fit in the service system by using case studies of people who have been identified as at risk of becoming socially isolated in the North Sydney area. We will evaluate the case studies and provide several policy recommendations

The article analyses the possibility of how Cloud Computing can be used by libraries to organise activities online. In order to achieve a uniform understanding of the essence of technology SaaS, IaaS, and PaaS, the article discusses the Cloud Computing services, which can be used for the relocation of libraries to the Internet. The improvement of the general activity of libraries in the digital age, the analysis of the international experience in the libraries are examples. Also the article discusses the results of a survey of the Lithuanian scientific community that confirms that 90% of the scientific community is in the interest of getting full access to e-publications online. It is concluded that the decrease in funding for libraries, Cloud Computing can be an economically beneficial step, expanding the library services and improving their quality.

The divide between those who have computer and Internet access and those who do not appears to be narrowing, however overall statistics may be misleading. Measures of computer availability in schools often include cases where computers are only available for administration or are available only on a very limited basis (Gootman, 2004). Access to a computer and the Internet outside of school helps to reinforce student learning and emphasize the importance of using technology. Recent U.S. statistics indicate that ethnic background and other demographic characteristics still have substantial impact on the availability and use of computers by students outside of the classroom. This paper examines recent census data to determine the impact of the household on student computer use outside of the classroom. Encouragingly, the findings of this study suggest that use of a computer at school substantially increases the chance that a student will use a computer outside of class. Additionally, this study suggests that computer use outside of the classroom is positively and significantly impacted by being in a household with adults who either use a computer at work or work in an industry where computers are extensively used.

The paper proposing the cloud based internet of things for the smart connected objects, concentrates on developing a smart home utilizing the internet of things, by providing the embedded labeling for all the tangible things at home and enabling them to be connected through the internet. The smart home proposed in the paper concentrates on the steps in reducing the electricity consumption of the appliances at the home by converting them into the smart connected objects using the cloud based internet of things and also concentrates on protecting the house from the theft and the robbery. The proposed smart home by turning the ordinary tangible objects into the smart connected objects shows considerable improvement in the energy consumption and the security provision.

We examined the influence of locus of control on the relationship between social exclusion and preference for distinctive choices. Participants were 212 undergraduate students at a university in Central China, who completed measures of social exclusion, locus of control, choice, and perceived uniqueness. Results showed that participants who believed that the environment controlled their fate (external locus of control) preferred more distinctive choices in a social exclusion context than in a social inclusion context, whereas participants who believed that they could control the environment (internal locus of control) preferred less distinctive choices. Further, perceived uniqueness mediated the effect of social exclusion and locus of control on choice. These results add to the literature on social exclusion and personal control.
