Libya, potentially with enormous landmass and environmental resources, has what it takes to spearhead the African continent and can equally stand as a sustainable nation. The authors have identified three broad areas that can electronically transform the government intentions into reality; these are an institutional framework, management, and public services for collaborative partners internally and externally, and infrastructural capacity building that will enhance government. This chapter has presented a theoretical concept for further research works that will help to reshape the e-government system which is an exemplary prototype of the procedures of obtaining the higher degree in tertiary institutions; thus, Libya must compete with the standards of other countries in university policies toward sustainable environmental practices. This is the higher aim of Libya state to acquire hi-tech skills as a fundamental step toward environmental issues prior to the implementation of e-learning systems and GIS aiming to control the investment of time, effort, and financial resources.

The current environmental education and research are scattered in different disciplines of studies, notably science, engineering, management, economics, politics, and law. This leads to some problems, such as the lack of sufficient understanding of other fields, narrow perspectives towards environmental issues and ill-informed decisions of different branches of the government, and the teaching of one field of the environmental studies based on a false, distorted, or outdated understanding of other fields. Restructuring course curriculum, multi-disciplinary research, and recruitment of college graduates from other fields of study are some of the suggestions.

This article discusses the relationship between a consumer lifestyle and the environment. The willingness to adapt to a sustainable lifestyle was tested through a questionnaire among students of Mendel University in Brno, who are theoretically well-informed people. Overall, 417 students answered, i.e., 19% of the respondents. The students generally recognised the need to address environmental issues, and 90.6% intended to change their lifestyle in this direction. Among the barriers, they mentioned in particular lack of time, lack of financial resources, lack of specific information and insufficient conditions. Addressing this issue requires close co-operation in education between governmental and non-governmental organisations in both the public and private sectors. The COVID-19 pandemic has affected the situation in that it has drawn attention to the response of local companies to the global problem.

Environmental education (EE) is an integration of environmental understanding with formal or informal education. EE is expected to help students gain understanding on the awareness and knowledge about the environment to further shape student attitudes. From these understanding, skills and abilities will emerge so that students can actively participate and become agents in solving environmental problems. The concept of EE itself can be traced back to the 18th century, although globally, those engaged in the environmental sector began to strive to develop a more measurable EE concept since the 1970s. The legal basis also varies, with application models that adapt to each distinctive environment. Adiwiyata is a form of EE managed by the government through the integration of two important ministries, namely the ministry that deals with environmental issues and the ministry that deals with education. This study was intended to find out whether Adiwiyata was in accordance with the EE concept that was agreed upon globally. In particular, the implementation of the Adiwiyata Program in Surabaya City is the focus of this paper based on the results of research on the environment in 2019 which have been published. The environmental awareness of Adiwiyata School in Surabaya City is quite high and the concept developed by the Surabaya City Government is very solid that involves all parties.

ABSTRACTThis research, exploratory nature, aims to identify the current scenario of degrees in Science and Mathematics in Brazil, its weaknesses and offer. The number of vacancies in the IES Degree courses in Science and Mathematics is insufficient to meet demand in teacher training in this area? That was the question that guided the investigation. In this sense, we try to see if there are no vacancies, if there was a reduction in enrollment, evaluate evasion, estimate the annual public spending on vacancies unoccupied in 2011, these degrees. In response to the question presented in this study, the results corroborate the analysis of Tardif and Lessard (2009), with the prospect of an increase in the deficit of teachers. On the other hand, the survey indicated that the financial resources expended by the Government, especially in public institutions, little impact due to the high percentage of evasion, considering the offered vacancies and loss of students during the process. About 920 million reais annually, only in public HEIs, the resources made available for training of science and mathematics teachers do not produce effective results.RESUMOEsta investigação, de natureza exploratória, tem como objetivo identificar o atual cenário das licenciaturas de Ciências e Matemática no Brasil, suas fragilidades e oferta. Contacto principal: [email protected]

The increase of regional capacity in managing the needs of Regional Development accompanied by the Delegation of Authority from Central Government to Regional Government, has implications in increasing the need for Development Funds, while the Regions can’t continue to rely on the fulfillment of these needs to the Central Government. In response to this, in implementing Autonomy, the Regions are given additional Authority of Financial Management. Such authority, creates demands for the Regions to be creative and focused in achieving the Government Goals that have been established.,As an effort to execute duties and functions of Regional Government in the form of Regional Financial Management, then a region must be able to recognize the potential and explore all the resources it has. Local Government is expected to dig deeper related to the potential derived from its own financial resources, especially in order to meet the needs of government financing and development in the region, one of them through Local Own Revenue as one of the main sources of Regional Financial Reception. Independence of Local Own Revenue for a Regional Government, giving positive support to the ability of the region in meeting the needs to build the region. Thus, the greater source of income derived from the potential owned by a region, the more freely the area can accommodate the needs of community without the interest of Central Government which is not in accordance with the needs of people in the region.

However, adopting environmental management as a development strategy satisfies the organizations needs to gather economic growth and sustainability. Thus, this paper aims on identifying whether the organizations from the Quarta Colonia Region are concerned about environmental issues and whether they adopt environmental management programs, analyzing aspects which can influence the different approaches applied to this issue. In order to reach such aim, a qualitative approach was used in a study considered exploratory and comprised as a case study. The sample consisted of five organizations from the Quarta Colonia Region where there were technical visits and semi-structured interviews. A relevant result of the study was that it was possible to observe that the studied organizations are restricted only to the operative environmental law requirements. Thus, organizations ought to adopt new emplacements and a continuous updating process, which can become viable through the environmental management.
