Relevance of Technologies for Smart Cities

Most of the work to develop a smart city is how to connect physical urban infrastructure to the digital world to use it as a solution space for citizens and authorities to make best decisions to reach the best quality of life every day. Every city as a complex system needs to adequately manage their different dimensions. This chapter proposes the second approach with a top-down architecture identifying a set of information technologies linked in processes that every city service needs as part of their digital transformation process in their urban space. Hence, this chapter introduces six technological layers in a workflow pipeline that are explained as an approach to develop every smart system of a city. However, in the proposed workflow of technologies to implement, the authors give a central focus to the IoT infrastructure as the base to build information of quality, to have reliable services even after getting insights from analytics to come back to the IoT with their connected actuators to take actions.

The transformation of the municipal economy in the late XX – early XXI centuries increased the im-portance of the use of interactive information tech-nologies in the urban environment, increasing their influence on the formation of a smart modern urban space that meets the level of development of society in accordance with the concept of sustainable de-velopment. The subject of the research is the fea-tures of the digitalization of municipal governance in modern realities. The task is to identify the main trends in the digitalization of the municipal man-agement system in the face of uncertainty and trans-formation of economic realities. In order to assess the features of the transformation and development of municipalities in the context of widespread digi-talization of economic processes, the evolution of informatization of the municipal management sys-tem in the Russian Federation has been investigat-ed. The results of the study were to determine the goal of creating and developing a unified infor-mation space in Russia, identifying elements of a unified information space of a municipality, as well as directions for using information technologies in managing municipalities, as well as requirements for the formation of its interactive elements. The meth-odological basis of the study was formed on the basis of content analysis of scientific research and economic and statistical data characterizing the trends and tendencies of digitalization of municipal-ities. To assess the development of the digital econ-omy in the cities of the Russian Federation, meth-ods of comparative analysis of world and Russian smart practices, as well as trends in smart cities launched on ICT, were applied. During the study, it was revealed that the developed principles of the Smart City project are especially important in mod-ern conditions of neo-industrialization and reindus-trialization, however, the trend of budget non-fulfillment of the Digital Economy national project that took place in 2019, which was designed to be-come the basis for the development of all other fed-eral programs, continued under the constraints as-sociated with COVID-2019, showing the worst budg-etary execution result for the period January – Au-gust 2020. The result of the study was an assess-ment of not only the economic parameters of the socio-economic, institutional and other order that determine the effectiveness of the implementation of a national project, but also a comparison of the qualitative characteristics of the domestic digitaliza-tion of municipalities with foreign counterparts. Recommendations were developed to eliminate cur-rent problems in order to increase the efficiency of digitalization of the municipal economy and en-hance its participation in solving national develop-ment priorities.

The paper outlines the features of structural transformations in the economy of large cities in conditions of globalization. Special attention is paid to finding priority directions and mechanisms of impact of global economic changes on evolutionary advances in economic structure of large cities. The decisive role of large cities in economic development of contemporary states is emphasized. The processes are accompanied by constant growth of the share of urban population and concentration of growing economic capacity in cities. Moreover, more and more metropolises and global cities emerge. Their major advantage is a high concentration level of production capacities and capital as well as significant human capacity, which promotes innovative development of various sectors of urban economy, mostly energy, information technologies, transport, household services, leisure and banking sector, etc. The following problems are defined as the most essential of those faced by large cities in the era of globalization: deteriorating quality of social capital, growing security challenges, growing risks of technological disasters, deteriorating quality of environment and environmental situation in general, growing load on engineering and social infrastructure, need to secure constant supply of sufficient volumes of drinking water and food. The paper proves that the priority directions of economy development in large cities in the era of globalization is to improve the mobility of population, improve living conditions and meet high standards of citizens’ household comfort, form innovative information-communication networks, establish qualitative planning of urban space, solve ecological problems, namely through renewable energy and prioritization of environmental protection. Recommendations regarding top priority measures of adaptation of large Ukrainian cities to modern requirements of globalization based on the experience of the most developed countries in the world are suggested. In particular, the authors emphasize the need to increase the volumes of investment in the development of information technologies and activation of digitalization of urban space due to releasing the share of budget resources currently inefficiently used and directing them on meeting social needs of citizens.

Research background: Business entities in the Czech Republic, as well as others around the world began to realise the need of using new information technologies. More business subjects became conscious of the advantages and benefits of digitization, automatization and robotization, not only in accounting, because of the influence of Sars-Covid-19 pandemic. The concept of digitization is the use of information and digital technologies that lead to streamlining and improving processes in the areas of communication, information transfer, data availability and more. Considering the fact that nobody knows how the digital world will look like in the future, it is necessary for business entities to prepare themselves for anything to come so they will be able to react flexibly because it is obvious that the digital world affects and will affect every part of business management. Purpose of the article: The aim of the paper is to evaluate the level of digitization of business entities in the Czech Republic in accounting. Methods: To conduct the research we have used a questionnaire survey and testing of statistical hypotheses. Findings & Value added: The answers of respondents show that the level of digitization and the use of their services depends on their size, larger entities are using the digitization more intensively. The article is very useful, especially at a time when the Czech Republic and the world are affected by the pandemic Sars-Covid-19.

The article presents the analysis of the key directions for developing a smart city concept through the prism of perception by residents participating in the strategic guidelines in the context of digitalization and a changing economic space. There has been considered the problem of implementing the concept of smart city and low awareness of residents about the regional policy on digitalization of urban space. Trigger spheres of the economy are proposed, whose digitalization should be carried out in the first place. The actual scenarios for building a smart city are presented, and their prospects for the Volgograd region are determined. A model for the development of smart urban space is proposed. The necessity of a direct financial support for advanced technological solutions for the development of urban systems through subsidies, as well as indirect tax incentives is determined. A smart city requires unconventional solutions and flexibility in municipal policies. Principles are proposed that can contribute to the sound management of sustainable smart cities. The obtained results of the study can be used by local governments to implement the most acceptable scenario for the transition to the concept of a smart city in accordance with the current level of development and preparedness of urban space for digitalization. The main advantage of the transformation of urban space and the use of digital technologies is an increase in the quality of services provided to residents, saving financial resources, time and energy required for the city functioning

Smart cities can be described as the use of modern technology to improve urban space, as well as interacting with citizens to increase quality of life. It covers every aspect of society's and people's livelihoods, from monitoring of public space to public transport services, home automation, cloud storage, and electronic public and business services. The advancement and global practice of information and communication technology (ICT) have led to its fundamental consideration in the development and navigation of cities. This has called for the need to have innovations using technology to improve the quality of life and enhance natural environment. Therefore, this chapter is aiming to provide further understanding and clarity on smart cities with inclusion of several initiatives and examples already applied in practice within the UK and across other countries. The research is mainly including secondary sources from the literature to review smart cities. Key recommendations are provided for policy developers, local authorities, academics, and students interested in the field.

Abstract An awareness of the role of public space is growing among the inhabitants of cities. This space is an integral part of our daily lives. It consists of places outside the home where we spend free time, i.e. the streets we walk on, the squares and greeneries where we meet, as well as playgrounds, parks and green areas where we rest and do sports. The quality of such space affects many aspects of human life. Positive trends in terms of growing public awareness do not, however, seem to be reflected in the awareness and actions of public entities in Poland, strong evidence of which are the widely criticized amendments of regulations governing the felling of trees. The goal of this article is to present the different dimensions of the value of urban parks, as well as to apply the direct use approach to measure the recreational value of the park system in Lodz. Expressing different aspects of the value of public space, especially parks, in monetary units and incorporating these values in spatial planning analysis can contribute to a significant improvement in the quality of life of urban dwellers and their perception of urban space.

Along this article we share our research in the field of urban creativity, in particular on how smart cities are becoming more and more independent and developing a spirit of sustainable autonomy that somehow creates creative opportunities in terms of memory and cultural identity. Our current article raises the issue of how can smart cities affect the creative process? We believe that creativity becomes a process linked into a digital world and becomes much more interactive. That is why new ways of artistic and digital expression can be welcomed by those who are used to new technologies, which daily influence human activity in the space of the city. In other words, with the use of the existing technology inside the cities and their interconnections with other cities we can conceive creative strategies that will contribute to preserve the memory as well as the cultural and creative identity of a people. Video-mapping is precisely one of those creative strategies, once it will directly interact between the real dimension and the virtual dimension. The use of video-mapping, as an element of covering the facades of buildings, can somehow help to make the streets more dynamic and transform them into other atmospheres. The city becomes part of the third dimension and people are interacting between the real and the virtual. The management of the urban space has been gradually changing and following the technological advance. Mobility and sustainability is one of the key factors in which a smart city has invested the most. Now is the time to invest in a relationship between the city and the people, making it more humane and giving space for creativity.

The content of the article provides information on the importance of studying and republishing education and training in higher education institutions in accordance with the requirements of modern digital time. This task in the modern digital world will be realized only through the development of advanced models based on the theory and practice of world didactics in the construction of effective design of training and improving the quality of education in universities. The author explains that today the main reason for the need to rethink pedagogy is the development of media education and the intensive introduction of digitaltechnologies in the theory and practice of didactics. We are talking about the possibility of online education and training raised by scientists at the level of world pedagogy, the need to focus on the implementation of all the skills of virtual education, the widespread use of digital technologies in practice. Based on the analysis, the author draws conclusions about the effectiveness and importance of interactive teaching and learning methods based on information technologies used in practice

The article is devoted to the study of the processes of formation of "smart" cities in Russia. The relevance of the topic is due to the need of society to renew cities, improve the quality of urban space, its ability to ensure the sustainable functioning of the city and the provision of urban services, and strengthen competitiveness. The study on the example of Yekaterinburg highlighted barriers to the introduction of "smart" solutions in the city space, which prevent the launch of processes of complex implementation of the concept "Smart City," justified recommendations for their elimination. The methodological basis of the study is based on theoretical provisions of innovation economy, strategic management, regional and spatial economy. The results of the analysis can be useful to students of higher education, postgraduate students, research scientists, specialists engaged in the development of projects for smart cities, state and municipal employees, as well as other interested persons.

Introduction. With the increase in urban population and the growth of citizens’ expectations, the development of smart cities – with the support and integration of digital technologies – should become one of the greatest achievements of humanity in the 21st century. Cities on our planet, from small regional communities to global mega-hubs, from the most ancient cities to the modern ones, focus on developing and implementing smart city initiatives to make them more efficient, sustainable, attractive to citizens and stimulate economic growth. Methods. Comparative and critical analysis was used to identify patterns of smart city generations formation and to find the problems of their functioning in different corners of our planet. Additionally, the mentioned methods and the method of modeling helped us to highlight the components of the concept presented through the drawing and enabled the visual presentation of its generations’ characteristics in the table. Results. The essence of the concept of “smart city”, its theoretical and applied aspects are considered. The main characteristics of the smart cities generations are defined as an innovative model for managing the socio-economic development of large cities. The most successful projects of smart city іmplementation in the world in such cities as Santander, Songdo, Masdar, Rio de Janeiro and Singapore are analyzed. It is proved that smart city is a modern model of urban transformation with the use of information and communication technologies for solving the most complex problems and development of innovations, active involvement of the citizens in the transformation process. It is a place where conditions for the development of the community and every person are created as a key driving force in fostering economic and social growth in which information technologies allow to change qualitatively the management system. Discussion. The prospects for further development of the study are to explore the experience of implementing Generation 3.0 in the top world smart cities and ways of its introduction in Ukraine, as this is the key to the economic uplift and social progress of the world.
