Transformation of China's Agricultural Trade in Response to Emerging Tensions on the Global Market

China has worked to ensure future food self-sufficiency, but still depends on the imports of many kinds of agricultural products. Imports grow as domestic demand is restructured in favor of qualitative food products of high nutrient value amid the progressive degradation of agricultural lands, and shrinking possibilities for agricultural production. Currently, the majority of such value-added food products is imported from the USA. By raising import tariffs in response to the recent US protectionist policies, China may face a situation of food insecurity. This chapter reviews the recent tendencies in China's foreign trade in food and agricultural products, analyses food security status of China on major kinds of agricultural commodities, discusses current US-China trade relations and reorientation of China's foreign trade in food and agricultural products, and provides possible solutions to the improvement of food security by means of intensification of domestic agricultural production and diversification of imports.

AbstractTrade in agricultural products is one of the most dynamically developing segments of the global market. The feature of the contemporary stage of world food trade development is that the leading exporters are also the largest food importers, combining the benefits of the international division of labor with the development of domestic agricultural production. In the paper, the role of foreign trade in ensuring food security has been evaluated by comparing the global index of food security and the share of imported food in the domestic market. As a result, the countries of the world have been divided into 4 groups. The first two groups include countries that ensure their citizens a high level of food security through imports, as well as or through their own efficient agricultural production. The third and fourth groups include countries which are not agrarian developed. The problems of hunger and malnutrition in these countries can potentially be solved with the help of foreign trade and increased efforts of the international community.

The purpose of the article is to study the economic mechanisms of agricultural production growth within one country and, in particular, Kazakhstan. The growth of agricultural products in Kazakhstan and the provision of the country with food products are complex and relevant issues, which include the problems of production, the situation in the national agricultural markets, solvency and competitiveness, the annual volume of agricultural products, the increase in annual revenue, ensuring the availability of food products to consumers, laws in the regulation of the agricultural industry, etc. The potential of agriculture is correlated with the level of food security of the country. State regulation of the agro-industrial complex is aimed at ensuring food security, stability of agricultural products entering the market, creating favorable conditions for entrepreneurs, increasing the competitiveness of domestic products, as well as improving the standard of living of the population of the regions by creating favorable conditions for the development of crop production, animal husbandry, fisheries, processing of agricultural products and the food industry, veterinary-sanitary and phytosanitary security, it is aimed at providing technical equipment and other auxiliary areas of activity, social and infrastructure development on regional territory. The authors of the article emphasize that agriculture will become an important part of the agro-industrial complex. Agriculture is an industry aimed at providing the population with food and is a raw material necessary for the economic sphere. It occupies an important place not only in the agro-industrial complex, but also in the national economy of the whole country. Agriculture is the most important part of the material production industry. Agriculture provides the country with food and industry with some raw materials.

The potential of Ukraine as a subject of foreign trade is considered. The major internal and external factors that determine competitiveness in the global agricultural market with the help of SWOT-analysis are identified. It is set that despite a great number of negative factors inherent in Ukraine, the country has enormous agricultural potential, allowing growing and exporting huge volumes of agricultural production in the conditions created by nature. The basic barriers and ways of their overcoming for domestic agricultural manufacturers are analyzed.

The crisis represents a disorder that in contemporary society increasingly occurs. Crises are often the result of some earlier solutions. The situation in agricultural production in Croatia has been negative for years. Inadequate tax and high administrative burdens act to discourage the production process and impede the competitiveness of farmers. Furthermore, the measures taken to create added value are not enough, they can even be said to be wrong. The current crisis Covide-19 caused a disturbance on the market in terms of trends of supply and demand. The crisis period will show whether the country has an adequate strategy to overcome all the economic problems ahead. The aim of this paper was to analyze the readiness of the Republic of Croatia for crisis periods in terms of food security by analyzing the volume of agricultural production, the balance of foreign trade of agri-food products as well as the structure of total agri-food product trade. The determined trend of increasing deficits in agri-food products in foreign trade balance, particularly with EU countries implies the state's unenviable position regarding the food security indicating the need for implementation of adequate measures in the direction of the market organization and to facilitate investment in sustainable agriculture production systems.

Research background: The economy with the strongest influence on world affairs, international politics and world economy is undoubtedly the economy of the United States of America. In the Czech Republic, after the revolution, the USA quickly came to the forefront of interest and mutual foreign trade grew significantly. However, their global influence was significantly reflected not only in economic aspects, but also in sociological aspects. In recent years, the so-called “Americanization” has been taking place in the Czech Republic. American terms were often adopted in the commonly used Czech language, and the demand for American goods increased significantly. Purpose of the article: The objective of the presented text is to evaluate development of the influence of the USA on the economy of the Czech Republic by analysing the development of key macroeconomic quantities, in particular gross domestic product, gross national product, balance of payments and foreign trade. Based on the results of this analysis, the future development of the Czech economy, more precisely opportunities and impacts arising from mutual trade relations between the American and Czech economies, is predicated. Methods: Descriptive statistic. Findings & Value added: The results of the research showed a gradual expansion of the influence of the American economy in the Czech Republic, which began after 1989 and continues to this day. This influence manifested itself in several aspects. It was reflected in the structure of mutual foreign trade, and also in the Czech culture and the Czech language (adoption of English terms into the Czech language). The further potential of mutual trade is highlighted out by comparing the structure of export and import from the USA in total and export and import from the USA to the Czech Republic.

The article is devoted to the study of the peculiarities of the formation of agri-food chains in foreign markets and the calculation of value added losses in export-import operations of agri-food. It is established that the share of the agricultural sector in the GDP of Ukraine is 10.2% at the lowest value added per employee 4801.4 dollars. USA. It is estimated that in 2010–2019, in the structure of Ukraine's exports, agricultural products provided 19% of foreign exchange earnings in 2011 and 40% in 2019, which is evidence of the strengthening of export positions of the studied sector of the economy in foreign markets. It was revealed that in 2019 the share of agri-food products was 44.3%, or 22.2 billion dollars. US, or increased by 19% compared to 2018, while total exports from the country during this period increased by only 6%. It is determined that in the structure of exports of agri-food products the share of plant products is 58%, and in the commodity structure of exports the largest share falls on cereals - 74%, as well as oilseeds - 20%. It is concluded that the export of agricultural food in 2010–2019 is formed by raw materials, while the value added of processed products - sunflower oil, poultry meat - is higher than that of grain. Threats to the functioning of agri-food supply chains to foreign markets caused by the COVID-19 pandemic and government actions of the world and Ukraine to ensure food security are systematized. It is substantiated that the structure of Ukraine's foreign trade is rational, as raw materials predominate in supplies to foreign markets, and technically complex products dominate in the structure of imports. It is estimated that the foreign trade balance of goods and services in 2019 is negative in the amount of 3.7 billion dollars, but improved by 2.5 billion dollars. relative to the 2018 figure. It is substantiated that in order to achieve a positive value of the foreign trade balance of Ukraine it is necessary to stimulate the development of food industries, ie products with high added value. It is analyzed that the increase in exports of agricultural raw materials leads to a shortfall in value added, and, consequently, the state budget loses significant revenues in the form of value added tax (processed agricultural products are subject to VAT on its exports), tax on profit, export duty (rate 18%, for the export of live farm animals). It was found that the value structure of agricultural imports is dominated by the group of "finished food products" (45%); the second position of agri-food imports is occupied by products of plant origin, the share of which is 31%; third - products of animal origin, whose share in the structure of imports is about 18%. It is suggested that state support instruments, such as VAT refunds, should only be used to stimulate high value-added industries. Like other neutral nations of Europe, Spain has been tremendously affected by the war. Though she has not been brought into such close contact with the great struggle as have Holland and the Scandinavian countries, because of her distance from the battlefields and the comparative insignificance of her commercial interests, she has nevertheless felt and is still feeling a great strain, the chief characteristics of which are economic. The cost of living in Spain has increased several fold. This is due in part to the difficulty in obtaining both manfactured articles and coal for her own industries and in part to the great scarcity of agricultural products: the result of the short-sighted policy followed up to the present of exporting food products which should have been retained at home. Though possessed of a greater arable area in proportion to her population than any other country in Europe except Russia, the methods of agricultural production in Spain are wofully deficient. As a result of her own backwardness and her failure to develop either her industrial or her agricultural resources, Spain is now suffering, to a lesser degree possibly, the same inconveniences which are disturbing Germany, France and England: namely, a scarcity of food; and she does not possess the artificial stimulus which those countries have to aid in overcoming it.

The recent interest in the topic of agri-food exports is caused by investment activity in agriculture after 2014 and, as a consequence, the positive dynamics of the main indicators of the industry's development. Russia’s food exports has grown more than 15 times since the early 2000s, and the dozens of countries around the world buy this food. At the same time, there are structural and regional features that indicate the limited results achieved in foreign trade, but Russia’s agri-food exports are growing only at the expense of three categories of goods (grain, vegetable oil and fish) with a lower added value than by top-processed food products. It is noted that despite the large number of importing countries, only a few of them purchase significant volumes of Russia’s food. The aim of the study is to quantify the regional differences in the involvement of the territory in the export of food and agricultural raw materials. The assessment showed that most of the Russia’s regions are poorly involved in foreign trade, therefore more than half of all food exports belong to several regions that have a large seaport and produce one of the three main food products. Based on the assessment results, a typology of Russia’s regions is presented according to the criterion of involvement in Russia’s export of agricultural products, taking into account the characteristics of exported products (upper, middle or lower processing). The results obtained make it possible to assess the real export activity of the agroindustrial sector of the regions and the potential for its increase in the future. To calculate the dynamics and regional distribution of Russia’s food exports we used the database of the Federal Customs Service of Russia (HS codes 01-24). In the article, we also calculated the Balassa index and the export diversification index, modified for analyzing the involvement of Russia’s regions in the export of agricultural products.

Introduction. The article is devoted to the problems of agricultural development as a basis for ensuring food security in Ukraine. Food security is one of the important components of economic security, which creates a basis for further progress and development of the state. Achieving food security is one of the Global Goals for Sustainable Development by 2030, set by the UN to member countries at the Summit on Sustainable Development. The purpose of the article is to reveal the problems and prospects for the development of the agricultural sector in the context of ensuring food security in Ukraine. Results. It has been determined that the contribution of agricultural production to the GDP in Ukraine is quite significant. According to the results of 2018, 89% of agricultural enterprises have received a profit. The consumption of main types of food products by the population of Ukraine is less than the scientifically substantiated norms, namely: the actual consumption of meat is 64% of the norm; milk and dairy products – 52%; eggs – 94.8%; fish – 59%; fruits, berries and grapes – 53%. At the same time, there is a steady increase in the share of agricultural products in the structure of exports (in 2019 – 44.2%). According to the Global Food Security Index, Ukraine does not have the best positions and yields not only to all European countries, but also to those countries to which it exports food. Conclusions. Ukraine occupies the 76th out of 112 positions in the 2019 Global Food Security Index. Problems that pose potential threats to food security are acute, particularly, the lack of balance in the diet of Ukrainians. Due to the products of animal origin, the caloric value of the diet is provided only by 28% at the optimal level of 55%. The share of the population’s expenditures on food products is unacceptably high: more than half of the total aggregate expenditures, which is higher than the similar indicators of the EU countries by 3-5 times. The increase in agricultural production should take place in compliance with environmental norms and international food quality standards.

The development of the USA, Canada and Mexico is studied taking into account the signing of the new USMCA Agreement, and some differences from the previous NAFTA are presented in accordance with modern challenges. The foreign trade of the association and its separate member states is analysed, their shares in the general trade are determined, and basic indicators of international trade are calculated. The main directions of trade flows and the importance of partner countries with regards to each other are identified. Exports are analysed taking into account the periods before and after the conclusion of the Agreement, while changes of intra-regional trade between the partner countries are investigated. Particular attention is paid to the study of foreign trade in agricultural products. Its share in total trade in goods is defined, the basic indicators are analysed, features concerning directions are determined. Trade trends taking into account North-South integration are considered, and the corresponding features are revealed. The importance of the agricultural sector in the new USMCA Agreement is presented as a result of the consideration of trade policy for agricultural products. It is proposed to take into account certain provisions of USMCA when concluding regional trade agreements of Ukraine in the future, as well as the possible impact on trade with Ukraine.
