Why the Latin American Footwear Industry Still Lags Behind in E-Commerce Adoption

Latin American countries have made important investments in digital infrastructure, but there is still an important gap in information and communication technologies (ICT) and e-commerce adoption. The objective of this chapter is to analyze e-commerce adoption by the footwear manufacturing firms of Ecuador. For this purpose, a sample of firms of the province of Tungurahua has been analyzed. Results show that the dominance of micro-businesses in the sector, age, the low level of education and of computer literacy are barriers to e-commerce adoption in this industry. Additionally, it was found that the behavior of micro-businesses and small firms in terms of e-commerce adoption is different. The results are important for governments that want to grow e-commerce adoption among businesses, as they show that additionally to economic and sociopolitical factors, the characteristics of business sectors, and individual characteristics of the business owner are key drivers for ITC adoption.

The spread of new Information and Communication Technologies (ICTs) has been recognized worldwide. ICTs are broadly perceived as tools facilitating economic growth and development, especially in backward countries. They are easy and cheap to adopt, require minimum skills for effective use, and bring opportunities for disadvantaged societies. They enable education, knowledge dissemination and sharing, and processing and storing of all kinds of information. The existence of causal relationships between technology diffusion and general economy performance is highly probable. This chapter seeks empirical evidence in existing quantitative links between the process of Information and Communication Technologies (ICTs) adoption and dynamics of economic growth and development in Latin American countries. The authors consider ICTs diffusion patterns in Latin American countries, approximating the diffusion process by S-shaped curves. Afterwards, they aim to detect if there is any quantitative relationship between ICTs adoption dynamics and economic growth and development, and they estimate to what extend ICTs contribute to economic growth and development. The authors hypothesize on existing statistically significant and strong links between the two. They use panel data for Latin American economies from the years 1990-2011. All necessary data are derived from World Telecommunication/ICT Indicators Database 2012 (16th edition) and World Development Indicators 2012.

The article discusses the technologies of active teaching methods used when working with children with disabilities. It is concluded that in inclusive education it is possible to use technologies of active teaching methods, consisting of information and communication technologies, when working with children with disabilities. As the world economy is globalized, crises are rapidly spread due to the massive use of ICTs (Information and Communication Technologies), also affecting the entrepreneurial values involved in business creation processes. In this sense, digital marketing has a key role to play, as it can serve as a tool based on technology applied to foster nascent entrepreneurship. Using data for GEM Latin American countries, and applying clustering analysis based on the K-means method, the objective of this work is to test if the actual First Global Financial Crisis (FGFC) has altered the entrepreneurial values in Latin American firms. The main result of this work is that the traits of entrepreneurial activity in GEM Latin American countries have progressively shifted from quantity to quality, so digital marketing is having an increasing importance.

The focus of the current study is analyze the impact of the use of ICT on the performance of Tunisian companies. These companies must be always fully aware of the importance of a practical valorization of ICTs that bring about socio-economic development. Thus, using ICTs on Tunisian companies’ performance has unquestionably remained a vital need. In fact, this study is carried out on a sample of 150 Tunisian companies operating in different business sectors. We chose the quantitative method. So, to test our conceptual model, we applied the exploratory factor analysis and then the structural equation methods. The empirical testing of hypotheses of this research led to partially confirm the influence of ICTs on the performance of Tunisian companies. In this regard, the companies surveyed are almost aware of the importance of the value of ICT, which implies an insufficient use of ICTs and an incomplete maturity of this field.

This chapter attempts to enhance the understanding and knowledge of Information and Communication Technologies (ICTs) in relation to the Tanzania National ICT Policy as a case study. The authors extensively explore these pervading technologies as they impact on the education, commerce, social, cultural, and economic life of the poor Tanzanian people. The chapter looks at how Tanzania is coping with the issue of poverty eradication as one of the eight UN Millennium Development Goals (MDGs). It addresses the issue of digital divide and the role that ICTs can play in poverty reduction. Tanzania’s efforts in embracing ICTs and the challenges facing the country in its efforts are also addressed. Overall, the chapter demonstrates that ICTs are a set of tools for knowledge sharing, which is a powerful means for poverty reduction. Furthermore, it is advisable to focus on information literacy rather than just focusing on computer literacy.

Computer literacy affects all areas of human life, and our subsequent control is almost inevitable nowadays. Due to the rapid growth of scientific knowledge and development of information and communication technologies, significant changes are taking place in individual countries. New technologies are coming to the fore through which there is an increase in country's economy, employment as well as labor productivity. To some extent, this fact is influenced by the ability of basic computer skills. This aspect is also important in terms of regional development at the national, regional and local level. The aim of the paper is to characterize selected indicator of computer literacy - internet work at three levels of Slovakia (state, district and municipality). The paper will be based by data from the Statistical Office of the European Union and Statistical Office of the Slovak republic. The methods of analysis, synthesis as well as graphical and cartographic methods will be the main methods used in the paper. Based on the achieved results, it can be stated that Slovakia achieved an average of 51.4 % in the development of internet use. It is very just above the EU average. At the regional level, the highest rate of internet use is manifested in the western part of Slovakia. At the local level in the case of the Nitra district, the internet was mostly used in the hinterland of the city of Nitra.

Introduction. The article gives an assessment of the e-government development in Russia from 2008 to 2018. E-government contributes to the development of the state’s information infrastructure, improves the effciency of public service delivery to the society and attracts the public to participate in the process of developing and adopting government decisions. The article presents a comparative analysis of the development of the electronic government of Russia with other countries. The key issues of improving e-government in Russia are identifed on the basis of the UN e-government development index. This indicator allows assessing whether the state is ready to provide electronic public services to citizens and what are its opportunities for using information and communication technologies in providing these services.Materials and methods. Electronic government has become the subject of a wide range of disciplines, including political communication and sociology. Currently, scientists are paying increasing attention to the intersection of technological factors, equipment and culture in the adoption and use of information and communication technologies (ICT), e-government research has begun to demonstrate some diversifcation. Russian scientists mostly focus on the statistic data of implementation of egovernment and consequences for governance and society. This investigation is based on following methods: 1) content-analysis of offcial documents of the Russian Federation concerning e-government; 2) declarations and interviews of offcial authorities; 3) monitoring of mass media; 3) international and national statistics data analysis.Study results. Russia has relatively good indicators of e-government development in the world (according to UN e-Government Development Index), and the introduction of e-government is quite fast. But, in comparison with the leading countries, Russia still lags far behind in many respects because of: huge territory; low level of distribution of electronic services; low activity of mobile communication; weak dynamics of the increase in the number of Internet users; lack of the necessary law regulatory framework; low computer literacy of many government offcials.

Изучена связь информационной грамотности с такими видами грамотности, как сетевая грамотность (умение анализировать данные, поступающие из социальных сетей); цифровая грамотность (умение воспринимать и применять информацию с помощью компьютера); интернет-грамотность (умение критически оценивать информацию из сети Интернет); компьютерная грамотность (способность грамотно применять информационно-коммуникационные технологии для решения поставленных задач); медиаграмотность (способности, необходимые для взаимодействия с данными, информацией и знаниями). We described the issues of different age education in a rural school and presented the main components of information literacy of school students (obtaining information; evaluating information; using information). The concept of “information” is disclosed. We studied the relationship of information literacy with such types as network literacy (the ability to analyze, collect and use information coming from social networks); digital literacy (the ability to understand and use information provided by a variety of formats and sources using a computer); internet literacy; computer literacy (knowledge, skills and abilities necessary for understanding information and communication technologies, including hardware, software, systems, networks (local networks and the Internet)); media literacy (knowledge, skills and abilities necessary for understanding all means of (mass) communication and formats in which the creation, storage, transmission and presentation of data, information and knowledge is carried out). We gave examples and analysis of the current situation in rural schools, the reasons why it is necessary to develop and implement information and communication technologies in small schools and the practice of their application. We also described the main directions of development of teachers in rural schools (areas that require special attention when designing a development program for a particular school) and the conditions that are necessary for this.

The article substantiates the importance of organizing special training of future specialists of psychological and pedagogical profile to work with gifted children. It is emphasized that such children belong to the modern «Alpha generation», whose personal development from the first years of life takes place in the digital space, as well as that the use of information and communication technologies is an important factor in the successful organization of distance learning in higher education in solving the problem of forming innovative, creative, competent teachers of gifted children in particular. It was found out that the communication potential and interactivity of ICT provides the subjects of the educational process opportunities for creative communication, exchange of information, cooperation in performing common tasks, increase interest, deepen knowledge about the phenomenon of giftedness and development of non-cognitive qualities needed for future educators with gifted children. The methodical features of conducting lectures-visualizations on pedagogical disciplines with the use of electronic presentations aimed at forming in future educators components of readiness to work with gifted children are presented. The importance of electronic educational resources in expanding students' knowledge about various aspects of working with gifted children is shown. The experience of creating a virtual teacher's site «Teaching creatively» is presented, in which it is integrated the capabilities of online services in accordance with the didactic purpose, taking into account the age and individual characteristics of gifted children. The teacher's virtual website «Teaching creatively» has a clear structure, its creation involves the use of online services that allow you to design interactive tasks, provide feedback, record educational videos and conduct research. The main conclusion of the study is that the use of information and communication technologies, electronic educational resources in terms of distance / blended learning significantly improves the quality of training of future teachers to work with gifted children.
