Transport Infrastructures Safety and Security

The chapter focuses on explaining the causal links between security and safety within the transport infrastructure. The chapter presents the current state of protection and resilience of the transport infrastructure in Europe. The introductory part will focus on comparative analysis of the latest information on transport infrastructure. In addition, an overview of current European transport infrastructure directives and legal acts will be included. This will be followed by an analysis of the results of scientific research projects at European level. As a case study, the state of security and safety in the transport infrastructure of the Slovak Republic will be presented. The following will be a generalized set of recommendations to improve security and safety in the transport infrastructure. The chapter will be supplemented by relevant sources of information on the issues addressed.

A high-quality infrastructure and technical base is a vital factor in the development of intermodal transport in transport systems. Intermodal transport terminals are the most important component of a combined transport infrastructure, providing an essential connection between different modes of transport. This article deals with the issue of where to locate intermodal transport terminals within a transport network. In reality, this decision comes down to the potential of a particular location (e.g., an industrial park) and the critical role of private investors. These are mostly subjective factors, whereby little or no consideration is given to objective criteria. Within this context, it is extremely important that decisions are taken with regards to the development and construction of public networks, and economically neutral intermodal transport terminals by independent subjects are based on a non-discriminatory approach. In other words, it is essential that such terminals are built in places that comply with the stated priorities of the transport policy of a specific state. In this article, the author puts forward a method for determining the location of terminals that are based on the optimisation of several influential factors. The specified methodology is applied to a case study in Slovakia. The theoretical part of the article deals with the nature of the method to be applied. The discussion part involves a case study concerning the (potential) location of intermodal transport terminals in the Slovak Republic.

Introduction. Electoral processes in the post-socialist countries have determined their political and party fragmentation, dividing regions into more conservative or liberal ones, those supporting or opposing the “firm leadership” of the country, Eurosceptic or Eurooptimistic. The main objective of the article is to present a comparative analysis of the outcomes of parliamentary elections in the regions, given the existing socio-political splits and the peculiarities of formation of the electoral cleavages. Materials and Methods. The study was based on the results of the ten parliamentary elections held in the Slovak Republic in 1990–2020. The empirical material covers the macro (national) and micro (regional) levels. The comprehensive comparative method made it possible to single out the main socio-political splits that either confirm or refute electoral cleavages in the regions of the country. Results. The main socio-political splits in the Slovak Republic have been identified. Given the results of the parliamentary elections in the regions of Slovakia, six electoral cleavages have been recorded (1998, 2002, 2006, 2010, 2016, and 2020). Two socio-political splits of “Meciarism – anti-Meciarism” (1998) and “Fico – anti-Fico” (2020) proved to be of particular significance for the country. The fragmentation of the Slovak political and party space is represented by two groups of regions: West and East (liberals and social populists), as well as the Center (conservatives). Discussion and Conclusion. The results of the study can be used when devising an efficient regional development strategy based on minimizing the risks of radicalization of the political space and reducing the overall level of populism in the country.

ResumenLa investigación consistió en el análisis comparativo de los procesos de desarrollo de cinco proyectos con diferentes líneas de acción social realizados por los ilustradores salvadoreños Gabriel Granadino, Carlos Violante, Sonia Lazo, Edmundo Landaverde (MUNDO) y Gabriela Novoa, quienes fueron seleccionados con base en los patrones metodológicosabordados particularmente en cada uno de los casos estudiados.El objetivo principal de esta investigación es analizar la relación que existe entre las características de cada caso de estudio. Para ello, se seleccionaron cinco proyectos con diferentes líneas de acción social: identidad cultural, educación, feminismo, política y educación sexual. De estos proyectos se determinaron las metodologías y los contextos quefueron parte de los mismos, con el fin de comprender la manera en la que estos componentes influyeron en el desarrollo y el alcance de los objetivos contemplados para cada caso en específico. La investigación se realizó utilizando diversas fuentes de información recopiladas a través de: referencias bibliográficas, entrevistas, documentación fotográfica y la sistematización de los procesos por medio de matrices comparativas.AbstractThe investigation consisted in the comparative analysis of the development processes of five projects with different lines of social action carried out by the Salvadoran illustrators Gabriel Granadino, Carlos Violante, Sonia Lazo, Edmundo Landaverde (MUNDO) and Gabriela Novoa, who were selected based on the methodological patterns addressedparticularly in each of the cases studied.The main objective of this research is to analyze the relationship that exists between the characteristics of each case study. This article is first to examine one of the lists of chronicle that goes under the code name “The Chronicle of the Exodus of the ancestors of the tribe Nahci from the Settlement of Nahcivan" (N. S. Semenov). Iznaur Nesserhoev – scribe of the list – names the chronicle “Tarikh Chachan”, which is taken as the basis in this article. H. U. Basnukaev translated the text of this list of manuscript; Z. A. Tesaev compiled the commentaries on the translation and conducted scientific research relying on analysis of the contents of manuscript and its comparison with other lists. The author carries out a comparative analysis between this version of “Tarikh Chachan” and the previously published materials (N. Semenov, P. Takhnaeva, A. Salgiriev, etc.) is carried out. Publication of the translation and examination of the contents of the manuscript “Tarikh Chachan” are performed for the first time. This article reveals the similarities, discrepancies and new records on the content of a number of other lists of the chronicle under review. The examined text of “Tarikh Chachan” indicated the new, previously unpublished details in the narrative dedicated to the personalities of the Kalmyk Khan – Nowruz Khan along with other Caucasian rulers of Kakhar and Surakat. The author observes the identity of the introductory part of the text and the main plotline in the lists of the aformentioned authors (N. Semenov, P. Takhnaeva, A. Salgiriev, etc.). The conclusion is made that this list of the chronicles "Tarikh of Chachan" is an additional source on the medieval history of the North Caucasus.

It presents the theoretical base of the logistics park development, i.e. the comparative analysis, SWOT analysis, transport infrastructure survey, marketing study and marketing plan for logistics park. It also presents the basic characteristic of logistics park, logistics chains and activities connected with the transport, logistics and goods distribution.

Funding bodies seek to promote scientific research that has a social or economic impact beyond academia, including in sport management. Knowledge translation in sport management remains largely implicit and is yet to be fully understood. This study examines how knowledge translation in sport management can be conceptualized and fostered. The authors draw on a comparative analysis of coproduced research projects in Belgium and Australia to identify the strategic, cognitive, and logistic translation practices that researchers adopt, as well as enablers and constraints that affect knowledge translation. The findings show ways in which knowledge translation may be facilitated and supported, such as codesign, boundary spanning, adaptation of research products, and linkage and exchange activities. The findings reveal individual, organizational, and external constraints that need to be recognized and, where possible, managed.

The purpose of this article is to analyse the sources of shadow relations in the sphere of production and realization of housing and communal services (technologies and causes of their occurrence, subjects’ complex, level of danger, etc.); the classification of these sources of shadow relations, the definition of priorities in the development of state measures on the localization of certain sources of shadow relations in the field of production and implementation of housing and communal services, depending on the trend of their development, the level of danger to society. Methodology. The methodological foundations of research the sources of shadow relations in the field of production and realization of housing and communal services are determined by a set of methods of scientific knowledge, which allow considering the studied topics as a multidimensional, interdisciplinary phenomenon. In the course of scientific research, the following methods were used: scientific abstraction and systemic were used to generalize the current state of the production and realization of housing and communal services, to define a system of administrative measures in order to distinguish its shadow aspects; systematic structural and formaldogmatic methods allowed exploring and classifying the sources of shadow relations; formal-legal was used to study the regulatory framework governing the relations in the field of study. The paper also uses methods of statistical, comparative analysis, dialectic, extrapolation, etc. Results. The classification of sources of shadow relations will allow monitoring of financial and economic capital and document circulation in the sphere of production and realization of housing and communal services in order to determine the whole spectrum of sources of shadow relations – from socially neutral, socially positive, socially-changing (disappearing) sources of the informal sector shadow economy, to socially-variable (newly created), socially negative and antisocial sources of the underground sector of the shadow economy. The isolation of the most dangerous sources of shadow relations, producing a significant illegal potential in the field of production and implementation of housing and communal services will enable the development of a causal rather than a consequential problem and a way to combat the most dangerous acts that are reproducing-progressing sources of the shadow economy in this area of research.

This article focuses on the issue of assessing the cascading effects of critical energy and transport infrastructure elements at the fundamental level. The introductory part deals with the typology of failures and their impacts, which spread through the critical infrastructure system. At this stage, the paper presents current approaches to assessing the cascading effects and, in particular, addresses a newly developed assessment methodology. The following part defines the initial conditions of assessment and describes selected elements from the areas of energy and rail transport to which the methodology will be subsequently applied. The main part of the article is a case study of the proposed methodology, assessing the cascading effects by calculating the value of their risks, depending on the resilience and correlation of the rated elements.
