The accession of the Balkan countries to the European Union is a desire and objective of several political leaders and a commitment of the European institutions themselves. This path represents one of the objectives of the Republic of Serbia, and negotiations are currently taking place regarding compliance with the different accession chapters. Serbia's integration entails several challenges, being a decisive instrument to heal the wounds of the Balkan War and an opportunity to rebuild political, social, diplomatic, and economic relations across the region. This chapter sets out to discover these challenges and seeks to analyze the current moment of negotiation, outlining the possible paths for the country's integration into the European Union and the respective impact on subsequent negotiations with other Balkan States. Among the remaining doubts regarding the integration of the Serbian State and the conviction that the path of the European Union inevitably passes through this integration, what challenges will the negotiation face in the coming years?

The European Union (EU) is an economic and political union of 28 European countries. The population is 508 million people, 24 official and working languages and about 150 regional and minority languages. The origins of the European Union come from the European Coal and Steel Community (ECSC) and the European Economic Community (EEC), consisting of six states in 1951 - Belgium, France, Germany, Italy, Luxembourg and the Netherlands. These countries came together to put an end to the wars that devastated the European continent, and they agreed to share control over the natural resources needed for war (coal and steel). The founding members of ECSC have determined that this European project will not only be developed in order to share resources or to prevent various conflicts in the region. Thus, the Rome Treaty of 1957 created the European Economic Community (EEC), which strengthened the political and economic relations between the six founding states. The relevance of the topic stems from their desire of peoples and countries to live better. The purpose of the study is to identify the internal and external development mechanisms of European countries and, on this basis, to formulate a model of economic, legislative and social development for individual countries. The results of the study provide a practical guideline for determining the vector of the direction of efforts of political, economic, legislative, humanitarian, etc.

The choice between modern nation-building and integration into supranational European and Euro-Atlantic structures remains a strategic challenge for the Balkan countries. Success in solving this problem of predominantly mono-ethnic Croatia and Slovenia has not yet become a model to follow. Serbian and Albanian national issues cannot be resolved. Serbia's defeat in the Balkan wars of 1991–1999 over the creation of a "Greater Serbia" led to the country's territorial fragmentation. Two Albanian national states emerged in the Balkans. Attempts to create a union of Kosovo and Albania could turn the region into a whirlpool of ultra-nationalist contradictions. The European Union has started accession negotiations with Albania, Bosnia and Herzegovina, the Republic of Northern Macedonia, Serbia and Montenegro. The success of these negotiations depends on the readiness of the EU and the ability of these Balkan states to adopt European norms and rules. The accession of all Balkan nation-states to the European Union must finally close the "Balkan window" of the vulnerability of the united Europe. Nation-building in the Balkans on the basis of ethnic nationalism sharply contradicts the purpose and current values of the European integration process. For more than three decades, the EU has been pursuing a policy of human rights, the rule of law, democracy and economic development in the Balkans. The region remains vulnerable to the influences of non-European geopolitical powers: the United States, Russia, Turkey, and China. The further scenario of the great Balkan geopolitical game mainly depends on the pro-European national consolidation of the Balkan peoples and the effectiveness of the European Union's strategy in the Balkans.

The issues related to the analysis of export and import of goods between two neighboring states: the Republic of Poland and the Russian Federation have been examined. Relations between the EU countries and Russia to date have been in a significant crisis. Cooperation in the economic field is reduced in the context of mutual sanctions. According to the authors, for the Russian Federation in the near future the main task should be set – economic rapprochement with the countries of the European Union and further negotiations on easing mutual sanctions, since these and other reasons significantly complicate the countertrade in goods and services and impede European integration. It is obvious, that European companies are also interested in normalizing commercial and economic relations. The limitations of non-tariff regulation in foreign trade have been considered also in the paper. It has been concluded on the need to gradually mitigate restrictive measures. And efforts in this direction should be made by both the Russian Federation and the member States of the European Union, including the Republic of Poland.

The study is dedicated to various jurisdictions’ approaches to cryptocurrency relations regulation. The digital assets'legal status in the European Union is analyzed both at the central level as well at the level of such EU members as Malta, Romania, Germany. Among the countries that geographically belong to Europe, but are not members of the European Union, Switzerland and the United Kingdom are considered in this aspect. The authors also reviewed the most important issues of cryptocurrency regulation in the largest economy in the world - the United States. The Asian region is represented in the study by the jurisdictions where digital assets are most widespread (China and Japan). The main conclusion is that the Republic of Moldova should develop the balanced approach to legalizing the new sphere of socio-economic relations by taking into consideration both positive and negative experience as well as the best legal practices of other states in this field.

China’s deepening ties with the Republic of Belarus, combined with the latter’s geographic position between the EU and Russia (the veritable leader of the Eurasian Economic Union), stands to potentially benefit China’s bid to deepen economic cooperation with the European Union. More specifically, enhanced collaboration between Beijing and Minsk helps the PRC develop relations with the Eurasian Economic Union (essential to China’s ambitions to augment cooperation with Europe) while simultaneously providing a geographic avenue for China into the central and eastern European regions of the EU for the Belt and Road Initiative (BRI). Nevertheless, the degree to which Beijing’s stronger relations with Minsk will serve Chinese interests in connecting with Europe will depend in large on whether or not Belarus and the EU can overcome significant differences in their relationship, as well as whether the relationship between the European Union and the Eurasian Economic Union (as a partner of the BRI) takes on a cooperative or a competitive nature.

This essay reflects on a particular manner in which modernisation have taken place in the Balkans in modern history, from the 1878 Berlin Congress onwards. The Balkan countries faced twofold difficulties in their development: they had to overcome their backwardness stemming from the centuries of the Ottoman yoke and catch up with modern Western Europe, and resolve their numerous mutual territorial and political disputes. The latter task was especially difficult due to the constant interference in Balkan affairs on the part of Great Powers. This interference further aggravated nationalistic tensions between the Balkan states. The peculiar mixture of modernisation efforts and nationalism remains to this day when the entire region strives to join the European Union.

Migrants and refugees coming from Africa, the Middle East, and South Asia have presented European leaders and policymakers with their greatest challenge since the Europe’s economic crisis. Mediterranean external borders of the European Union have been largely affected with tragic events and overwhelming management of huge migration flows, which in the last two to three years have changed their course through the territory of Western Balkan countries. In times when unfortunately, an establishment of a single unified system based on the principle of shared-burden and solidarity is still waiting for practical implementation and execution, a part of the shared-burden and responsibility for managing migration flows have been transferred to the transit countries along the so-called “Balkan route”. The Republic of Macedonia and its role within the Balkan route has been seen crucial and frequently disputed. Understanding the position of this country, requires an overview of few aspects which need to be taken into account. In order to assist this endeavor, this article will attempt to presents the Macedonia experiences with migration movements.

The objective of the research of connection between national interests and the security policy of the European Union is to perceive the possibilities of the Balkan states to preserve their identity and achieve their vital and permanent national interests by their membership in the European Union. According to the author, the implementation of the security policy of European Union is often opposite to one?s own national interests. However, a pragmatic question for political leaders is how to resolve the following dilemma: ?is the created european security identity more important at the moment than the preservation of immediate or some permanent national interests?? The author points to the fact that the notion of national interests is a variable both historically and theoretically. Political, economic, security and other objectives determine vital national interests in some historical periods. At the same time, not rarely, some states alter their strategies and objectives for their own interests assessing whether the conditions prevailing in the internal and external surroundings have changed. The author devotes special attention to a comparative analysis of defining, determining and conceptual determination of national interests from the aspect of national security policies of some important states and the European Union. The second part of the article contains an analysis of the response of a group of Macedonian experts to the questions pertaining to the possibility of preserving and achieving of national interests of the Republic of Macedonia through its membership in the European Union.

For many years, the priority of foreign policy determined by subsequent governments of the six Western Balkan countries, i.e., Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia, and Serbia has been their accession to the European Union. Yet, in recent years, this process has slowed down, and so it can be assumed that in the coming years there will be no further enlargement of the EU to include any of the Western Balkan countries. The following article is aimed at analysing the present status of European integration with regard to the aforementioned states, and discusses the causes of regression in this process which can be identified on the side of the non-EU Western Balkan states and the European Union itself. Their integration is also a key issue in the context of the increasingly stronger presence of non-EU players such as China, Russia, and Turkey, all competing with the European Union for influence in this important region. The study was based on discourse analysis (including the critical discourse analysis approach) and content analysis.

Subject. Foreign economic and trade ties among countries are getting tighter and less predictable in the early 21st century. This directly stems from a growing disparity of partners, especially if it goes about their future cooperation as part of integration groups or international organizations. Communities of experts suggest using various approaches to locally adjusting integration phases, especially implementing the two-speed integration in the European Union. Objectives. The study is an attempt to examine an improvement of foreign economic cooperation and suggest its implementation steps for the European Union. This all is due to considerable inner controversies and problems within the EU, which grow more serious year by year. Methods. The methodological framework comprises the historical logic, dialectical principles, scientific abstraction method. The process and system approach was especially important for justifying the implementation of the above steps. It was used to examine foreign economic relations of partners in the European Union. Results. The article sets forth the theoretical and methodological framework for the geostrategic economic bloc, including a conceptual structure model. I present steps to implement a foreign economic cooperation of partners in the EU in terms of its form. Conclusions and Relevance. Should the form of the foreign economic relations among the EU countries be implemented, counties at the periphery of the EU will be able to become active parties to the integration group.
