Digital technologies increase the impact on society, economy and education every day. Schools gradually penetrate the technologies of virtuality and complemented reality; teachers must be prepared not only for their understanding, but also for their use. Currently, mixed learning becomes more popular in educational institutions, but not all teachers understand the essence of this concept. A generalized analysis of domestic scholars has shown that the notion of "mixed learning" relates to such concepts as "learning process", "learning system", "educational technology", "educational methodology", "combination of methods", "modernization tool", etc. On the basis of the analysis of literature on the concept of "mixed learning" in foreign and domestic researchers, the author presents her own definition, discloses the main components of mixed learning and its benefits in organizing educational activities in institutions of general secondary education; a scheme of combining traditional and e-learning in a mixed one is prepared. Digital technologies have a significant impact on the nature, the form of training, the kind of activity of students, allow the implementation of fundamentally new forms and methods of learning, and, as a consequence, increase the efficiency of educational process in a digital society. Before higher education there is the task of training specialists who can use a computer for the organization of interactive training and testing, video conferencing, participation in telecommunication projects, webinars, forums, etc. It is noted that modern teacher has to develop independently educational content in text, video, multimedia and hypermedia format, to use digital and educational resources, to set up educational content management systems and to organize training with the use of the Internet and its services.

The use of information technology and, in particular, learning management systems, increases the ability of both the teacher and the learner to achieve their goals in the educational process. Such systems provide educational content, help organize and monitor training, collect progress statistics, and can also take into account the individual characteristics of each user of the system. The purpose of this study is to determine the direction of development of modern learning systems and technologies for their implementation. The evolution of learning management systems, the transition to intelligent learning systems, the main stages of such systems were reviewed, the types of learning sequences were analyzed, the transformationinto adaptive learning systems was identified, and the scheme of the system and its mathematical model were presented. Expertise systems, the theory of fuzzy sets and fuzzy logic, cluster analysis, as well as genetic algorithms and artificial neural networks are defined as the mechanisms for implementing the learning systems. An artificial neural network in an adaptive learning system will allow you to create a unique training program that will build on existing knowledge and the level of perception of educational material by students. By formalizing the intellectual processes that both the teacher and the student carry out, it is possible to automate a certain part of the teacher’s functions, reduce the cost of manual labor, which will make it easier to monitor the learning process and also make the learning process more efficient.

The transition of modern Ukrainian education, science and technology to European integration necessitates the need to turn to the optimization and development of a methodological system for organizing the educational process. The complexity of the tasks of organizing the educational process in higher education institutions based on the Bologna principles requires new ideas and approaches that develop the prospect of finding optimal technologies for educational activities. The purpose of that article is an attempt to present the teaching as an element of technology of educational activity on the basis of modern psychological and pedagogical ideas about its nature, motivations and system-forming factors. It is about a generalized and formulated concept of the learning process, aimed at achieving certain knowledge, skills and competences. The theoretical methods of research, such as analysis, synthesis, mathematical modeling, are used in this work. The system-forming structural elements of learning are: preparing teachers and education applicants for the learning process; perception; understanding; memorization; ensuring the strength of knowledge; generalization; systematization; achievement of advanced skills. This work introduces the notions of the weights of the teaching and learning processes and the coefficients of the educational process balance in general to characterize the quality of the organization of the educational process. Teaching technology is a process of achieving its purpose through a coherent system of methods, methods and means of their realization. The most conservative elements in the learning system are its motivation, the realization of paradigm «Lifelong learning», the creation of an environment of wondering, concern and actualization of interest. At that, educational-methodical and scientific publications of the author in disciplines «General chemistry», «Inorganic chemistry», «Analytical chemistry», «Physicochemical methods of analysis» and «Organic chemistry» are used.

The purpose of research is to study and illustrate the main stages of implementing distance learning (DL) in schools, colleges, and universities using examples of real educational organizations. Materials for the study were the results of the authors’ work on the implementation of DL in the educational process of their organizations. The methodological work was based on the DL theoretical foundations of E.S. Polat scientific school and her followers. To achieve this goal and solve problems, the following groups of research methods were used:– theoretical: analysis of psychological, pedagogical, methodological literature, regulatory documents in the aspect of the problem under study; modeling of distance learning in educational organizations, systematization of scientific and theoretical and experimental data; classification of selected components and characteristics;– empirical-diagnostic (survey); observational (observation-direct and indirect, long and short-term);– statistical: measurement of the obtained data (collection of statistical material); determination and processing of quantitative and qualitative indicators of the experiment. The theory and practice of DL in Russia has been going on for over 20 years. When implementing DL in an educational organization, it is important to study the main concepts of DL in Russian and foreign scientific schools, determine the implementation strategy, but not to act “blindly”. A huge problem comes to the fore: the lack of readiness of the teaching staff to comprehend and master modern pedagogical and information technologies for organizing the distance learning process. The absence of the development concept of a pedagogical system for the majority of heads of educational organizations allows for some confusion in the submission and control of educational material, the process is aggravated by the lack of full-fledged consultations, as a result of which many participants in the educational process are dissatisfied with the results. Instead of the stage of serious system design, lecturers limit themselves to digitizing ready-made traditional lectures, conducting them in the “talking head” mode with reading the theory from the screen, introducing an automated testing system or any number of tasks “from the textbook” with the message “send a photo of the completed task”, which, of course, cannot lead to a high-quality learning process. Most lecturers try to transfer all the elements of the full-time learning system to the distance learning system automatically when changing the form of training, which is basically impossible when changing the environment. The new learning environment has different capabilities and requires the lecturer to plan differently, present information, and organize monitoring and record results. The results of the study allowed us to identify general trends in the organization of DL at all levels of education and specific problems typical for particular levels. The main issue in organization DL at school was the creation of the learning environment (technical support, Internet, organization of DL pedagogical system) as well as methodological support of DL process (training lecturers in DL methodology). In higher education institutions and colleges, the main problem turned out to be stimulating the teaching staff to master the methodological and technical foundations of DL, since the majority of lecturers clearly lacked motivation to provide a high-quality DL. In conclusion, it should be noted that for further development of distance learning, the management of organizations needs to think about developing economic mechanisms for paying developers of distance learning courses and lecturers, working out copyright protection for created distance learning courses, training lecturers in the methodology for developing and conducting distance learning courses, purchasing professional DLS (distance learning systems) with a guarantee of technical support from developers for several years and customization for the needs of the organization. There is also a need for a system of benefits and incentives for distance lecturers on health protection and incentives for further high-quality work.

In the article, using the case of Learning Management System (LMS), we consider a methodology for assessing the quality of education, taking into account the requests of experts, lecturers, and students. There is a growing relevance of such research due to the digitalization of education, the transition to distance learning as the main or auxiliary form of organizing the educational process. The applied methodology relies on the earlier developed concept of emergent learning and the system for the assessment of the quality of education, using the conception of negentropy. By adapting this methodology to the LMS assessment task, we show the importance of creating a hierarchical scheme of modules and functional elements necessary for an effective organization of the learning process. In order to provide an integral assessment, it is necessary, according to our position, to determine the weighting factor of each module and of each criterion by which this module is assessed and then to determine the values of each criterion for a specific LMS. A proposed flexible assessment system that takes into account the requests of all aspects of the educational process, allows, by modifying the weighting factors, to adapt the equation in accordance with the specificity of the subject area and educational institution within which the LMS is used. As an advantage of this methodology, it makes it possible not only to compare different LMSs in terms of quality but also to identify areas in which it is possible to improve and refine existing LMSs. We analyze the risks associated with the transformation of assessment systems from an auxiliary tool into an end in itself. In this regard, we propose an algorithm for separating qualitative and quantitative factors accounting, which helps to avoid the negative effect of the absolutization of assessment systems. In the conclusion, we outline the ways of developing the design of such a system of the management of educational process in which quality requirements prevail over circumstantial ones.
