Delivering Brown-Field Projects in the Petrochemical Industry

This article discusses the challenges faced in petrochemical industry during planning and execution of brown-field projects. Although the list of the challenges is not exhaustive, it covers the frequently encountered challenges. Along with the challenges, their solutions have been recommended based upon personal experience. This article can serve as practical guide for those responsible for management of brown-field projects in petrochemical, fertilizer, oil and gas, or other similar industries.

The article deals with professional discourse which is defined as a speech in the aspect of the event, permeated with extralinguistic, sociocultural, psychological, professional and other factors, as a verbal communication aimed at theoretical and practical business problems solution and requiring special training and experience in a definite sphere of activity. The situation in professional discourse is a kind of professional knowledge presentation depending on the participants’ personal experience. The structure and the main functions of professional discourse are revealed. The fixed and stereotyped character of any professional activity gives a solid ground for professional domains conceptual linguistic modelling, viewed as a base for languages for specific purposes ideographic description. The linguistic modelling can be carried out within the framework of cognitive spheres I. “Nature”. II. “Man”. III. “Society”. IV. “Cognition (a priori)”. The developed professional discourse description model could serve both the needs of the anthropological theory of language and the need to improve the practice of professional communication in different fields.

The problems associated with the development of the petrochemical industry of the Republic of Kazakhstan are investigated by creating a petrochemical cluster in the western oil and gas region of the country. The issues of a forming petrochemical cluster in Kazakhstan and creating an integrated petrochemical complex in Atyrau region are considered. The essence of the cluster approach as the main factor for increasing the regional competitiveness of the Atyrau region is opened, the expediency and efficiency of the creation of the petrochemical cluster and an integrated petrochemical complex is substantiated. The stages of construction of an integrated petrochemical complex are described, depending on the sources of supply of the used raw materials. An integrated scheme of the petrochemical complex was created and investment petrochemical projects in the Atyrau region were considered. The main groups of factors substantiating the opportunities for the formation of a petrochemical cluster and the achievement of an economic effect in western Kazakhstan are defined.

The article considers the level of development of the petrochemical industry in Russia, the range of products, and the volume of its production. Petrochemical product range manufactured by various oil, gas and petrochemical companies in Russia is described. The analysis of problems in the Russian petrochemical industry, a comparison of its range and production volumes with indicators of developed countries is carried out. The prospects for the development of petrochemical chemistry in Russia were discussed.


Directions for the development of the regional petrochemical complex are directly dependent on the resource availability of the region’s territory, the level of their development, the amount of explored reserves, the volumes of extraction and rationality of use. The development and justification of the priority areas for the development of the petrochemical complex of the region for individual industries, industries and enterprises, based on the assessment of the efficiency of the use of the territory’s resources, is an important element in determining the development vector of the social and economic system of the region as a whole. The petrochemical complex of the Republic of Tatarstan includes enterprises of various petrochemical industries that produce virtually the entire range of petrochemical products. On the territory of the republic, a program has been developed and implemented that ensures sustainable reproduction and development of the mineral and raw materials base of the region, involving newly discovered minerals in the economic circulation. They allow replacing imported mineral raw materials or competing in the world market for the sale and consumption of mineral resources, products of their processing. The Republic of Tatarstan also possesses significant water and energy resources necessary for intensification of extraction and processing of raw materials by enterprises of petrochemicals. As a result of the analysis of the functioning of the petrochemical complex of this region, it was revealed that, based on the explored reserves of mineral resources, the most promising branches of the petrochemical industry are the production of organic synthesis products, which is the basis for the export of the Republic of Tatarstan. The petrochemical complex of this region is successful due to the situation on world commodity markets. The demand for mineral fertilizers and the production of organic synthesis chemistry demonstrates sustainable growth rates. The high degree of depreciation of fixed assets (more than 50%) and the insufficient level of investment are impeding the efficient functioning and dynamically developing of the petrochemical complex of the Republic of Tatarstan. In addition, the petrochemical industry is highly dependent on tariffs for the services of natural monopolies (gas, electricity), which will inevitably increase, including very significantly (to the level of European ones) due to the prevailing international situation and the natural process of the evolution of the world economy. All this can adversely affect the competitiveness of Tatarstan’s petrochemical enterprises.

Background: Safety has affected the productivity of many industries, including the nuclear power, oil and gas, and railway industry. Resilience engineering is a new field in safety science. This study investigated the dimensions that contribute to safety culture and resilience and their relevance in petrochemical industry. Methods:This is a descriptive-analytical study. At first, a questionnaire was used to assess the level of safety culture in twelve dimensions. Then, a six-factor resilience engineering questionnaire was administered. Data were analyzed in SPSS 19 and EXCEL software programs using statistical tests such as the correlation coefficient. Results:The mean safety culture score was 290(43.2). The lowest score was related to the training indicator and incident and near-miss reports. The mean score of the resilience index was 201.5(25). The lowest score was related to the learning and reporting culture index. There was a significant correlation between the safety culture score and resilience engineering score (P=0.003). The results also showed that the score of safety culture and resilience increased with age and experience. Conclusion: Safety culture and resilience are correlated directly, implying that individuals and organizations can become more resilient by increasing levels of safety culture.

Acoustic emission (AE) testing (AET) is an effective, nondestructive testing (NDT) method which is widely used throughout the petrochemical industry. It especially plays an important role in inspecting of atmospheric storage tank floor corrosion, oil and gas pipeline leakage and pressure vessel cracking. The AET methods and evaluation of storage tank, pipeline, sphere and other equipment in oil and gas storage and transportation system are reviewed in this paper, and the development trends of AE technique also be introduced. This technique has important significance in ensuring the security.
