The problems associated with the development of the petrochemical industry of the Republic of Kazakhstan are investigated by creating a petrochemical cluster in the western oil and gas region of the country. The issues of a forming petrochemical cluster in Kazakhstan and creating an integrated petrochemical complex in Atyrau region are considered. The essence of the cluster approach as the main factor for increasing the regional competitiveness of the Atyrau region is opened, the expediency and efficiency of the creation of the petrochemical cluster and an integrated petrochemical complex is substantiated. The stages of construction of an integrated petrochemical complex are described, depending on the sources of supply of the used raw materials. An integrated scheme of the petrochemical complex was created and investment petrochemical projects in the Atyrau region were considered. The main groups of factors substantiating the opportunities for the formation of a petrochemical cluster and the achievement of an economic effect in western Kazakhstan are defined.

Directions for the development of the regional petrochemical complex are directly dependent on the resource availability of the region’s territory, the level of their development, the amount of explored reserves, the volumes of extraction and rationality of use. The development and justification of the priority areas for the development of the petrochemical complex of the region for individual industries, industries and enterprises, based on the assessment of the efficiency of the use of the territory’s resources, is an important element in determining the development vector of the social and economic system of the region as a whole. The petrochemical complex of the Republic of Tatarstan includes enterprises of various petrochemical industries that produce virtually the entire range of petrochemical products. On the territory of the republic, a program has been developed and implemented that ensures sustainable reproduction and development of the mineral and raw materials base of the region, involving newly discovered minerals in the economic circulation. They allow replacing imported mineral raw materials or competing in the world market for the sale and consumption of mineral resources, products of their processing. The Republic of Tatarstan also possesses significant water and energy resources necessary for intensification of extraction and processing of raw materials by enterprises of petrochemicals. As a result of the analysis of the functioning of the petrochemical complex of this region, it was revealed that, based on the explored reserves of mineral resources, the most promising branches of the petrochemical industry are the production of organic synthesis products, which is the basis for the export of the Republic of Tatarstan. The petrochemical complex of this region is successful due to the situation on world commodity markets. The demand for mineral fertilizers and the production of organic synthesis chemistry demonstrates sustainable growth rates. The high degree of depreciation of fixed assets (more than 50%) and the insufficient level of investment are impeding the efficient functioning and dynamically developing of the petrochemical complex of the Republic of Tatarstan. In addition, the petrochemical industry is highly dependent on tariffs for the services of natural monopolies (gas, electricity), which will inevitably increase, including very significantly (to the level of European ones) due to the prevailing international situation and the natural process of the evolution of the world economy. All this can adversely affect the competitiveness of Tatarstan’s petrochemical enterprises.

he article presents the results of research and development work on the creation of technologies for the production of new types of vinegar based on starch-containing raw materials with original organoleptic characteristics. The introduction of this technology at the enterprise provides for the introduction of a new stage of the mechanical-enzymatic destruction of starch-containing raw materials with its biotransformation into ethyl alcohol into the current technological scheme of the enterprise.

Terciptan karya seni kreatif dan inovatif yang memuat kelima sila beserta butir-butir Pancasila sebagai sebuah nilai luhur, keberagaman dan Kebhinekaan di Indonesia menjadi salah satu solusi alternatif bagi terwujudnya Negara Kesatuan Republik Indonesia (NKRI). Hal ini sejalan dengan Visi Misi ISI Yogyakarta, yaitu adanya penerapan dan pengoptimalan nilai-nilai Pancasila dalam konsep dan karyanya dengan memegang teguh konsep ideal bangsa Indonesia guna mewujudkan penciptaan seni maupun mengkaderisasi pendidik seni secara efektif juga menjadi tujuan utama tulisan ini. Teori strategi komunikasi (mengenal khalayak, merancang pesan, menetapkan metode, dan proses seleksi dalam penggunaan media) sangat relevan jika diterapkan oleh kreator seni dengan menggunakan pendekatan performance studies sebagai sebuah metode guna meningkatkan kualitas dan kreativitas para kreator seni yang lebih mengutamakan nilai-nilai Pancasila sebagai pedoman berkarya. Nilai-nilai Pancasila diimplementasikan melalui karya seni yang “borderless” artinya tidak terbatas lintas ruang dan waktu dalam konsep dan praktiknya. How to karya itu diciptakan, diproduksi, ditampilkan, dilestarikan, oleh para seniman, serta penikmat seni lainnya. Melalui pendidikan karakter yang berintegritas karya seringkali memuat substansi pesan moral di dalamnya. Nilai-nilai Pancasila raw-material yang fundamental dan terinternalisasi dalam kehidupan keseharian melalui berbagai profesi. The nationalist generation prioritizes the interests of the nation and state above personal and group interests. It means the law-abiding generation; discipline; love for the homeland; respecting ethnic, religious, cultural diversity; willing to sacrifice; able to appreciate the nation's culture; maintain the nation's cultural wealth; excel and achieve; and able to protect the environment. Schools, communities, and families become educational ecosystems that must work together. The creation of creative and innovative works of art containing the five precepts and the points of Pancasila as a noble value, diversity and diversity in Indonesia is one of the alternative solutions for realizing the Unitary State of the Republic of Indonesia (NKRI). This is in line with the Vision and Mission of ISI Yogyakarta, namely the application and optimization of Pancasila values in their concepts and works by upholding the ideal concept of the Indonesian nation in order to realize the creation of art well as to regenerate art educators effectively. The theory of communication strategy (knowing the audience, designing messages, determining methods, and selection processes in media used) is very relevant if applied by art creators using a performance studies approach as a method. This approach is to improve the quality and creativity of art creators who prioritize the values of Pancasila as a working guide. Pancasila values are implemented through borderless artwork, meaning they are not limited across space and time in concept and practice. How to work it was created, produced, displayed, preserved by artists and other art connoisseurs. Through character education with integrity, the work often contains the substance of the moral message in it. The values of Pancasila are raw materials that are fundamental and internalized in daily life through various professions.

The application of effective management methods in the current conditions of market development is a prerequisite for the effective functioning of the business and the realization of the competitive advantages of a modern enterprise. So in the development of the economy of the Republic of Tatarstan and the Russian economy as a whole, an important role is assigned to Kama Innovative Territorial-Production Cluster. Systematization of the infrastructure effect of the Cluster’s activities, including the development of transport and storage infrastructure in Tatarstan, was carried out according to the Cluster’s activities for 2016-2017. The participation of the Cluster in the development of international economic relations is ensured by the location of international brands (“Ford”, “Preiss-Daimler Group”, “Mercedes-Benz”, etc.) on the territory of the Cluster, as well as participation in the organization of cargo transportation within the international transport corridors “North-South” and “West-East”. The carried out researches have allowed to construct the scheme of maintenance by the Cluster of economic effect. The object of the study was Kama Innovative Territorial-Production Cluster, whose activity is reduced to providing producers with high-quality raw materials of their own production, including as a result of joint work of scientific and manufacturing companies. The research is based on the data systematization method, characterizing mainly the regional economy in the context of innovation activity, as well as methods of formalization, analysis and synthesis. The theoretical basis for the study is state programs for economic development, fundamental and applied work of domestic and foreign scientists studying the models and institutional foundations of innovation processes. Theoretical significance of the research lies in the identification of infrastructure elements, the development of which is directed at the activities of the Cluster. Practical significance of the conclusions and results of the research is to objectify the development of federal and regional programs of innovative development, the development of innovation infrastructure.

The paper considers the theoretical foundations and methodological aspects of logistics, provides a critical analysis of the concept of “logistics”, as well as the components of the direction of logistics. The definition of logistics and logistics complex is proposed. Based on an in-depth review of scientific literature, the evolution and development of the concept of logistics is presented. Analyzed the typical services provided by the logistics complex and the movement of the material flow. Logistics is a kind of catalyst for industrial development, and its improvement is of great importance for any country. This process is the foundation on which interstate integration is built. It should be noted that in today’s global environment, logistics plays a key role in the development of industry and trade of states. In a number of countries, the government initially staked on the development of logistics as the main factor in stimulating industrial development. In the Republic of Kazakhstan, this instrument can also bring a significant economic effect for an industrial breakthrough.

This paper considers the problems and dynamics of investment activities of enterprises in the Russian economy. In the current context oil and gas companies have got in to a challenging situation against the background of their competitiveness in the world market. Balance between supply and demand has been changed in the course of shale revolution in the United States, due to Iran’s coming back to the world’s oil market and “market share retention” policy being pursued by the countries – OPEC members. The paper specially consider Tatneft, since it plays an important part in the national, economic, political, public and social life of the Republic of Tatarstan. The Company’s stable operation in strategic raw materials extraction, its budgetary and hard-currency injections warrant progressive and harmonious development of the Republic. The most important factor for the investing activity it the international agreements of cooperation in oil and gas sector.

Water for oil pump stations and compressor stations of the main hydrocarbon carriers transmission systems, as well as for most other production facilities of the oil and gas complex is usually supplied from the underground sources. In this case, the function of water intake structures is performed by the bored wells or special wells. As most of them are located in quick ground, they require the use of filters of various designs. In the process of water supply systems operation, wells filters and pre-filter zones of aquifers are contaminated with mechanical particles as well as with the depositions of calcium salt, magnesium salt, silicon salt and other elements dissolved in under-ground waters. It inevitably leads to the increase in hydraulic resistance and, accordingly, to the decrease in wa-ter flow and water intakes productivity. The construction of new buildings requires additional substantial capital investments; therefore it is considered to be economically impracticable and is used very rarely. The more rational way to restore the well flow rate is to clean the filters and the aquifers pre-filter zones off the clogging. It gives a possibility to get a significant economic effect. The analysis of the existing methods and means of water supply wells recovery shows that despite the urgent need to improve water supply and to use groundwater rationally, the search for the most effective methods of regeneration of water take systems is still ongoing. Nowadays, the devel-opment of treatment modes for filters and the prefilter zone of aquifers implies the use of approaches that summa-rize the experience of previous methods which need further theoretical and experimental justification. The authors offer a more effective method for the destruction and dispergation of colmatation deposits. It requires the creation of the vibrational impact inside the filter as well as the creation of a powerful filtration flow of alternating direc-tion by implementing a multi-regulated explosion of the steam-and-gas mixture. It gives an opportunity to use it under a wide range of hydrogeological conditions, as well as in the wells equipped with filters of different types. The suggested method is simple and cost-efficient. In order to find scientifically substantiated criteria for the se-lection of optimal modes of wells treatment using this method, the authors have made a series of research. One of the main purposes of the studies is to determine the nature of the distribution and the parameters of elastic hydro-dynamic oscillations in the aquifer which are caused by the explosion of steam-and-gas mixture in the filter area of the water supply well.

In the frame of the Petróleos Mexicanos Institutional Program for Sustainable Development, processes were evaluated in the manufacture operation of the petrochemical industry, with the purpose of reducing their ecological fingerprint. Thirteen cleaner production opportunities were registered in six process plants: ethylene oxide and glycols, acetaldehyde, ethylene, high density polyethylene, polypropylene switch and acrylonitrile, and 45 recommendations in the waste water treatment plant. Morelos is the second most important petrochemical complex in the Mexican and Latin American petrochemical industry. A tool was developed to obtain eco-efficiency indicators in operation processes, and as a result, potential savings were obtained based on best performance, as well as the integrated distribution of Sankey diagrams. Likewise, a mechanism of calculation to obtain economic savings based on the reduction of residues during the whole productive process is proposed. These improvement opportunities and recommendations will result in economic and environmental benefits minimising the use of water, efficient use of energy, raw materials and reducing residues from source, generating less environmental impacts during the process.

The Republic of Tatarstan is located between Europe and Asia. It is important to emphasize geographical location, which is a key element in the processes of identities formation and transformation. Tatarstan is located in the core of the Russian Federation, situated in the European part of Russia and 800 kilometres from Moscow, at the confluence of the Volga and the Kama Rivers. The capital of Tatarstan is Kazan. The economic potential of the republic is based mainly on raw materials (including oil and gas), industry and agriculture. According to the constitution of the republic (approved on 6 November 1992) Tatarstan (previously known as Tataria) is defined as a multiethnic republic, with two official languages, Russian and Tatar. The largest ethnic groups are Tatars and Russians; as a consequence it makes sense to talk in terms of a bicultural society with two main confessional groups, namely Muslim and Orthodox Christians.
