The purpose of the study is to analyze the key challenges in the implementation of STEM education in Russia and the largest economies in terms of employment promotion and increasing students’ competitiveness. The research is based on the system analysis aimed at assessing the current status of STEM education in Russia and highlighting its key problems, and the comparative analysis is focused on comparing the approaches to STEM education implementation in Russia and other countries. It has been shown that STEM approach is being most actively implemented in the American system of education, which attracts young people to STEM careers through state and non-formal STEM education programs. The research describes a scheme of cooperation and partnership between stakeholders and the federal coordinating body of the Russian Federation providing support for the STEM education and aimed at the interaction between state and public institutions.

Subject. We investigate trends in the development of the largest steel companies in the Russian Federation. Objectives. The aim of the study is to conduct an industry-wide analysis of the production and economic activities of the largest domestic enterprises operating in the iron and steel industry. Methods. The study employs methods of comparative and system analysis, graphical and statistical methods for data processing. Results. We present the analysis of main production and economic indicators of the leading steel producers of the Russian Federation, i.e. NLMK, Severstal, MMK, and EVRAZ. The paper reveals their current status and key development trends. Conclusions. The largest Russian steel companies face serious challenges in both the domestic and foreign market. Competitive interactions in the domestic market as to the sale price of rolled metal and the share of presence are particularly sensitive. The threat of reduced supplies to export markets is also significant for Russian steel producers. It may entail insufficient utilization of capacities and potential loss of added value. The companies mainly export semi–finished goods and hot-rolled flat products, i.e. low-added value products. Products with high added value are usually delivered to the domestic market.

The main content of federal and regional programs for patriotic education of the citizens of the Russian Federation is targeted at work with school students, which puts emphasis on the analysis of young people opinion of these programs effectiveness. Basing on the data of the mass survey of senior school students in 10 regions of the Siberian Federal district, the article brings out their grounds for differentiating patriot and non-patriot, the comparative analysis of representations of these groups of pupils as about priority subjects of patriotic education and effective execution of its particular trends. The article has pointed out positive attitude of the majority of school students to anchoring patriotic values in youth environment through patriotic films. Young people have ambiguous attitude to the idea of compulsory patriotic education in schools and universities, and school students who do not identify themselves as patriots are negative about it. The participation of school students in patriotic events has been linked to their further self-identification as patriots. The authors emphasize that the formalized approach to working with young people leads in practice to a low level of their awareness of the content of the main directions of patriotic education, weak and not systematic involvement of schoolchildren in patriotic events and the work of patriotic associations. Based on the results of the study, the article concludes that there is a fairly large number of young people who do not share patriotic values and critically assess the effectiveness of many areas of patriotic education programs.

This article examines the main causes and processes for the development of US public youth policy due to legal regulation of governmental and public institutions. The research identifies the main legal terms used by American and Russian legislators and the systems of youth policy, analyze the mechanisms of functioning of state and public institutions for working with youth. In addition, the study provides examples of the implementation of youth policy in the United States and the Russian Federation at the federal, regional and municipal (local) levels.

The article carries out a study of the current status of public councils in the executive authorities of the Russian Federation entities. Public councils appeared in 2014 as an instrument of public control, but during five years of their existence they failed to become an effective instrument of openness and accountability of the authorities to the civil society institutions. The article examines the experts opinions and the results of investigating the practice of public councils by the All-Russian Popular Front in the Russian Federation entities. The author analyzes the issue of motives and incentives of public councils members which are called upon to perform control of the activities of public authorities on a voluntary basis, brings forth the data on citizens involvement in volunteer activities. The analysis of the literature devoted to volunteers shows that this activity involves mainly young people. As they grow up, while keeping an active civil position, it is young people who can become participants of the public control and express their civil position exactly in this way, without the use of protest activity.

AbstractThere is concern about the low numbers and diversity of young people choosing careers and study subjects in science, technology, engineering and maths (STEM) at university and beyond. Many interventions aimed at addressing this issue have focused on young people aged 14+ years old. However, these interventions have resulted in little improvement in the numbers and diversity of young people progressing into STEM careers. The aim of this study is to ask “What are the affordances of a Theory of Change (ToC) for increasing the diversity and number of young people choosing a career in STEM post-18?” An innovative ToC is introduced which provides the theoretical underpinnings and context for the complex mix of interventions necessary to lead to a significant change in the number and diversity of those choosing STEM careers. Case studies of interventions developed using the ToC are presented. This approach, and associated ToC, is widely applicable across STEM, education and public engagement fields.

Basing on the analysis of their work and the main results, the authors of the article draw conclusions about the specifics of the topical issues in this area for Japan. It lies in the broad transdisciplinarity of regional studies, combined with the narrow focus of specific works and schools

Introduction. The implementation of work-based learning in the process of joint vocational instruction by enterprises and VET (vocational education and training) institutions is the most important focus of the educational policy in developed countries. In the Russian Federation, over the past decade, such kind of partnership has been developing both through spontaneous self-organisation and purposefully in the form of several government projects. VET education policy was focused mainly on implementing the World Skills championship movement in the domestic field. As a result, no fundamental changes in institutional and economic structure were implemented to make apprenticeship training compelling for enterprises. Nevertheless, no full-fledged accumulation of information on the dynamics of the development of various forms of work-based learning was carried out to prevent the decent assessment of the current state of apprenticeship training in the Russian Federation and to conduct a comparative international analysis.The present article aims to determine the current status of interaction between enterprises and VET institutions, fulfil the lack of quantitative information on the topic, and test the hypothesis that under the current institutional conditions the interaction frequency and intensity between enterprises and VET institutions in the Russian Federation lag behind similar international indicators.Methodology and research methods. In the course of the research, the methods of socio-historical analysis, the instruments of theoretical and methodological analysis, hypothesis building, assessment and generalisation methods were applied. The empirical part of the present research was formed by the methods of secondary analysis of the Russian and foreign studies on the development of the VET and its interaction with the labour market. In addition, the method of comparative and retrospective analysis of statistical data from Russian and international studies was employed. Finally, the method of questionnaire survey and the method of content analysis of websites of educational institutions and enterprises were used. The study involved 603 VET institutions from 29 constituent entities of the Russian Federation.Results and scientific novelty. One of the most significant research findings is a systemic description of the current status of the partnership between VET institutions and enterprises in the Russian Federation. Main directions and forms of interaction between VET institutions and enterprises in Russia at the end of the second decade of the XXI century were outlined (curricula development, internship for students, and participation in education results assessment). The prospects for the development of partnership between VET institutions and enterprises and the influencing factors (economic and institutional) were determined. The particular Russian characteristics of the interaction between the VET system and the labour market were identified and described as an inharmonious partnership with the employer’s active articulation of a request for a high-quality human resource without proportionate participation in its instruction. The quantitative assessment of current interaction between enterprises and VET institutions in Russia allowed comparative analysis with the indicators of foreign countries to be conducted. In our country, the authors revealed a lower level of enterprises investments (especially financial ones) in the students’ human capital development.Practical significance. The sociological toolkit and schemes of dynamic and comparative analysis developed in the course of the research can be used in further research on the education system and on the related issues. The research findings can be applied while planning and implementing educational policy measures.

The relevance of the work is determined by the fact that the right to life belongs to the basic constitutional human rights, therefore, its observance and protection is the duty of the state. Despite its undeniable importance, today the right to life anywhere in the world is not really ensured in sufficient quantities. The constitutional consolidation of the right to life raises a number of issues related to the concept, nature, legislative and practical implementation of this right. It should be noted that various aspects of the human right to life were considered in the scientific works of G.B. Romanovsky, O.G. Selikhova, T.M. Fomichenko, A.B. Borisova, V.A. Ershov and other Russian authors. The aim of the study is to study and comparative analysis of the legal content of the constitutional norm that defines the right to life, to comprehend and identify possible problems of the implementation of this right. To achieve this goal, this article discusses relevant issues of ensuring the right to life, proclaimed by Article 20 of the Constitution of the Russian Federation and Article 27 of the Constitution of Azerbaijan Republic. The results of a comparative analysis of these constitutional norms and the relevant norms of industry law allow us to determine, that there is no contradiction between Article 20 of the Constitution of the Russian Federation and the norms of the criminal legislation of the Russian Federation, which imply the death penalty as an exceptional measure of punishment, because a moratorium has been imposed on the death penalty in the Russian Federation since April 16, 1997. However, after the abolition of the death penalty in the criminal legislation of the Republic of Azerbaijan in 1998, there was a discrepancy between parts II and III of Article 27 of the Constitution of the Republic of Azerbaijan and the criminal legislation of Azerbaijan Republic that requires the introduction of the necessary changes in the content of the analyzed constitutional norm. The value of the work is determined by the fact that the introduction of appropriate changes will contribute to the further improvement of the Constitution of the Republic of Azerbaijan and the effective implementation of the right to life of everyone.

Subject This article deals with the issues of determining the level of financial literacy, identifying problems, and comparing the financial literacy rates of the population of different areas. Objectives The article aims to identify territorial differences in the overall level of financial literacy of the population of the Northwestern Federal District regions and study the prevalence of problems related to the family budget, using financial products, and risk. Methods For the study, we used a sociological survey and an original methodology for indexing the level of financial literacy of the population based on the methodology of the Organization for Economic Cooperation and Development, taking into account the adults' financial competence system proposed by the Ministry of Finance of the Russian Federation. Results The article determines the level of financial literacy of the Northwestern Federal District population and identifies similar problems for the District's regions. Conclusions A comparative analysis of the components of financial literacy of the four regions reveals the strengths and weaknesses of each of them. This will help adjust financial literacy programmes being implemented in some regions and developed in others.

Subject. This article assesses the effectiveness of the existing system of environmental management based on the user-pays principle in terms of reducing the negative impact on the environment. Objectives. The article aims to conduct a comparative analysis of the anthropogenic impact on natural environment components and deficiency payments for pollution in the model areas of the Russian Federation. Methods. For the study, I used the methods of computational, comparative, systems, and structural analyses. Results. Based on the ecological rating of the Russian Federation subjects, the article defines model areas, assesses the degree of anthropogenic impact on the basis of pollution relative rates, and describes the particularities of environmental investment in the selected areas. Conclusions. The system of payments for pollution does not affect the economic behavior of economic entities.
