Subject This article deals with the issues of determining the level of financial literacy, identifying problems, and comparing the financial literacy rates of the population of different areas. Objectives The article aims to identify territorial differences in the overall level of financial literacy of the population of the Northwestern Federal District regions and study the prevalence of problems related to the family budget, using financial products, and risk. Methods For the study, we used a sociological survey and an original methodology for indexing the level of financial literacy of the population based on the methodology of the Organization for Economic Cooperation and Development, taking into account the adults' financial competence system proposed by the Ministry of Finance of the Russian Federation. Results The article determines the level of financial literacy of the Northwestern Federal District population and identifies similar problems for the District's regions. Conclusions A comparative analysis of the components of financial literacy of the four regions reveals the strengths and weaknesses of each of them. This will help adjust financial literacy programmes being implemented in some regions and developed in others.

The article considers a wide range of questions pertaining to possible and applicable harmonization of business accounting and the SNA which would, if implemented, facilitate the improvement of the information base for the compilation of national accounts and consistency of analysis of economy at micro and macro levels. The authors note that total harmonization of the two systems of information cannot be achieved due to diff erences in their key objectives. The harmonization of selected indicators and classifi cation, however, is possible and useful. In this context, the views on this matter of internationally-recognized national accounts experts, such as R. Ruggles (the USA) and F. Bos (the Netherlands), are commented on. A comparative analysis of concepts and defi nitions of some indicators of both systems is presented in the article. In particular, the diff erences between the income defi nitions. For instance, it is noted that the SNA defi nition of income is based on the concept developed by J. Hiсks and it excludes income from sales of assets and holding gains, whereas in business accounting this method is not adopted. The diff erences between two systems in defi nitions of sale of output, input, profi t and methods of valuation of indicators are also described in the article. The authors substantiate the possible directions and sequence of individual steps to the harmonization of the SNA and business accounting in the Russian Federation. They emphasize the need for close interaction between Rosstat and the Ministry of Finance of Russia in carrying out this vital work, which is necessary for creating single information, statistical and methodological space in Russia, to improve the quality of statistics and accounting, analytical work in general and management decisions.

The article studies the system of indicators characterizing the innovative development of regions. A hierarchical classification of the subjects of the Volga Federal District of the Russian Federation by indicators characterizing the results of innovative activities of organizations, including agricultural enterprises, has been performed. A comparative analysis of the regions by the level of innovative development is carried out. Regularities are revealed, prospects for further development are determined. For each cluster, promising areas of innovative economic development are identified. The connection of science and production, leading to innovative development, is shown.

Aim. To compare the maternal mortality (MM) indices in Perm Krai with MM indices in the Russian Federation (RF) and Privolzhskiy Federal District over the past 20 years. Materials and methods. On the basis of official statistical data, intensive indices and image indices, mean multiyear MM indices, 95 % confidence intervals, median, 25 and 75 percentile indices were calculated. The mean multiyear indices are presented as M (mean value) ± SD (standard deviation). Results. According to official statistical data, the mean multiyear (1997–2016) indices of MM coefficient in Perm Krai tend to decline, but they do not reliably differ from the analogous indices in RF. During the last 20 years, there was noted a steady and obvious decrease in MM index on the territory of Perm Krai, especially marked for the last 2 years (2015–2016) that resulted in appearance of statistically significant differences regarding this index in Perm Krai compared to these indices in RF as a whole. Conclusions. Perm Krai is a rather favorable region as far as rendering of medical aid to pregnant, parturient women and puerperas is concerned.

Th e article describes the construction of a generalized assessment of the incidence of COVID-19 in the regions of the Russian Federation. Th e mathematical model includes normalization of relative morbidity indicators, which allows comparing the incidence rate in diff erent regions and the degree of change in morbidity. Based on the developed scale of epidemiological safety and the risk of disease spread, the assessment of the level of disease and the spread of COVID-19 in the subjects of the Volga Federal District is carried out.The relevance of the study is due to the fact that a comparative analysis of the incidence of COVID-19 by region is currently one of the main conditions for identifying factors in the spread/localization of the disease, assessing the eff ectiveness of eff orts and developing a system of measures to counter the spread of the disease.

Introduction. One of the mechanisms for implementing the state policy targets in achieving wellbeing, improving the quality and duration of active life, reducing mortality, including at working age, is to reduce risks and eliminate factors that contribute to the development of obesity. The aim of the study is a hygienic assessment of the indicator of the primary morbidity of obesity in the population of the Moscow Region, the Central Federal District (CFD), the Russian Federation (RF). Materials and methods. The research materials were the databases of the regional information fund for social and hygienic monitoring of the Moscow Region for 2011-2019 (2020). The study was performed by a retrospective comparative analysis of intensive indicators of the primary morbidity of obesity in three age groups, calculated for 100 thousand cases of the corresponding age. Results. Obesity of the population of the Moscow Region occupies a significant share in the structure of diseases of the endocrine system, eating disorders and metabolic disorders. Among children, the incidence is 34.1% of all diseases of this class, among adolescents - 44.2%, adults-21.4%. The incidence of obesity among all age categories of the population of the Moscow Region is significantly lower than the level of the same indicator for the Central Federal District and for the Russian Federation, excluding the period 2011-2014, when the incidence of adolescents in the Moscow Region was higher or at the level of the indicator values for Russia. In 2019. among the 18 subjects of the Central Federal District, the Moscow Region occupies the 16th rank position in descending order of the value of the indicator of obesity among adolescents and adults for the first time. The lowest indicator for the Central Federal District is established among children. Conclusion. The implementation of the measures of the federal project “Strengthening Public Health” aimed at providing the population with a full, balanced, rational diet will reduce the risk of alimentary diseases, including obesity.

Malignant tumors remain the most important public health problem in the world, being the second or even the leading cause of death in some countries. Cancer incidence is greatly influenced by the ever-increasing environmental hazards. Population-based Cancer Registries (PCRs) provide necessary data to monitor and assess cancer incidence. PCRs collect obligatory data on incidence rate with time series analysis, mortality and survival rates in patients diagnosed with malignant tumors. The study presents the results of the operation of PCRs as exemplified in the analysis of the PCR of Saint Petersburg and the Northwestern Federal District of the Russian Federation.

The paper provides an overview of information support, which can be used for a comparative analysis of socioeconomic development of regions at three levels of subordinated administrativeterritorial division of the Russian Federation. On the basis of the analysis of strategies of spatial development of municipalities of subjects of the Northwest Federal district experience of classification of municipalities by type of social and economic development is presented. A brief overview of information support at the level of municipalities in the countries of the Northern Union (Nordic Countries).

The purpose of this study was to determine the effect of financial education on the family, financial education on campus, peers, financial literacy and financial awareness on the level of student personal finance. The sampling technique uses a non probability sampling technique. While the sampling method uses incidental sampling, whoever by chance or fits as a data source, then continues using the purposive sampling method, namely the sam-pling technique with the consideration of students of the Faculty of Economics in Yogya-karta who have taken Financial Management courses and who have taken courses that concentrate on Finance. From these considerations, 103 respondents. The data analysis technique uses multiple regression analysis. The results showed that financial education in the family, financial literacy and financial awareness had a significant effect on student personal finance, while financial education on campus and peers had no effect on student personal finance. DOI: https://doi.org/10.26905/afr.v3i2.5840
