The agricultural sector is important in national economic development, especially as a provider of employment and as the main source of income for rural communities. Development in the agricultural sector requires the support of all stakeholders, the government's limited role in accommodating the needs in this sector then gave birth to a concept of a collaboration called Collaborative Governance. This research was conducted in Bandung Regency, aimed at finding out the implementation of Collaborative Governance, knowing the reach of farmers to the market, knowing the marketing media used and the problems faced by farmers in accessing the market. Data in this study were collected through interviews, then analyzed using qualitative data analysis techniques. The results showed the role of  local government was very dominant and vice versa universities contributed very minimally. The reach of farmers to the market is still very low, only a small proportion of farmers have marketed their products outside the region. In marketing their agricultural products, farmers have started to utilize online media. The government is expected to assist farmers in opening market access through the use of marketing technology or by bringing farmers together with investors.

Rural economic development is an important thing to do given the national economic development should start from the village. One of the efforts that can be done to develop the economy of the village is through entrepreneurship village, which can be the strategy in the development and growth of the welfare of the village community. Entrepreneurship village can be developed through the establishment of Badan Usaha Milik Desa (BUMDes). Rural regions that can not be separated from the agricultural sector, with the importance of the role of agricultural sector to the economy of the country, then the business BUMDes needs to be directed or developed with the activities of the agriculture-based businesses. The results obtained from this research is that BUMDes-based agriculture in the Juli District, Bireun District is in quadrant IV (diversify activities). In this quadrant the position of the organization is in the market is very small and the growth rate is low, therefore it is necessary to diversify the business. This position indicates an organization is weak and facing a big challenge. The recommendations of the given strategy is a survival strategy, meaning that the internal conditions of the organization is on the choice of a dilemma. Therefore, organizations are advised to use a defensive strategy, control of the performance of the internal so not getting mired. This strategy is maintained while continuing to attempt to fix themselves.

<strong>English</strong><br />The role of agricultural sector is very important to enhance the national economic development although its development is not fully supported by sufficient capital. The existing formal financial institutions tend to prioritize non-agricultural services which have high profit but low risk. In this context, efforts to establish agricultural bank institution that especially support agricultural activity services are highly recommended. This paper aimed at a review of the urgency, possibility, potential, and constraints of agricultural bank establishment in Indonesia. The result showed that conceptually and empirically, agricultural bank institution has a promising prospective in Indonesia. There are many options in respect to agricultural bank establishment in Indonesia, such as (1) Credit-agricole “France model”, (2)  “Bank Bukopin”  model, (3) foreign direct investment model, (4) upgrading of “BUMN Bank” to “Agricultrual Bank” model, and (5) utilizing the financial institution that locally available and accessible by the people. For efficient and effective of the services, the agricultural bank should be designed based on agricultural characteristics and typical actors of agricultural business.<br /><br /><br /><strong>Indonesian</strong><br />Peran sektor pertanian yang sangat strategis dalam perekonomian nasional belum diimbangi dengan dukungan penyediaan modal yang memadai.  Lembaga perbankan formal yang ada saat ini cenderung bias dan lebih mengutamakan pembiayaan non pertanian. Dengan memperhatikan fenomena tersebut, perlu upaya pembentukan lembaga keuangan yang khusus bergerak dalam pembiayaan sektor pertanian. Salah satu wacana tentang bentuk lembaga keuangan tersebut adalah dengan mendirikan Bank Pertanian. Tulisan ini bertujuan melakukan tinjauan mengenai urgensi, potensi dan kendala pembentukan bank pertanian di Indonesia. Hasil kajian menunjukkan bahwa secara konseptual maupun empirik, Bank Pertanian sangat prospektif untuk diwujudkan di Indonesia. Ada beberapa format Bank Pertanian yang dapat menjadi pilihan di antaranya (i) pola pendirian credit-agricole Perancis, (ii) pola pendirian bank Bukopin, (iii) investasi langsung modal asing (iv) mendorong bank BUMN menjadi bank pertanian, serta (v) memanfaatkan lembaga keuangan yang tumbuh dan berkembang di tingkat lokal. Agar Bank Pertanian dapat melayani nasabah secara efektif dan efisien, maka bank tersebut harus didesain sesuai dengan kekhasan karakteristik sektor pertanian dan pelaku usaha pertanian.

The main focus of the research was to analyse the role of cooperatives in sustaining the livelihoods of local rural communities in Shurugwi District in Zimbabwe. Descriptive survey design was used in this mixed method approach to the study. A questionnaire, interviews and observation methods were employed as the main research instruments. Purposive sampling technique was adopted and data were collected from government officials and from members of the six cooperatives in Shurugwi District. A total of 50 research participants were involved in the study. It was found that cooperatives were established as a strategy to sustain livelihoods of rural communities. With the adoption of cooperatives, people in the rural communities managed to generate employment, boost food production, empower the marginalised, especially women, and promote social cohesion and integration, thereby improving their livelihoods and reducing poverty. Most cooperatives face a number of challenges that include lack of financial support, poor management and lack of management skills, and lack of competitive markets to sell their produce. The study recommends that the government and the banking sector render financial support to cooperatives in rural communities to allow them to expand and diversify their business operations; constant training on leadership and management skills is provided to cooperatives’ members. There is also a need for cooperatives, especially those in the agricultural sector, to form some producer associations so as to easily market their produce. Lastly, the study recommends that future research should focus on investigating issues that hinder the growth of the cooperative movement in rural communities of Zimbabwe. It is hoped that policy-makers, the academia and communities would benefit from the study.

This study is carried out in Delanggu, Klaten, that has high productivity of rice but undergoing a decrease in the role of the sector of agriculture. The goal of this study is to observe young people departicipation in the sector od agriculture and fators that influence it. The method used is survey method. The population is all of the young people in Delanggu, 1.419 peoples. The sampling uses stratified proporsional quota sampling where respondents are divided into three groups of age, 15-19 years old, 20-24 years old, and 25-29 years old. Every sampling in eah group is taken 5% proportionally, with its homogenates consideration, while the characteristic, which has determined in order to fulfil the number of determined quota in each age group. Collected data is presented in the form of frequency and cross table. Qualitative data analysis uses logical thought, deducyive-inductive, analogy ang comparison, whereas analyzing frequency and cross table uses quantitative data analysis. The use of both analysis is adjusted to the data and goal of the study.

This study analyzes the role of sukuk in national economic development. During this time the source of development financing consists of several kinds including taxes, bonds, foreign debt and Islamic bonds (sukuk). Sukuk has been developed in Indonesia since 2002 (published Indosat) and is still growing and the number of issuers are even greater. The research method using descriptive quantitative, data source in this research is secondary data obtained, balance of payments in the government, the state budget. This study uses a quantitative descriptive approach. Data were processed using matrix comparison of the performance of sukuk and conventional bonds to finance national development. The role and contribution of sukuk to finance the construction has been increasing. In 2011 amounted to 34% of financing needs are met through sukuk. Until 2016 the proportion was 60%. Instead the role of foreign debt be decreased. In 2011 only 7%, and by 2016 the portion close to 0%.

Abstract Public-private partnerships (PPPs) are a relatively new phenomenon in Kazakh-stan – their development began in 2005 in the transport and energy sectors. Initially sluggish growth transformed into rapid PPP deployment from 2016 to 2019 when hundreds of PPPs were launched in many industries (infrastructure, hospitals, schools), which was in sharp contrast to just a handful of PPPs formed prior to 2016. Rapid PPP deployment raised deep concerns whether the government’s supporting schemes and PPP launch procedures are appropriate and whether they may backfire for the government in the form of increasing debt. This paper aims to investigate the enablers and implications of accelerated PPP formation. The study is based on semi-structured in-depth interviews with a range of actors in the field, including PPP operators (railroad, energy company, kindergarten), regional and local governments, national and regional PPP centres, lawyers and private investors, which afforded an opportunity to mitigate bias in opinions. The study has identified three principal enablers: simplified procedures for a PPP launch, pressure exerted on regional governments, and extensive government financial support to PPPs. By making use of agency theory, property rights theory and the value-for-money concept, the paper offers a conceptualisation of rapid PPP growth in Kazakhstan in recent years and argues that growth was disproportionally fast and unintended. Policy implications include a need to re-establish the value-for-money approach to PPP formation, a significant increase in government liabilities to PPPs, and a misconception regarding the role of PPP collaborative governance.

The Covid 19 pandemic has brought significant changes to the economy of Bali as a domestic and foreign tourist destination. The tourism sector, as the main contributor to the largest contributor to Gross Regional Domestic Product (GRDP), experienced a contraction, which had an impact on other sectors. One of the sectors affected in the agricultural sector, especially the marketing of food products. In the new normal era in Bali, it is necessary to strengthen the rural economy through the application of technology but the process of implementing these innovations is not always successful. The success of collective action is determined by the rational boundaries of society. The rational boundaries of society can be expanded by the presence of symmetrical information. The research objective was to analyze the role of collective action on the application of the Integrated System of Rice Ducks as an effort to increase farmers' income. This research is a case study in Subak Lanyah, Tabanan Sub District, Tabanan-Bali District. Primary data were collected through direct observation and questionnaires while secondary data were collected through literature studies. Analysis of the role of collective action in the application of the integrated system of rice ducks (STIP) was carried out statistically descriptive of farm costs and farmer income. The results showed that the STIP innovation as an effort to increase farmers' income was successfully implemented through Collective action. The collective action mechanism plays a role in strengthening social capital which encourages the application of STIP technology so that the income of Subak member farmers in Subak Lanyah, Tabanan-Bali increases. The success in implementing STIP technology is done by building a process of communication, trust, and networks of farmers with the government, private sector, and universities.of communication, trust, and networks of farmers with the government, private sector, and universities.

PurposeThe study aims to analyse the role of finance in the agro-industrialisation nexus in Nigeria using annual data on manufacturing value added, agricultural value added and volume of finance availed to the agricultural sector from 1981 to 2015.Design/methodology/approachTo establish the presence of a long-run relationship, the error correction model and bounds cointegration techniques are employed. Likewise, the model is augmented to test whether the associated relationship between industrial output and agricultural output depends on access to finance by farmers with the inclusion of an interaction term.FindingsSome salient contributions to the literature are as follows: agriculture and finance are strong and positive predictors of industrialisation in the long run; in the short run, past realisations of industrial output and finance have significant asymmetric effects on industrial output; the explanatory power of agriculture decreases with the growth of the financial system; and the long-run results validate the role of finance in the agro-industrialisation nexus.Originality/valueGiven these findings, achieving growth in the agricultural sector that will induce desired industrialisation should be prioritised by the government through agencies such as the central bank, financial intermediaries and other stakeholders with a view to making agricultural financing a major concern for sustainable domestic consumption and industrial growth.

Convensional model of public policy makings in Sambas district, West Borneo Province, so far rely more on the strength of institutional structures and elites with less open processes. The impact in many case of planning has failed to identify and accommodate governance issues. This research uses qualitative explorative methods which are assisted with soft system methodology as suggester by Checkland (1999). Analysis of research uses collaborative governance theory in looking at the process of preparation of regional medium term development plan (RPJMD) of 2016-2021. Result of this research illustrates that the failure in the preparation of planning for this is caused by access to stakeholder involvement that is limited, the role of the government is very dominant so that RPJMD is not considered as a shared commitment and responsibility, the implication of each party working independently in accordance with their respective interest. It is also apparent that the process of preparing planning has not been sufficient to meet accessability and drivers in the form of citizen's education and lack of seriousness in the implementation of bureaucratic reform to become an implementative reference for the formation of participatory policy making according to the perspective of collaborative governance in regions with similar characteristics.

This research is located in Pakraman Karang Sari, Village Office Suana, Nusa Penida in tourist attraction Pura Goa Giri Putri which aims to determine the function of local communities in the management of the attraction in the development and planning as a community-based tourism destination.         Data collection techniques in this study, by observation, in-depth interviews with 6 informant, and documentation study by taking a picture in the attractions of Goa Giri Putri. The data have been analyzed with descriptive qualitative data analysis techniques are broadly communicating, and systematic explanation of the data obtained in the field with the aim of obtaining a clear picture and objektif.  The result of this research is the role of local communities in the management of a tourist attraction Pura Goa Giri Putri is as pengemong / pengempon who have the responsibility to maintain and grow attractions Goa Giri Putri directly or indirectly such as participating maintain cleanliness, keeping tourist attraction Goa Giri Putri, keeping pemedek or tourists who visit and support the implementation of the current pujawali ceremony  / ceremony at Pura Goa Giri Putri with managers and other stakeholders.   Keywords: Participation, Local Communities, Management, Tourist Attraction, Community Based Tourism
