Urban cluster is a urbanized process, in the specific areas, city of different heterogeneity, type and the rank of scale forms urban network community which based on the relation of regional economic development and the market link. With the development of central China, various provinces in middle of China are constructing the provincial capital city as the centre of their urban cluster, and try their best to make the urban cluster in middle of China become the pole of regional growth and the core of economic zone. The economic development condition of urban cluster makes a key function on the development in the middle area of China. For impetus the development of urban clusters in middle of China fast and healthy, speeds up the development speeds of these six big urban clusters, expansions the economic impact scopes of these six big urban clusters and enhances the economic potentialities of these six big urban clusters are the development key point of those urban clusters. So, we must firstly thorough understanding the present social development situation of these six big urban clusters in middle of China, then we could target-oriented promote economic society's coordinated development of each urban cluster. This paper has illustrated present social development situation of six big urban clusters in middle of China thoroughly, has analyzed the existing financial circumstances emphatically of these six big urban clusters in middle of China by consult massive correlation data, has calculated economic development level and the equalization of these urban clusters in middle of China by mathematical models, by done those things, we mean to provide more actual guiding senses on economic development of those urban clusters in the future.

Coordinating the “green” and “gray” infrastructure construction and the socioeconomic development is essential to sponge city construction. Most previous research has investigated the structural and non-structural approach for urban water management, such as operational practice, engineered measures, technical solutions, or planning management. However, there is a shortage of strategic management approaches to identify pilot sponge cities, which is essential to cities in developing countries under huge financial pressures. Hence, this paper proposed a coupling coordination evaluation index system to assess the coordination degree between economic development and infrastructure construction in Henan Province in central China. Then, the paper analyzed the differences of the coordination level and its spatial statistical pattern of the coupled and coordinated development of sponge city construction in Henan Province. The results show that: (1) from the perspective of comprehensive level, the problems of inadequate and unbalanced development of infrastructure construction and economic development level are prominent; (2) from the perspective of coordinated development level, the level of coupling and coordination development in Henan Province increased during the sample period, but the level of coupling and coordination development in each region was small; (3) from the perspective of relative development, Zhengzhou City is lagging behind in infrastructure, indicating that economic growth is faster than infrastructure construction, and other regions are lagging economic development, indicating that infrastructure construction is faster than economic growth; and (4) from the spatial statistical analysis, there is spatial positive correlation, that is, the area with high coupling degree of infrastructure construction and economic development level tends to be significantly concentrated in space. Studies have shown that Henan Province should focus on strengthening the construction of “green” infrastructure and increasing the infiltration of the underlying surface to counter the precipitation in urban areas in extreme climates.

The research explores the implication of difficulties including lockdown caused by COVID-19 virus in improving discipline, manner, and skills for the development of society for independency. It studies a very backward village, Aambhanjyang, a village developing towards the city and a provincial capital city. It has not only the dark side by COVID-19 virus but also has a bright side for social development. With the study of its nature, human gains skills, develop a manner of self-discipline, and does the correction in culture. The changes may bring the dependent society into an independent society. The people from all the three types of location were not used to for the habits which prevent several types of communicable diseases passing from each other. It can be concluded that the difficult circumstances compel/opportune human to exist and combat with the new problems. Findings help society to be skilled in health care, mannered in behaving with each others, skilled for performing good and useful habits. Because of the changes, the skills, manner, habits make people disciplined and the discipline changes into tradition and finally the tradition become culture.

The loss of country’s socio-economic development stability puts on the agenda the problem of finding solutions contributing to the maintenance of Russian households’ welfare. The authors believe that these solutions lie in the broader area than applying various instruments of monetary support. The most effective solutions are related to the actualization of own resources of households that can act as a safety margin as well as a source of social development. The attempt to evaluate the households’ resource provision and highlight the significance of each resource enabling or creating barriers to the growth of households’ welfare is made in this article. On the basis of received conclusions social policy areas directed at preserving or enhancing the welfare are defined.

Pelabuhan Bebas Sabang diarahkan sebagai pusat pertumbuhan ekonomi regional dan diharapkan dapat meningkatkan perekonomian Kawasan Sabang. Permasalahan yang dihadapi Pelabuhan Bebas Sabang adalah belum optimalnya peran dan fungsi Pelabuhan Bebas Sabang dalam menunjang perekonomian wilayah. Penelitian ini bertujuan untuk mengetahui peran Pelabuhan Bebas Sabang dalam mendorong perkembangan perekonomian Kawasan Sabang. Lingkup materi yang dibahas mencakup peran-peran Pelabuhan Bebas Sabang, menentukan potensi dan masalah serta upaya-upaya peningkatan peran Pelabuhan Bebas Sabang. Metode analisis yang dilakukan adalah analisis deskriptif dengan pendekatan analisis data kualitatif dan kuantitatif. Alat analisis yang digunakan adalah analisis SWOT IFAS-EFAS. Hasil analisis menunjukkan dalam kurun waktu 4 (empat) tahun terakhir dari tahun 2010-2013, Pelabuhan Bebas Sabang belum optimal dalam menjalankan perannya, sehingga membutuhkan strategi pengembangan dengan pendekatan Agressive Maintenance Strategy (strategi perbaikan agresif), yaitu strategi konsolidasi internal dengan memperbaiki faktor-faktor kelemahan untuk memaksimalkan pemanfaatan peluang.Kata kunci: Pengelolaan, SWOT IFAS-EFAS, WilayahABSTRACTPort was supporting facility of regional growth center in the process of regional economic development. Sabang free port was directed as the center of regional economic growth and expected to raise the economy of sabang. Problems faced by sabang free port was yet optimal role and function in supporting the economy of the region. This study aimed to determine the role of sabang free port in supporting the economic development of sabang. The covered material scope included roles of sabang free port, determining the potentials and problems and efforts of increasing the role of sabang free port. The method of analysis was descriptive analysis with qualitative and quantitative approach. The analytical tool used was the swot ifas-efas analysis. The analysis results showed in the period of 4 (four) years from 2010 until 2013, sabang free port was not optimal in carrying out its role yet, so it requires development strategies with agressive maintenance strategy approach, which is internal consolidation strategy by improving vulnerability factors to maximize the utilization of opportunities.Keywords:, Management, Regional, SWOT IFAS-EFAS

Ukraine is a unitary state, yet historically various regions, oblasts, districts, and local areas have different levels of economic development. To secure sustainable economic and social development and provide social services guaranteed by the state for each citizen according to the Constitution, the mechanism of redistribution between revenues and expenditures of oblasts, regions, and territories through the budgets of a higher level is used. The paper aims to research the peculiarities of improving interbudgetary relations in conditions of authorities’ decentralization. The paper defines the nature of interbudgetary relations. The basic and reverse subsidies to Ukraine and Lvivska oblast are analyzed. The advantages and disadvantages the communities face at changing approaches to balancing local budgets are determined. Regulative documents that cover the interbudgetary relations in Ukraine are analyzed. Special attention is paid to the problem of local finances reforming, including the development of interbudgetary relations. The scheme of the economic interbudgetary relations system in Ukraine is developed. The ways to improve the system of interbudgetary relations in Ukraine are suggested. The negative and positive aspects, advantages, and disadvantages of the system of interbudgetary relations in Ukraine require the following improvements. 1. It is necessary to avoid the complete budget alignment in the process of budgets balancing by interbudgetary transfers as the major objective. 2. The interbudgetary transfers should be distributed based on a formal approach. 3. The changes have to be introduced to the calculation of medical and educational subsidies in terms of financial standard of budget provision to avoid the money deficit for coverage of necessary expenditures. 4. There is a need to improve interbudgetary relations at the levels of districts, villages, towns, and cities of district subordination. 5. Improvement of the mechanism of targeted benefits provision, their real evaluation, and control for the use of funds.

The article provides an empirical test of the hypothesis of the influence of the level of economic development of the country on the level of development of its social capital based on panel data analysis. In this study, the Indices of Social Development elaborated by the International Institute of Social Studies under World Bank support are used as an indicators of social capital development as they best meet the requirements for complexity (include six integrated indicators of Civic Activism, Clubs and Associations, Intergroup Cohesion, Interpersonal Safety and Trust, Gender Equality, Inclusion of Minorities), comprehensiveness of measurement, sustainability. In order to provide an empirical analysis, we built a panel that includes data for 20 countries divided into four groups according to the level of economic development. The first G7 countries (France, Germany, Italy, United Kingdom); the second group is the economically developed countries, EU members and Turkey, the third group is the new EU member states (Estonia, Latvia, Lithuania, Romania); to the fourth group – post-Soviet republics (Armenia, Georgia, Russian Federation, Ukraine). The analysis shows that the parameters of economic development of countries cannot be completely excluded from the determinants of social capital. Indicators show that the slowdown in economic growth leads to greater cohesion among people in communities, social control over the efficiency of distribution and use of funds, and enforcement of property rights. The level of tolerance to racial diversity and the likelihood of negative externalities will depend on the change in the rate of economic growth. Also, increasing the well-being of people will have a positive impact on the level of citizens’ personal safety, reducing the level of crime, increasing trust. Since independence, Malaysia has pursued inclusive development for all its economic and social long-term plans. The success of its past national plans for economic development can be assessed by the progress of its Millennium Development Goals. The country now faces greater challenges in achieving inclusive economic and social development before it could become a high income nation by 2020. The authors suggest that inclusive development can also be incorporated in regional frameworks and programmes.

Regional green development can commendably abide by the theory of dissipative structure. The relative dissipative characteristics taken on by regional development are analyzed, in which the energy factors and resources factors are incorporated into the green economic development and green environment support subsystems (2GE system) in line with the definite input characteristics. A more representative indicator system is established, with positive and negative entropy indexes involved. As Brusselator model and information entropy method are employed to calculate the data of 30 China’s provinces from 2008 to 2015, the findings bespeak that green development in China lays particular stress on green economic development assuming higher environment pressure and cost. The development among various regions is getting progressively and evidently different, which is manifested as potent economic base and abundant natural resources in the Eastern China; the backward green economic development and the progress of green environment in Central China; the pursuit of green economic development at the expense of the green environment in Western China and Northeastern China.
