The key and difficulty of Old-age care in China are in rural areas, so executing a proper old-age care mode will function well to solve the problem of that among our farmers. As China is at the primary stage of socialism, it determines that the new mode of farmer old-age care is to implement the policy of "the government, families, individuals, society." It should be striving to emancipate the mind and renew ideas to actively promote the modernization that makes the industrialization and urbanization as the core and deepen rural reform and strengthen institutional innovation to develop rural education to improve farmers’ quality. That to implement the new mode of rural old-age care creates a new situation in this area.

Purpose Bottlenecked by rural underdevelopment, China’s overall development is bound to be inadequate and unbalanced. Through a brief retrospect of the reform directed against the “equalitarianism (egalitarianism)” in China’s rural areas, as well as the Chinese Government’s conceptual transformation and systemic construction and improvement thereof, the purpose of this paper is to clarify the panoramic significance of rural reform; the necessity, priority, and long-term nature of the current rural development; and the important role of public policy in doing so. It also looks ahead to consider the prospects for future rural reform. Design/methodology/approach This paper first reviews the rural reforms that were carried out in 1978. Second, it introduces the government’s conceptual change regarding rural reform and the establishment and improvement of the system that underlies it. Finally, the future of rural reform is envisaged. Findings The initial rural reforms brought extensive and profound changes to China’s rural areas. The experience of rural reform has been referred to and escalated by other fields of study. Hence, rural reforms have become something of global significance. Moreover, since the government can undertake reforms well beyond the reach of farmers, its views must be modified in a timely manner, and only then may it reasonably construct and improve the system pertaining to the “three rural issues (agriculture, rural areas, and farmers).” Originality/value This paper reviews the rural reforms carried out in 1978. It introduces the government’s change of concept with respect to rural reforms and the establishment and improvement of the system based on the “three rural issues,” thus looking forward to the future of rural reforms. The findings of this paper are of significance to the formulation of future agricultural policies.

How do we explain the changes in intergenerational relations in China’s rural areas? The author puts forward a framework for the explanation through the angle of the division of property and of family ethics. The traditional model of the division of family property is centered on the inheritance of land, from which was derived the principle of “maintenance” which forms the core of family ethics, thereby making up the traditional system of “ inheritance—maintenance.” Since 1949, changes in land rights and the rise of market economy have changed this system fundamentally. The reproduction of family ethics is no longer possible and the elderly face a big crisis in old-age maintenance. Meanwhile, young and middle-aged parents have abandoned the traditional expectation of old-age maintenance by their children, and have sought to accumulate wealth separately and independently, purchased old-age insurance, and have formed new ideas of old-age maintenance. Pushed by this new idea, the division of property has become more and more rational. In general, the process of intergenerational relationship in rural China has gone from equilibrium to disequilibrium to a new equilibrium. This article is in Chinese. 在社会转型背景下,中国农村家庭的代际关系发生了怎样的变化?本文从分家析产与家庭伦理的角度提出了一个解释框架。在传统分家析产模式中,以土地的继承为核心,再生产了以“养”为核心的家庭伦理观,形成了传统的“继—养”体系。20 世纪中期以来,地权的变革和市场的兴起根本改变了这一模式,导致家庭伦理的再生产难以为继,并引发了农村老年人的养老危机。与变化了的家产模式相适应,中青年父母们转变了传统的养老预期,开始独立地积蓄财富、购置养老保险,形成了新的养老观念。在这种新的养老观念的推动下,家产的分割呈现出有限、理性的特征,一种新的、理性的代际关系开始形成。总的来看,农村代际关系经历了平衡——失衡——新的平衡的变动趋势。

The introduction of an old age pension in Lesotho in November 2004 brought relief and hope to the elderly. The paper examines how the old age pension has helped in the acquisition of material goods, increased access to health care and, most importantly, strengthened the status of the elderly in their households. Two hundred and fifteen old age pension recipients in rural areas were interviewed. Results show that the elderly now participate more in household decision-making and contribute towards income and community projects. The poverty and hunger vulnerability existing before the pension have been halved. Pensioners play an increasing role in the care of orphans and vulnerable children. This has boosted pensioners’ self-esteem and strengthened respect given to them. Although the pension is seen as meagre, elections results show the efforts of the government continue to be highly appreciated. The paper concludes the old age pension has empowered the elderly and helps them live a more graceful life.

The education of researchers in Sweden is regulated by a nationwide reform implemented in 1969, which intended to limit doctoral programs to 4 years without diminishing quality. In an audit performed by the government in 1996, however, it was concluded that the reform had failed. Some 80% of the doctoral students admitted had dropped out, and only 1% finished their PhD degree within the stipulated 4 years. In an attempt to determine the causes of this situation, we singled out a social-science department at a major Swedish university and interviewed those doctoral students who had dropped out of the program. This department was found to be representative of the nationwide figures found in the audit. The students interviewed had all completed at least 50% of their PhD studies and had declared themselves as dropouts from this department. We conclude that the entire research education was characterized by a laissez-faire attitude where supervisors were nominated but abdicated. To correct this situation, we suggest that a learning alliance should be established between the supervisor and the student. At the core of the learning alliance is the notion of mutually forming a platform form which work can emerge in common collaboration. The learning alliance implies a contract for work, stating its goals, the tasks to reach these goals, and the interpersonal bonding needed to give force and endurance to the endeavor. Constant scrutiny of this contract and a mutual concern for the learning alliance alone can contribute to its strength.

The South African youth faces multiple challenges that range from illiteracy, drug and alcohol abuse, crime and HIV/AIDS, to unemployment. These challenges and many other ills in society have led to interventions by government, and private and other civil societies. The government has established and initiated a number of programmes that aim at building capacity and helping the youth to cope with these multiple challenges. Some of the programmes are aimed at building leadership capacity among the impoverished youth in rural communities. A lot of money is being invested in these programmes, which are meant to develop young South Africans. However, there are some young people who do not participate in these programmes. They are also not in the formal education system, self-employed or employed elsewhere. And they are despondent. The government, private sector and non-governmental organisations are trying hard to bring these youths and others into the developmental arena, so that they can be active participants in the economy of the country in the near future. However, little research has been conducted to assess the broad impact of the various programmes in the country. The contribution that these programmes are making toward improving the livelihoods of young people has to be determined on a larger scale. Nevertheless, this article reports on an investigation that was conducted on a smaller scale, at the Lepelle-Nkumpi Local Municipality. The aim of the research was to explore the perceptions young South Africans have of the leadership development programmes that they have participated in. A mixed research approach was used to collect data and the key findings indicated that knowledge accumulated through participation in the programmes does not always translate into practical applications. However, the programmes were deemed to be valuable in instilling a positive life-view. The study recommends that support systems be established in the rural areas to assist young people with life challenges.

Higher education in Indonesia is regulated by the government with the Higher Education Accreditation (APT). In APT 3.0, Higher Education is required to be able to present performance data in the form of a Higher Education Performance Report (LKPT) as a reference in making a Self-Evaluation Report (LED). However, it is necessary to have an in-depth analysis to determine the gaps in the data required by Higher Education according to the APT 3.0 standard. The process of integrating the samples refer to the Zachman Framework (ZF). The results of this simplification that the data is available in support of APT 3.0 approximately 79% of the total data both inside and outside the core business of Higher Education and is well managed in an integrated database. The remaining 21% of the data that are not available is spread across several information systems, especially SIMMawa, SIMHumas and Cooperation, and SIMAKU. This shows that the change in accreditation standards that have been in effect since April 2019 has created a significant data gap for Higher Education. This research also produced an alternative model of integrated data management that can be used as input for Information System developers in the Higher Education scope.

The aim of this study is to investigate the factors influencing the entrepreneurial success of rural women entrepreneurs in Bangladesh. Non-probability sampling specifically convenience sampling is used to draw the sample and data is collected using the self-administered survey. Regression analysis and descriptive statistics are used to analyze the data. The study discloses that motivational factors, government policy and financial support have significant influence on the rural women entrepreneurial success in Bangladesh. Due to lack of suitable training and proper development as well as ICT knowledge, the rural women of Bangladesh could not accomplish the achievement. Half of the total populations of Bangladesh are female and most of them live in rural areas. Therefore, the government and the policymakers in Bangladesh should develop the potential of rural women entrepreneurs by providing development facilities, proper training, and ICT knowledge.

The world has been surprised by the emergence of a COVID 19 pandemic, was born in China, and widespread to various countries in the world. In Indonesia, the government issued several policies to break the COVID 19 pandemic chain, which also triggered some pro-cons in the midst of society. One of the policies government takes is the closure of learning access directly at school and moving the learning process from physical class to a virtual classroom or known as online learning. In the economic sector also affects the parents’ financial ability to provide sufficient funds to support the implementation of distance learning applied by the government. The implications of the distance education policy are of course the quality of learning, including the subjects of Islamic religious education, which is essentially aimed at planting knowledge, skills, and religious consciousness to form the character of the students. Online education must certainly be precise, in order to provide equal education services to all students, prepare teachers to master the technology, and seek the core learning of Islamic religious education can still be done well.

The capability or calibre cannot be judged based on Results, as it depends on the student to student & also the examination is testing of knowledge of a student, for the whole year in two or three hours. In July 2020 the exam result of the secondary standard was declared by the Board of School Education Haryana, Bhiwani and there is a discussion about topper & the schools in which these toppers were studying & strategy of these toppers regarding exam preparation, their interviews & photos were published in the Newspapers, why not? It must be but in this spark light, there is some darkness behind this. Everyone is congratulating these students, as they are studied from the Private Schools of the Urban City areas of the Haryana, a few are from the most educated families, whose parents their selves are teachers or professors. Through this, we are ignoring a bitter truth of the poor students of the Government Schools, who despite lack of all the big & small facilities, as compare of these Private schools’ performed equal to these toppers. India is a country which is in forefront of being called a developed nation. To be a developed nation, India has to first look at its rural development, because 70 percent of the population live in rural areas, which means more than 700 million people are spread across 6,27,000 villages. Rural development is more than ever before linked to entrepreneurship. Establishments and agencies promoting rural development now look at entrepreneurship as a strategic development medium that could speed up the rural development process. Development institutions believe that rural entrepreneurship offers a huge potential for employment. In this paper a case study of a young entrepreneur who has taken up horticulture (vegetable plants nursery) as his full time profession, with a mission to help the neighbouring farmers is studied, the purpose of this paper is to understand the government role (policies and schemes), the difficulties faced by the entrepreneur during the startup time and knowledge transfer from the horticulture department, nursery management. The methodology followed is in-depth interaction with the entrepreneur. The outcome of paper will be to understand how rural entrepreneurship is helping improve the quality of life for families, communities and individuals leading to sustainable economy and environment.
