Gamal Abdel Nasser established the praetorian regime in 1952. Nasser ruled Egypt with the ‘party-state’ system to maintain the ‘social contract’ between the state and the Egyptians. The government thrived on the patrimonial relationship and de-politicization of the population. The ‘Egyptian upheaval’ in 2011 sought the protection of individuals’ rights, equality, and freedom against the military-led praetorian regime. A short-democratic experiment led to the arrival of Islamist majority rule in Egypt under the leadership of President Mohammed Morsi. The liberal-secular oppositions and the military removed President Morsi because Islamists failed to achieve the protesters’ aspirations. Egyptians supported the military’s rule that led to the election of General Abdel Fatah al-Sisi as President of Egypt. Fatah al-Sisi shifted the dynamics of government from ‘party-state’ to ‘ruler-arbiter’ praetorian rule that centralized the authority and power under his leadership through military domination to counter the Islamists and revolutionary aspirations. The research explains the causality behind the Egyptian military's intervention in politics, structuring of the praetorian regime in Egypt; the return of military praetorianism after the removal of President Hosni Mubarak; the rise of the Sisi as ‘ruler-arbiter’ and its implications on the democratization process. The paper’s method is explanatory to study the ‘structural’ (military) and ‘agential’ (Sisi’s rule) factors to determine the causes of establishing the praetorian ‘ruler-arbiter’ type Sisi’s regime. The approach to examine the ruler-arbiter phenomenon is the ‘actor-centric’ instead of the ‘mechanistic’ to understand the praetorian rule in Egypt. The research finds that the rise of the ‘ruler-arbiter’ regime under the leadership of the Sisi, caused by the military-established praetorian authority and President Sisi's choices and decisions, led to the failure of the democratization in Egypt.

RESUMONesses escritos são retomadas algumas passagens da educação pública no estado do Maranhão, desde os anos em que o Brasil esteve sob a égide do regime militar, instalado pela força em 1964, até a retomada democrática no país, realizada a partir dos meados da década de 1980. Tem-se como objetivo analisar os embates que se produziram entre as forças políticas estabelecidas no aparato estatal e os trabalhadores em educação nesse controverso período histórico. Imbuídos dessa perspectiva, os autores buscam delinear o percurso educacional vivenciado pelo maranhenses, a partir da compreensão crítica do contexto sociopolítico daquele momento, da análise das disposições políticas educacionais no domínio federal e sua incidência na esfera localizam as possíveis modificações ocorridas no ensino com a ascensão de novos sujeitos políticos ao governo, como também os pontos nevrálgicos que estão presentes nas lutas deflagradas pela valorização da docência num tempo social reconhecidamente conturbado. Com o estudo dessas trajetórias e suas repercussões nos movimentos associativistas e sindicais dos trabalhadores em educação, procura-se contribuir para ampliação de pesquisas de cunho históricoeducacional e, sobretudo, da história social daqueles que fazem a educação no Maranhão em sua cotidianidade.Palavras-chave: APEMA. Maranhão.ABSTRACTIn these writings are taken some passages of public education in the state of Maranhão, from the years when Brazil was under the aegis of the military regime, installed by force in 1964, to the democratic revival in the country, held from mid- 1980. Which objective is to analyze the conflicts that took place between the political forces established in thestate apparatus and workers in education in this controversial historical period. Imbued with this perspective, the authors seek to outline the educational journey experienced by maranhense people, from the critical understanding of the socio-political context of that time, the analysis of education policy provisions in the federal domain and its impact on the state level; thereby locate the possible changes occurredin education with the rise of new political subjects to the government, as well as the hot spots that are present in the struggles triggered by the appreciation of teaching in an admittedly troubled social time. With the study of these trajectories and their impact on associative movementsand unions of workers in education, it seeks to contribute to expand research of historical and educational character and, above all, the social history of those who make education in Maranhao in its daily life. Keywords: APEMA. Tiene como objetivo analizar los embates que tuvieron lugar entre las fuerzas políticas establecidas en el aparato del Estado y los trabajadores de la educaciónen en este período histórico controvertido. Imbuidos de esta perspectiva, los autores tratan de delinear el camino educativo experimentado por los ciudadanos de Maranhão, desde la comprensión crítica del contexto sociopolítico de la época, del análisis de las disposiciones políticas educacionales en el dominio federal y su incidencia en el ámbito estatal; con eso localizan los posibles cambios ocurridos en la educación con la ascensión de nuevos sujetos políticos al gobierno, así como los puntos críticos que están presentes en las luchas deflagradas por la valorización de la docencia en un tiempo social reconocidamente contubado. Con el estudio de esas trayectorias y sus impactos en los movimentos asociativos y sindicatos de trabajadores en educación, se busca contribuir para ampliar las investigaciones de carácter histórico y educativo y, sobre todo, de la historia social de aquellos que hacen la educación en Maranhão en su cotidianidad.Palabras clave: APEMA. Abstract The British surprisingly faced no military resistance when they captured Asante in 1896. Previous works have focused on the agency of actors like Prempe and Frederick Hodgson to explain why. This paper, in contrast, approaches this epoch in Asante history from the context of the sociopolitical power structure within which the precolonial Asante state operated. It asserts that Asante's independence was contingent on having a strong military. But since it had no standing army, the state used Asante's ‘social contract’ to coerce its subjects into ad hoc armies to meet military threats. Starting from the 1874 Sagrenti War, however, the state disregarded the social contract. This unleashed a series of events that undermined the state's power to coerce Asantes into military service. The article posits further that this erosion of the state's coercive power ultimately prevented it from countering the British with armed resistance in 1896 to maintain independence.

This article first presents a brief survey of the role and functions filled by the personal aide (chef de cabinet) of a minister in Quebec. The analysis continues, in a comparative perspective, by tracing a sociological and professional portrait of the Liberal“chefs de cabinet” in April 1976 and their successors in the pequiste government in July 1977.We then test the hypothesis that the cleavage between the government and the dominant economic forces has increased since November 15, 1976 as a result of the ideology articulated by the“chefs de cabinet” regarding the social and economic aims of the state. This hypothesis was confirmed.The hypothesis that the pequiste“chefs de cabinet” exercise a more pronounced influence on the decision-making process is also confirmed. Nevertheless, one cannot argue that the pequiste“chefs de cabinet” usurped the power of the legislators; their influence is more political than technocratic. The growing influence of the pequiste“chefs de cabinet” neverthelsss helps to accentuate the tensions and conflicts between the higher civil service and the ministerial aides.

Zambia inherited a system of government and administration in 1964 which was ill-suited to the tasks of political development to which her new leaders were dedicated. What little national unity and mobilisation had been achieved in the independence struggle declined with the removal of the common enemy. The Government rested on a fragile base, without the support of agreed rules and practices to limit and contain conflict, and without adequate instruments available for the implementation of its policies. So the search began for a more suitable political system, which could cope with the new needs of independence, and provide for the stability of the state and the survival of the Government.

The political concept of Alfarabi is derivated from the concept of Platonic, Aristotelian, and Islam. The ideal state is the state which is elaborated the universal values of humanism, not just limited to certain ethnic and nation which is emphasizing its obedience just to God, not the something else. In this paper, the writer tried to interpret the original works of Alfarabi which is directly related to his political thought and the other thinkers who are studying his political thought. In his political thought, Alfarabi emphasized that the main purpose of the state is to make the social-welfare for its citizens. Based on the organic theory, Alfarabi stated that the government of the state is just look-like the human organism system. In which, each of the existing element functioned to strengthen each other to achieve one goal. The ideal state for Alfarabi is the state which is having the goals for its citizen welfare, and who become the prime leader is a philosopher, who is having the prophetic character, having the wider knowledge, and able to communicate with al 'aql al fa’al trough al ‘aql mustafad.

India played an active role in the liberation war of Bangladesh in 1971. The relation between the two countries remained cordial in the initial years but it soon soured with the coup d’etat of 1975. This also marked the rise of the anti-Indian elements in the Bangladeshi politics. This article makes a brief survey of anti- Indian elements that has remained a part and parcel of the political fabric of Bangladesh since 1971. It also looks into the ways in which the anti-India stance has been instrumental in garnering popular support to hold on to political power. The article begins with the background of the creation of Bangladesh and India’s active role in it which was followed by the friendship treaty signed between the two countries. Then it moves to the changing scenario following the coup d’état of 1975 which marked the visible changes within the polity of Bangladesh. The nature of nationalism underwent change moving from secularism to a religious character which found expression in the policies of the state. The military rule most often found it convenient to use the anti-Indian stance in order to please the fundamentalist elements of the country in its bid to garner popular support. The issues of water sharing, refugees and issues of fomenting possible insurgency with active support of India were highlighted. Even after the restoration of democracy, the anti-Indian factions remained active in opposing the government of Sheikh Hasina’s foreign policy with regard to India. Radical religious factions, who had throughout opposed the liberation war, still play a major role in fanning the anti-Indian sentiments in Bangladeshi politics.

Coleridge wrote frequently about Rousseau throughout his varied career. His early lectures and letters draw on Rousseau’s critique of luxury and frequently allude to the general will, depicting Rousseau as a Christ-like figure. Coleridge’s subsequent disappointment with Pantisocracy led him to reject Rousseau and the social contract. Comparing Rousseau to Luther in The Friend, Coleridge argues that Rousseau’s unhappiness arises from a conflict between an age of individualism and an ongoing need for community. According to Coleridge, poetry tolerates this conflict better than philosophy. In ‘Reflections on Having Left a Place of Retirement’ Coleridge suggests that social retreat offers illusory solace from war and social crisis. He critiques the state of nature, sympathy, and even religion for failing to balance the self with its environment. Thematically and formally The Rime of the Ancient Mariner explores this crisis in cohering systems. Through the mariner’s relationship to the albatross, the wedding that frames the poem, and episodes of the supernatural that disrupt the ballad form, Coleridge defines a breaking point between the individual and general wills.

Abstract The relationship that exists between the state and her citizens has been described by Jean Jacques Rousseau as “a social contract.” In this contractual agreement, citizens are bound to respect state authority while the state, in turn, has the bounden duty to protect her citizens and guide them in their aspirations. In fact, any state that does not perform this duty is guilty of violating the fundamental rights of her citizens. This, however, is not the case in most postcolonial societies where the citizens see the state as an aggressive apparatus against their wellbeing because the state is not fulfilling its own part of the social contract, which requires them to protect the citizens and guide them in their aspirations. This unfortunate situation has laid the foundation for protest and anti-establishment writings in post-colonial societies – especially in Africa. Since literature, as a semiotic resource, is coterminous with its socio-political context, this attitude of the state has drawn inimical criticism from key postcolonial African writers such as Chinua Achebe, Wole Soyinka, Ngugi wa Thiong’o, Mongo Beti, and Nadine Gordimer. Using Helon Habila’s Waiting for an Angel and John Nkemngong Nkengasong’s Across the Mongolo, this essay shows the relationship between state-terrorism and the traumatic conditions of the citizens in contemporary Africa. From the perspective of trauma theory, the essay defends the premise that the postcolonial subjects/characters, in the novels under study, are traumatized and depressed because of their continuous victimization by the state. Due to this state-imposed terror and hardship, the citizens are forced to indulge in political agitation, radicalism and violence in response to their destitute and impoverished conditions.
