The rapid development of technologies and their rapid transformation influenced changes in the world and people’s lives and the educational process evolved. Traditional methods of education are enriched with modern technologies, and digital devices become significant elements in modern education. Social network platforms are an important part of life in modern society, they are visited daily by a huge number of people using computers, tablets and smartphones. Their popularity has made them convenient for use in various fields. These platforms have been accepted as student learning support tools, which is why they are increasingly important in the field of higher education. The paper explores the use of social network platforms in higher education, with a focus on social networking services provided by Instagram. In this research, we tried to determine whether the students of journalism and communication used Instagram for educational purposes. Students (N=100) were surveyed through a printed questionnaire at the Faculty of Philosophy. The results show that most students use social networking services for educational purposes. The platform they use for this purpose is Facebook. When it comes to Instagram, most respondents have an Instagram account but do not use it in education.

The development of trends in modern society (with its rapid development of cloud, communication technologies, technological innovations in education, scientific and technological progress) requires education to increase the dynamism and efficiency in training highly qualified specialists. The issue of providing quality educational services in order to meet the requirements and needs of the constantly changing demand for specialists, the labor market becomes urgent. The article identifies the factors influencing the quality of educational services at the modern university, describes the importance and functions of institutions of different levels in ensuring the quality of higher education, the purpose of higher education by students and audience, the level of their satisfaction with educational quality and educational process in higher education institution was found out. The analysis of assessment of educational services received by students and university audience is presented. Particular attention is paid to European institutions of assessment and quality assurance in higher education.

The intensive development of new information and communication technologies (ICT) has led to major changes in society. The widespread use of smartphones and mobile communications has allowed today to create new programs and services to improve human life. This development changes the established habits of human communication, the relationship between society and the environment. A social networking service (SNS) is a service (on a website or through a mobile application) that allows users to share a personal profile and establish contacts with other users. Social networking services affect the territorial organization of society and can be used for the development of both settlements and entire territories to make their development more sustainable and balanced. The study of social networking services is currently on the rise. The joint efforts of many sciences (sociology, psychology, geography, mathematics, statistics, computer science, etc.) are needed to understand the subject essence of the phenomenon and to analyze data. Approaches to the study of social networking services can be divided into three large groups: 1) in terms of human relations and relationships; 2) in terms of content distributed on the network; 3) in terms of spatial aspects of the functioning of the social network. In Ukraine, there are no detailed studies of the spatial aspects of the spread of social networking services at the local level. In the Ternopil region, there is a pattern of concentration of the majority of Facebook and Instagram users in the largest cities, namely Ternopil, Chortkiv, Berezhany, Kremenets. Buchach, Borshchiv, Zalishchyky, Terebovlya, and Shumsk districts stand out among the districts by the number of users. An important indicator that characterizes the spread of social networking services is the penetration rate of the social network, which is calculated as the ratio of the number of users in a certain territory to the population living in it. Cities of regional subordination differ in terms of the penetration rate of SNS. The highest values were observed in Chortkiv, Ternopil, Kremenets cities. The penetration rate of social networking services in the administrative districts of Ternopil region is much lower. A relatively high rate (over 30%) was recorded in Buchach, Berezhany and Shumsk districts. Extremely low penetration rate (less than 5%) is in Zbarazh, Chortkiv, Zboriv districts which are adjacent to the cities of regional subordination. The social networking service Instagram is inferior to Facebook in level of development, and its main users are mainly young people. However, in the territories where the rate of Facebook penetration is the lowest in the region (Ternopil, Zbarazh, Chortkiv, Zboriv districts), the predominance of Instagram is noted. Thus, the main patterns of spatial distribution of SNS’ Facebook and Instagram in Ternopil region are: concentration of users in the largest cities, especially in the regional center Ternopil City (half of Facebook and Instagram users in the region); the number of users is proportional to the population in the territorial unit; small number of users and low penetration rate of the SNS’ in the administrative districts adjacent to the cities of regional subordination Ternopil and Chortkiv; among administrative districts, higher indicators of social network development are typical for northern and southern districts in comparison with central ones. Didactic value of electronic social networks is determined by capabilities to provide group interaction. It is proved that ESN can act as means of collaborative training activities, means of social contacts deployment, extension of all participants’ social interaction in educational process. Attention is paid to emphasis change from network communication to productive discussion and from collaboration to cooperative learning methods for students. The problem of improving of information and communication competence of all learning process partners is described. Possible changes in teaching methodology, when new objects, electronic social networking services appear in the system of education, are examined.

The structural-functional analysis of the socio-cultural peculiarities of implementing inclusive policy in educational process in Russia is carried out. The issues of the inclusive approach introduction in higher education are touched upon. The main indicators of the living standard in the country including the level and accessibility of education are listed, interrelation of the living standard and quality of education are emphasized. The history of development and the difficulties of implementing inclusive education in Russia are considered. In particular, the historical, organizational, content and socio-economic peculiarities of inclusive education development in Russia are conceptualized. The importance of the inclusion being one of the main principles of the modern society is underlined. The main reasons for the difficulties in implementing inclusive education in Russia are indicated. Some of them are the lack of the necessary theoretical and methodological research as well as material and technical support. One of the main objectives in the implementation of inclusive education is a special organization of educational process including social integration and psychological adaptation of students with disabilities. A special role is given to the teacher who should be able to organize the educational process effectively providing equal opportunities for all its participants. In conclusion, possible solutions of the problems connecting with implementing an inclusive approach in higher education in Russia are outlined taking into account the peculiarities of its development.

Purpose The purpose of this paper is to explore how social network fatigue affects continuance intention of social networking services (SNSs) from a more comprehensive perspective. Design/methodology/approach A research model was proposed by integrating uses and gratification theory (UGT), social network fatigue and continuance intention. The relationships between the three dimensions of UGT and continuance intention were examined, as well as the direct and moderating effects of social network fatigue. To collect data, an online survey was adopted, and 227 valid responses were analyzed by structural equation modeling. Findings The empirical findings demonstrate that utilitarian gratification (information seeking), social gratification (social interaction) and hedonic gratification (perceived enjoyment) are positively associated with SNS users’ continuance intention. Meanwhile, social network fatigue can directly and negatively affect continuance intention. Furthermore, the relationships between the two dimensions of UGT (information seeking, perceived enjoyment) and continuance intention are also negatively moderated by social network fatigue. Originality/value This study contributes to the understanding about the relationship between continuance intention and social network fatigue. The authors indicate that social network fatigue will not only directly weaken SNS users’ continuance intention, but also negatively influence the formation process of the continuance intention. Some other theoretical and practical implications are also provided.

The competitiveness of education is due to global trends in modern society. The preferences of students are changing, professional standards are being developed, and employers are making new demands on graduates. These trends are characteristic of vocational secondary, higher and additional education. At any level of education, its own specifics, however, modern innovative technologies, distance forms and online formats are becoming more and more familiar in the construction of the educational process. This article discusses the principles of forming a digital educational environment and its elements. Some foreign experience in the implementation of distance learning and personalization of training in the context of the global challenges of COVID-19 is summarized.

The role of axiological approach in the training of new generation teachers is theoretically substantiated in this article. The axiological approach makes it possible to identify a set of priority values in the education, upbringing and self-development of a person in modern society and to design their reflection in the norms and aims of future teachers in the process of psychological and pedagogical training. Possible ways of implementing an axiological approach in the educational process of higher education institutions are outlined, such as: the identification of value orientations of higher education applicants, with further adjustment regarding ethical positions in psychological and pedagogical activity; informing students of higher education about value orientations and identification of the most important ones in teaching the cycle of psychological and pedagogical disciplines; adaptation of higher education students to the system of professional value orientations through educational, practically-oriented, independent activity and interaction with teachers as carriers of moral principles and others. Thus, 45.83% of respondents found: having ethical knowledge about generally accepted norms and principles of pedagogical morality; mastering the basic requirements of pedagogical ethics; ability to act positively according to moral choice; the need to work independently to improve themselves and improve their moral qualities.

The relevance of the issue of developing the digital competence of future teachers in higher education is obvious, as technological progress is developing at an extremely rapid pace, and digitalisation has already penetrated into all spheres of life, including the education system. The purpose of the study is to compare the approaches of state educational policy to the development of digital competence of future teachers in China and Ukraine. To obtain new results, the following theoretical methods were used in the study: analysis of pedagogical literature, regulations, online platforms, educational sites, systematisation, and generalisation of research, organisation of training courses for future teachers – to compare different approaches to digital competence of future teachers. It is noted that digital competence is key in lifelong learning, as well as one of the components of a teacher's professional competence, according to the Standard Standard for Primary School Teachers, General Secondary Education Teachersб and Primary Education Teachers. The concept of digital competence is defined and it is substantiated that its significance changes in accordance with the development of digital modern society. The national educational policy of Ukraine and the People's Republic of China is analysed, in particular the regulatory base, which regulates the development of digital competence in the countries. It has been found that the problem of digital competence is relevant in both countries, in particular in China, where its solution is more progressive, due to powerful resource opportunities. An example of the content of academic disciplines, namely “Digital Training Tools”, “Cybersecurity”, “Media Education” (Ukraine), “Fundamentals of Computer Use”, “Use of Multimedia Technology” (PRC), their place in the educational process, hours on study, form of control of educational and cognitive activities, etc. These disciplines are aimed at developing the digital competence of future teachers in higher education institutions of Ukraine and China. It is noted that further research will relate to the study and analysis of national educational policy of the European Union on the development of digital competence, in particular in the training of future teachers

The article considers the possibility of using social networks in the process of learning, identifies the advantages and disadvantages of their application in the educational process, analyzes the real state of student registration in social networks, the frequency of their communication with social networking means, determines the number of social networks in which students are registered, priority devices for work with social services, popularity of social networks among students of the Vinnitsa State Pedagogical University named after Mikhail Kotsyubinsky, and also, the proportion of students using social networking with the educational purpose whom teachers offered to use social networks to support the learning process and the proportion of students who are proposing to introduce social networks into the learning process has been established. The analysis of the obtained data makes it possible to determine the level of activity of students and teachers in the issue of the introduction of social networks and mobile devices in the process of knowledge acquisition and skills development by modern applicants of higher education, and also indicates the level of youth activity in the issue of reforming educational technologies, the introduction of modern methods of organizing the educational process and his support. The results of the study underline the active attitude of young people to the reform of higher education, but prove that the students themselves are not always willing to actively engage in educational initiatives, some of them prefer passive communication and photo viewing. Based on the data obtained from the questionnaire, it can be concluded that social networks are not used for educational purposes systematically. Students, for the most part, consider social networks as an opportunity to seek information, that is, as a peculiar search engine. Only one per cent of respondents consider social networks as an opportunity to create an educational community for communication with like-minded people.

В России высшие учебные заведения используют устаревшие методы внедрения образовательной деятельности. Эффективность развития современного общества обеспечивается наличием высокого интеллектуального потенциала. Именно поэтому системе учебных заведений нужно уделить немалое внимание, а именно высшим учебным заведениям. Высшие учебные заведения решают важные вопросы по профессиональной подготовке специалистов, обеспечивают общество интеллектуальными ресурсами. Интеллектуализация жизни, в том числе и экономической, предопределяет потребность развития образования. Образование обеспечивает работающих в экономике информацией, знаниями, умениями, интеллектуальным капиталом, поэтому эффективность работы высших учебных заведений чрезвычайно важна и невозможна без достаточного уровня финансового обеспечения. В проекте Стратегии реформирования высшего образования до 2024 г. ключевым для администрирования финансового обеспечения национальной системы высшего образования России был определен вопрос оплаты подготовки соискателей высшего образования. The higher education system of Russia, in comparison with its closest neighbors, demonstrates a high level of moral and technical backwardness of the educational process. In Russia, higher education institutions use outdated methods of implementing educational activities. The effectiveness of the development of modern society is ensured by the presence of high intellectual potential. That is why a lot of attention should be paid to the system of educational institutions, namely higher educational institutions. Higher educational institutions solve important issues of professional training of specialists, provide society with intellectual resources. The intellectualization of life, including economic life, determines the need for the development of education. Education provides those working in the economy with information, knowledge, skills, and intellectual capital, so the efficiency of higher education institutions is extremely important and impossible without a sufficient level of financial support.
