World leaders gathered at the United Nations (UN) and adopted the 2030 Agenda for Sustainable Development. It is a plan of action aimed at achieving global sustainable development in economic, social and environmental areas, which ensures that no UN member state is left behind. The 17 sustainable development goals on the 2030 Agenda can be used as benchmarks for the coordinated development of UN member states. Aviation safety is an important component of the concept of general national security, the system of personal security, ecological and public safety and transport safety from external and internal threats. Maintaining an acceptable level of national aviation safety is a priority for the industry. The aviation transport is a part of the transport complex of Ukraine, which is an important component in the structure of the national economy and a link between all components of economic security to ensure the basic conditions of life and development of the state and society. The assessment of economic, technological, safety, social and ecological hazards is an integral part of all the logical blocks of the structural and functional scheme of strategic management of aviation safety in terms of sustainable development of the national economy. According to the concept of national aviation risk management developed by the authors, risk can be assessed as a mutual combination of hazarad, vulnerability and consequences. The application of this concept in relation to the air transport of Ukraine allowed to identify the main hazards, vulnerabilities, consequences and risks. The next step in the implementation of the concept is to develop institutional measures to neutralize threats in the field of aviation safety, which is actually a set of risk reduction measures for further sustainable development of the national economy. This article summarizes the hazards, vulnerabilities, consequences, risks, and institutional arrangements for strategic aviation safety management. Among the priority measures are: harmonization of national regulation of air transport with the requirements of global and regional levels, development of mechanisms for commercial protection of domestic air transport enterprises in the COVID-19 pandemic, implementation of strategic scenarios for sustainable development of air transport in Ukraine until 2030. The implementation of the proposed institutional measures will ensure an appropriate level of safety, efficiency and regularity of the national air transport of Ukraine.

The task of the article is to determine and substantiate the main indicators of economic and technological development, safety, social and environmental components of air transport and assess their level. In the article the authors propose and present the dynamics in the period from 2010 to 2020 of 29 indicators of sustainable development of air transport of Ukraine, such us share of aviation transport in the gross value added (transport and communications); level of investment in aviation transport; level of export services of air transport; level of import services of aviation transport; level of shadowing of aviation transport; coefficient of manufacturability of aviation transport; capital utilization coefficient; level of shadow capital load; level of use of passenger capacity of aircraft and helicopters; level of renewal of fixed assets; cargo transport capacity of GDP by aviation transport; passenger transport capacity of GDP by aviation transport; average distance of cargo aviation transportation; average distance of passenger aviation transportation; ratio of domestic and international aviation transportation; catastrophes, accidents, serious coefficients for regular commercial/irregular commercial/non-commercial flights and execution of aviation works/training flights; level of wages in the production of aviation transport; level of employment in air transport; coefficient of population mobility; level of official GVA created by shadow wages; level of shadow employment; level of CO2 emissions of aviation transport of Ukraine to GDP; level of emissions of pollutants into the atmosphere; level of environmental costs of aviation transport. Authors determine their threshold and optimal values. Indicators are given in groups in the above areas. Indicators are divided into stimulants (indicators that contribute to the sustainable development of air transport and the national economy) and disincentives (indicators that hinder the sustainable development of air transport and the national economy). The solution of this problem will make it possible to conduct a comprehensive assessment of the current state of air transport in Ukraine on the basis of a systematic approach

Maintaining an acceptable level of national aviation safety is a priority for the industry. In the context of globalization, ecological safety is becoming especially important. World leaders gathered at the United Nations (UN) and adopted the 2030 Agenda for Sustainable Development. It is a plan of action aimed at achieving global sustainable development in economic, social and environmental areas, which ensures that no UN member state is left behind. The 17 sustainable development goals on the 2030 Agenda can be used as benchmarks for the coordinated development of UN member states. One of the most important goals for the global survival of humankind is Goal 13 “Climate Change”. In order to find an adequate answer to this challenge, the International Civil Aviation Organization (ICAO) has identified the following areas that can contribute to the attainment of the global aspirational goal: aircraft related technology and standards; improved air traffic management and operational improvements, development and deployment of sustainable aviation fuel and the Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA). The implementation of CORSIA is carried out not only at the global level, the initiative requires the search for effective management solutions at the national level. Statistics on the activities of the aviation industry of Ukraine indicate its stable development. However, unfortunately, the dynamic growth of air traffic entails an increase in emissions of chemical elements into the atmosphere, which are a real threat to the environment and can contribute to climate change processes. The main tool for ensuring ecological safety tasks is proactive risk management. The development of proactive tools for environmental risk management is relevant and has practical implications for sustainable development, both in the industry in particular and for the state as a whole. The articles offer the author's approaches to the identification of air transport ecological component level.

The scientific and methodological approach to the evaluation and analysis of the efficiency of system management by innovation factors for sustainable development of national economy from the point of view satisfaction vital interest’s population is developed. This is the calculation of the modernized index human development based on the adjective model based on 26 indicators (social, economic and environmental subsystems), as well as using the methods of the main components and the slip matrix. The resultant value is the modernized Human Development Index (MHDІ) of Ukraine. The architectonics MHDІ of Ukraine in 2007–2017 from the position of sub-indices of the ecological, social and economic subsystems is analyzed. Consequently, the scientific and methodological approach based on the MHDI change allows us to draw conclusions regarding the effectiveness of the work and public administration bodies in the context of making managerial decisions regarding the satisfaction of the vital interest’s population. MHDI considers the main regulated parameter of the system management in the innovation factors of sustainable development in socially oriented economy. The tendency of steady decline MHDI of Ukraine in 2007–2017 on 53.45 % was confirmed, which confirms inefficient state regulation of crisis situations in Ukraine. In order to increase the efficiency management of innovative factors by sustainable development of the national economy, from the standpoint of satisfaction vital interest’s population, it is proposed to intensify the use of public debt and savings bonds, market and non-market methods of relief and debt load. This is due to the fact that at the current stage of development in the national economy, public external debt is one of the most significant indicators of the state economy. It is at the same time a criterion for the effectiveness of public financial policy, as well as a threat and opportunity for the Ukrainian economy. In order to optimize its size, various methods, approaches, tools are used. Based on the analysis of world experience, it has been established that the securities market, in particular debt securities, plays a strategic role in regulating this issue. Therefore, it makes sense to recommend government debt bonds and government savings bonds to optimize the amount of external public debt.

As we reach the fifth anniversary of the Declaration of the United Nations 2030 Agenda for Sustainable Development, the tourism sector responsible for over 10% of the world’s GDP still does not have an open-source, sustainable management criteria that would enable and empower them to “walk the talk” to contribute to the Sustainable Development Goals (SDGs). The purpose of this paper is to fill the gap in the social sciences and business management literature by providing a theoretical Sustainable Strategic Management Model (SSMM) proposal for the Fourth Sector (4S), Small- and Medium-sized (SMEs) Hotel companies (4S-SM-HCs), which are committed and have the will to contribute firmly to the 2030 Agenda. Based on their corporate purpose and aligned with the SDGs, this article provides a holistic proposal with a multi-stakeholder approach, adding the SDG perspective. Through a qualitative research methodology based on two focus groups in which the main stakeholders and the management team of the 4S-SM-HC under examination took part, a theoretical SSMM is co-defined so that the hotel company can make significant contributions to the five areas of the SDGs. Basing their structure on the internationally recognized Global Sustainable Tourism Council (GSTC) Criteria and co-created through social learning, this SSMM proposes four strategic management axis and develops ten principles of ethical performance (PEP). The main contributions of this article are two: (1) to provide an ecosystemic SSMM proposal to the 4S-SM-HCs to allow them to make significant contributions to the SDGs, and (2) to facilitate a methodological framework with a multi-stakeholder approach and SDG perspective to enable them to contribute to the wellbeing of people, the community and the planet.

Introduction. In the conditions of dependence on the imported energy resources there is a problem of ensuring stability of the energy industry with counteraction to changes of the ambient and a possibility of reacting to actions for providing competitive positions and advantages of the state. A number of problems in energy industry need a support of necessary level of the energy security on the basis of providing own extraction with volume reduction of imported energy resources, increasing of the national products’ competitiveness in the world markets, development of innovations and investments into energy efficient technologies. In such conditions, it’s important to apply actions for ensuring economic security of the energy sector through the creating of an efficient program for the protection of the national interests in the energy sector, which will contribute to the national economy development. Aim and tasks. The purpose of article is a researching of energy security and developing actions for state regulation of energy security. Research results. The article outlines the priority directions of the state policy on ensuring the energy sector development which are identified as a main risks and adverse factors of influence on functioning of energy industry of Ukraine. And the necessity of energy security systems formation at the state level is grounded. The perspective increasing directions of energy security are the establishment of more adapted to transformations system of state regulation with market self-regulation elements. The state regulation of energy security in conditions of high level internationalization of national economy should be aimed at the harmonization of its technological and institutional aspects which influence the development and implementation of energy technologies and projects related to renewable energy sources. The state regulation requires further active development of institutional conditions for use of alternative energy resources and energy saving based on renewable energy. Conclusion. To provide energy security it is necessary to improve the complex program of its development which will involve wide use of state regulation methods as well as public-private partnership development so the support of the implementation of investment projects will be provided. The important aspect in development of energy engineering is ensuring its economic security which will allow to level possible threats of the industry and to provide requirements of fuel and energy complex and industry for a long term. Energy security should be directed towards increasing energy efficiency which will promote reducing imports and depending on the supply of energy resources by other countries. State regulation of energy security should ensure the rational use of the energy sector potential and stable functioning of the energetic supply system which includes: implementation of energy efficiency and energy saving policies; increase of investment in energy engineering; reduction of environmental impact and emissions.

The article analyzes the need to transfer the environmental innovations effectively in the system “enterprise-region-state” and to establish the relevant innovative changes promotion channels for the country’s sustainable development. The authors study this problem in the context of priority directions of UNO Sustainable Development Strategy and Sustainable Development Strategy “Ukraine – 2020”. Its solution is a key factor of influence on Ukraine’s economic growth and security. The study is based on methods for defining the influence of national economy innovative activity on the choice of relevant ecological modernization state regulation channels for sustainable development. FCM analysis was used for the study. Six groups of instruments were defined and characterized depending on the influence on sustainable development subjects. The system of instruments was formed, and the approach towards making the managerial decisions in order to ensure Ukraine’s national economy sustainable development was proposed. Practical value of the obtained results is that the established relevant channels can ensure the fastest reaction of business environment to state regulatory impact, which is the main constituent of state administration and sustainable development processes regulation system.

Education is a core element of the Sustainable Development Concept. It is not only because of the declaration of SDG 4 within the 2030 Agenda but also its embeddedness in other goals, targets, and indicators. Thus, the study aims to generalize approaches to define the relationship between the efficiency of the strategy of sustainable development of the national economy and state regulation of education. The research is accomplished for 14 Central and Eastern European countries (2006–2016) using the combination of principal components method and parametric method of stochastic frontier analysis in the software package STATA 11 and FRONTIER 4.1. As a result, the empirical proofs of the strong and adequate link between the efficiency of the sustainable development strategy of the national economy and state regulation of education are identified. The technical efficiency indexes were also calculated that allowed forming three clusters for Central and Eastern European countries distributed by the level of state regulation of education and efficiency of sustainable development strategy implementation. It helps to distinguish the main measures to reform the state regulation of education in Ukraine considering the experience of Slovenia, Poland, the Czech Republic, countries that proved to be the leaders in a sphere of sustainable development strategy implementation. The recommendations for further improvements in educational policies were defined. The article proves that security of the national economy characterizes the ability of the country to withstand the destabilizing effects of various internal and external threats and to ensure its sustainable development. The study is carried out in the following stages: Diagnosing threats to security of the national economy → assessing the level of economic security of countries of the world → clustering countries of the world according to the level of economic security → modelling the impact of the national economic security on sustainable economic development of a country → forming measures to ensure security of a country’s economy. The basis for assessing the level of economic security of a country is a hierarchically constructed system of indicators, including composite, complex, and sub-indicators. The assessment of the level of economic security is carried out on the basis of international indices and rankings. The analysis of the correlation between the level of GDP per capita and individual indicators included in the composite indicator of economic security made it possible to identify those that should become the primary concerns of governments in order to enhance economic security as well as increase the level of GDP and ensure sustainable development of countries.

Introduction. The level of shadowing of the economy in Ukraine remains one of the highest in the world and is a threat to its economic security and macroeconomic stability, investment attractiveness, etc. The dynamics of change in the main indicators of the functioning of the shadow economy indicates a low level of effectiveness of existing mechanisms to prevent the implementation of shadow operations. The existing institutional component of this mechanism does not fully form the preconditions for reducing the share of the shadow sector of the economy and therefore does not encourage businesses to withdraw their funds from the shadows. The high level of corruption and bureaucracy in the country has a negative impact on the efficiency of economic entities and thus creates the preconditions for the revision of existing instruments of state regulation of the economy. Purpose. Research of efficiency of functioning of separate institutional components of the mechanism of counteraction to shadowing of national economy and definition of the most priority measures of prevention of the state by shadow schemes of withdrawal of incomes. Results. The results of the study identified the main reasons for the high level of shadowing of the national economy, threats, and barriers to counteracting the participation of economic entities in the shadow schemes of capital withdrawal. The analysis of the main vectors of state influence on economic entities is carried out. Their efficiency has been evaluated. It is established that Ukraine occupies one of the last places in the world in the vast majority of indicators. Analysis of individual components of the indicator of ease of doing business in Ukraine showed a significant duration of procedures for reporting and payment of taxes, processing of documents for export/import, a significant cost of processing documents for export/import. The results of the study showed that one of the components that have a significant impact on economic entities is the high level of corruption in the country, low efficiency of corruption control procedures, low efficiency of government, etc. The necessity of development and application of a set of measures aimed at improving the quality of the institutional component of the mechanism of de-shadowing of the economy is proved.
