The developments of information technologies affect the life of democracy in Indonesia. Information technology such as social media has caused social change. Social media should be a public space to establish relations and public information centers. The user submits a message to create a closer ties with the community and convey information about social problems. The public get information faster from social media rather than print media, radio and television. But there are some people who spread false news (hoaxes) or even attack the other party through hate speech. Such actions lead to defamation toward certain people then lead public opinion to worsen the socio-political situation, causing a split. The insult to the President by a citizen through a message on social media which continues to the proceedings reminds us to be more concerned about the ethical consideration of communication in public spaces. This issue should be a shared responsibility between the organizers and users of social media in order to maintain a cultured communication behavior and ethical understanding. The policy from the head of Indonesian Police regarding hate speech in social media is the firm stance of the government against violators who deliberately spread messages of hate, violate the values, norms, manners and ethics. The act of spreading the message of hate speech is against the law. Hate speech message ruins the conduciveness of social and political situation. This kind of violation could threaten the mentality of younger generations as users of social media in creating a civilized communication in Indonesia.Keywords: hate speech policy, messages of hate, and social media.

Indonesian netizens are often labeled as social media users at will without heeding politeness when interacting. This assessment is further confirmed by a survey conducted by Microsoft,  that Medsos users are labeled as netizens with the worst politeness level for Southeast Asia scale. The predicate is certainly aimed at allreligius netizens without emphasizing certain beliefs. The low politeness indicates the lack of social media ethics applied by the people of the country. Ironically, Indonesia is known as areligius and civilized country, it seems invisible if you look at the behavior of netizens who are. The method used in this paper is descriptive qualitative method with a literature study approach. The description of this topic religion certainly teaches how politeness and politeness in the public space are displayed especially in social media, because politeness is an indikator we are called ethical or not. The principle of Christian ethics teaches that when using social media what a believer must do is not to do body shaming with other online media users, or not to comment racistically. Because God does not differentiate between fellow humans by loving one and not loving another just because humans are different physically, race or nation. The next principle of Christian ethics in social media is not to argue theologically and not to spit negative things. The goal is to avoid quarrels, let alone hate speech. Netizen Indonesia kerap di cap sebagai pengguna media sosial sesuka hati tanpa mengindahkan kesantunan ketika berinteraksi. Penilaian ini makin dipertegas melalui survei yang dilakukan oleh Microsoft,  bahwa pengguna Medsos dilabeli sebagai netizen dengan tingkat kesopanan paling buruk untuk skala Asia Tenggara. Predikat itu tentu ditujukan kepada semua netizen yang beragama tanpa menitik-beratkan keyakinan tertentu. Rendahnya kesopanan menandakan kurangnya etika bermedia sosial diterapkan oleh masyarakat tanah air. Ironisnya, Indonesia yang di kenal sebagai negara yang religius dan beradab, hal itu seakan tidak terlihat bila melihat perilaku netizen yang bar-bar. Metode yang digunakan dalam tulisan ini adalah metode kualitatif deskriftif dengan pendekatan studi kepustakaan. Uraian dari topik ini agama tentu mengajarkan bagaimana kesopanan dan kesantunan di ruang publik ditampilkan terlebih dalam bermedia sosial, karena kesopanan itu merupakan indikator kita di sebut beretika atau tidak. Prinsip etika Kristiani mengajarkan bahwa ketika bermedia sosial  yang  harus dilakukan orang Kristen  adalah tidak melakukanbody shaming kesesama pengguna media online, maupun tidak berkomentar secara rasis. Karena Allah tidak membeda-bedakan sesama manusia dengan mengasihi yang satu dan tidak mengasihi yang lain hanya karena manusia itu berbeda secara fisik, ras atau bangsa. Prinsip etika Kristiani berikutnya dalam bermedia sosial adalah tidak berdebat secara teologis dan tidak mengumbar hal negatif. Tujuannya  agar tidak terjadi pertengkaran apalagi ujaran kebencian.

Social media commonly function as alternative channels for debate in controlled media societies, often supported by the digital diaspora. This study takes a closer look at Ethiopia, where communication traditionally has been controlled by the government. The situation was particularly tense between 2016 and 2017, when a state of emergency act was declared following anti-government protests. The study scrutinizes three of the most popular online channels during the unrest (Ethiopian DJ, Mereja.com and Zehabesha), all of which used Facebook as their primary means of communication. The findings show that the stories posted by the sites were overwhelmingly political, with a particular focus on ethnic issues. Reader reactions show a slightly different pattern, concentrating less on politics and more on society and culture. This could be an expression of felt anxiety among the public due to the tense political situation. Interestingly, when users did comment on ethnic issues, they were not in agreement, but debated the issues intensely and fiercely. A diversity of views was represented. The study concludes that an echo chamber effect was not detected. For lack of appropriate channels for public discussion in the mainstream media, Facebook accommodated a space for political exchange during the state of emergency.

Changes in the communication of information continue to occur along with the advancement of technology in the digital era. Nowadays everyone can work as a journalist even though he or she has never learned the basics of journalism. The public also frequently receive information or news that raise the eyebrows — ranging from disaster threats to information about the political world. The finding of this research is that often information that circulates in the hands of Warganet is a hoax and even hate speech, despite the government efforts to reduce the spread of hoax and hate speech. With this paper, the author aims at disclosing the propaganda elements in the hoax and hate speech in the social media as in the digital era the social media is the most vulnerable in spreading of hoax news and hate speech. By utilising qualitative content analysis, the author discusses five hoax news and hate speeches which are dissected using nine propaganda practices. The conclusion obtained by the author is that the hoax news and hate speech comprise of elements of exaggeration, rhetoric, recognition and influence on a variety of parties, as well as prejudices supplemented by emotions.

This study aims to describe the Public Rights and State Interests in managing information related to the Covid-19 outbreak filling public space. Civil society, cross-sectoral experts, the Government contributed opinions and information regarding the handling and response of Covid-19. Central to this public discourse is whether information about Covid-19 is public information as referred to in the provisions of Law No. 14 of 2008 concerning Public Information Openness (UU KIP). Or does it include information that is excluded on the grounds that there are a state's interests that are far more important than public information. This research is designed to be qualitative for this purpose and uses normative legal research methods. First research results, Covid-19 is a problem that involves many human lives. This dangerous and deadly virus outbreak threatens millions of people throughout the world. Therefore, the handling of Covid-19 concerns the interests or obligations of the state more precisely to protect its citizens. Second, the handling of Covid-19 requires the participation of all Indonesian people. Indonesia has a number of legal bases for implementing policies to address Covid-19. The management of information and the handling policies of Covid-19 are in the domain of state authority. All citizens must obey the Government's call and medical action to overcome Covid-19. Third, the experience of China which is a communist country turned out to be able to quickly overcome the Covid-19 outbreak. The obedience of its people and the unity of all elements and strengths that exist in the Chinese Government and medical personnel gave birth to a happy story free from Covid-19.

In academic research, the Internet and the public domain's topic now has a permanent place; it is entering the mainstream of political communication studies. The coming out of the same ideas and opinions with social media can build a discourse for further discussion. One of the viral and trending discourses on Indonesian twitter was the rejection of OMNIBUSLAW; many people issued opinions using the hashtags #MosiTidakPercaya and #Tolakomnibuslaw, which emerged as a result of the passing of the omnibus law, which contains many irregularities in its ratification. This research was conducted by taking data on Twitter in October 2020 and processed using the Nvivo 12 Plus software. The results of this study indicate that the social media using twitter as information is 25%, where the public uses Twitter as a means of seeking information on the Job Creation Bill in its development process and its rejection in it, political communication is 48%, communication that is built has an interest in running political goals and as a movement. 25% of politics in pressuring the government and forming public opinion on the Work Creation Bill and a place for public space to communicate can be seen in the public space that people are interested in voicing their anxieties if there is a disagreement of opinion between stakeholders and the wider community.

The world is entering a new phase of the digital era, including Indonesia. The unification of the real world and cyberspace is a sign, where the conditions of both can influence each other (Hyung Jun, 2018). The patterns of behavior and public relations in the virtual universe gave rise to new social interactions called the Digital Society. One part of Global Megatrends has also influenced public policy in Indonesia in recent years. Critical mass previously carried out conventionally is now a virtual movement. War of hashtags, petitions, and digital community comments are new tools and strategies for influencing policy. This paper attempts to analyze the extent of digital society's influence on public policy in Indonesia. As well as what public policy models are needed. Methodology used in this analysis is qualitative descriptive. Data collection through literature studies by critical mass digital recognition in Indonesia and trying to find a relationship between political participation through social media and democracy. By processing the pro and contra views regarding the selection of social media as a level of participation, this paper finds that there are overlapping interests that have the potential to distort the articulation of freedom of opinion and participation. - which is characteristic of a democratic state. The result is the rapid development of digital society which greatly influences the public policy process. Digital society imagines being able to participate formally in influencing policy in Indonesia. The democracy that developed in the digital society is cyberdemocracy. Public space in the digital world must be guaranteed security and its impact on the policies that will be determined. The recommendation given to the government is that a cyber data analyst is needed to oversee the issues that are developing in the digital world. Regulations related to the security of digital public spaces must be maximized. At present the development of technology and information has reached a very rapid level. Technology and information are used as a service media in the government environment which is also known as e-Government, one of which is the service of public information disclosure. The central government through Law No. 14 of 2008 concerning Openness of Public Information, encourages all Public Agencies including the Sleman Regency Government to make transparency in the administration of the state by utilizing information technology. This research is a qualitative descriptive study which aims to describe the reality that occurs. The object of research in this study is the official website of the Information and Documentation Management Officer (PPID) of Sleman Regency with the domain https://ppid.slemankab.go.id then the Sleman Regency Communication and Informatics Office as the organizer of the public information disclosure program. The data collection technique itself is carried out by means of interviews, documentation studies, and field observations (observations). After collecting and presenting data, then the data will be reduced first then analyzed and concluded. From the results of the study, in general the researchers concluded that the Sleman Regency PPID website had reached the level of qualification to become a quality website, however there were still some improvements and evaluations that had to be done by the relevant agencies in order to be better, namely (i) the website was still being assessed as a one-way service (ii) There are still many OPDs that are not ready to implement PPID (iii) data and information are still not updated (iv) lack of responsiveness of services in requests for information.


Significance The new rules follow a stand-off between Twitter and the central government last month over some posts and accounts. The government has used this stand-off as an opportunity not only to tighten rules governing social media, including Twitter, WhatsApp, Facebook and LinkedIn, but also those for other digital service providers including news publishers and entertainment streaming companies. Impacts Government moves against dominant social media platforms will boost the appeal of smaller platforms with light or no content moderation. Hate speech and harmful disinformation are especially hard to control and curb on smaller platforms. The new rules will have a chilling effect on online public discourse, increasing self-censorship (at the very least). Government action against online news media would undercut fundamental democratic freedoms and the right to dissent. Since US-based companies dominate key segments of the Indian digital market, India’s restrictive rules could mar India-US ties.

In recent years, cars have steadily colonized the sidewalks in downtown Tbilisi. By driving and parking on sidewalks, vehicles have reshaped public space and placed pedestrian life at risk. A variety of social actors coordinate sidewalk affairs in the city, including the local government, a private company called CT Park, and a fleet of self-appointed st’aianshik’ebi (parking attendants) who direct drivers into parking spots for spare change. Pedestrian activists have challenged the automotive conquest of footpaths in innovative ways, including art installations, social media protests, and the fashioning of ad hoc physical barriers. By safeguarding sidewalks against cars, activists assert ideals for public space that are predicated on sharp boundaries between sidewalk and street, pedestrian and machine, citizen and commodity. Politicians and activists alike connect the sharpness of such boundaries to an imagined Europe. Georgia’s parking culture thus reflects not only local configurations of power among the many interests clamoring for the space of the sidewalk, but also global hierarchies of value that form meaningful distinctions and aspirational horizons in debates over urban public space. Against the dismal frictions of an expanding car system, social actors mobilize the idioms of freedom and shame to reinterpret and repartition the public/private distinction.

Tujuan dari penelitian ini untuk mengetahui peningkatan kemampuan koneksi matematika mahasiswa/i melalui pembelajaran metakognitif di Semester IV Jurusan Matematika Tahun Pelajaran 2014/2015. Penelitian ini merupakan Penelitian Tindakan Kelas (PTK). Subjek penelitian ini adalah mahasiswa/i semester IV matematika. Objek dalam penelitian ini adalah pembelajaran matematika dalam usaha peningkatan kemampuan koneksi matematika mahasiswa/i melalui pembelajaran metakognitif. Teknik pengumpulan data dengan cara: Observasi, tes, dan dokumen. Instrumen penelitian ini menggunakan: RPS, LKS, Tes dan Lembar Observasi. Penelitian tindakan kelas ini dilaksanakan dalam 2 siklus, yang masing-masing siklus terdiri dari tahap perencanaan, pelaksanaan, pengamatan dan refleksi. Hasil penelitian menunjukkan bahwa untuk untuk siklus I untuk indikator 1, indikator 2, dan indikator 3 berdasarkan kategori Sangat Kurang (SK), Kurang (K), Cukup (C),  Baik (B) dan Sangat Baik (SB) berturut-turut ada sebesar 63,88%, 77,76%, 80,55%, 63,88%, dan 5,54%. Setelah dilakukan pemberian tindakan dengan model pembelajaran Metakognitif, banyak mahasiswa/i yang berhasil meningkatkan kemampuan koneksi matematika pada akhir siklus II, untuk indikator 1, 2 dan 3 kategori Sangat Kurang (SK), Kurang (K), Cukup (C),  Baik (B) dan Sangat Baik (SB) berturut-turut ada sebesar 13,88%, 44.43%, 33,32%, 116,65%, dan 91,65%. Dari penelitian ini dapat diperoleh simpulan bahwa melalui pembelajaran Metakognitif dapat meningkatkan kemampuan koneksi mahasiswa/i semester IV matematika Universitas Labuhanbatu. Kata Kunci: Kemampuan Koneksi Matematika, Pembelajaran Metakognitif. This study was conducted to determine the effect of household waste to the environment in terms of aspects of biology at the housing complex kel housekeeping earth. nevertheless compass excl. southern shoreline. The results of the research, that rubbish in Housing Complex Graha Pertiwi derived from household waste from residents who live in the complex. The type of waste that is often seen is composed of organic waste and garbage in the complex non organik.Setiap day Graha Pertiwi inmates on average to dispose of waste ranging from 1 kg / perharinya.Kesadaran high community waste management is big enough where their garbage stacked on the front page house and burned, so that the waste could not accumulate too lama.Kendala faced and penanggulangannyamasih efforts in creating public awareness of cleanliness lingkungan.Hal is seen from a habit of throwing garbage on tempatnya.Persepsi community about waste management is still concentrated in the government, whereas hygiene problem is a shared responsibility between the public and the government, the limited space for the collection and final disposal, as well as limited transportation funds rubbish.
