In connection with the epidemic of a novel coronavirus infection, all schools in the Russian Federation in the spring of 2020 were forced to switch to remote work.Aim. To analyze key publications on: the organization of the educational process in the context of distance learning; life and well-being of participants in the educational process in conditions of lockdown; medical and social approaches to reduce the negative consequences of lockdown for children and adolescents during distance learning. Materials and methods. The analysis of domestic and international scientific publications and recommendations found using the search engines Scopus, Pubmed, the Russian Science Citation Index and by manual search on the resources of WHO, UNICEF, UNESCO and CDC (Centers for Disease Control and Prevention).Results. The closure of educational institutions is a risk of reducing the quality of education. In 2020, with the closure of Russian schools, the educational process was not stopped due to distance learning using digital technologies. The article examines the history of the emergence of online distance learning, presents the results of research carried out by scientific organizations and universities in order to study the features of the organization of the educational process in conditions of distance learning, the life of participants in the educational process in schools, and their well-being in lockdown. To reduce the negative consequences of lockdown on children and adolescents and distance learning, medical and social approaches have been analyzed and substantiated.Conclusion. The solution of problems related to distance education can be realized in the course of scientific and methodological support and examination of the experiment on the implementation in 14 constituent entities of the Russian Federation of the target model of the digital educational environment in the field of general and secondary vocational education, planned in Russia in 2020–2022. For this, the Russian Academy of Sciences, represented by the Department of Medical Sciences and the Section of Preventive Medicine, the Ministry of Health of Russia, and Russian Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeing (Rospotrebnadzor) have to be participants.

The problem is to identify and track stress factors in connection with the pandemic situation, awareness of possible dangers, and awareness of adolescents about self-defense measures against possible infection. The purpose of the study is to identify and analyze risk factors for the safety of the educational environment in the situation of the COVID - 19. The research methodology: two stages of monitoring the safety risk factors of the school educational environment during the transition and adaptation to distance learning conditions: 1) Express survey (aimed at identifying associations and visual images of the coronavirus situation, assessing anxiety and anxiety and risk factors, self-prevention measures in a pandemic situation);2) online survey. The study involved 76 students in grades 5 and 6 of the Moscow School No. 1505 (34%m., 66% f.). Results. The most significant risks for experiencing psychological well-being in younger adolescents during self-isolation and distant education were the lack of real communication with friends, teachers, restriction in favorite activities, difficulties with self-organization, lack of free time, eye fatigue, restricted movement, difficulties in self-organization and motivation to study, hypercontrol on the part of parents. The changed conditions have led to the reorganization of the school's psychological service, focusing on support and individualized psychological assistance to students, parents, and teachers in solving the triad of life tasks: prevention of maladaptation, failure; adaptation to the new, resilience, development, and growth; sharing responsibility with other participants in the educational process (teachers, class leaders); crisis intervention (on current requests); proactive response to potential risks.

Introduction. The modern system of domestic higher education is designed to flexibly respond to the challenges of the modern world, one of which is the possibility of obtaining knowledge through distance learning. The use of electronic services in this process, acting as an online and offline learning tool, actualizes the urgent need to develop in a digital environment a high-quality content of academic disciplines that meets the requirements of educational standards in various areas of training of future subject teachers, primary school teachers, preschool educational institution teachers, psychologists, speech therapists, defectologists. At the same time, it is important to assess all the risks that can devalue the physical, moral and material costs of organizing the educational process in the e-learning system from both teachers and support service specialists and the university as a whole.Materials and Methods. The paper uses a descriptive method based on the study and systematization of survey data of pedagogical university students of different directions and training profiles for several years. The respondents were full-time and part-time students. The data collection tool was the e-learning service of Minin University.Results. The analysis of respondents' answers to questions about the pros and cons of distance learning in the system of electronic information educational environment of the pedagogical university allowed us to draw some conclusions about the existence of both positive and negative consequences of the implementation of distance learning, which threaten the psychological safety of participants in the educational process.Discussion and Conclusions. Taking into account the fact that the creation of an e-learning system at Minin University is a large-scale project of modernization of the higher education system, during the implementation of which, since 2012, some experience has already been accumulated that requires reflection, today we can talk about the possibility of considering this electronic information educational environment as minimizing the risks of distance learning through electronic services. Further work in the direction of optimizing the work of the e-learning system of the pedagogical university, including working out the strategy of the "individual educational route" of each student, including assistance to students with special educational needs, should certainly be carried out from the position of involving students in assessing the opportunities and difficulties of working in an electronic educational environment.

The article examines the phenomenon of the information and educational environment through the prism of medical and psychological aspects of its health-saving component, which is one of the most pressing issues in the system of modern education, requiring the closest attention of scientists and practitioners, scrupulous study and adoption of adequate measures; special attention is paid to the technologies of personality-oriented learning, taking into account the needs of the trainee’s personality in the context of the informatization of education and based on health and rehabilitation work with them with the aim of improving the health and well-being of the subjects of the educational process. Modernization of vocational education in the Decree of the President of the Russian Federation «On the national goals and strategic objectives of the development of the Russian Federation for the period up to 2024» is designated as one of the priority directions of development of the country. Among the innovative approaches to the professional formation development and education of employees who are capable in modern conditions to ensure the high-quality functioning of the penal system we should highlight the creation of a digital educational environment. Digital educational environment is an open set of information systems aimed to solve problems of the educational process. The presence of this allows to create the conditions for the implementation of educational programs, the achievement of planned personal learning results. However digital learning is at the beginning of its path; in the process of introducing it into the education system many problematic issues are to be solved. Proponents and opponents of digital learning argue for the pros and cons of digitizing education. In our opinion digital technologies have become firmly established in our lives and their development continues actively. The results of a survey conducted among cadets and students of educational organizations of the Federal Penal Service of Russia determine the search for opportunities for digitalization of the learning process as well as new goals and directions for the educational process.

In the context of the digital economy and the globalization of the social sphere, the introduction of distance learning technologies in the educational process, as well as the legal regulation of distance education and assessing its quality are the most relevant. Mass quarantine restrictions associated with the COVID-19 coronavirus pandemic, on the one hand, challenged existing distance learning systems, on the other hand, created a serious impetus for its further development. The first goal of the study is to analyze the regulatory legal acts regulating distance education in the Russian Federation with a view to establishing its place and role in the educational process. The second goal of the study is to assess the quality of distance education in modern conditions. To achieve these goals, regulatory legal acts were analyzed, an assessment of distance education in the Russian Federation at the present stage was given, a system of indicators for assessing the quality of higher education was developed. To conduct the study, methods such as the deduction method, methods for calculating relative values and a graphical analysis method were used. Based on the study of normative legal acts, it was concluded that distance learning is an educational technology and, accordingly, can be used as a means of organizing the educational process in the implementation of the educational program for any form of training, including full-time, in accordance with local educational normative acts organization. At the same time, modern services for the implementation of distance learning have wide functional capabilities, which, if used correctly, allows achieving the proper level of quality. Based on the analysis of fundamental legal documents and available sources of information, the authors developed a system of indicators for a comprehensive assessment of the quality of higher education, which includes three groups of indicators: the quality of students, the quality of the teaching staff and the quality of the educational process.

We considered current issues of formation and development of information competence of future officers in information and educational environment of military university. We updated issues of development and improvement of the process of informatization of military education, its integration into a single educational space on the territory of the Russian Federation. We disclosed the essence and content of concepts of information competence of a graduate and information and educational environment of a military university, expanding the conceptual and categorical apparatus of military pedagogy. We highlighted the principles reflecting the requirements for the organization and construction of the educational process of a military university, taking into account its specifics and peculiarities. The formulated contradiction is a factor in the development of the information competence of the cadet and the information and educational environment of the military university as a whole. We identified pedagogical conditions that ensure effective formation of the student's information competence, representing interrelated theoretical foundations and practical-oriented provisions. The systematic representation of the pedagogical support of the information competence of the future officer contributes to the rational choice and effective use of training technologies, the development of a comprehensive methodological support for the taught educational disciplines in the educational process of a military university.

The article is devoted to the problem of the effectiveness of distance education, considered from the point of view of the organization of pedagogical communication. The article analyzes the structure and methods of the sociocentric model of education, which is basic for secondary and vocational education in the Russian Federation, and its differences from the distance learning model; the characteristics of the structural and content features of the distance model are given. The article describes the main reasons that reduce the effectiveness of pedagogical communication in the conditions of mixing models of the educational process, which takes place in 2020-2021, and in general, the communicative effectiveness of distance education in comparison with the sociocentric traditional model.

The organization of the educational process in the second half of the 2019/2020 academic year in the condition of the declared coronavirus pandemic has become a difficult test not only for pupils, students and their parents, but also for the entire educational system of the Russian Federation. The regulation of this issue was formed in real time, and the rules were subject to immediate application to ensure not only the continuation of training, but also to ensure the epidemiological welfare of citizens. That is why the authors attempted to analyze in-depth the legal aspect of regulating the organization of distance education in the conditions of the spread of a new coronavirus infection.

Introduction. Since the beginning of the COVID-19 pandemic, distance learning has become the main way to get education in higher education institutions in the Russian Federation. In the new conditions of academic activity, it is necessary to review approaches to the organization of training, existing methods and technologies for teaching Russian as a foreign language (RKI). Materials and methods. The purpose of the research is to show the advantages and disadvantages of the process of teaching Russian as a foreign language in a remote format from the point of view of foreign students and teachers of Russian as a foreign language. To achieve this goal, the authors use the following methods: the questionnaire method, the method of comparative analysis and systematization, and the content analysis method. The survey included 138 foreign students of the pre-University program from 29 countries and 52 teachers of Russian as a foreign language from Peter the Great Saint Petersburg Polytechnic University (SPbPU). Results. The survey made it possible to identify the advantages and disadvantages of distance learning in the organizational aspect, in the psychological aspect (for students and teachers), in the methodological aspect for teachers and in the educational (educational) aspect for students. The advantages of distance learning include, first of all, saving time on the road (93% of students) and the availability of electronic educational resources (89% of students and 100 % of teachers), etc. The main disadvantages are: complete dependence on technology and the quality of the Internet (100% of students and teachers); lack of practical communication in Russian (96% of students); an increase in the share of independent work in the educational process (91% of students); a significant increase in the amount of time spent preparing for classes (100% of teachers); the negative impact of distance learning on health (100%), etc. Discussion and conclusion. The results of the survey allow us to determine the trajectory of further methodological research in the development of new learning technologies. In modern conditions, online learning is becoming an integral part of the educational process, in which the technological learning environment should contribute to the formation of an innovative model of academic activity of foreign students in language training for higher education in the Russian Federation.
