The philosophy of education is always an essential issue of every education system. Over the past 70 years, depending on the stage of educational development, Vietnam's educational philosophy has existed and changed many times. So what is the educational philosophy in Vietnam nowadays? There are too many views on this. In this article, we present our views on this extremely important issue. The research results are based on the methodology of systematization, the methods of analysis – synthesis and comparison. We also use some conclusions of Vietnamese researchers as references. Indeed, Vietnam's educational philosophy can be divided into two periods: before 1945 and after 1945. Before 1945, Vietnam's educational philosophy was largely influenced by Confucianism, so ideal model was "quan tu" (true gentleman) people. After 1945, the country was independent, the philosophy of education was aimed at training the new socialist people. This change, on one side, meets the requirement to maintain social stability, but the other side is not paying attention to individual people and their creation. This leads to the crises of the whole education system, especially in the context of globalization and internationalization. The new context is setting new requirements for the educational philosophy of Vietnam. From a philosophical point of view, with reconsidering the human nature in general, we suppose that the new educational philosophy of Vietnam nowadays must be training freedom, creativity and bravery people, based on a human. In this article, we will raise different views of many scholars about it and present our points of views on this extremely important issue. In this article, we will denote different conceptions of many scholars about it and take our view on this extremely important issue. Hereafter indicating the educational achievements of Vietnam in the past, we introduce the system of perceptions about the human in Vietnamese society today and regarding this as the basis for building the philosophy of education and showing the basic ideas of the educational philosophy, which exists in Vietnam nowadays. Finally, we state our views on this issue. It is a combination of ideas that are difficult to say in a sentence.

The aim of this paper is an attempt that Indian cultural values should be revised meticulously and   accurately leaving behind western impact and the paper rides on a new pride, as a revival of inspiration, a recuperation from centuries of British domination of India in which Hindu dignity was systematically undermined through the Macaulay education system and the invasion of Mogul. Values are what human beings live by. The value-system of any given culture determines the sense of fulfillment and degree of happiness of its members. Indian value system had been misinterpreted from the point of view of the west and imposed  on the psyche of Indian women  through new education. The new education has gradually made her conscious of futility or emptiness of the various long-preserved notions and taboos about the woman, and she has started opposing and breaking them. And this crusade at times makes her feel alone  and alienated. Their conscious had been colonized according to the impact of western. Nevertheless, it is high time that contemporary Indian women are in position to realize their roots, meaning of life and great value system of India. Hence, tradition is the best of the past that has been carried forward for the future.

The article analyzes the development of the education system of Ukraine from the point of view of the theory of generations by American researchers William Strauss and Neil Howe. Theoretical substantiation of the hypothesis concerning the transitional character of the whole Ukrainian society from the Soviet cycle of generational change to the national cycle of generational change is given. The subjects of education providing are the middle and older generations, while the subjects of education are mostly the younger generation – the sociological and historical definition of these generations, specifying their characteristics as stable social groups in a society should be the next step. The tasks of the philosophy of education, which for some time were devoted to reflecting on the development of the national education system in general, must now should be specified now as tasks for a certain generation of Ukrainian (and not Soviet or post-Soviet) society. In this context, it is time for both the Institute of Higher Education and the philosophy of education to summarize, revise the initial vision of institutional tasks, clarify them, expand, supplement with new tasks and in general – create a new vision of the philosophy of education and philosophy of higher education in Ukraine. Overcoming the current crisis of the education system of Ukraine is possible through a clear definition of the goals and basic values of education for specific participants of the educational process – only in this way, systemic goals and values become the values and goals of individual educational communities. Teachers, professors and other subjects of education appear then as specific pedagogical teams, united by explicit educational values and goals, which are clearly correlated, on the one hand, with the tasks of development of the national educational system, and on the other – with the motivation of educational activities of specific teachers. The inevitable competition in education, which is particularly dramatic in overcoming its systemic crisis, has positive consequences if it is carried out as a competition for the best embodiment of virtues, for excellence in the providing and gaining of education.

During the past 25 years much attention has been given by prominent statistical writers, especially J. Neyman and E. S. Pearson, to building up the theory of the Testing of Statistical Hypotheses. This theory and the practical tests which have been developed from it are of great interest to actuaries, those employed in normal actuarial spheres as well as those employed in purely statistical roles. The leading exponents of the theory, however, are mathematicians of no mean standing and the subject has been approached from a mathematical angle. From the point of view of the actuary or student whose study of mathematics has not proceeded beyond that of the Institute's examination syllabus this is unfortunate, as the consequent complexity of the approach masks from him the essential simplicity of the basic ideas underlying the theory.

Today, in the visual arts of Kazakhstan, the actual art is developing dynamically. Although the popularity of new technologies has been observed only in the last decade, there are selected, unique works in the actual art of Kazakhstan. The artists received the core of actual art they were interested in from the conceptual art of Russia. It began to expand, because in General, within the framework of conceptual art, social and basic ideas were very well developed. This affected not only the spiritual process, but also people's thoughts. The main search for contemporary art can be observed in the creation of mythological images. The attempt of brush masters to abstract originates from bold fantasies that smoothly pass to iconic images, along with various ways of image; there are attempts to convey the idea of compositional works. In the article, the authors review the space of historical development of the art of Kazakh painting. In addition, the modern art of painting in Portugal is offered as an analysis of the set themes and positions of modern art of painting, comparative analyses are provided. Today’s visual art landmarks will be used to analyze the predictive and critical point of view of the past and future.

Malaysia and Indonesia are implementing their own education system in developing their human resources for nation development. This paper discusses the systems in the countries limited to the main framework of education namely the philosophy of education; curriculum and its implementation; and assessment of students learning. From the philosophy of education point of view, divinity is the underlying aspect of education in Malaysia as well as in Indonesia, with students as the subject of education. Students of today are future human capital for the nation. Therefore education is necessary to develop students' natural potential to produce individuals who are intellectually, spiritually, emotionally and physically balanced and harmonious in line with the purpose of the human existence as inheritors of the earth. From the curriculum point of view, both countries are implementing a standard curriculum which is integrated and dynamic parallel with current needs and global challenges. The content of the curriculum includes knowledges, skills and values with innovations from time to time dynamically. From the aspect of students' learning, the quality of process and the quality of learning outcomes are based on competencies. The assessment of learning does not just focus to final examination results but also ensures the quality of students’ learning process. Generally, it is undeniable that there are some similarities between the two countries in developing their human resources through education. On a positive note, the similarities should be viewed in terms of the benefit to both countries. As the global challenges keep on changing, one day it might become ideas to have mutual collaborations between the two countries in generating higher quality of human resources through education.

Abstract. The article analyzes the autobiography of the famous Russian philosopher, theologian and scientist Pavel Florensky, as well as those of his texts that retain traces of memories. According to Florensky, the personal biography is based on family history and continues in children. He addresses his own biography to his children. Memories based on diary entries are designed as a memory diary, that is, as material for future memories. The past becomes actual in autobiography, turns into a kind of present. The past, from the point of view of its realization in the present, gains meaning and significance. The au-thor is active in relation to his own past, transforming it from a collection of disparate facts into a se-quence of events. A person can only see the true meaning of such events from a great distance. Therefore, the philosopher remembers not so much the circumstances of his life as the inner impressions of the en-counter with reality. The most powerful personality-forming experiences are associated with childhood. Even the moment of birth can decisively affect the character of a person and the range of his interests. The foundations of a person's worldview are laid precisely in childhood. Florensky not only writes mem-oirs about himself, but also tries to analyze the problems of time and memory. A person is immersed in time, but he is able to move into the past through memory and into the future through faith. An autobi-ography can never be written to the end because its author lives on. However, reaching the depths of life, he is able to build his path in such a way that at the end of this path he will unite with the fullness of time, with eternity.

Place branding is a network of associations in the consumer’s mind, based on the visual, verbal, and behavioral expression of a place. Food can be an important tool to summarize it as it is part of the culture of a city and its symbolic capital. Food is imaginary, a ritual and a social construction. This paper aims to explore a ritual that has turned into one of the brands of Lisbon in the past few years. The fresh sardines barbecued out of doors, during Saint Anthony’s festival, has become a symbol that can be found on t-shirts, magnets and all kinds of souvenirs. Over the year, tourists can buy sardine shaped objects in very cheap stores to luxurious shops. There is even a whole boutique dedicated to the fish: “The Fantastic World of Portuguese Sardines” and an annual competition promoted by the city council to choose the five most emblematic designs of sardines. In order to analyze the Sardine phenomenon from a city branding point of view, the objective of this paper is to comprehend what associations are made by foreigners when they are outside of Lisbon. As a methodological procedure five design sardines, were used of last year to questioning to which city they relate them in interviews carried in Madrid, Lyon, Rome and London. Upon completion of the analysis, the results of the city branding strategy adopted by the city council to promote the sardines as the official symbol of Lisbon is seen as a Folkmarketing action. The effects are positive, but still quite local. On the other hand, significant participation of the Lisbon´s dwellers in the Sardine Contest was observed, which seems to be a good way to promote the city identity and pride in their best ambassador: the citizens.

Summary This article elaborates on the issue of recognition and enforcement of foreign arbitral awards in the Russian Federation. It is common knowledge that foreign companies seeking R&E in Russia suffered damage because of the broad interpretation of Russian public policy in the past decades. However, it is uncertain how the present judicial development appears like and where it will lead in the future. The article specifically considers two basic ideas on the issue at hand: one is slightly critical (Karabelnikov) while the second is rather optimistic in regard with the recent development (Zykov). The main goal is to introduce the issue to the respective readers and to try to inflame a discussion.
