Corona Virus Disease-19 (COVID-19) has a significant impact on all aspects of human life in the world, especially in Indonesia which is very large in area and has a large population (around 267 million people) with different kinds of professions. The purpose of this study is to focus on civil matters, with more emphasis on the problem of agreements that are influenced by Covid-19. The normative legal research method uses a statutory approach, and a conceptual approach to force majeure and describes an analysis (analytical descriptive). The results showed that the agreement in the state of the Covid-19 outbreak greatly influenced the implementation of the agreement set and agreed upon by the parties, because the agreement binds the parties, so the parties are subject to the contents of the agreement.

Perkembangan pandemi Covid-19 saat ini sangat mengkhawatirkan dimana terjadinya suatupeningkatan kasus corona khusus di Indonesia. Penelitian ini bertujuan untuk mengetahuidan menganalisis kebijakan yang diambil pemerintah dalam penanganan pandemi Covid-19serta langkah-langkah yang diambil pemerintah untuk menganggulangi dampak-dampak, terutama dampak dari segi ekonomi dan sosial akibat pandemi Covid-19. Metode penelitianhukum yang digunakan yakni metode penelitian hukum normatif. Adapun pendekatan yangdigunakan dalam penelitian ini adalah pendekatan perundang-undangan dan pendekatankonseptual. Penelitian ini berlandaskan pengaturan perundang-undangan yang mengaturmengenai penanganan dan penganggulangan pandemi Covid-19 serta analisis atas konseppenetapan peraturan perundang-undangan tersebut. Hasil dari penelitian ini adalah dalamrangka penanganan Covid-19, berawal dari pemerintah tmengeluarkan kebijakan tentangPembatasan Sosial Berskala Besar yang merujuk pada Undang-Undang Nomor 6 Tahun2018 tentang Kekarantinaan Kesehatan. Peraturan pelaksanaannya yaitu PeraturanPemerintah Nomor 21 Tahun 2020 tentang Pembatasan Sosial Berskala Besar, sertaKeputusan Presiden tentang Kedaruratan Kesehatan sampai dengan saat ini pemerintah telahmengeluarkan kebijakan PPKM yang dimana dilakukan secara berkala. Untukmenganggulangi dampak Covid-19 dari segi ekonomi dan sosial pemerintah mengambilbeberapa kebijakan-kebijakan, yang diantaranya adalah: Peraturan Menteri KeuanganRepublik Indonesia Nomor 23/Pmk.03/2020 tentang Insentif Pajak Untuk WajibPajakTerdampak Wabah Virus Corona; Peraturan Otoritas Jasa Keuangan Republik Indonesia Kata Kunci : Kebijakan, Penanganan, Covid-19 The current development of the Covid-19 pandemic is very worrying where there is anincrease in special corona cases in Indonesia. This study aims to identify and analyze thepolicies taken by the government in handling the Covid-19 pandemic and the steps taken bythe government to mitigate the impacts, especially the economic and social impacts of theCovid-19 pandemic. The legal research method used is the normative legal research method. The approach used in this research is a statutory approach and a conceptual approach. Thisresearch is based on the legislation governing the handling and handling of the Covid-19pandemic as well as an analysis of the concept of establishing these laws and regulations. The results of this study are in the context of handling Covid-19, starting with thegovernment issuing a policy on Large-Scale Social Restrictions which refers to Law Number6 of 2018 concerning Health Quarantine. The implementing regulations are GovernmentRegulation Number 21 of 2020 concerning Large-Scale Social Restrictions, as well as thePresidential Decree on Health Emergencies. Until now, the government has issued a PPKMpolicy which is carried out regularly. To address the economic and social impact of Covid- 19, the government has taken several policies, including: Regulation of the Minister ofFinance of the Republic of Indonesia Number 23/Pmk.03/2020 concerning Tax Incentives forTaxpayers Af ected by the Corona Virus Outbreak; Regulation of the Financial ServicesAuthority of the Republic of Indonesia Number 11 /Pojk.03/2020 concerning NationalEconomic Stimulus as a Countercyclical Policy for the Impact of the Spread of Corona VirusDisease2019; and Instruction of the President of the Republic of Indonesia Number 4 of2020 concerning Refocussing of Activities, Reallocation of Budgets, and Procurement ofGoods and Services in the Context of Accelerating Handling of Corona Virus Disease 2019(Covid-19). Indonesia and even the world now feel the impact of the Corona virus outbreak (covid-19), in connection with it hindering the burial of the bodies of victims who died. The phenomenon of corpse rejection of corona virus patients (covid-19) continues to occur in various regions. In fact, the body must be buried immediately no later than 4 hours after being declared dead. The main reason people are reluctant to accept the bodies of patients co-19 because of fear of contracting. While the medical ensure that the body will not transmit the virus. The body in the coffin has been wrapped and declared sterile. The type of research used in this study is the type of normative legal research, which is a legal research method that uses a statutory approachThe results of the study showed that obstructing officers who will carry out official burials could indeed be convicted. Law enforcement officials can use Article 178 of the Criminal Code. not a complaint offense. Law enforcement officials can immediately take action without anyone complaining. "If the incident fulfills the elements contained in Article 178 of the Criminal Code, the perpetrators can be charged. However, it must look at intentions and actions as a condition for imposing a crime on someone.

WHO declared Corona Virus disease 2019 (COVID-19) as a public health emergency on the 30th of January 2020. Soon afterward, COVID-19 cases started to emerge from all parts of the world. The state of Qatar was extremely vigilant from the very outset. Special measures were introduced immediately to restrict the influx of people from high-risk countries such as China and Iran. The Ministry of public health (MOPH), Qatar started preparing for an impending pandemic in the meantime. The first cluster of COVID-19 positive cases was declared on March the 11th 2019. A total of 238 cases were declared positive on this day. It raised the alarm to roll over all those preparations on the ground into practice

The regulation about force majeure to do massive layoffs (PHK) could only be found in Article 164 Act No. 13 Year 2003 about employment and it is not that specific about what kind of condition which could be categorized as force majeure that enables companies to conduct massive layoffs PHK. The statement of problem of this research is the spread of Covid-19 a condition categorized as force majeure that could become the reason to do a massive layoffs and how is the legal protection of worker toward the layoffs during the Covid-19 pandemics? This is normative research with constitutional and conceptual approach. The result from the observation and analysis indicated that the Covid-19 pandemics could be qualified as a force majeure but to conduct massive layoffs the companies need to experience loss or disadvantage and already closed permanently or massive layoffs is conducted for efficiency as what has been regulated by Article 164 point (1) and (3) Act No. 13 Year 2003 about employment by doing some steps in advance as stated in Minister Hand-outs  No. SE-907/MEN/PHI-PPHI/X/2004, 28th October 2004 and the decision of the Supreme Court No. 19/PUU-IX/2011, 20th June 2012.

Rumusan masalah penelitian ini adalah apakah penyebaran Covid-19 merupakan kondisi yang dikualifikasi force majeure sehingga dapat dijadikan alasan untuk melakukan pemutusan hubungan kerja dan bagaimana perlindungan hukum pekerja atas pemutusan hubungan kerja yang terjadi pada masa penyebaran Covid-19 ? Penelitian ini menggunakan metode penelitian normatif dengan pendekatan perundang-undangan dan konsep. Dari hasil penelusuran dan analisis dapat ditegaskan penyebaran Covid-19 dapat dikualifikasi sebagai keadaan memaksa namun untuk melakukan PHK perusahaan harus mengalami kerugian dan telah tutup secara permanen  atau PHK dilakukan dengan alasan efisiensi sebagaimana diatur Pasal 164 ayat (1) dan (3) Undang-Undang No. 13 Taun 2003 Tentang Ketenagakerjaan  dengan terlebih dahulu  melakukan langkah-langkah dalam Surat Edaran Menteri Nomor SE-907/MEN/PHI-PPHI/X/2004, tertanggal 28 Oktober 2004 dan Putusan Mahkamah Konstitusi Nomor 19/PUU-IX/2011, tertanggal 20 Juni 2012. Kata kunci : Hubungan Kerja, Pemutusan Hubungan Kerja, Covid-19

Consumer finance is a financing institution that is officially still relatively new in Indonesia. Consumer financing agreements are agreements that arise in the day-to-day practice of the wider community. In a contractual relationship, the Covid-19 pandemic has become a point of debate between business actors who are bound by the contract. Debtors who have contractual obligations make the Covid-19 pandemic a basis for freeing themselves from their obligations to fulfill achievements. The purpose of this research is to find out the legal basis for the arrangement of consumer financing agreements in the perspective of contract law and to find out the consequences of force majeure for the parties to the consumer financing agreement in the event of a Covid-19 pandemic. The problems contained in this research are how the legal basis for the regulation of consumer financing agreements in the perspective of contract law and what are the consequences of force majeure for parties to the consumer finance agreement in the event of a corona virus outbreak. The method used is a normative research method by using a statutory approach and a conceptual approach. Based on the results of this study, it can be concluded that the Covid-19 pandemic currently occurring can only qualify as a forced condition which is not absolute or relative or it can be said that the debtor cannot make the reason for this pandemic as a reason for contract cancellation. This relative coercion is limited to delaying the implementation of the obligation to fulfill the achievement for a while, whereby the parties can negotiate the agreements that have been previously made.

AbstractThroughout 2020 until earlier 2021 world is hit by pandemic known as the COVID-19 pandemic. Many sectors have the impact of this pandemic, one of which is the economic sector, especially consumer financing institutions. In Indonesia the COVID-19 pandemic has been designated as a non-natural national disaster through Presidential Decree No. 12/2020 (hereinafter referred to as Keppres 12/2020). Consumer or debitor at consumer finance companies argue that this Presidential Decree 12/2020 can be used as an excuse for force majeure so that contracts that have been made can be misled or canceled. For this reason, researchers conducted legal research to find answers to whether the COVID-19 pandemic could be used as an excuse force majeure in consumer financing contracts. In addition, researchers will also examine what legal measures can be made by consumers who fail to pay due to the COVID-19 pandemic for determining defaults in financing companies. Di Indonesia pandemi COVID-19 telah ditetapkan sebagai bencana nasional non alam melalui Keputusan Presiden Nomor 12 Tahun 2020 (selanjutnya disebut Keppres 12/2020). Konsumen atau debitur pada perusahaan pembiayaan konsumen mendalihkan bahwa Keppres 12/2020 ini dapat dijadikan alasan force majeure sehingga kontrak yang telah dibuat dapat disimpangi atau dibatalkan. Untuk itu peneliti melakukan penelitian hukum guna menemukan jawaban apakah pandemi COVID-19 dapat dijadikan alasan force majeure dalam kontrak pembiayaan konsumen. selain itu, peneliti juga akan menelaah upaya hukum apa yang dapat dilakukan konsumen gagal bayar akibat pandemi COVID-19 atas penetapan wanprestasi pada perusahaan pembiayaanKata Kunci: Pandemi COVID-19; Force Majeure; Restrukturisasi Pembiayaan.

Islamic teachings explain comprehensively how to purify, clean the body and the environment from uncleanness, and to use water and other washing media in a measured manner. In the concept of Islamic theory, this purification activity is known as thahârah. Due to the wide transmission of the Corona Virus Disease 2019 or Covid-19 throughout the world, this article offered preventive measures to restrain the spread of Covid-19 by practicing thahârah consistently based on a fiqh perspective. This study employed literary research method which traced a number of books by Islamic scholars related to the thahârah or purification procedures. After the data was collected, the analysis was carried out by analyzing, processing, and interpreting the data into a conclusion. The results revealed that in addition to eliminating hadaṡ, dirt, and impurity, thahârah activities such as wudhu, tayamum, titual bathing, and teeth brushing benefit for physical and spiritual health. If thahârah is practiced consistently; as a cleaning up routine activity, it will diminish the spread of Covid-19. Instead of just washing hands, for instance, it is recommended to do wudhu even if it is not for praying. Viruses sticking to the hands and face will be washed away and disappear if a person performs wudhu properly according to the teachings of the Prophet Muhammad.  The research has shown that wudhu contains tremendous benefits for health as it can stimulate energy in the body and improve blood circulation.Ajaran Islam secara rinci menjelaskan bagaimana bersuci, membersihkan badan dan lingkungan dari najis, dan bagaimana menggunakan air dan media pencuci lainnya dengan terukur. Aktivitas bersuci tersebut dalam konsep Islam disebut thahârah. Sehubungan dengan telah menyebarnya virus corona 2019 atau Covid-19 yang melanda ke seluruh dunia, artikel ini menawarkan upaya tindakan preventif pencegahan tertularnya Covid-19 dengan membudayakan thahârah  secara konsisten berdasarkan perspektif fikih. Penelitian ini menggunakan metode literary research, yakni menelusuri sejumlah buku-buku karya ulama Islam yang berhubungan dengan ṭahârah atau tatacara bersuci menurut fikih Islam. Setelah data terkumpul, dilakukan analisis dengan mengkalisifikasi, mengolah, dan menginterpretasi data menjadi suatu kesimpulan. Dari hasil analisis tersebut dapat disimpulkan bahwa selain bertujuan menghilangkan hadas, kotoran, dan najis, kegiatan thahârah seperti wudhu, tayamum, mandi, dan bersiwak bermanfaat untuk kesehatan jasmani dan rohani. Jika aktivitas thahârah ini dibudayakan secara konsisten, dalam arti dijadikan aktivitas yang rutin dalam membersihkan sesuatu, penyebaran Covid-19 akan tertekan menjadi minimal. Daripada mencuci tangan saja, misalnya, lebih baik sekalian berwudhu walaupun tidak untuk melakukan salat. Virus yang menempel di tangan dan wajah akan terbasuh dan lenyap jika seseorang melakukan wudhu dengan benar sesuai dengan ajaran Nabi Muhammad Saw. Penelitian membuktikan bahwa wudhu mengandung manfaat yang besar bagi kesehatan karena mampu merangsang dan menstimulus energi dalam tubuh serta melancarkan peredaran darah.

The Covid-19 pandemic that has hit all countries in the world,including Indonesia, has had a negative impact on Indonesia’s economic growth. The negative impact of this pandemic is that many companies cannot operate properly so that many company suffer losses and not a few are forced to close their companies which  in the end has an impacts on umilateral termination of employment in many companies. The purpose of this study is to analyze the legal protection for workers who experience termination of employment unilaterally during this pandemic, in terms of the perspective of the Manpower Act. The research method used in this research is normative legal method by prioritizing a statutory approach, conceptual approach, and the legal materials used are all laws and regulations related to this research, especially the Manpower Act.Terminations of employment by many companies has a negative impact on workers. Moreover, Article 151Paragraph 1 of Law Number 13 Year 2013 concerning Manpower has emphasized that employers, workers. The Goverment must make every effort to prevent termination of employment, but in Law Number 11 Year 2020 about Job Creation Article 154 Paragraph (1) letter d states that the termination of employment can be carried out in a condition where the company is closed due to force majeure, and this covid-19 pandemic used as a reason for the company’s force majeure to unilaterally lay off workers.  The results of the research are expected to provide legal protection for workers affected by the covid-19 pandemic in the form of unilateral termination of employment.

The collapse of several buildings as reported by various mass media including the collapse of the Yellow Bridge in Nusa Lembongan Klungkung, the perimeter of Soekarno Hatta Airport, the stock trading center building of the Indonesia Stock Exchange (IDX) is one of the problems faced today. For this incident, the Contractor who participated in the construction should be assumed to be responsible. The purpose of this research is to analyze the arrangement of building contract agreements in the perspective of Indonesian positive law and civil liability to contractors due to the occurrence of building failures in the perspective of Indonesian positive law. This research uses a normative legal research method with a statutory approach and a conceptual approach. Data collection techniques were collected through legal inventory. The sources used are primary and secondary sources of law. After the data is collected, then the data is analyzed systematically. The results of the research indicate that the collapse of the building outside the force majeure in UUJK 2/2017 is referred to as Building Failure. The Civil Code, UUJK 2/2017 concerning Construction Services and their derivative regulations are positive laws that still apply as legal umbrellas in regulating development implementation.
