Provisions of Law no. 41 of 2009 concerning the Protection of Sustainable Food Agricultural Land (UU PLP2B) is basically intended to classify a certain area of land that is allowed for appropriate food agriculture activities. This research is to examine the problems of sustainable agricultural land protection after the Job Creation Act and find a solution. The research method is a normative research method with a statute approach and uses content analysis. The findings of this study are changes in agricultural land protection regulations that can cause significant shrinkage of agricultural land and threaten farmer groups for investment. The abolition of the obligation to provide replacement land for affected farmers is not profitable for the farmer, because he will lose his agricultural land. The solution is that the government in determining the location of development projects must avoid the use of fertile/productive agricultural land.

Sustainable Food Agricultural Land Protection is a system and process in planning, developing, utilizing, controlling, and monitoring agricultural land that is determined to be consistently protected in order to produce staple food for national food security. Currently, food agriculture land in Karawang Regency is increasingly under threat along with the rapid development of the industrial sector in the area and threats from the surrounding area. Not only because of the conversion into industrial land, but the existence of factories around it also threatens soil fertility and water quality due to the factory waste itself. The focus in this paper is how the Karawang Regency Government carries out Collaborative Governance in protecting sustainable food agricultural land. In this study, the authors used a qualitative method with a phenomenological approach. The purpose of this research is to explain how to study and analyze the implementation of policies on the protection of sustainable agricultural land with one of the stages of collaborative governance from Ansell and Gash, namely share understanding. The results showed that the Government of Karawang Regency has succeeded in conducting share understanding in collaborative governance well because it has the same goal, namely to create national food security. Openness and interdependence with each other fosters a sense of understanding. However, the community's understanding regarding PLP2B is felt to be lacking because they have not received good socialization from the Karawang Regency Government.

<p><strong>English</strong><br />To maintain the existence and capacity of agricultural production, the Government Regulation No. 1/2011 (PP No.1/2011) was issued to regulate the Establishment and Conversion of Sustainable Food-Crop Agricultural Land. This regulation is a mandate of the Law No. 41/2009 (UU No. 41/2009) on sustainable food-crop agricultural land protection (PLP2B). Implementation of PLP2B need support of regional plan (RTRW), economic incentive, and institutional aspect. PLP2B implementation depends on support and participation of farmers such as consolidated land especially on irrigated lowland areas. The study aims: (i) to review the policy and implementation of PLP2B and the influencing factors; (2) to review economic incentive instrument; and (3) to review institutional aspect. This Act implementation is not well disseminated at regency’s level. Farmers’ response to this Act is good enough.</p><p> </p><p><strong>Indonesian</strong><br />Dalam upaya menjaga eksistensi dan kapasitas produksi pertanian, pemerintah menetapkan Peraturan Pemerintah (PP) Nomor 1 Tahun 2011 tentang Penetapan dan Alih Fungsi Lahan Pertanian Pangan Berkelanjutan. PP tersebut, merupakan amanat Undang-Undang Nomor 41 Tahun 2009 tentang Perlindungan Lahan Pertanian Pangan Berkelanjutan (PLP2B). Untuk menunjang implementasi PLP2B perlu dukungan konkrit yang dalam operasionalnya berupa penetapan Rencana Tata Ruang Wilayah (RTRW), insentif ekonomi dan aspek kelembagaan. Implementasi PLP2B sangat tergantung dari dukungan dan partisipasi masyarakat petani dan dalam pelaksanaan PLP2B konsolidasi lahan/usaha perlu diarahkan ke wilayah lahan sawah irigasi. Berdasarkan hal tersebut, telaahan ini bertujuan untuk: (1) membahas kebijakan dan implementasi Undang Undang PLP2B serta faktor-faktor yang mempengaruhinya; (2) mengkaji instrumen insentif ekonomi yang dibutuhkan dalam PLP2B; dan (3) mengkaji kelembagaan yang kondusif. Pelaksanaan program PLP2B belum sepenuhnya tersosialisasikan di tingkat kabupaten. Respon petani terhadap program PLP2B sangat baik.</p>

This chapter focused on the national strike organized by the Nigeria Labour Congress (NLC) at the dawn of the year 2012 to protest the removal of petroleum subsidy in Nigeria and it explored its implications for development communication. By using documentary research method, the study reviewed relevant literature and discussed the findings. In line with the theoretical framework on which the study is anchored, it observed that the media are powerful medium for carrying development messages to the grassroots. Besides, it also performs watchdog function so as to make the government responsible to the people and allow them to participate actively in the development processes. Therefore, the chapter recommends that government at all levels in Nigeria should ensure adequate participation of the people in the initiation, planning and execution of development projects and policies.

This study aims to examine social justice and human rights from the government’s perspective to promote Sustainable Development as well as from an agricultural perspective. This research method is qualitative research with literature study. literature study is carried out to find out various distances or findings that have not been found in previous research as a comparison in conducting current research. The literature findings show that some of the main topics appear most frequently based on data from Scopus, vosviewer and Nvivo12 plus. The results of this study of Global Governance of Human Rights with a total of 78 documents, but it is not comparable to the reality on the ground; namely, there are still many cases of human rights, racism and conflicts between black and white groups. Second, Global Human Rights Governance has an important role in the methodology of human rights analysis. From the perspective of global governance, the concept of sustainability is correlated with the idea of human rights such as the emergence of development in rural communities’ agricultural land which causes changes in their livelihoods as farmers which affect the economy and the surrounding environment. In the concept of SDGs, justice is one of the concepts that is of concern to the government that must be developed through a governance approach

<h4>Abstract</h4> <p><strong><em> </em></strong></p> <p><em>The objective of research was to anticipate and to analyze the Farming Land Protection in Anticipating the Land Function Shift Due to Land Procurement for Development. The problem of farming land compensation is an urgent to organize recalling that land procurement cases for development occurs widely and results in reduced farming land leading to decreased food product. The research method employed in this research was juridical sociological one with descriptive approach. Considering the result of research: The construction toll road in Sragen Regency involved farming and non-farming lands. Compensation was so far given in the form of money, cash and carry, corresponding to the agreement between land procurement committee and land owner. The sustainable food farming land policy was accommodated through local legal instrument, Local Regulation Number 11 of 2011 about Spatial Layout of Sragen Regency Area in 2011-2031, within which there was farming allocation area. Persoalan kompensasi lahan pertanian merupakan hal yang urgen untuk ditata mengingat kasus-kasus pengadaan tanah untuk pembangunan banyak terjadi dan menyebabkan berkurangnya lahan pertanian sehingga akan mengu- rangi produk pangan. Metode penelitian yang digunakan dalam penelitian ini adalah yuridis sosiologis dengan pendekatan diskriptif. Berdasarkan hasil penelitian menunjukkan dalam Pembangunan jalan Tol di Kabupaten Sragen meliputi tanah pertanian dan tanah non pertanian . Pemberian ganti rugi se- lama ini di berikan dalam bentuk uang , cash dan carry sesuai dengan kesepakatan antara pihak panitia pengadaan tanah dengan pemilik tanah. Kebijakan lahan pertanian pangan berkelanjutan diakomodir melalui instrumen hukum Daerah yaitu Peraturan Daerah Nomor 11 Tahun 2011 tentang Rencana Tata Ruang Wilayah Kabupaten Sragen Tahun 2011-2031 , yang didalamnya terdapat kawasan peruntukan pertanian. The presence of the omnibus law of the Employment Cluster of Job Creation Law haven’t consider to solve the crucial problems in the Manpower Law, but its further away from the purpose of the welfarestate concept  and leads to the purpose of the nachtwakerstaat. The aims of this research to determine position omnibus law of the Job Creation Law after it’s passed within in the scope of welfarestate concept or nachtwakerstaat concept and to analyse the construction of labour law concept in accordance to concept of welfarestate in the future. This research used a normative legal research method with a statute approach and elaborated with a legal concept analysis approach. The results show there are crucial problems in the Employment Cluster of the Job Creation Law such as the elimination of several principal provisions in Manpower Law that indicates the role and presence of the state in labour law is getting minimum and also the Job Creation Law point out many things that returned the agreement mechanism by the parties. This show that, Employment Cluster of the Job Creation Law tends to the nachtwakerstaat concept and far away from welfarestaat concept. The solutions of the issues by doingrevision to the Employment Chapter of the Job Creation Law by adjusted the welfarestate concept, alsorestore and strengthen the function of the government as a part of industrial relations as a regulator and supervisor

Indonesian Islamic Da’wa Institution or Lembaga Dakwah Islam Indonesia (LDII) tends to embrace exclusivity and takfiri ideology. This article attempts to reveal the fiqh manhaj (method) that LDII employs and its influences on the legal decisions LDII takes by employing the library research method in descriptive qualitative type. The content analysis in tandem with document triangulation and structured interviews were applied to investigate the textual references LDII uses. The findings indicate that LDII employs a fiqh manhaj called manqul. This influences the law istinbath of LDII. Mandatory to remain in the congregation (jamaah), taking the oath of allegiance to the leader of the jamaah, the claim by the jamaah leader of the right to construct sharia law, license to lie, and takfiri are some controversial products of the manqul. With takfiri as the most dangerous product of the manqul, it befalls the government of Indonesia to watch over this jamaah. اشتهرت مؤسسة الدعوة الإسلامية الإندونيسية أو ما يسمى بـــ LDII بتكفيرها على جميع المسلمين سوى جماعتهم. وتهدف هذه الدراسة لمعرفة أصل المنهج الفقهي عند هذه الجماعة وآثاره في استنباط الأحكام الشرعية عندهم. واعتمدت الدراسة على منهج البحث الوصفي التحليلي، بطريقة تحليل المحتوي أو ما يسمى بــ (content analysis). وقد توصلت الدراسة إلى القول بأن أصل المنهج الفقهي عند هذه الجماعة هو ما يسمى بـ"المنقول". وإن لهذا المنهج الفقهي أثار كبير في استنباط الأحكام الشرعية عند هذه الجماعة. ومن بينها: لزوم الناس لجماعتهم، وجوب البيعة لإمامهم، وجوب الإنفاق، ادعاء إمامهم أن لهم حقّ في تشريع الأحكام، إباحة التقية أو الكذب على الآخرين. ومن أخطر هذه المخالفات تكفيرهم لجميع المسلمين ممن ليسوا من جماعتهم. لأن هذا الاستنباط له أثر سيئ لوحدة الشعب، ولذا على حكومة إندونيسيا أن تتنبه دائما تجاه هذه الجماعة المنحرفة.

This study aims to determine the economic conditions in terms of foreign tourists as foreign exchange earners during the Covid19 pandemic in Indonesia. The research method used is descriptive method and content analysis. Broadly speaking, the systematic writing is more narrative that collects the opinions of experts, journals, books and writings published on the internet related to foreign exchange and foreign tourists. The results showed that foreign exchange and foreign tourists experienced a very large decline since the spread of the Covid19 virus. The research findings imply that the government must immediately take quick steps to overcome this in order to increase the country's foreign exchange.

The population increase and regional development are causes of decreasing agricultural land. For supporting agricultural land protection, Sukabumi City issued a Regional Regulation Number 1 of 2016 concerning Sustainable Food Agricultural Land Protection Policy in Sukabumi City (LP2B) which determines 321 ha land as eternal agricultural land. This study examines a level LP2B policy implementation in Sukabumi City. Factors that will be considered: the level of land readiness as LP2B, the level of an implementation incentive program, the level of response and availability of farmers, and the level of infrastructure and information systems readiness. The analytical method used is a descriptive method through collecting data by interviewed farmers, government and reviewing documents related to LP2B policies. The results of the study show that for land readiness, in early 2021 Sukabumi city is ready for about 10.024% % from total planned land. For the implementation of LP2B incentive program, the majority of farmers has not experienced the incentive program. For the farmer’s response and availability, the majority of farmers does not know about LP2B policy, 80% of owner farmers are ready to provide their land into LP2B with some conditions. The availability of irrigation infrastructure in Sukabumi City is very good, where more than 75% of respondents rice fields has an irrigation system. Related to LP2B information system, Sukabumi City has issued a Mayor Regulation Number 8 of 2018 concerning LP2B Information System in Sukabumi City, but this system has not been optimal in providing basic information that is required to exist in a LP2B information system.
