In criminal law, a person charged with a criminal offense may be punished if it meets two matters, namely his act is unlawful, and the perpetrator of a crime may be liable for the indicated action (the offender's error) or the act may be dismissed to the perpetrator, and there is no excuse. The reasons may result in the death or the removal of the implied penalty. But it becomes a matter of how if the Letter of Statement Khilaf is the answer to solve the legal problems. The person who refuses or does not do what has been stated in the letters is often called "wanprestasi" because the statement is categorized as an agreement. The statement includes an agreement which is the domain of civil law or criminal law, so its application in the judicial system can be determined. This should be reviewed in the application of the law, are there any rules governing wrong statements in the criminal justice system. By using a declaration of khilaf as a way out of criminal matters, then the statement should be known in juridical rules. This study uses normative juridical methods, by conceptualizing the law as a norm rule which is a benchmark of human behavior, with emphasis on secondary data sources collected from the primary source of the legislation. The result of this research is that the statement of khilaf has legality, it is based on Jurisprudence No. 3901 K / Pdt / 1985 jo Article 189 Paragraph (1) of Indonesian criminal procedure law. However, this oversight letter needs to be verified in front of the court to be valid evidence, but this letter of error is not a deletion of a criminal offense, because the culpability of the defendant has justified the crime he committed. Such recognition, cannot make it free from the crime that has been committed. Keywords: Legality, Letter of Statement, Criminal Justice System

The aim of this paper is to analyse and discuss the multifaceted cultures within the merchant navy. It is within this multicultural context that the construction of different cultures occur. If maritime managers are to work successfully with their designated ships, and the seafarers working and living aboard these ships, they need to understand that different cultures exist within the industry. The argument put forward is that maritime management needs the necessary soft skills to develop cultural awareness and become culturally sensitive. The primary source of data was drawn from netography and qualitative methodologies. Secondary data was obtained through maritime dissertations, face-to-face interviews, maritime newspaper articles, maritime journal articles and social media. Two main conclusions emerged: firstly, in maritime scholarship there is a lack of research of the existing maritime cultures; and secondly, few maritime companies are aware of how different cultures are integrated. It is significant that healthy cultures within the merchant marine rely on management’s cultural knowledge and their soft skills.

Qibla direction is the direction that Muslims go to in carrying out worship, especially prayer. The determination of the Qibla direction in the Fatma Zahra, Al-Falah, and Baitul Muttaqin Mosques used to still use simple tools. Whereas in this day and age, all modern equipment already exists. From the differences of time, the writer is interested in studying the calculation of Qibla direction by using theodolite, by determining the direction of Qibla before using theodolite and after using theodolite. This research uses quantitative methods by collecting observational study data, interviews, and documentation to related parties. The primary source is data from interviews and direct research in the field. While the secondary data is taken from books, journals and theses related to this research. From the results of this study that the Mosques studied have not yet led to a perfect Qibla. The qibla direction in each Mosque is as follows: Qibla direction in Fatma Zahra Mosque is 650 35 '5.64'', in Al-Falah Mosque is 650 34' 21.17 '', and in Baitul Muttaqin Mosque is 650 35 '2.5''. from the direction of the Qibla which was originally the Fatma Zahra Mosque 610 05'11.28 '', Al-Falah Mosque 67009 '43.34'', and the Baitul Muttaqin Mosque 70057 '35.00'.

Non-tax revenue trends and their potential have received less attention than property tax, which is the primary source for most Malaysian local authorities (LAs). This paper highlights the examination conducted on potentials and strategies adopted by each LA investigated to maximize return from non-tax revenue. In doing this, qualitative approach using secondary data acquired from financial reports and primary data from in-depth interviews was employed. Ten LAs were selected through purposive sampling. The trend of revenue collection among the selected LAs and the strategies to improve non-tax revenue collection through thematic analysis are highlighted. The analysis of the trend of local authorities’ revenue reveals that non-tax revenue remains the second most important after the tax revenue. However, Pulau Pinang City Council (MBPP) is the only LA that records an average of non-tax revenue exceeding 50 per cent of its total internal revenue. This study has also found that the divergence among the local authorities’ non-tax revenue collection is due to the revenue improvement strategies adopted by each local authority. Therefore, eight recommendations are made to improve non-tax revenue. Though this study is limited to 10 LAs as sample, the successful optimizing strategies highlighted from the study can represent an efficient model for other LAs, in improving their non-tax collection.
