The article focuses on the origins of French culture in Palanga, a Lithuanian seaside resort, that go back to the years of the rule of the Tyszkiewicz family. The emphasis is put on Palanga Botanical Park (created before the end of the nineteenth century) as the most significant trace of French culture present in the resort and the seaside region until now. The specific symbols in the park created according to the will of the Counts Tyszkiewicz reflect the actualities of French culture. The importance of this space in the city is revealed, and Édouard François André’s principles of park creation are discussed in a new context. They are related to the dialogue that has been established between the residents of Palanga, the park, its creator, and his granddaughter Florence André since the first years of the independence of Lithuania. In order to give a meaning to Édouard André’s creation and to the relationship between the two countries, the correspondence between the great-granddaughter of the famous French landscape designer and the former director of the park, Antanas Sebeckas, is disclosed. It reflects the endeavour of these two personalities and its value for the international relations in representing French culture to the public. Florence André’s letters to the author of this article are also an important resource as she explains the reasons why the park plays an essential role in Palanga. It is shown how certain personal life events (Florence André’s wedding ceremony in Palanga, the park created by her great-grandfather) have become an inclusive part of the history of the town and represent intercultural relations and exchanges. The article is also based on some memories and narratives of the members of the local community in which the park features as a symbol and tradition of the city.

One of the problems that often arise in the management of regional property is the administration of regional property. In the implementation of the Asset Administration, it is often constrained in terms of reporting the assets of certain Regional Apparatus Organizations. This is because there is no Standard Operating Procedure in terms of the Administration of these Assets, which causes delays in the preparation of Regional Government Financial Reports (LKPD). The causes of administrative side problems are incomplete documents and unclear deletion findings, financial side causes, namely budget constraints, delegation and misuse of maintenance costs, causes of bureaucracy, namely the absence of a legal umbrella, limited responsibilities of BPKAD, non-centralized procurement of vehicles, causes of human resources namely the level of employee mutation and limited human resources and the causes of limitations in the use of regional property management information systems, namely SIMDA BMD still using an off-line system and SIMDA BMD in the City Government of Jayapura has not been integrated into the financial department of BPKAD.

This study sleuthed on the wide yet less explored issue called out-of-field teaching among the public junior high schools in Zamboanga City, Philippines. It focused on the extent and experiences of teachers who are assigned to teach social studies but are not licensed in it and conversely those licensed but are assigned to teach outside the field of social studies. It also sought to discuss the perceptions of some school administrators on the factors that lead to the occurrence of the phenomenon. Data were mainly gathered using a descriptive-qualitative method, particularly through survey, interviews, and document analysis. The results revealed that 37% of the teachers assigned to teach social studies is teaching out of their field of specialization. Interviews also show a consensus in identifying under-loading of teachers, lack of resources, and the lack of coordination between the HEIs and DepEd as main factors to out-of-field teaching in the city. It also suggests that out-of-field teachers experience a certain degree of emotional and physical stress and difficulty in understanding certain contents and practical concepts. These are reflected on their instructional practices that include the reliance on textbooks and the use of survival strategies such as lectures, group reports, and video presentations. This situation can be partly attributed to and/or is further exacerbated by onerous number of subject preparations and the unavailability of adequate instructional resources.    Hence, the findings of the study imply the need for higher education institutions to conduct constant assessment of actual demand for teachers among the schools in the division. Regular training programs for out-of-field teachers aided by the production of adequate instructional resources are also necessary. Lastly, a review on the policy concerning the daily number of teaching loads of the teachers is deemed necessary to minimize the extent and magnitude of out-of-field teaching.

For this study, the claim is completely wrong. The results of this study found that good financial governance actually gave birth to a new problem that is Exclusivity Actors. Exclusivity of actors as a consequence of the unequal amount of capital on actors involved in Good Financial Governance. Exclusion of Actors Governance impact on the limits of power between governance actors to be biased, depending on the composition of capital in partnership.Keyword : Exclusivity of Actor, Good Financial Governance, Capital Governance

In the late 16th and early 17th centuries, the city government of Augsburg, Germany, struggled to maintain religious peace as the confessional boundaries between its Catholic and Protestant communities hardened. As tensions gradually rose, city officials feared and scrutinized the disruptive potential of the psalms and chorales sung by Augsburg's Protestant majority. Those suspected of owning, singing, or distributing inflammatory songs were subject to imprisonment, interrogation, torture, and exile. When an Imperial decree established a fully Catholic city government in March 1629, the authorities tightened this scrutiny, banning Protestant singing entirely in public and private and using a network of informants to catch violators. A remarkably well-preserved collection of criminal interrogation records in Augsburg dramatizes city officials' concern about religious song and their attempts to restrict its cultivation through coercive measures. These records, which preserve the testimony of suspects and witnesses as well as original evidence (such as manuscript or printed songs), show the ways in which local authorities tried to control singing that they felt threatened the public peace. At the same time, these sources give us unparalleled insight into the production, performance, and circulation of religious songs. Although the interrogations reveal much about how and where songs——often contrafacta of well-known psalms or chorales——were written and performed, the authorities were especially intent on finding out how they originated, who bought, sold, and sang them, and why. These exchanges between interrogators and suspects provide a starting point for an analysis of the relationship between singing, religion, and criminality in an early modern urban environment.

River and crossing service levies are transport activities using ships carried out in the river, and crossings to transport passengers, goods and or animals organized by river and crossing companies. The factor of not achieving the realization of the revenue of river transportation and crossing retribution services in the Palembang City Transportation Agency, setting unrealistic targets is constrained by a lack of legal basis so as to achieve the desired target cannot be achieved and limited authority for officers who withdraw fees due to regulatory regulations Number 35 of 2017 concerning escorts that are still in conflict with the Laws Regulations, Ministerial Regulations, Government Regulations, and Regional Regulations. The collection of retribution is also experiencing leakage or breakthrough due to the effectiveness of the imposition of sanctions and the lack of facilities and infrastructure in the field. The service is not yet prime due to limited human resources or field implementation officers. The levies collection officer is not unwilling to provide services and human resources, but also because of conflicting rules that prevent officers from carrying out a complete withdrawal. Officers move with the rules set by the City Government so that their authority is limited.
