During the COVID-19 pandemic, many had a very large and bad impact on life, especially for traders, both small traders and small traders, not only that, the implementation of community activity restrictions (PPKM) resulted in traders not being allowed to sell during the PPKM level. One of the impacts of the implementation of Community Activity Restrictions (PPKM) is the impact on street vendors around Merdeka Walk (PKL) in the city of Medan. The purpose of this research is to analyze the impact of the implementation of Community Activity Restrictions (PPKM) Levels I-IV on the Income of Merdeka Walk Street Vendors in Medan City, the research method in this study uses a qualitative method with data collection by interview. As a developing country, Indonesia has a huge number of street vendors. Because of that, the existence of street vendors needs a special attention. This special attention is needed because streer vendors mostly occupy city's public spaces. Street vendor management in Indonesia's cities is based on the regulations that was made by each regional government which is pointing to Indonesia's higher level of regulation. Each regional regulation has their own unique characteristics. Jakarta, Bandung, and Surabaya are big cities that have street vendor problems that also have street vendor management regulations. From those three cities, the advantages and disadvantages of their regulation's contents will be revealed, enriched by information digging and research results. From the regulation side, those three cities showed their concern about regulations regarding street vendors. The forms of restructuring that has been done are relocation and stabilization. Those three cities are also supported by private sector regarding street vendor management. Street vendor management has a vital contribution towards regional economical growth and street vendor's income growth. These positive impacts increases the efficiency of city space management, so the city itself will look tidy, beautiful, and not congested, but street vendors are still poppimg out in restricted areas and old spaces, if the new managed locations are far from the crowds, the impact will decrease street vendor's income

This study aims to analyse (1) Semarang City Government policies in managing and empowering street vendors, (2) implementation of local regulations in managing and empowering street vendors, and (3) the impact of implementing policies in structuring and empowering street vendors. for their welfare. This research uses a qualitative approach and case studies and research takes place in South Batan and Penggaron. Data taken from observations, interviews, and literature studies. The results of the study were analyzed with qualitative analysis techniques from Miles & Huberman and Creswell. From the research analysis and field findings, the following results were obtained. First, the Semarang City Government manages and empowers Street Vendors by referring to regional regulation No. 11 of 2000. Second, the structuring policy carried out by the city government only focuses on the implementation of relocation and elimination of business locations. Empowerment activities managed by the government are facilitating access to capital, business facilitation assistance, trade facilities, institutional development, and limited promotion through creative product exhibitions. Third, the policies on structuring and empowering street vendors have direct and indirect impacts on the welfare of street vendors, especially in South Batan. Based on the results of the study it is recommended that the arrangement of street vendors be carried out by taking into account the interests of the community of road access and also paying attention to the future of street vendors.

Surabaya, as the second largest metropolitan city, has a long record in overcoming the problem of street vendors who are increasing every year. The existence of irregular street vendors is considered as a barrier in creating a safe, comfortable, orderly, clean layout. The purpose of this study is to describe and analyze the Evaluation of Street Vendor Structuring Policy in Sentra Gembong Asih Surabaya City. The research method uses qualitative descriptive with informant retrieval using purposive sampling techniques. Researchers chose bridgman & davis theory with four focuses: input, process, outputs, outcomes. The results of the study showed that the focus of input, supporting resources are adequate, and human resources are sufficient in number and ability. Focus process, said to be effective, efficient, and has been educated. Focus output, it is said to have not had a successful output in influencing policy goals. Because the existing policy has not met the expectations of traders. Focus outcomes, in the arrangement of traders Gembong Asih the impact received by policy targets has an impact on place and income.

The purpose of this research is to find out the Implementation of Kendari Mayor Regulation No. 13 of 2008 concerning the Arrangement of Street Vendors in Kendari City (Study of Mandonga District), as well as the factors that influence the Implementation of Street Vendor Merchant management policies in Mandonga District and the Constraints faced by the City Government Kendari in the Arrangement of Street Vendors in Mandonga District. The method used in this research is descriptive qualitative research method. All data in this study were obtained from interviews, observations and documentation. Based on what has been described in the results of the study, it can be concluded that in the implementation of the policy of the Mayor of Kendari Number 13 of 2008 concerning the arrangement of Street Vendors in Mandonga District conducted by related agencies namely the Department of Commerce, Cooperatives and SMEs of the City of Kendari, Civil Service Police Unit Praja Kendari City and Each Camat in Kendari City can be said to have not been maximized due to the lack of precise goals, aims and objectives of the policy regulated in Kendari Mayor Regulation No. 13 of 2008 concerning the arrangement of Street Vendors, which resulted in street vendors doing their activities, not in their place or a place that is legalized by the Kendari City Government.

AbstractThis collaborative and comparative paper deals with the impact of Covid-19 on the use and governance of public space and street trade in particular in two major African cities. The importance of street trading for urban food security and urban-based livelihoods is beyond dispute. Trading on the streets does, however, not occur in neutral or abstract spaces, but rather in lived-in and contested spaces, governed by what is referred to as ‘street geographies’, evoking outbreaks of violence and repression. Vendors are subjected to the politics of municipalities and the state to modernize the socio-spatial ordering of the city and the urban food economy through restructuring, regulating, and restricting street vending. Street vendors are harassed, streets are swept clean, and hygiene standards imposed. We argue here that the everyday struggle for the street has intensified since and during the Covid-19 pandemic. Mobility and the use of urban space either being restricted by the city-state or being defended and opened up by street traders, is common to the situation in Harare and Kisumu. Covid-19, we pose, redefines, and creates ‘new’ street geographies. These geographies pivot on agency and creativity employed by street trade actors while navigating the lockdown measures imposed by state actors. Traders navigate the space or room for manoeuvre they create for themselves, but this space unfolds only temporarily, opens for a few only and closes for most of the street traders who become more uncertain and vulnerable than ever before, irrespective of whether they are licensed, paying rents for vending stalls to the city, or ‘illegally’ vending on the street.

This study aims to determine the impact of business planning for the development of MSMEs. The research method uses is a qualitative method with a descriptive and explorative descriptive approach. From the results of the research conducted, the results show that proper business planning and the application of a good marketing strategy have a positive impact on the sustainability of MSME activities. In addition, the quality of production that has a competitive advantage is also one of the driving factors. For the development of MSMEs, there are several obstacles faced, especially related to capital and guidance from the local government. With the development of MSMEs, it is expected to improve people's welfare, including helping the government in reducing unemployment.

Street vendors is a phenomenon in almost all regions in Indonesia, which is always a positive and negative impact on the region where the street vendor activity. The positive is the economy in a sustainable life in areas where street vendor activities, while the negative effects are disturbed some public access as a result of the existence of such street vendor, such as public roads are always jammed, the sidewalk is not functioning, trash increases or the environment increasingly neglected, area aesthetics will show discomfort. For the more crowded street vendor activities will have an impact upon the producer. However street vendor unaware that what was done to give effect to society because of disruption of public facilities. It is very necessary of information for the  street vendor’s understanding and perception to the impact caused by their presence in an area. The research was conducted by qualitative method with type research field investigations and descriptive analysis of the street vendor, managers, buyers and decision makers who do trading activities in S. Parman Street, UlakKarang Padang.  Samples as research subjects were the street vendors as much as 5 people, managers, local government, the buyer and road users. The data used are primary data and secondary data. Data Collection Techniques conducted by observation, interview, and documentation while data analysis is conducted qualitatively by a descriptive approach. The findings and the results are show that the information obtained is correct in running its activities to seek fortune already utilizing public access such as sidewalk and road. Contributions to the street vendors are expected to have awareness in running its activities mainly on the utilization of public access and if you want to keep running its activities must be willing to abide by all the regulations set forth by the government, because it became a street vendor answers to some of the problems faced by street vendors as well as for the government attempted to manage and regulate the existence of street vendors to be in line with policies that have been set by the government for street vendors somehow able to overcome the problem of the existence of the public economy.

Chapter 5 develops an ethnography of street vendors, their organizations, and the city officials who they interact with in the city of La Paz, Bolivia. The chapter is based on 14 months of ethnographic fieldwork in the city over four research trips in 2012, 2014 to 2015, 2018, and 2019 as well as administrative data on 31,906 street vending licenses in the city. Fieldwork included interviews, participant observation at dozens of meetings between bureaucrats and organized vendors, ride-alongs with the Municipal Guard, a street vendor survey, working as a street vendor in a clothing market, and selling wedding services with a street vendor cooperative. The theory’s observable implications are illustrated with ethnographic evidence, survey results, and license data from La Paz. I discuss how street vending has changed in the city and how officials have intervened in collective action decisions as the informal sector grew. The chapter demonstrates that officials increased benefits to organized vendors as the costs of regulating markets increased. Additionally, the leaders that take advantage of these offers tend to have more resources than their colleagues, and as the offers increased, so did the level of organization among the city’s street vendors. The chapter also discusses the many trade-offs that officials make in implementing different policies, and how officials manage the often combative organizations that they encourage.

Stabilization as one of the street vendors arrangement type conducted by the government of Surakarta, that have great implications on the aesthetic style and form at some city parts. Some parts of Surakarta has changed a lot since the inauguration of the location, that is a public space, as a street vendors stabilization location in part of the area. Manahan area is one of the locations of street vendor stabilization that is considered successful. The presence of street vendors who have been arranged in the area Manahan able to attract visitors both weekand and weekdays, especially on holidays. This area is also more easily remembered by the visitors than other areas that there is no stabilization of street vendors. It means that this area has good and unique image quality that can be a memory for visitors. The purpose of this paper is to explore the image of street vendor Manahan stabilization area. Understanding the image of city area, principle that is used to assess the five basic elements of image formers include landmarks, path, edge, district and node. All five elements will be the componens in assessing the identity, identity and meaning that will shape the cognition of visitors so that it can be used as environmental orientation when someone is in a place. The introduction of Manahan stabilization area begins with stimulation done by graphic and visual technique before the interviews made a cognitive map in Stabilisasi PKL Manahan area and also made familiarity-favorability-semantic differensial assesment. This area has the potential of sustainability and good image compared to other stabilization locations, so that the managed street vendors can continue to grow and the location of the arrangement becomes an attractive area and supports the identity of the city of Surakarta as a merchant friendly city by staying a beautiful and friendly city for all the citizens and tourists who visit it.
