National development has a multidimensional goal, one of which is to realize a democraticIndonesian society, because with a more democratic condition, it allows the public to be more open toparticipate in development in all fields. The development of faster and more complex developmentdemands all components involved in the development process and democracy able to realize what isthe goal of national development.Community participation in the development process in Indonesia in general is currently very low. Thecommunity is still reluctant to engage in a continuous manner in the entire process of developmentplanning, implementation and evaluation carried out by the government. This low participation is aresult of government policies that are still lacking in providing space for every citizen to participate indevelopment. The implementation of the Development Planning Conference (Musrenbang) starting atthe village level up to the national level is considered by some as merely a serimonial process. Nationaldevelopment based on community empowerment will be realized if the government has a strong desireto implement it. The government encourages and provides opportunities for the public to be involved inthis participatory pattern. This pattern makes the community more empowered and participates inenjoying the cake of economic growth resulting from the development process that is carried out.Quality economic growth makes development carried out by the government together with allcomponents of the nation able to improve the welfare of society at large in accordance with what is thegoal of national development itself. National development balanced with active community participation or empowered communities will produce a force capable of realizing national goalsaccording to their goals. Encouraging community participation in developing Indonesia from theregions will be realized if the government has a good desire to implement it. The government mustencourage and provide opportunities for the public to be involved in this participatory pattern. Thispattern makes the community more empowered and participates in enjoying the cake of economicgrowth resulting from the development process that is carried out

The budget policy made by the government in principle aims to fulfill the wishes of all levels of society. Budget processes and allocations must be oriented to the public interest. This implies that the budget preparation process should involve many par- ties ranging from planning to implementation. For this reason, it is expected that spending for the public interest gets a greater proportion than spending on the apparatus, because public spending is a government investment that is expected to improve people’s welfare. Participation of all people in regional budget politics is very necessary so that the region- al budget can be used optimally for the development of all the communities in the area. Realizing this participation is not an easy thing because there are still many members of the community who still consider the preparation of regional budgets only determined by officials of the ruling party. The community programs proposed in the Development Planning Consultation (Musrenbang) at the village level will sometimes disappear at the next level because they are not escorted by officials of the ruling party. This assumption is still developing in the community so that the desire to participate in regional budget poli- tics has decreased. This assumption must be eliminated in the midst of the community by all components of the government so that the people want to involve themselves in every process of the formulation of regional budget policies.Participatory of communities are needed in the process of governance and development. The United Nation Development Program (UNDP), an institution under the auspices of the United Nations which deals with the development of nations in the world, has even included community participation in one of the indicators or characteristics of good gov- ernance. This implies that the higher level of community participation in the governance and development process shows that the ruling government has carried out a good gover- nance process.The management of the regional budget by involving high participation from the commu- nity will be able to make all the planning made in preparing the regional budget can be achieved effectively and efficiently. In addition, participatory budget policy will be able to make all programs implemented can be manipulated by all levels of society because all communities feel they have been involved in the entire process. Public enterprise plays a key role in the economic development process in Latin America, both because of the region's cultural heritage, which has led people to look to central authority for leadership in promoting economic growth, and because of the accelerated pace of recent cataclysmic events to which only governments have had the power to respond.Currently, Latin America is undergoing its worst economic setback in half a century, in which eight newly-elected democratic governments are struggling to regain control over their destinies. These governments face unprecedented planning and administrative problems as they move from the crisis-management phase of economic austerity programs to one of resumed growth. A central concern of these governments is, and will continue to be, the successful operations of major parastatal enterprises.

Abstract. Community participation is very important in realizing sustainable village development, so that development planning can be felt by every level of society. Currently, the development carried out in Katapang Indah Village has not been fully participatory. This can be seen from the contribution of community participation in the development planning process, where the development being implemented has not responded to community needs. Given the importance of community participation in the development planning process, it is necessary to conduct a study on efforts to increase community participation in Katapang Indah Village, in order to realize sustainable development. The purpose of this study is to identify the form and level of community participation in the development planning process. By using the descriptive analysis method, the results show that community participation in Katapang Indah Village is included in the induced participation group with the form of vertical participation, where the community only follows policies that have been formulated by village leaders or traditional leaders. This is due to the lack of knowledge from the community about the importance of participating in the activities of the village development process. Efforts were made to (1) provide outreach to the public about the mechanism for community participation in the planning process; (2) increasing the intensity of socialization and counseling regarding development planning to the community; (3) increasing the role of traditional and community leaders in formulating decisions by taking into account the characteristics and needs of village communities.Keywords: community participation, development planning process, sustainable village developmentAbstrak. Partisipasi masyarakat merupakan sesuatu yang sangat penting dalam mewujudkan pembangunan desa secara berkelanjutan, sehingga perencanaan pembangunan tersebut dapat dirasakan oleh setiap lapisan masyarakat. Pembangunan yang dilakukan di Desa Katapang Indah, pada saat ini belum sepenuhnya dilakukan secara partisipatif. Hal ini dapat dilihat dari kontribusi partisipasi masyarakat dalam proses perencanaan pembangunan, dimana pembangunan yang dilaksanakan belum menjawab terhadap kebutuhan masyarakat. Mengingat pentingnya partisipasi masyarakat dalam proses perencanaan pembangunan, perlu dilakukan kajian mengenai upaya untuk meningkatkan partisipasi masyarakat di Desa Katapang Indah, agar dapat mewujudkan pembangunan berkelanjutan. Tujuan dari kajian ini adalah mengidentifikasi bentuk dan tingkat partisipasi masyarakat dalam proses perencanaan pembangunan. Dengan menggunakan metode analisis deskriptif diperoleh hasil bahwa partisipasi masyarakat di Desa Katapang Indah termasuk pada kelompok partisipasi terinduksi dengan bentuk partisipasi vertical, dimana masyarakat hanya mengikuti kebijakan sudah dirumuskan oleh pemimpin desa atau tokoh adat. Hal ini disebabkan karena kurangnya pengetahuan dari masyarakat akan pentingnya berpartisipasi dalam kegiatan proses pembangunan desa. Upaya yang dilakukan adalah (1) memberikan penyuluhan kepada masyarakat tentang mekanisme partisipasi masyarakat dalam proses perencanaan; (2) meningkatkan intensitas sosialisasi dan penyuluhan mengenai perencanaan pembangunan kepada masyarakat; (3) meningkatkan peran dari tokoh adat dan tokoh masyarakat dalam merumuskan keputusan dengan memperhatikan karakteristik dan kebutuhan masyarakat desa.Kata Kunci : partisipasi masyarakat, proses perencanaan pembangunan, pembangunan desa berkelanjutan

Tourism in Indonesia has worldwide because of its diverse tourism potential and extensive natural beauty. However, this does not make the community around the tourist sites enjoy many benefits from the development of aspects of tourism in their area because it requires the public to understand the tourism potential needed in their area, so that the government has the duty and responsibility to empower the community so that the community can use the tourism potential. The concept of community empowerment is based on concepts that represent the community not only as objects, but also as subjects. In the object position, the goal is the community which still needs to be given guidance or direction so that management can continue to develop and achieve goals, while the subject position is the community is the determinant in the development itself, the community is a very important aid in the development planning that has been carried out. Tourism is one of the new industries that is able to increase economic growth quickly in terms of employment opportunities, incomes, living standards and in terms of activating other production sectors in tourist recipient countries. Therefore, the development of locally based tourism does not directly involve the community to actively participate in developing the potential that exists in their area so that they can improve their welfare.

Coordination of development planning. In this case, in any development plans villages need for synergy or cooperation between the Institute for Community Empowerment with the head of the village, it is hoped development plan produced can suit the needs and capabilities of the village, which in turn leads to increasing the level of welfare of rural communities themselves.Type of research undertaken by researchers are included descriptive research with qualitative analysis method. The data collection techniques to do is study of literature, field studies. Analysis of the data used in this study are included qualitative analysis; Data collection, data reduction, data presentation and Withdrawal conclusion or verification.Privileges Institute for Community Empowerment  In Development In Rural System In the Village Administration is (1) Plan development by consensus, (2) Mobilize and increase community participation in the implementation of development, (3) Cultivate dynamic condition of society and increase resilience in the district that studied to perform the function and role in the development of the Institute for Community Empowerment must comply with the rules villages and villages that have been made. The phenomenon of slum settlements has been increasingly occurring in Indonesia. President of Indonesia, Joko Widodo having a vision to implement the development program known as Kota Tanpa Kumuh. This program is conducted in more than 100 districts in Indonesia. However, Sidoarjo regency becomes the public spotlight due to its development. Unfortunately, there are two slum villages having different development results. Bligo becomes a successful village in establishing development. Meanwhile, Jiken Village fails in achieving the development. Although two villages have same characteristics and regional regulatory support, it’s not sufficient to support the success of development. This research applying qualitative descriptive approach to obtain the importance of participation in development process. It’s also important to explain the forms and the factors that influence participation.With applying the Eight Rungs of Citizen Participation, can determine that Bligo village is in citizen control, in which the community plays a full role in program implementation. Contrastingly, Jiken village only in the  of Informing stage, where the public only get information from the government without any community empowerment. The participation is crucial to the success of the development program. This is due to the existence of self-belonging exerting the ability to create sustainable development achievement

Abstract: The concept of community participation in development have started to be introduced by the government since the early 1980's through the term of community empowerment program is currently undergoing a transformation, as the capability and capacity of communities in the participatory process. PLPBK Program is the end of the process improvement program before the program. Where Her goal is to create an empowered society towards a civil and sustainable society. To achieve a sustainable settlement reached three tracks as follows: orientation on behavior change, the orientation of the management by the communities themselves, and Orietasi on inivasi and creativity. Formulation of the problem in this research emphasis on the extent of the involvement of communities in the development process and how successful kegiatantingkat participation development Ciberu River in Ciledug Tengah village the priority areas of development. Untuk mencapai pembangunan permukiman yang berkelanjutan ditempuh 3 jalur sebagai berikut : Orientasi pada perubahan prilaku, Orientasi pada pengelolaan oleh masyarakat sendiri, dan Orietasi pada inivasi dan kreativitas masyarakat.   Law on National Development Planning System (Number 25/2004) mandates that Development planning must refer to the consideration that the goal of development of all government levels is the same, namely the welfare of the community. Empowerment is a concept to give people greater responsibility for how to do work. The potential of Sukaratu village consists of agriculture, livestock, tourism objects, handicrafts, cultivation and plantations. Among these potentials, the authors take the economic empowerment potential of cultivating black soldier fly maggot as an alternative ingredients for fish feed and reducing organic waste, so that it can increase the income of the people of Sukaratu. The research method used is qualitative and quantitative research; observation and interviews in an effort to obtain data. The results showed that the potential of Sukaratu village consisted of agriculture, animal husbandry, tourism objects, handicrafts, cultivation and plantations, the potential of human resources in terms of age and education was good, but in terms of business creativity and business skills, need to be improved. Maggot cultivation can reduce organic waste. The capital is not large enough because it only requires terraced media and houses that are given nets for broodstock to lay eggs.

Sektor pariwisata yang saat ini sedang banyak diminati masyarakat adalah konsep pariwisata pedesaan, seperti desa wisata. Di Gresik sendiri terdapat banyak sekali wisata yang dikembangkan oleh Pemerintah melalui Badan Usaha Milik Desa atau BUMDes seperti Desa Wisata Lontar Sewu di Desa Hendrosari. Berawal dari potensi desa yang apabila dikembangkan secara optimal dapat meningkatkan pendapatan masyarakat sekitar sehingga mampu meningkatkan perekonomian masyakat Desa Hendrosari. Sebab itu perlu untuk dilakukan penelitian lebih jauh mengenai pentingnya pemberdayaan masyarakat. Sehingga penting untuk dilakukan pemberdayaan masyarakat dimana di Desa Hendrosari terdapat sumber daya alam yang mumpuni untuk dikelola sehingga jika dikelola lebih baik bisa untuk menambah pendapatan desa. Penelitian ini menggunakan pendekatan deskriptif kualitatif dengan fokus penelitian menggunakan teori Pemberdayaan Masyarakat oleh Tim Delivery (Totok Mardikanto, 2013: 125-127). Karena pada awalnya dahulu desa hendrosari terkenal dengan desa penghasil minuman fermentasi sehingga konotasi dari Desa Hendrosari lebih ke arah negatif. Sehingga dengan adanya program kerja tersebut mampu mengubah image masyarakat tentang desa tersebut menjadi desa wisata. Masyarakat Desa Hendrosari mempunyai peran penting untuk melestarikan dan mengembangkan potensi yang ada seperti sumber daya alam dan sumber daya manusia. Sehingga mereka memiliki peran penting dalam tindakan pengambilan keputusan, mempengaruhi serta memberi manfaat bagi kondisi lingkungan yang ada disekitar. Pengelolaan yang baik menghasilkan tempat wisata yang dikenal dengan nama lontar sewu. Dengan adanya tempat wisata baru tersebut menghasilkan banyak pemberdayaan masyarakat melalui pengembangan desa wisata lontar sewu. Kata kunci :Lontar Sewu, Desa Hendrosari, Desa Wisata, Pemberdayaan Masyarakat,   The tourism sector which is currently in great demand by the public is the concept of rural tourism, such as a tourist village. In Gresik itself, there are lots of tours developed by the Government through Village-Owned Enterprises or BUMDes such as Lontar Sewu Tourism Village in Hendrosari Village. Starting from the potential of the village which, if developed optimally, can increase the income of the surrounding community so as to improve the economy of the Hendrosari Village community. Therefore it is necessary to conduct further research on the importance of community empowerment. So it is important to do community empowerment where in Hendrosari Village there are natural resources that are qualified to be managed so that if they are managed better they can increase village income. This study used a qualitative descriptive approach with a research focus using the theory of community empowerment by the delivery team (Totok Mardikanto, 2013: 125-127). Because in the beginning, Hendrosari Village was known as a village that produced fermented drinks, so the connotation of Hendrosari Village was more negative. So that the existence of this work program is able to change the image of the community about the village into a tourist village. The Hendrosari Village community has an important role to play in preserving and developing existing potentials such as natural and human resources. So that they have an important role in decision-making actions, influence and benefit the surrounding environmental conditions. Good management produces a tourist spot known as lontar sewu. With this new tourist spot, it has resulted in a lot of community empowerment through the development of the Lontar Sewu tourism village. In the current phase of liberalisation, privatisation and globalisation, and now broadly governance, regulatory administration has acquired growing importance as an instrument of achieving socio-economic objectives. It is through instrumentality of regulatory administration that the government is able to exercise effective political and economic sovereignty and control over the country’s governance process and resources. Governments of nearly all developing countries have initiated policies and procedures to promote and strengthen regulatory bodies and agencies. However, the results of these promotional and regular activities have varied considerably, often reflecting large inadequacies in policies, organisational structures and procedures. Increasing emphasis is now being placed at the national level on a more flexible regulatory administration to enforce compliance with nationally established policies and requirements in various political, economic and social spheres. As a watchdog for the public interest, governments both at central and state levels should engage in activities for the promotion of social and economic justice, so as to ensure the happiness and prosperity of the people.
