Coordination of development planning. In this case, in any development plans villages need for synergy or cooperation between the Institute for Community Empowerment with the head of the village, it is hoped development plan produced can suit the needs and capabilities of the village, which in turn leads to increasing the level of welfare of rural communities themselves.Type of research undertaken by researchers are included descriptive research with qualitative analysis method. The data collection techniques to do is study of literature, field studies. Analysis of the data used in this study are included qualitative analysis; Data collection, data reduction, data presentation and Withdrawal conclusion or verification.Privileges Institute for Community Empowerment  In Development In Rural System In the Village Administration is (1) Plan development by consensus, (2) Mobilize and increase community participation in the implementation of development, (3) Cultivate dynamic condition of society and increase resilience in the district that studied to perform the function and role in the development of the Institute for Community Empowerment must comply with the rules villages and villages that have been made. However, there are some good functions to be executed to enhance the development of the Institute for Community Empowerment, namely (1) As a means of community participation in planning and implementing development; (2) Cultivating understanding and appreciation and awareness of the Pancasila; (3) Digging, harness, potential and mobilize self-help mutual aid societies to develop; (4) As a means of communication between the Government and the community and between citizens themselves; (5) Improving the knowledge and skills of the community; (6) To foster and mobilize the potential of the youth in development; (7) Fostering cooperation between institutions in society for development; (8) Implementation of other tasks in order to help the village government to build resilience established.Keywords: Role of the Institute of Community and Rural Development.

Development of village fund management is very much needed by the community so that it can be enjoyed by all levels of society in the villages. The seriousness of the government in developing villages is evidenced by the start of allocation of the Village Fund budget for 2015. The allocation of the Village Fund is mandated by Law (Law) Number 6 of 2014 concerning Villages and Government Regulation (PP) Number 6 of 2014 concerning Village Funds Sourced from STATE BUDGET. The regulation explained that the administration of the village government adheres to the principle of decentralization and the task of assistance. The principle of decentralization raises village internal funding (Desa APBD), while the principle of co-administration provides an opportunity for Villages to obtain funding sources from the government above it (APBN, Provincial APBD, Regency / City APBD). This study aims to observe what the development of village funds looks like, how they are implemented and the impact of the use of village funds in supporting development activities and community empowerment. The research method used is a qualitative research method that relies on observing places, actors and activities in Konawe Selatan Regency, Southeast Sulawesi Province, which was chosen as a case study. Initial observations show that the Village Fund does not have significant results in improving the welfare of the community. These indications are evident in the welfare of the community which has not improved with the existence of the village fund. Therefore it is necessary to develop a good management of village funds to improve the welfare of rural communities, especially in Konawe Selatan District. The output to be achieved is the scientific publication with ISSN Online and the level of technological Readiness that will be achieved 1-3.

ABSTRAK   Pokok permasalah pada masalah kemiskinan di Indonesia khususnya kabupaten Bengkalis. Kemiskinan adalah masalah klasik dan terjadi hamper di seluruh Negara di dunia. baik itu kemiskinan absolut maupun kemiskinan relatif. Masalah tentang masyarakat  miskin ternyata sangat kompleks, sehingga meskipun sudah banyak program-program dalam upaya pengentasan kemiskinan, namun juga tak kunjung selesai.  Tujuan penelitian ini untuk mengetahui bagaimana manajemen pemberdayaan masyarakat di kabupaten bengkalis dan pemberdayaan masyarakat desa di kabupaten Bengkalis. Metode penelitian menggunakan pedekatan kualitatif studi kepustakaan,  jenis penelitian menggunakan studi literatur dengan mencari referensi teori yang relevan dengan kasus atau permasalahan yang ditemukan. Hasil penelitian ini menunjukkan bahwa manajemen pemberdayaan masyarakat di kabupaten bengkalis belum maksimal, hal ini terlihat dari lemahnya upaya pemerintah dalam upaya melinearisasi kebijakan hingga tingkat desa khususnya desa tradisional yang masih tertinggal, tentu butuh sentuhan-sentuhan khusus yang bisa di tuangkan ke dalam sebuah aturan/kebijakan. Dengan kata lain, factor administrasi dan organisasi sangat mempengaruhi keberhasilan dalam pencapaian tujuan. Pemberdayaan masyarakat desa di kabupaten bengkalis juga belum terlaksana dengan maksimal. Hal ini terlihat dari lemahnya upaya pemerintah dalam upaya menduplikasi strategi dari desa yang berhasil kepada desa-desa lainnya di kabupaten bengkalis. Dalam upaya pemberdayaan masyarakat desa di kabupaten bengkalis perlu menanamkan kesadaran kepada masyarakat yang menjadi sasaran pemberdayaan terhadap pentingnya pemberdayaan tersebut agar dalam pelaksanaan, masyarakat sasaran pemberdayaan dapat lebih partisipasif.   Kata Kunci: Manajemen, pemberdayaan, masyarakat.desa. Abstract: The main problem in the problem of poverty in Indonesia, especially Bengkalis Regency. Poverty is a classic problem and occurs in almost all countries in the world. both absolute poverty and relative poverty. The problem of the poor turns out to be very complex, so that even though there have been many programs in poverty alleviation efforts, it has also not been finished. The purpose of this study was to find out how the management of community empowerment in Bengkulu Regency and village community empowerment in Bengkalis Regency. The research method uses a qualitative approach to literature study, this type of research uses literature studies by looking for theoretical references relevant to the case or problem found. The results of this study indicate that the management of community empowerment in Bengkulu Regency is not yet maximal, this can be seen from the weak efforts of the government in an effort to line up policies at the village level, especially traditional villages that are still lagging, naturally requiring special touches that can be poured into a rule / Policy. In other words, administrative and organizational factors greatly influence success in achieving goals. Empowerment of rural communities in the Bengkulu district has also not been carried out to the maximum. This can be seen from the weak efforts of the government in an effort to duplicate the strategy of the successful village to other villages in the Regency of Bengkulu. In an effort to empower the village community in Bengkulu Regency it is necessary to instill awareness to the people who are the target of empowerment of the importance of empowerment so that in the implementation, the target community of empowerment can be more participatory. Mapping of data and information on the preparation of village development planning dikecamatan Tambang Kabupaten Kampar. The preparation of village development planning is very important to be carried out by the village head and its equipment. The objectives of the village planning arranged for the village development plan can be discussed in the village development consultation forum. In this Forum the village development plan is matured, so it becomes the Village Development Plan. The preparation of village development planning can not be carried out properly, without complete data and information either in the implementation of village government, organization and governance of village administration, village finance, village profile and other information related to governance and community empowerment. The three villages that were used as research mapping object in Kampar sub-district Tambang were Tarai build village, Rimbo Panjang village and Tambang village. Village development planning in the three sample villages appears to be underdeveloped by complete data and information, and this has a major impact on the Village Mid Term Development Plan (RPJMDesa) and the Government-Village Action Plan (RKP -Desa) which guides development implementation in the countryside

ABSTRACTResearch about the Policy on the Use of Village Funds in Community Empowerment in Rantaupandan village, Rantaupandan district, Bungo Regency, Jambi Province, are aimed to find out how the implementation of village funds policy in community empowerment, inhibiting factors and efforts can be made so that the use of Village Funds in Rantaupandan village can reach aim. This Research uses the theory of Van Meter and Van Horn with qualitative descriptive methods and inductive approaches. Data collection techniques through interviews, observation, and documentation. In this study using triangulation techniques to test the validity of the data and perform data analysis through data reduction, data presentation, and conclusion drawing. This Research shows that the implementation of the Village Fund policy in community empowerment has not run optimally due to the problem of human resource competencies, the lack of community participation, and the lack of information delivery to the community regarding the implementation of the Village Fund policy.Keywords: policy, village fund, community empowerment

Before the emergence of Covid-19 which developed throughout the world, the Indonesian Central Government had issued Law Number 6 of 2014 concerning Villages, which is a policy that regulates the level of Village administration. However, in this law there is no allocation of development funds and village empowerment which is the basis of the community at the level of village government administration (Gampong). Funds sourced from APBN, APBD Province or Regency, hope to support the progress of the village to become an independent village capable of organizing and managing. The allocation of village funds in the form of a Village Revenue and Expenditure Budget (APBG) is directed to finance government activities, development and community empowerment. For this reason, the Government has issued a special policy to handle Covid-19 by allocating Village Funds to address problems arising from the Covid-19 pandemic. Especially for the economic sector through the formation of Village-Owned Enterprises (BUMG) which is a business driver to improve the quality of life and realize the welfare of rural communities. With a descriptive qualitative approach using three methods, namely observation, interviews and documentation analysis. This study aims to determine business potential with local wisdom through a SWOT analysis with a focus on Village-Owned Enterprises. Based on the SWOT analysis, in the end, Village-Owned Enterprises will facilitate activities in realizing plans in accordance with local wisdom for the welfare of the community, especially in the era of the Covid-19 pandemic.

The objectives of this study are: 1) to find out how the impact of the POKMAS program on village community empowerment; and 2) to find out what are the factors that hamper the effectiveness of POKMAS in an effort to realize the empowerment of rural communities. Based on the combination of Cluster Analysis and Root Cause Anaysis methods, the POKMAS program has proven to have implications for the empowerment of rural communities as indicated through three things, namely: 1) an increase in income especially the poor; 2) the community is able to arrange village development planning and implementation; and 3) the community is able to take responsibility. However, the implementation of the program still leaves four problems, namely: 1) the limited amount of grant funds is adjusted to the needs of the village; 2) low participation of the poor and women; 3) the interests of individuals or small groups are still more dominant; and 4) limited administrative capacity. Overall, the POKMAS program has proven to have achieved village independence so it is important to hand over development to the village. This finding can be a proliferation of empowerment models that are based on the transfer of village authority.

The essence of law is to provide welfare to the society. Law as a tool of social engineering for society makes people obey it. Dynamic legal developments encourage progress towards society from various aspects of people's lives. One of them, the enactment of Law No. 11 of 2020 on Job Creation, encourages changes to the order of setting norms that affect other laws that are affected by it. One of those affected by the Job Creation Act is the establishment of BUMDes (Village-Owned Enterprises). Through the provisions of Article 117 and Article 185 b of Law Number 11 of 2020 concerning Job Creation, the government needs to establish a derivative norm that regulates Village-Owned Enterprises. In 2021, the Government issued a regulation related to Village-Owned Enterprises, which is Government Regulation of the Republic of Indonesia Number 11 of 2021 concerning Village-Owned Enterprises. In this provision, it is stated that Village Owned Enterprises, hereinafter referred to as BUMDes, are legal entities established by the village and/or together with villages to manage businesses, utilize assets, develop investment and productivity, provide services, and/or provide other types of business for the maximum welfare of the Village community. In a nutshell, the existence of Village-Owned Enterprises aims to prosper the village community, with the type of business sector owned and support the productivity of rural communities based on village community empowerment. National development has a multidimensional goal, one of which is to realize a democraticIndonesian society, because with a more democratic condition, it allows the public to be more open toparticipate in development in all fields. The development of faster and more complex developmentdemands all components involved in the development process and democracy able to realize what isthe goal of national development.Community participation in the development process in Indonesia in general is currently very low. Thecommunity is still reluctant to engage in a continuous manner in the entire process of developmentplanning, implementation and evaluation carried out by the government. This low participation is aresult of government policies that are still lacking in providing space for every citizen to participate indevelopment. The implementation of the Development Planning Conference (Musrenbang) starting atthe village level up to the national level is considered by some as merely a serimonial process. Nationaldevelopment based on community empowerment will be realized if the government has a strong desireto implement it. The government encourages and provides opportunities for the public to be involved inthis participatory pattern. This pattern makes the community more empowered and participates inenjoying the cake of economic growth resulting from the development process that is carried out.Quality economic growth makes development carried out by the government together with allcomponents of the nation able to improve the welfare of society at large in accordance with what is thegoal of national development itself. National development balanced with active community participation or empowered communities will produce a force capable of realizing national goalsaccording to their goals. Encouraging community participation in developing Indonesia from theregions will be realized if the government has a good desire to implement it. The government mustencourage and provide opportunities for the public to be involved in this participatory pattern. Thispattern makes the community more empowered and participates in enjoying the cake of economicgrowth resulting from the development process that is carried out

Development is carried out to improve the standard of living of its citizens. Development is also carried out so that there is no disparity between villages and cities. The rapid development in urban areas which has triggered a wave of urbanization has made the villages increasingly marginalized. Urbanization flows are difficult to stem because the village mindset assumes that in the city they will get jobs so they can improve their standard of living. With this phenomenon, the Government rolled out the Village Fund Policy. The Village Fund Policy opens employment opportunities in the village so that the community can be empowered through development programs in the village. The purpose of this paper is to describe the empowerment of rural communities through the Village Fund so that they can improve the living standard of rural communities. This paper uses a type of library research through documents analysis such as data contained in various media, books and other documents. The use of the Village Fund is significant to prevent the flow of urbanization. Currently villages in Indonesia are required to be able to give birth to quality economic growth and sustainable. Quality economic growth is a concept of strengthening and contribution contributed by the real economy sector in the village. Therefore, the development and empowerment of rural communities through the management of the Village Fund or Village Fund Allocation Fund must be balanced. Because to empower the potential of the village optimally and sustainably, funding for the village needs to be focused not only to build village, but more empowered to become a self-constructing village. This study aims to develop local economic independence through optimizing the management of Village Funds in Siak Subdistrict Siak District and any factors that influence the development of local economic independence. This research is a descriptive qualitative research with sampling technique used is snowball sampling. The research informant is the apparatus involved in the implementation of the Village Fund program and the community leaders who know the program. Data collection was done by interview and observation technique, after the data collected and then analyzed by using qualitative descriptive analysis. The results of research indicate that the development of village economy can be done by strengthening the performance of local economic institutions such as BUMDes through various aspects. To achieve this, an integrated movement between the community, BUMDes and the government is realized in the form of partnership. Activities that can be done is to optimize the function of central and local entrepreneurial institutions to support various efforts to inventory the potential of local economic resources. With the development of household industry activities, it will facilitate efforts to establish cooperation between local economic development institutions that exist and thus create a process of sustainable community empowerment of villages.
