In the current phase of liberalisation, privatisation and globalisation, and now broadly governance, regulatory administration has acquired growing importance as an instrument of achieving socio-economic objectives. It is through instrumentality of regulatory administration that the government is able to exercise effective political and economic sovereignty and control over the country’s governance process and resources. Governments of nearly all developing countries have initiated policies and procedures to promote and strengthen regulatory bodies and agencies. However, the results of these promotional and regular activities have varied considerably, often reflecting large inadequacies in policies, organisational structures and procedures. Increasing emphasis is now being placed at the national level on a more flexible regulatory administration to enforce compliance with nationally established policies and requirements in various political, economic and social spheres. As a watchdog for the public interest, governments both at central and state levels should engage in activities for the promotion of social and economic justice, so as to ensure the happiness and prosperity of the people.

ABSTRAKDesa Suradadi merupakan sebuah desa yang terletak di Kecamatan Terara Kabupaten Lombok Timur. Karena letaknya yang termasuk didaerah pedesaan, warga desa Suradadi lebih banyak menggunakan bahasa daerah yakni bahasa sasak dalam kegiatan sehari-harinya dan tidak sedikit dari warga desa Suradadi yang tidak memahami bahasa Indonesia. Banyak pendapat yang mengatakan bahwa bahasa yang digunakan oleh pemerintah terkait edukasi Covid-19 kepada masyarakat masih menggunakan bahasa yang kurang dipahami oleh awam terlebih yang berada di daerah. Bahasa yang disampaikan oleh pemerintah masih menyasar pada masyarakat perkotaan terdidik yang berasal dari kelas menengah. Kegiatan ini bertujuan untuk membuat short video edukasi Covid-19 berbahasa Sasak dengan melibatkan warga Desa Suradadi. Desa Suradadi merupakan wilayah dengan angka kejadian nol Covid-19. Keberhasilan ini menjadi dasar pemilihan desa Suradadi sebagai pilot project pembuatan short movie edukasi Covid-19 berbahasa Sasak. Short movie ini akan menjadi media sosialisasi dan informasi Covid-19 serta upaya-upaya pencegahan dan pengendalian Covid-19 di kalangan masyarakat. Sasaran short movie ini ialah masyarakat di pulau Lombok yang kurang paham bahkan tidak mengerti Bahasa Indonesia. Short movie edukasi Covid-19 yang diberi judul “ITE PEDULI” ini telah disebarluaskan melalui akun youtube FIK UMMAT agar bisa dilihat oleh masyarakat. Harapannya setelah video ini disaksikan, masyarakat akan lebih memahami pentingnya penerapan protokol kesehatan untuk memutus rantai penyebaran covid-19. Kata kunci: film pendek; edukasi; covid-19; sasak; pulau Lombok.  ABSTRACTSuradadi village is a village located in Terara District, East Lombok Regency. It is located in a rural area so that Suradadi villagers use more of the regional language, namely the Sasak language in their daily activities and not a few of the Suradadi villagers who do not understand Bahasa Indonesia. There are many opinions state that the language used by the government regarding Covid-19 education for the public still uses language that is not understood by the layman, especially those in the regions. The language spoken by the government is still targeting educated urban communities who come from the middle class. This activity aimed to make a covid-19 educational short movie in Sasak language by involving the residents of Suradadi Village. Suradadi Village is an area with zero Covid-19 incidence. This success became the basis for choosing Suradadi village as a pilot project for making of Covid-19 educational short movie in Sasak language. This short movie will serve as a media for socializing and informing Covid-19 as well as efforts to prevent and control Covid-19 in the society. The target of this short movie is the people on the Lombok Island who do not even understand Bahasa Indonesia. The covid-19 educational short movie entitled "ITE PEDULI" has been disseminated through the FIK UMMAT youtube account so that it can be seen by the public. After watching this video, the public will more understand the importance of application health protocols to break the chain of spread of COVID-19. Keywords: short movie; education; covid-19; sasak; lombok island.

There is plenty of research on media framing of marginalized and “othered” groups, including refugees and migrants. A lot has been said about the 2015– 2016 refugee crisis, but much less scholarly interest has been put on the 2018– 2019 re-emergence of refugees and migrants on outer borders of the EU and the ways member states have responded to the problem. This paper is focused on analysing similarities and differences in framing of refugees and migrants in the Croatian media in two distinct time periods: 2015–2016 and 2018. The paper is based on applying content analysis and descriptive statistics to articles from four daily newspapers in order to find out how the people coming to Croatia were presented in the media; what they were called, in which sense (positive, neutral, negative) they were presented to the public, and how the media presentation changed over time. The analysis has shown a certain degree of specific political, economic, and societal contexts mediated to, and in turn mediated by, the media’s framing of refugees/migrants. While the predominant frame remained neutral, as per norms of journalistic profession, the change in ideological stance of the government - from social democrats, who put humanitarian elements first, to conservatives, whose focus was security-based - coincided with the relative rise in the number of articles with a negative portrayal of the migrant issue.

Health is the basic right for everybody, therefore every citizen is entitled to get the health care. In enforcing the regulation for Jaringan Kesehatan Nasional (National Health Supports), it is heavily influenced by the foreign interests. Economically, this program does not reduce the people’s burdens, on the contrary, it will increase them. This means the health supports in which should place the government as the guarantor of the public health, but the people themselves that should pay for the health care. In the realization of the health support the are elements against the Syariah principles. Indonesian Muslim Religious Leaders (MUI) only say that the BPJS Kesehatan (Sosial Support Institution for Health) does not conform with the syariah. The society is asked to register and continue the participation in the program of Social Supports Institution for Health. The best solution is to enforce the mechanism which is in accordance with the syariah principles. The establishment of BPJS based on syariah has to be carried out in cooperation from the elements of Social Supports Institution (BPJS), Indonesian Muslim Religious (MUI), Financial Institution Authorities, National Social Supports Council, Ministry of Health, and Ministry of Finance. Accordingly, the Social Supports Institution for Helath (BPJS Kesehatan) based on syariah principles could be obtained and could became the solution of the polemics in the society.

Land acquisition for public purposes, including for the construction of railroad infrastructure, is a matter that is proposed by all countries in the world. The Indonesian government or the Malaysian royal government needs land for railroad infrastructure development. To realize this, a regulation was made that became the legal umbrella for the government or royal government. The people must agree to regulations that require it. Land acquisition for public use in Malaysia can be completed quickly in Indonesia. The influencing factor is the different perceptions of the understanding of what are in the public interest, history and legal systems of the two countries as well as the people's reaction from the two countries

The Right to Information Act 2005 was passed by the UPA (United Progressive Alliance) Government with a sense of pride. It flaunted the Act as a milestone in India’s democratic journey. It is five years since the RTI was passed; the performance on the implementation frontis far from perfect. Consequently, the impact on the attitude, mindset and behaviour patterns of the public authorities and the people is not as it was expected to be. Most of the people are still not aware of their newly acquired power. Among those who are aware, a major chunk either does not know how to wield it or lacks the guts and gumption to invoke the RTI. A little more stimulation by the Government, NGOs and other enlightened and empowered citizens can augment the benefits of this Act manifold. RTI will help not only in mitigating corruption in public life but also in alleviating poverty- the two monstrous maladies of India.

The Government of Jordan declared that there are more than one million Syrian refugees in Jordan while UNHCR statistics show that the number is about 700,000. Nonetheless, it is still a large problem for Jordan, especially since there is no real solution that seems to be looming on the horizon for the Syrian crisis. Consequently, that means that those refugees’ stay in Jordan is indefinite. This fact requires Jordan to work towards solutions to avoid the warehousing of those refugees in camps and to integrate them in Jordanian community to ease their stay in Jordan. To achieve that integration, Jordan must facilitate the Syrians’ access to the Jordanian labor market so they can achieve self-reliance. In February 2016, donors gathered in London for the ‘Supporting Syria and the Region’ conference, known as the London Conference, to mobilize funding for the needs of the people affected by the Syrian crisis. In that conference, Jordan pledged to facilitate Syrian refugees’ access to the labor market. This paper will study the process of Syrian integration in Jordanian society by discussing the policies and the procedures that Jordan has developed to facilitate the Syrians’ access to the labor market. The event study method combined with interviews and desk research were used to evaluate the new policies and procedures developed to facilitate this access. It was found that Jordan succeeded in creating a legal and procedural environment that facilitates Syrians’ access to formal jobs, and the Syrians went a long way toward integration in Jordan. Nonetheless, they are still not fully integrated.

The Bureaucratic System of the Immigration Department of Hong Kong SAR is one of the legacies from British Colonial Government seen from legal and also immigration bureaucratic perspectives reflect the executive power domination over immigration policymaking. This is understandable since Hong Kong SAR adopts “Administrative State Model” which means Immigration Officer as a bureaucrat holds significant roles at both stages of policymaking and also its implementation. This research looks at transition period of the Immigration Department and its policies since the period of handover of Hong Kong SAR from the British Government to the Government of China especially throughout the concern from the public including academics about the future of immigration policies made by the Department that arguably from colonial to current being used as political and control tools to safeguard the interest of the Ruler. This situation ultimately will question the existence of Hong Kong SAR as one of the International Hub in the Era of Millennium.

Partisipasi masyarakat adalah perwujudan dari masyarakat di dalam negara demokrasi, dimana pemerintahan yang di dasarkan kepada rakyat merupakan tujuan utama kehidupan berpolitik, baik dalam kebijakan maupun dalam tujuan pemerintahan. Perda Label Batik Pekalongan merupakan peraturan daerah yang mengatur tentang suatu tanda yang menunjukkan identitas dan ciri batik buatan Pekalongan yang terdiri dari tiga jenis yaitu batik tulis, batik cap atau batik kombinasi tulis dan cap. Tujuan dibentuknya Perda tersebut adalah agar masyarakat dan konsumen Batik Pekalongan tidak dirugikan akibat dari salah dalam membedakan jenis batik. Hasil penelitian ini menunjukan bahwa partisipasi masyarakat dalam pembentukan Perda tentang penggunaan label batik Pekalongan masih bersifat elitis, karena yang mendominasi mengikuti public hearing hanya pengusaha kelas atas yaitu seseorang atau kelompok orang yang memproduksi seni batik dalam bentuk tulis, cap dan kombinasi dalam jumlah besar, sudah mempunyai nama merek yang terkenal, dan pemasarannya sudah sangat luas baik di dalam negeri maupun di luar negeri. Partisipasi masyarakat dalam pembentukan perda tentang label batik pekalongan yang masih bersifat elitis dapat berpengaruh karakteristik produk hukum yang di hasilkan yaitu lebih menguntungkan pengusaha batik kelas atas, karena dalam pembuatan label batik Pekalongan merugikan dalam segi ekonomis bagi  pengusaha kelas menengah dan bawah.<br /><br />Community participation is the embodiment of the people in a democracy, where the government is based on the people as the ultimate goal of political life, both in policy and administration purposes. Label the Perda Batik Pekalongan local regulation of Batik Pekalongan Label is a sign which indicates the identity and characteristics of batik from Pekalongan which consists of three types of batik, batik or batik and stamp combination. Purpose of the establishment of the regulation is that the public and consumers are not harmed Batik Pekalongan result of incorrect in distinguishing the types of batik. The result of this research indicates that participation in the formation of legislation on the use of Pekalongan batik label still elitist, because that dominate following the public hearing only top-class entrepreneurs is a person or group of people who produce batik art in written form, stamp and combinations in bulk, already has a well-known brand names, and marketing has been very widely both domestically and abroad. Public participation in the formation of regulations about labeling Pekalongan batik is still elitist may influence the characteristics of a legal product that produced batik entrepreneurs are more favorable upper classes, as in the manufacture of Pekalongan batik label in terms of economic harm to employers middle and lower classes.<br /><br />

Nowadays, many cyber users do not understand how to protect themselves and their information within cyber space. One reason is that cyber users are unaware of possible cyber risks and threats that may occur within cyber space. The second reason is that citizens, businesses and users within the public sector may be aware of relevant cyber risks but do not really understand the seriousness of such risks and the consequences if they do realise. Therefore, cybersecurity awareness campaigns are an integral part of improving cybersecurity awareness. Based on in-country reviews conducted as part of the Global Cybersecurity Capacity Centre (GCSCC) programme, we observed that the campaigns to raise cybersecurity awareness throughout the country are often led by different ‘owners’ without co-ordination and adequate resources therefore creating fragmentation in the national cybersecurity awareness raising programme. This paper suggests that the development of a coordinated and coherent national cybersecurity awareness program is critical for building a basic level of aware-ness at the national level. We will examine the requirements needed to develop a coordinated national awareness raising programme by reviewing the existing literature, best practice approaches and the role of different stakeholders such as the government, private sector and civil society. We will draw conclusions on the main obstacles to ensure overall coherence between the actions of stakeholders and the efforts countries should prioritise in order to increase awareness of cyber risks at the national level.
