In general, this study aims to describe and analyze the Implementation of the Policy on Duties and Functions of Non-civil servant Family Planning Field Officers (P.L.K.B.) at the Department of Population Control and Family Planning, Southeast Minahasa Regency. This study uses a qualitative research type, primary data collected through interview techniques, and supported by secondary data, namely documentation. The data analysis of this research used an interactive model consisting of "data collection, data display, data condensation, concluding; drawing and verifying" developed by Miles, Huberman, and Saldana. The results of this study prove that; The implementation of the P.L.K.B. Duties and Functions Policy is based on the Decree of the Southeast Minahasa Regent Number: 180/13/S.E.T.D.A./2021 concerning the Appointment of Contract Workers, Cleaning Officers, Drivers, and other Officers within the Southeast Minahasa Regency Government. Whereas the main tasks of non-civil servant P.L.K.B. are not much different from that of civil servant P.L.K.B., namely, approach Community Leaders; carry out data collection and mapping of work areas; conduct agreement-raising, conduct I.E.C. counselling/counselling, and advocacy; establish a pioneer and role model group, family planning services, adolescent reproductive health, prosperous families, and family development; make a report on the implementation of tasks to the leadership. Therefore, the Family Planning Field Officer (P.L.K.B. non-civil servant) controls and owns it to carry out the lessons. In carrying out these duties, non-civil servant Family Planning Field Officers can improve their abilities and skills. The main problems faced are related to the duties and functions of non-civil sservantsP.L.K.B. The number of villages is so large that it is not proportional to non-civil servant P.L.K.B. personnel. The facilities and infrastructure owned to support the tasks of P.L.K.B. Non-civil servants are still inadequate. Non-civil servant, P.L.K.B. cooperation with cross-sector (District and Village), is less than optimal. The human resource capabilities of P.L.K.B. non-civil servants are also not yet professional. Non-civil servant P.L.K.B. compensation has not provided adequate guarantees when compared to the duties. So that a wiser policy is needed, namely, "Regulation or Regent's Decree Regarding: Guidelines for the Management, Duties, and Functions of Family Planning Field Officers (P.L.K.B.) for Non-civil servant Southeast Minahasa Regency, which in this policy includes rights and obligations, sanctions and rewards and others deemed necessary. Non-civil servant P.L.K.B. is an officer who implements, manages, and mobilizes the community in the Proud of program planning at the village level. Non-civil servant P.L.K.B. is very helpful in the lack of Family Planning Extension Workers (P.K.B.) in the field.

The purpose of this study was to describe the role of Family Planning and Vice builder Family Planning Villages in disseminating contraceptives in the village of the District Kebonagung Sukodono and constraints faced in the field. This study uses data source in the form of primary data and secondary data, data collection techniques by observation, interview and documentation.  While  the data analysis techniques used in this research is descriptive analysis with qualitative approach that includes: data collection, data reduction, data presentation and conclusion. The results indicate of this study that the role of PLKB and PPKBD have been performing their duties and functions in  accordance with the rules, but there are some employees that the power of a response is slow, zoning does not fit the rules due to the small number of officers, and their dual position. So that the delivery of information to the public to experience problems. At least the officer due to their employees who retired due to age and system of recruitment moratorium and that no return.

Government Regulation No. 53 of 2010 regarding the discipline of the Civil Servant loading obligations, prohibitions, and disciplinary action which could be taken to the Civil Servant who has been convicted of the offense, is intended to foster a Civil Servant who has committed an offense, the form of disciplinary punishment is mild, moderate, and weight. Disciplinary punishment for the Civil Servant under Government Regulation No. 53 of 2010 Concerning the Discipline of Civil Servants. The formulation of this journal issue contains about how the process of disciplinary punishment, and constraints and efforts to overcome the impact of the Civil Servant disciplinary punishment in Government of Demak regency. The approach used in this study is a sociological juridical approach or juridical empirical, that is an approach that examines secondary data first and then proceed to conduct research in the field of primary data normative. The process of giving disciplinary sanctions for State Civil Apparatus in Government of Demak regency begins with the examination conducted by the immediate supervisor referred to in the legislation governing the authority of appointment, transfer and dismissal of civil servants. The results showed that in general the process of sanctioning / disciplinary punishment of civil servants in the Government of Demak be said to be good and there have been compliance with the existing regulations / applied in Government Regulation No. 53 of 2010, although it encountered the competent authorities judge still apply tolerance against the employee, but also a positive impact among their deterrent good not to repeat the same offense or one level higher than before either the Civil Servant concerned or the other. Obstacles in carrying out disciplinary punishment in Government of Demak regency environment is still low awareness of employees to do and be disciplined in performing the tasks for instance delays incoming work, lack of regulatory discipline, lack of supervision system and any violations of employee discipline. There must be constraints to overcome need for cooperation with other stakeholders comprising Inspectorate, BKPP, and the immediate superior civil servants in this way can be mutually reinforcing mutual communication, consultation, coordination so that if later there is a problem in the future could be accounted for.Keywords: Delivery of Disciplinary Sanctions; Civil Servant; Government Regulation No. 53 of 2010.

Nungnung Waterfal is located in Pelaga Village, Petang District, Badung Regency. Nungnung Waterfal have several potentials that can be developed into a natural taourist attraction. It is the researchers wanted to know the potential of what is owned by NungnungWaterfall that can be developed into a tourist attraction. Types of data and data sources used are the data Qualitative, Quantitatif, primary data and secondary data. Collection data by Observasi, interviews, library, and using purpose sampling method, data analytic method using qualitative descriptive that applies the facts found in the field. Nungnung Waterfallhas the potential of natural and artificial potential that could be developed into a tourist attraction. Natural potential possessed NungnungWaterfallis landscapes, mountains, waterfalls, and forests. As for the potential of artificial owned by Nungnung Waterfallnamely supporting facilities including a gazebo for resting place for tourists and take pictures in the area of Nungnung Waterfall.

The purpose of this study is: 1) to find out and analyze how the implementation of employee performance appraisal at the Bina Mandiri Gorontalo Foundation; 2) to find out what factors are hampering the implementation of employee performance appraisal at the Bina Mandiri Gorontalo Foundation. This research uses a qualitative approach and the type of research used is descriptive qualitative. Data sources used are primary data sources and secondary data sources. Data collection techniques used are observation, interviews, and documentation. Data analysis techniques used: data collection, data reduction, data presentation, and concluding. The result of the research shows that the implementation of employee performance appraisal at the Bina Mandiri Gorontalo Foundation based on 7 (seven) performance evaluation indicators can be said to be not yet fully appropriate. Three categorized indicators are by performance appraisal, namely obedience, honesty, and cooperation. Meanwhile, the indicators of leadership, responsibility, and achievement are not appropriate because in the performance evaluation that indicators still less influential. And, the initiative is categorized as inappropriate because in the performance evaluation it does not become a benchmark in performance appraisal. The factors that hampered the implementation of performance appraisal at the Bina Mandiri Gorontalo Foundation were seen from seven factors. Based on the results of the research five factors hinder the performance evaluation, are lack of objectivity, halo effect, Leniency, Strictness, and Personal Prejudices. While the other two factors, i.e. Central Tendency and Recent Behavior Bias is inappropriate because these two factors did not hamper the implementation of performance appraisal at the Bina Mandiri Gorontalo Foundation.

<p>Abstract<br />This article aims to identify and analyze the implementation and obstacles encountered in the implementation of the Joint Regulation of the Five Minister Year 2011 on the Arrangement and Equitable Teacher Civil Movement. This article is included in empirical legal research. Law conceptualized as a manifestation of the symbolic meanings of social behavior as a result of social interaction, by taking research location in Magetan. The data collection is done with interviews and documentary techniques in order to obtain primary data and secondary data. Analysis of data using qualitative analysis inductive logic thinking. The results showed that the implementation of joint regulation to implement the Civil Servant teacher mutations gradually to meet the needs of more than 350 teachers in the suburban areas Magetan. According to the theory of Friedman’s legal system can be described, in the structure of the head of the education unit together with the head of the District Education Unit and the Department of Education to coordinate to determine the condition of the real distribution of teachers. With the cooperation is structured expected the distribution is going well and fairly to meet the needs of teachers, from the legal substance policy applied in order to meet the shortage of teachers needs that there is a mutation teacher Civil Servants gradually, as a component of legal culture, teachers must be willing to be placed in any educational unit. The problem is that teachers mutation makes it vulnerable for abuse of office, a lot of teachers who have received certification allowance, teachers who have been appointed as Civil Servants and has received certification allowance will strive to maintain its position on the workings of the educational unit.<br />Key Words: Policy; Mutation; Civil Servant Teacher.</p><p>Abstrak<br />Artikel ini bertujuan untuk mengetahui dan menganalisis implementasi dan kendala yang dihadapi dalam pelaksanaan Peraturan Bersama Lima Menteri Tahun 2011 tentang Penataan Dan Pemerataan Guru Pegawai Negeri Sipil. Artikel ini termasuk dalam penelitian hukum empiris. Hukum dikonsepkan sebagai manifestasi makna-makna simbolik perilaku sosial sebagai dampak dalam interaksi sosial, dengan mengambil lokasi penelitian di Kabupaten Magetan. Pengumpulan data dilakukan dengan teknik wawancara dan dokumenter guna mendapatkan data primer dan data <br />sekunder. Analisis datanya menggunakan analisis kualitatif dengan logika berpikir induktif. Hasil penelitian menunjukkan bahwa implementasi Peraturan Bersama dengan melaksanakan mutasi guru Pegawai Negeri Sipil secara bertahap guna memenuhi kebutuhan lebih dari 350 orang guru pada wilayah pinggiran Kabupaten Magetan. Menurut teori sistem hukum dari Friedman dapat dijelaskan, secara struktur kepala satuan pendidikan bersama kepala UPT Pendidikan Kecamatan dan Dinas Pendidikan melakukan koordinasi untuk mengetahui kondisi distribusi guru secara nyata. Dengan adanya kerjasama secara terstruktur diharapkan distribusi tersebut berjalan dengan baik dan adil untuk memenuhi kebutuhan guru, dari substansi hukum kebijakan yang diterapkan guna memenuhi kekurangan kebutuhan guru yang ada adalah dengan mutasi guru Pegawai Negeri Sipil secara bertahap, secara komponen budaya hukum, guru harus bersedia ditempatkan di satuan pendidikan manapun. Adapun kendalanya adalah mutasi guru membuat rentan terjadinya penyalahgunaan jabatan, banyak guru yang sudah mendapatkan tunjangan sertifikasi, guru yang sudah diangkat menjadi Pegawai Negeri Sipil dan sudah mendapat tunjangan sertifikasi akan berusaha untuk mempertahankan posisinya pada satuan pendidikan tempat bekerjanya.<br />Kata Kunci: Kebijakan; Mutasi; Guru Pegawai Negeri Sipil.</p>

The research aims to reveal, describe and analyze about the Form of Presentation of Silek Axe as a Culture of Community Tradition in Kanagarian Padang Laweh District Koto Tujuah Sijunjung Regency. This type of research is qualitative research with descriptive methods of analysis. The data type uses primary data and secondary data. The main instruments are the researchers themselves and are assisted with supporting instruments such as stationery and cameras. Data collection techniques are conducted by way of literature, observation, interview and documentation. The steps to analyze data are data collection, data reduction, data presentation, and conclusion drawing. The results of this study show that Silek Kapak is a tradition of Padang Laweh people. Silek Axe was performed by 2 players, which was displayed in the courtyard of Rumah Gadang during the day. The form of presentation of Silek Axe in Kanagarian Padang Laweh Sub-District Koto Tujuah Sijunjung Regency is representative. Elements of Silek Axe Presentation Form as follows: (1) opening greeting motion, amuak kapalo, amuak dado, pata tobu, klotiak and closing greetings. (2) Silek Axe floor pattern uses a straight line pattern or horizontal line. (3) Silek Axe's accompanying music consists of: talempong, drums, gongs. (4) the costume used by the player in Silek Axe taluak balango in black, black pants, asamping and deta. Abstract This article aims to reveal and describe the choreography of Piriang Bakencak dance at Sanggar Tuah Sakato in Kecamatan Pauh Kota Padang. This type of research is qualitative research using descriptive methods. This research instrument is self-research and assisted by supporting instruments such as stationery and cameras. Data types use primary data and secondary data. Data collection techniques are conducted by way of library studies, observations, interviews and documentation. The steps for analyzing data are data collection, data reduction, data presentation and withdrawal of conclusions. The results showed that Piriang Bakencak dance was a group-shaped creation that used the composition of the group, and was directed by a lift in the Koto Anau tradition. This Bakencak dish dance is a development of tradition with a choreography approach. In Piriang Bakencak dance There are elements of dance composition consisting of theme, motion, top design, floor design, dramatic design, music design, process, equipment and choreography group. It was concluded that Piriang Bakencak dance was directed by planning choreography by the fact. Because Piriang Bakencak dance in the start of an idea that is present from the tradition, and was directed in a form of a clear, then directed again with more new movements. Keywords:    choreography, Piriang Bakencak Dance, Sakato Classes Workshops Dance

This study discusses breaststroke. This type of research is descriptive qualitative. The informants in this study were 6 informants consisting of 5 students of class VII 4 and 1 informant of the sixth grade health care teacher 4 SMP Negeri 5 Kuta Selatan. Qualitative data with written words and data sources used in this study are primary and secondary data sources. Primary data sources used in this study are direct observation and calculation, secondary data used are interview data and questionnaires. Data collection techniques using triangulation are observation, interviews, and questionnaires. The analysis of the data used is the analysis of Miles and Huberman namely the analysis of interactive model data which is done through the steps of data collection, data reduction, data presentation, and conclusions concatenation. The results of this study indicate that students have sufficient ability to perform basic breaststroke movements with (good) categories. With a percentage of the results of observations as many as 18 students (60%) are in the good category and as many as 12 students (40%) are in the sufficient category. The results of the interview data are already maximal. Because a little inhibiting factor. The results of the questionnaire data showed as many as 18 students (60%) in the good category and as many as 12 students (40%) were in the sufficient category. From the three data, get the maximum data results with the category (good).   Keywords: Ability, Basic Motion, Chest Style Swimming.

This study aims to determine how the teacher's role in shaping the disciplinary character of the fifth-grade students of SDN 42 Ampenan. This research is motivated by the importance of shaping the character of discipline because currently there are many deviations that are far from noble character. This research uses descriptive qualitative research methods. Research location at SDN 42 Ampenan. Primary data sources are teachers and school principals, secondary data sources are the results of documentation. Data collection techniques using interviews and documentation. The data collected is in the form of words and pictures. Data analysis used the Miles, Humberman, and Saldana models, namely data collection, data condensation, data presentation, and data verification. The results showed that the form of the disciplinary character of students at SDN 42 Ampenan was time discipline, discipline in enforcing rules, discipline in attitude and discipline in worship, while the role of class V teachers in shaping the character of student discipline at SDN 42 Ampenan was the teacher as an educator, teacher, mentor, trainers, and evaluators. The results of this study are indicated by changes in attitudes and behavior of students in a better direction by reflecting the habit of obeying the rules in school.

This research aims to describe the effectiveness of the implementation of corporate social responsibility (CSR) programs in proverty alleviation in the village of pamalaa district of kolaka district in the field of program kemitraan dan bina lingkungan (PKBL). This researcher uses qualitative research methods in accordance with natural objects, the data collected consists of primary data and secondary data with data collection techniques namely observation, interview, documentation, documents, literature books and previous reseach. The data analysis techniques used are miles and huberman data analysis models, namely data collection, data reduction, data presentation, and conclusion withdrawal. Researchers used the theory presented by campbell J.P (1999) in smith (2016) abaout the implementation of the sposing policy. The result showed that the effectiveness of corporate social responsibility (CSR) programs PT Antam TBK in provety alleviation in the village of pomalaa district of kolaka district in the field of Program Kemitraan dan Bina Lingkungan (PKBL) when viewed from five indicators of strengthening in the effectiveness of the program it can be concluded that it cannot be said to be  effective, this is seen from three indicators, namely againts programs that are still not fulfilled.AbstrakPenelitian ini bertujuan untuk mendiskripsikan efektivitas dari pelaksanaan Program Corporate Social Responsibility (CSR) dalam Pengentasan Kemiskinan di Kelurahan Dawi-dawi Kecamatan Pomalaa Kabupaten Kolaka pada Bidang Program Kemitraan dan Bina Lingkungan (PKBL). Penelitian ini menggunakan metode penelitian kualitatif sesuai dengan objek alamiah, data yang dikumpulkan terdiri dari data primer dan data skunder dengan teknik pengumpulan data yaitu observasi, wawancara, dokumentasi, dokumen-dokumen, buku literatur serta penelitian terdahulu. Adapun teknik analisis data yang digunakan adalah model analisis data Miles dan Huberman yaitu pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Peneliti menggunakan pendekatan teori yang disampaikan Campbell J.P. (1999) dalam Smith (2016) tentang Implementasi Kebijakan Persampahan. Hasil penelitian menunjukkan bahwa Efektivitas dari Program Corporate Social Responsibility (CSR) PT. ANTAM Tbk dalam  Pengentasan Kemiskinan di Kelurahan Dawi-dawi Kecamatan Pomalaa Kabupaten Kolaka pada Bidang Program Kemitraan dan Bina Lingkungan (PKBL) jika dilihat dari lima indikator pengukuran dalam efektivitas program maka dapat disimpulkan bahwa belum bisa dikatakan efektif, hal ini dilihat dari tiga indikator yaitu indikator keberhasilan program, indikator keberhasilan sasaran dan indikator kepuasan terhadap program yang masih belum terpenuhi.
