The article presents the results of a sociological study of the attitude of senior citizens who are on inpatient care in residential institutions for the elderly and disabled to various types of services provided within the framework of medical and social support. To diagnose the problems of providing medical and social assistance to the elderly in the conditions of inpatient social service institutions, we conducted an author's sociological study, some of the results of which are presented in the work.

The article is devoted to the analysis of a sociological study conducted with the aim of studying technologies that contribute to improving the quality of life of people with disabilities living in stationary social service institutions The article discusses the quality of the services provided, the level of competence and benevolence of the staff of the Kursk boarding house for war and labor veterans; identifies the needs and opportunities of disabled people in the types of social rehabilitation. The ways to improve the quality of life of people with disabilities in a stationary institution of social services have been identified; trends in the development of life difficulties of disabled people; needs for types of assistance. The opinion of the surveyed citizens on the improvement of the health care system was investigated.

ABSTRACTThe theory of incrementalism is a long-standing and influential perspective on policy making and resource allocation in the public sector. Previous research on social services budgeting suggests that resources are allocated incrementally, although there has been some debate as to whether this would persist in an era of prolonged expenditure restraint. Incremental budgetary outcomes are operationalised as percentage changes in budgets pro-rata with percentage changes in the total budget, and as stable shares of total expenditure for each activity. Data for 99 English social service departments supports incrementalism in that budget shares change by only 1.8 per cent, but percentage allocations depart from pro-rata incrementalism by a mean of 74 per cent. The comparison of the two summary indices over time supports those who have argued that prolonged restraint would encourage non-incremental budgeting, but change in the agency's total budget does not consistently predict budgetary outcomes. The effect of restraint on incrementalism varies with the measure used and across the component activities of the measures, but there is enough evidence to suggest a significant decline in the level of incrementalism in social service departments. In particular, non-incremental budgeting is strongly associated with the growth of day centre expenditure on the mentally ill and the elderly before 1982–3, and after that with the pursuit of the ‘community care’ strategy within state provided services for the elderly and children. Incrementalism as a general theory of agency budgeting is limited in its ability to explain variations in the degree of incrementalism between agencies, between component budgets and over time. The conclusion suggests that further research should seek explanations for these variations in the varying balance of the competing forces which shape outcomes in welfare bureaucracies and in the relationship between these forces and the organisation's environment.

The paper reveals the essence and significance of digital socialization of older people, the importance of overcoming social exclusion by older citizens in terms of access to digital technologies. The purpose of the paper is to reveal the role of social service centers for the population, which act as agents of digital socialization of older people (based on the materials of a sociological study). The objects of the study were elderly people receiving social services in the Primorsky Center for Social Services of the Population, and senior citizens who were trained in computer literacy courses. The authors set the fol-lowing tasks: to determine elderly people’s interest in mastering computer literacy and how effective the “Internet ABC” program is. In addition, it was sup-posed to establish the importance of integrated cen-ters of social services for the population in ensuring computer literacy of pensioners. As a result of a sociological study, it was found that older people show a significant interest in modern information technologies. Computer courses organized on the basis of the center for social services help elderly people to get information about state and municipal services, work with the websites of the Pension Fund of the Russian Federation, the Social Insur-ance Fund, Public Services and Multifunctional Cen-ter.

Abstract In the twenty-first century, ageing of population, having become a global phenomenon, raised questions about the need to consider the social services of the elderly from an institutional perspective. Thus, the number of Russians over the age of 100 in 2018 exceeded 15.7 thousand people. In Moscow, as in the mega polis, in 2018 more than 3.4031 million people (27.2%) are older than working age. Different countries have their own characteristics of social service systems, models and policies, it depends to a large extent on the traditions of assistance, sources of financing, the space of responsibility assumed by the State, society, the family and the individual himself. New technologies to be applied for working with the elderly in Russia. Transition to the establishment of a system of long-term care at the level of multidisciplinary cooperation (reform of the residential care system; development of community based services, formation of Social Support Services for 75+, foster family for the elderly).Development of active longevityChanging the role repertoire of an older person (formation of new types of social roles previously characteristic of younger ages; changing of intergenerational link formats, etc.).The growing social responsibility of the State contributes to a more effective interaction between health and social care authorities, as well as a more active involvement of the NGO sector in addressing the problems of older persons.The increase in the number of older persons leads to the creation and active development of a silver economy that contributes to improving the well-being of people.Transfer of retraining and advanced training systems to the competent level according to professional standards (independent assessment of qualifications, personnel diagnostics, formation of individual trajectory of education, training of multiple disciplinary teams).

The article analyzes the current regulatory and legal framework for the organization of social services for the elderly and disabled in social service institutions on the territory of the Russian Federation. The article reflects the shortcomings of legal documents regarding the organization of work of such institutions to improve the quality and accessibility of social care for patients receiving social services in social service organizations. The assessment of staffing standards is given.

A pilot telecare system was trialled in Liverpool. It was used to support the provision of care to 21 of the city council's elderly and frail social services clients. A typical installation consisted of about 20 wireless, ambient sensors in the client's home. A home gateway device ran alerting algorithms designed to learn the normal patterns of user behaviour and to identify deviations from this in real-time. When deviations were detected, social service delivery teams were alerted to a possible cause for concern. The pilot service ran for about 30 months and included a period of examination by independent evaluators. The evaluation found that overall the people who used the service – both users and carers – were overwhelmingly pleased with it and viewed it as a great success.


The article reveals the relevance of the problem under study; relying on the previously developed research base, as well as analyzing the results of various companies in the field of personnel policy. The paper focuses on the fact that for the sustainable development and functioning of the organization, it is not enough to have a high level of training and skills, since the loyalty of staff is not always correlated with the intellectual abilities or skill level of the organization's employees. Loyal staff is highly reliable, responsible and dedicated to their organization. This, in turn, reduces the likelihood of personnel risks (malfeasance, petty theft, property damage, intentional accidents, etc.). The basic definition of staff loyalty is considered, as well as the essence of the main two approaches: foreign and domestic, which in turn are divided into separate approaches. In the process of reviewing domestic approaches, we paid attention to the following authors: K. Harsky, T. N. Chistyakova, and N. V. Mosienko. among foreign approaches, we focused on such authors as: Howard Becker and Lyman porter. Based on the analysis of these approaches, the author's definition of staff loyalty is given. We analyze groups of factors that contribute to the formation and increase of staff loyalty: organizational and personal. The article focuses on the study of factors of loyalty of social service personnel. In order to study and structure the factors of loyalty of social service personnel, the author conducted a sociological study, the object of which was employees of the Kharkiv city center of social services for children, families and youth "Trust". 10 employees of this organization were interviewed using a semi-structured interview method. The age of the respondents is from 26 to 58 years, among them: 2 men and 8 women. All respondents have higher education or several higher education institutions.

В статье представлены сведения о значительной численности лиц старше трудоспособного возраста, инвалидов и получателей социальных услуг в стационарной форме и о неблагоприятном прогнозе численности лиц старше 65 лет на 2024 и 2030 гг. в РФ. Это определяет необходимость правового регулирования вопросов их жизнеустройства с соблюдением прав человека и инвалидов на ведение самостоятельного образа жизни. Авторами представлен анализ федеральной и региональной правовой базы в части определения обстоятельств, при которых гражданин признается нуждающимся в социальном обслуживании, участия органов местного самоуправления и подведомственных организаций в оказании социальных услуг, осуществления социального сопровождения, внедрения стационарзамещающих технологий социального обслуживания. В статье рассматриваются тенденции и пути совершенствования правового регулирования социального обслуживания граждан пожилого возраста и инвалидов на дому в ракурсе внедрения стационарзамещающих элементов. The article presents information about a significant number of people older than working age, disabled people and recipients of social services in stationary form and about the unfavorable forecast of the number of people older than 65 years for 2024 and 2030 in the Russian Federation, which determines the need for legal regulation of their lifestyle issues with respect for human rights to lead an independent lifestyle. The authors present an analysis of the federal and regional legal framework in terms of determining the circumstances under which a citizen is recognized as needing social services, the participation of local self-government bodies and subordinate organizations in the provision of social services, the implementation of social support, the introduction of hospital-substituting social service technologies. The article discusses the trends and ways to improve the legal regulation of social services for elderly and disabled citizens at home from the perspective of the introduction of hospital-substituting elements.
