صكوك المضاربة ودورها في تمويل المشاريع الاقتصادية الفلسطينية

الملخــص: يهدف هذا البحث إلى التعرف على مفهوم صكوك المضاربة وتطبيقها في الاقتصاد الفلسطيني، بهدف حشد وتعبئة الموارد المالية اللازمة لغرض تمويل مختلف الاحتياجات التمويلية للمشاريع الاستثمارية في الاقتصاد الفلسطيني، وبناءً على أهداف البحث واستناداً إلى الإطار النظري، قد تُوصل إلى أهم النتائج التالية: حيث تعد صناعة الصكوك حديثة العهد عامةً، وفي فلسطين خاصةً، إذ نجد غياب الإطار القانوني والشرعي والتنظيمي للصكوك غياباً كاملاً، فضلاً عن افتقارها لمؤسسات البنية التحتية المساندة لها، ومحدودية نشر ثقافة الصكوك بين أفراد المجتمع، بالإضافة إلى قلة الموارد البشرية المؤهلة للعمل في هذه الصناعة، كما ثبت صلاحية استخدام صكوك المضاربة في تعبئة الموارد المالية اللازمة لتمويل مختلف المشاريع الاقتصادية، إذ تفتح باب المشاركة الشعبية أمام الناس للمساهمة في بناء اقتصادياتهم، وعليه يمكن الاستفادة منها في تمويل المشاريع الاستثمارية التي تساهم في تحقيق التنمية أو النمو في الاقتصاد الفلسطيني. Abstract This research aims to identify the concept of Sukuk Mudaraba, of speculation and implementing it in the Palestinian economy, in order to mobilize the necessary financial resources of various financing needs for investment projects in the Palestinian economy for the purpose of financing. Based on the research objectives and based on the theoretical framework, had reached found the following important results: where is the industry recent General Sukuk, and particularly in Palestine, as we find the absence of a legal and legitimate and regulatory framework of the Sukuk Mudaraba fully absence, as well as the lack of institutions, support it, and the limited spread the culture of Sukuk between members of the community, in addition to the lack of qualified human resources work in the industry, as proven the validity of the use of Sukuk in the necessary mobilization of financial resources to finance various economic projects. As it opens the door of popular participation for people to help build their economies, and it can be used to finance investment projects that contribute to the development or growth the Palestinian economy.

The essence and significance of public-private partnership (PPP) are disclosed, its forms and role as the key tool for solving important problems of balanced economic development are highlighted due to the involvement in the implementation of strategies of private operators. Defined forms of cooperation aimed at organizing interaction under the «business-government-community» scheme, the classification of PPP types is described, its forms and significance are analyzed in the system of providing of natural and technological and environmental safety on the basis of preventive safety. The promotion of the partnership mechanism in preserving and developing the ecological infrastructure is disclosed. The use of PPP as a mechanism for attracting investment projects to financial resources, redistributing risks and strengthening the responsibility of PPP parties for the implementation of investment projects is shown.

The problem in this research is the head of the school can manage all the components or resources that exist in the school environment with good so thatstudent achievement continues to rise in academic and non academic. The purpose of this study is: (1) Describe and analyze so that the head of school in implementing managerial competencies in SMP Islam Al Azhar 15 Cilacap. (2) Describe and analyze the response of the teachers and education personnel  of the competence of the managerial head of school in SMP Islam Al Azhar 15 Cilacap. (3) Describe and analyze the contraints of the head of school in implementing mangerial competencies in SMP Islam Al Azhar 15 Cilacap. The results of this study are: (1) The head of the SMP Islam Al Azhar 15 Cilacap has been making efforts to utilize existing resources in the school environment both from human resources, school facilities and infrastructure, financial resources of the school, and the advancement of technology in the field of information and communication, which includes 16 type of competence; (2) support of personal is realized by setting up the school adminstration well in order to improve the quality of education, as for the support of educators is realized with:  create lesson plans, implement learning process and assesment and evaluation; The head of SMP Islam Al Azhar 15 Cilacap get the constrains in implementing  managerial competencies, namely limitations in manging the school’s finances.

AbstractThis article analyzes the implementation of the Italian railway reforms, with a focus on the process of regionalization started in 1997. Indeed, this sector represents a relevant challenge for the Italian legacy in the field, traditionally regulated by the bureaucratic structure of the Italian Railways, under direct ministerial control since 1905. However, after 10 years of implementation, Regions seem to have not yet enough financial resources and administrative capacity to deal with this policy. In addition, the national incumbent (FS) initiated a successful lobbying campaign to restrict the market condition at regional level in order to protect its own domain. As a result, the regionalization process appears to be dominated by national actors and highly politicized dynamics which undermine the creation of a stable and accountable regulatory framework.

Many academics from Nepal do not involve in research activities. There are several factors hindering the involvement such as inadequate human resources and lack of financial resources. Despite limited human and financial resources, we believe it is still possible to attract many Nepali academics in health research. Although its share in Romania's Gross Domestic Product is relatively small (about 5%), agriculture is one of the important activities of the national economy, with direct implications on ensuring food security. Achieving an efficient modern agriculture represents a major strategic objective for Romania, imposed both by the need of ensuring food security and the role of this activity in supporting export. In this chapter it is analysed the evolution of Romanian agriculture in the context of sustainable development's objectives, through the resources available in this activity: land, technical means, human resources and financial resources. In doing so, we considered an analysis of the agricultural real estate, labour force, investments and loans used in agriculture on the period 2008 – 2014.

The chapter focuses on geospatial data infrastructure. The mass of data needed for public policy planning could come from various sources. The chapter discusses the participatory approaches for the realization of open and interoperable systems and presents the geospatial data infrastructure approach to address this issue: core data sets, standards, institutional and legal arrangements, technology and capacity building. The environment in which the system is designed impacts the technological solution: legal and institutional framework, compliance with standards, availability of human resources, sustainability in terms of financial resources. The chapter examines experiences at the international level to draw best practices for implementing national and thematic GDI.

OBJECTIVE Identify the direct cost of reprocessing double and single cotton-woven drapes of the surgical LAP package. METHOD A quantitative, exploratory and descriptive case study, performed at a teaching hospital. The direct cost of reprocessing cotton-woven surgical drapes was calculated by multiplying the time spent by professionals involved in reprocessing the unit with the direct cost of labor, adding to the cost of materials. The Brazilian currency (R$) originally used for the calculations was converted to US currency at the rate of US$0.42/R$. RESULTS The average total cost for surgical LAP package was US$9.72, with the predominance being in the cost of materials (US$8.70 or 89.65%). It is noteworthy that the average total cost of materials was mostly impacted by the cost of the cotton-woven drapes (US$7.99 or 91.90%). CONCLUSION The knowledge gained will subsidize discussions about replacing reusable cotton-woven surgical drapes for disposable ones, favoring arguments regarding the advantages and disadvantages of this possibility considering human resources, materials, as well as structural, environmental and financial resources.

Measuring Empowerment Subak Umabun As Agribusiness Board at VillageAngantaka Abiansemal Badung District Research efforts empowerment subak as agribusiness board aims to boost the economyand the welfare of farmers, so that the culture of agriculture demand and not abandonedby society, particularly Subak Umabun. This study aims to (1) identify the potentialSubak Umabun related to natural resources, human resources and financial resources,(2) To know the efforts made to empower the board to Subak Umabun agribusiness.This research was conducted at Subak Umabun, the number of respondents 75 peopleappointed by the formula slovin, data that is used structured interviews and in-depthinterviews.The results showed that the potential of Subak Umabun aspects of naturalresources, human resources and financial resources are classified with an average scoreof 3,19. Further empowerment undertaken by Subak Umabun are classified by score of3,21. And the last institution in agribusiness Subak Umabun high achievement score of3,68. Based on these results, it is recommended to the government through theDepartment of Agriculture, Plantation and Forestry Badung need to deepen the study ofthis kind, so that the programs formulated by the government not only in the form ofsocial assistance

Purpose This paper aims to define a set of anti-squandering guideposts to improve the sustainability and efficiency of allocating financial resources to investment projects. Design/methodology/approach A set of sustainable financing and anti-squandering measures are proposed for a better allocation of the bank’s financial resources. These measures were derived from the doctrine of “ethic economics”, humanitarian principles and Islamic teachings. Rastin banking provides a base to apply these measures. Findings A draft of the regulations for sustainable financing and anti-squandering measures was compiled for Rastin banking operations, which is briefly presented in this paper and can be used as a basis for the codification of the respective laws. Research limitations/implications Such kinds of regulations are novel and need to be deeply discussed in the first place. After adaptation, adjustment and performing the necessary modifications, the text of the law can be codified. Practical implications Banks through granting loans, credits and other financial facilities can affect the investment projects in such a way to prevent the extravagant consumption of financial resources in investment projects and consider the sustainable development guidelines. Social implications The proposed guideposts can be detailed and adopted in other countries, especially those that are inefficient in their banking and financial operations. Originality/value Wasteful allocation of financial resources leads to the wastage of resources and reduction of productivity and provides benefit neither for the people nor for the society. Hence, the present paper tries to practically solve the problem for financial operations.
