The government of South Africa adopted Local Economic Development (LED) as part of its development policy in its quest for an inclusive economic development and growth. LED is intended to create a conducive environment for an inclusive local economy. However, unemployment and poverty rates are high in local communities with some SMMEs struggling to secure funding. Although municipalities do not create jobs directly through LED, they should, however, ensure that strategies implemented talk to inclusive economic growth, particularly the mitigation of unemployment and poverty rates. The purpose of the paper is to investigate the efficacy of LED in South African municipalities. The paper aims to evaluate and analyse the impact of implementing LED in South Africa. The quantitative research approach was adopted, and questionnaires were utilised to collect primary data. The paper found that LED in South Africa produces desired results at a low rate in that only a small fraction of the participants agrees that the municipality facilitates funding for SMMEs; only a small fraction of the participants is of the view that LED units provide adequate infrastructure and create industries. Moreover, the paper found that only a fraction of the participants is able to create job opportunities. Consequently, the paper recommends that municipalities should facilitate SMMEs funding, provide adequate infrastructure, develop industries and design LED strategies that enhance job creation. The paper argues that effective measures of implementing LED will enhance LED impact rate and fast track the prospects of inclusive economic growth in South African municipalities.

Local economic development programs are primarily aimed at increasing employment and tax revenues. Data on these programs are collected through self-report surveys conducted by the International City Managers Association and others. This study evaluates predictors of accurate self-reporting. Using agency theory as a theoretical framework, the study measures the quantity of internal reporting components and the quality of financial reporting and evaluates how these are associated with accurate self-reporting. As a control, the condition of the local economy is also evaluated. The findings indicate a statistically significant relationship between the quality of financial reporting and the strength of a local economy with accurate self-reporting. Recommendations to improve research in this area are for the Government Finance Officers Association and the International City Managers Association to work together, with the former creating standards for reporting on local economic development programs and the latter aligning its survey with these standards.

The 21st century economy is knowledge-intensive, creative and flourishing in larger urban centres. Less is known about how smaller urban centres are faring in this new economy. This research aims to fill that gap by exploring whether mid-sized cities, in a designated growth area in Ontario, Canada, can leverage the knowledge economy and foster local economic development to help revitalize their ailing downtowns. Through a case study approach, this research looks at the role that coworking, or shared workspaces, can play in the local economy of mid-sized cities in Ontario. Recognizing the role that community-based actors play in urban affairs, this paper uses a local economic development framework to explore the role of coworking spaces in the urban economic fabric of mid-sized city downtowns. Survey responses and interviews, coupled with insights from global surveys on coworking and a literature review, begin to tell the story of how economic change is playing out in mid-sized cities, illustrating the importance of an innovative, collaborative and inclusive approaches to city building and local economic development.

Community-Based Tourism (CBT) is an approach to tourism presumed to achieve the sustainable development goals (SDGs), especially involved on SDG1-No Poverty and SDG11-Sustainable Cities and Communities. In rural communities, homestays are essential CBT component that have made many contributions to the local economy and quality of life. The Malaysia Homestay Programme (MHP) has received special attention from the government due to its potential to enhance local communities’ livelihoods and economic sustainability. This study assesses factors that measure the successful performance of communitybased tourism on the MHP. Homestay programmes are a form of community tourism, in which the host (operator) provides family-friendly stay facilities for rent to tourists, thus generating additional income for the family. Based on the previous studies, the homestay operators faced the following external challenges such as village landscape, inefficient networking, lack of cooperation and commitment from homestay operators, exploitation of external parties, as well as ineffective promotional and marketing activities. These challenges must be resolved effectively to sustain the MHPs forward momentum. Essentially, the experiences of hosts (homestay operators) in dealing with the above mentioned challenges should be sought and empirically documented for future policy-making activities by the development agencies and the society. The national economy is bound to progress with escalating arrivals of tourists if effective strategies are devised by the stakeholders in resolving the problems faced by the homestay operators. Prior studies have listed the critical factors that dictated the success or failure of CBT programmes from the stance of CBT managers and experts. Nonetheless, insights from the local community pertaining to the success of CBT have been largely ignored despite their significance. A case study approach was adopted in this research paper with a qualitative methodology. Data was collected from 17 key informants in 11 MHPs. A structured and in-depth interview was the primary data collection technique, used together with photos, note-taking, and sound recordings. From the interview analysis, 12 criteria were identified as most of the respondents had mentioned those criteria as success factors for MHPs. The findings also revealed 7 very important dimensions for MHP to receive high numbers of visitors which are: effective marketing and promotional strategies, maintained facilities and utilities, uniqueness and quality products/packages design, community engagement and support, collaboration and networking, leadership, and recognition, as well as previous awards. The new dimensions on homestay development identified in this study are recognition and previous awards, entrepreneurship and uniqueness of product and package design. The study outcomes signify that most of the respondents claimed that the MHP success is dictated by the quantity of tourists. This is because; the volume of tourists generates additional income to those involved in the MHP. However, there are other dimensions that should be weighed in by homestay operators to ensure that their homestays can succeed and survive for a longer period and can be contribute to SDG1 and SDG11.

With the rapid development of tourism, tourism revenue, as one of the important indicators to measure the development of the tourism economy, has high research value. The quasi-prediction of tourism revenue can drive the development of a series of related industries and accelerate the development of the domestic economy. When forecasting tourism income, it is necessary to examine the causal relationship between tourism income and local economic development. The traditional cointegration analysis method is to extract the promotion characteristics of tourism income to the local economy and construct a tourism income prediction model, but it cannot accurately describe the causal relationship between tourism income and local economic development and cannot accurately predict tourism income. We propose an optimized forecasting method of tourism revenue based on time series. This method first conducts a cointegration test on the time series data of the relationship between tourism income and local economic development, constructs a two-variable autoregressive model of tourism income and local economy, and uses the swarm intelligence method to test the causal relationship and the relationship between tourism income and local economic development, calculate the proportion of tourism industry, define the calculation result as the direct influence factor of tourism industry on the local economy, calculate the relevant effect of local tourism development and economic income, and construct tourism income optimization forecast model. The simulation results show that the model used can accurately predict tourism revenue.
