Community-Based Tourism (CBT) is an approach to tourism presumed to achieve the sustainable development goals (SDGs), especially involved on SDG1-No Poverty and SDG11-Sustainable Cities and Communities. In rural communities, homestays are essential CBT component that have made many contributions to the local economy and quality of life. The Malaysia Homestay Programme (MHP) has received special attention from the government due to its potential to enhance local communities’ livelihoods and economic sustainability. This study assesses factors that measure the successful performance of communitybased tourism on the MHP. Homestay programmes are a form of community tourism, in which the host (operator) provides family-friendly stay facilities for rent to tourists, thus generating additional income for the family. Based on the previous studies, the homestay operators faced the following external challenges such as village landscape, inefficient networking, lack of cooperation and commitment from homestay operators, exploitation of external parties, as well as ineffective promotional and marketing activities. These challenges must be resolved effectively to sustain the MHPs forward momentum. Essentially, the experiences of hosts (homestay operators) in dealing with the above mentioned challenges should be sought and empirically documented for future policy-making activities by the development agencies and the society. The national economy is bound to progress with escalating arrivals of tourists if effective strategies are devised by the stakeholders in resolving the problems faced by the homestay operators. Prior studies have listed the critical factors that dictated the success or failure of CBT programmes from the stance of CBT managers and experts. Nonetheless, insights from the local community pertaining to the success of CBT have been largely ignored despite their significance. A case study approach was adopted in this research paper with a qualitative methodology. Data was collected from 17 key informants in 11 MHPs. A structured and in-depth interview was the primary data collection technique, used together with photos, note-taking, and sound recordings. From the interview analysis, 12 criteria were identified as most of the respondents had mentioned those criteria as success factors for MHPs. The findings also revealed 7 very important dimensions for MHP to receive high numbers of visitors which are: effective marketing and promotional strategies, maintained facilities and utilities, uniqueness and quality products/packages design, community engagement and support, collaboration and networking, leadership, and recognition, as well as previous awards. The new dimensions on homestay development identified in this study are recognition and previous awards, entrepreneurship and uniqueness of product and package design. The study outcomes signify that most of the respondents claimed that the MHP success is dictated by the quantity of tourists. This is because; the volume of tourists generates additional income to those involved in the MHP. However, there are other dimensions that should be weighed in by homestay operators to ensure that their homestays can succeed and survive for a longer period and can be contribute to SDG1 and SDG11.

To extend the involvement of the local community in CBT, homestay tourism is a form of operation unit and its concept aims to facilitate individual household social-cultural and economic benefit from CBT directly. Although homestays are widely regarded as providing better livelihoods directly to the homestay operators, it is not clear to what extent homestay operations actually contribute to the sustainable livelihood of homestay operators when considering the wider livelihood implications. This research seeks to explore this gap by analysing homestay operators through the lens of Sustainable Livelihood theory (Scoones, 1998). This research adopts a post-positivist paradigm with qualitative methodology. Taking a case study approach, semi-structured interviews and observations were employed to collect primary data from community leaders, heads and deputy heads of the tourist guides, and homestay operators themselves.  Results of the study found that although homestay tourism was initially established by the government. The study also found the main characteristics of the homestay operation are in a small size with a limitation of bedrooms, and a few family members involved in hosting tourists, which are husband, wife, and an adult child. All of these people are unpaid labour but receive benefits from the sharing of food and shelter. The study also uncovered that cash-based income, gender empowerment enhancement, and environmental enhancement were the positive impacts of homestay tourism on the livelihoods of the homestay operators, and these positive livelihood outcomes were in line with the original sustainable livelihood framework. In addition, cultural revitalisation was found as an emerged indicator of the sustainable livelihood outcomes, which was used to extend the revised framework. However, the study discovered that opportunity costs, culture shock, and conflict with villagers were negative implications affecting sustainable livelihood outcomes of the homestay operators. The revised Sustainable Livelihood Framework (SLF) suggests that if these negative implications are mitigated, the overall livelihood outcomes will be even greater. The results of this study are expected to provide a deeper understanding of how the impacts of homestay tourism on the sustainable livelihood of the homestay operators.</p>

Religious Tourism Development of Gus Dur Sanctuary in Jombang Regency: Community Based Tourism Approach Community based tourism is the concept of tourism development by involving the people or community in its activities and management. This study aims to determine priority factors that may affect community based tourism and development strategy of Gus Dur sanctuary religious tourism in Jombang Regency. The analytical method used in this case is Analytical Hierarchy Process (AHP) and Strengths, Weaknesses, Opportunities, Threats (SWOT) analysis. Based on the results of AHP analysis, it was found that the activity of the organization or society groups (0.382), increased cooperation government and society (0.269), the addition of facilities and infrastructure (0.182), and manufacture of regulation (0.167), factor activity of organizations/communities are considered most important in determining the priority development of religious tourism of Gus Dur sanctuary. The results SWOT analysis obtained, six development strategies, namely to involve the local community in tourism development and empowerment activities, to facilitate the development of business/industry through microcredits that can support people’s economy, to optimize the role of the government to increase the planned development targets, to facilitate development of home business/industry through courses and training institutions, improve cooperation with private sector to support tourism development, and improve cooperation between community and government or private sector in developing local economy.

AbstractThis study is motivated by a phenomenon of the low level of welfare and the economy of the Indonesian people. The concept of Local Economic Development (LED) by utilizing local institutions in developing the economy can be one solution. This study aims to find out the role of the Jogokariyan Mosque institutions in efforts to develop the local economy. Yogyakarta Jogokariyan Mosque is one example of successful mosque institutions in efforts to encourage local economic development by looking at the effects of change and the many achievements. The type of this study is qualitative research, with a case study approach. The results show that there are four roles played by the Jogokariyan Mosque institutions in local economic development efforts, namely expansion of opportunities for small communities in employment and business opportunities, expansion for the community to increase income, empowerment of micro business institutions in the production and marketing process and institutional empowerment of partnership network between the government, private sector entity and local community. This study shows that the existence of mosques in Indonesia is very strategic and has the potential to overcome public problems, especially economic problems in local communities.AbstrakPenelitian ini dilatarbelakangi oleh fenomena rendahnya tingkat kesejahteraan dan perekonomian bangsa Indonesia. Konsep Pembangunan Ekonomi Lokal (PEL) dengan pemanfaatan institusi lokal dalam pembangunan ekonomi dapat menjadi salah satu solusi atas permasalahan tersebut. Penelitian ini bertujuan untuk menganalisis peran Masjid Jogokariyan Yogyakarta terhadap pembangunan ekonomi lokal. Masjid Jogokariyan Yogyakarta merupakan salah satu contoh insitusi masjid yang berhasil mendorong pembangunan ekonomi lokal terbukti dengan dampak perubahan dan banyaknya prestasi yang diperoleh oleh Masjid Jogokariyan Yogyakarta. Penelitian ini menggunakan metode penelitian kualitatif, dengan pendekatan studi kasus. Hasil penelitian menemukan bahwa terdapat empat dampak atas peranan yang dilakukan oleh institusi Masjid Jogokariyan dalam upaya pembangunan ekonomi lokal yaitu perluasan kesempatan bagi masyarakat kecil dalam kesempatan kerja dan usaha, perluasan bagi masyarakat untuk meningkatkan pendapatan, keberdayaan lembaga usaha mikro dalam proses produksi dan pemasaran dan keberdayaan lembaga jaringan kerja kemitraan antara pemerintah, entitas swasta, dan masyarakat lokal. Penelitian ini membuktikan bahwa keberadaan masjid sangat strategis dan potensial untuk mengatasi permasalahan publik khususnya masalah ekonomi di masyarakat lokal.

This research is based on the phenomenon of the low development of the tourism sector which occurred in the regions coastal villages in improving the economy. Therefore this study was conducted to determine the cause of less empowered coastal tourism is possible when tourism can boost the economy of thecoastal village communities. The government has already issued a public policy related to coastal tourism is, however, implementation is not yet optimal.By using qualitative and phenomenological approach obtained findings about this have not empowered the coastal tourism. Cause that occur among people less able to capture the business opportunities to manage local community-based tourism. Lack of empowerment clear from government and maximum promotion of the tourism sector. SDA has not been optimally empowered coastal areas by village communities of the coast and the lack of infrastructure village infrastructure. It is expected the participation kongret government in the handling of this tourism to economic empowerment of rural communities along the coast. One solution that can be taken is the revamping of public policy related to the development of coastal villages. Besides the completion of program installation of paving and street lighting is also a priority program. Development and empowerment of communities in the management of this tourism immediately, so that their economy soon increase. Another thing that can be done by the governmentis the optimization of religious tourism and beach tourism exist to promote road.

Five aspects in the development have been observed namely transportation, accommodation, food and beverage facilities, tourist attraction, souvenir. This study use qualitative study approach. The data used are primary and secondary data collected in several ways including observation, interviews, documentation and literature. This study focusing on identify potency of Ciseeng village, business opportunity and employment and marketing strategy to enhance local economy. Result show that there is open wide opportunity for Ciseeng village to enhance local economy through rural tourism, operated and managed by community. Motivation and commitment to learn and to grow are needed in this community. This study was conducted with the aim of giving input and encouraging creativity to the local community, the Government of Bogor Regency, the Tourism Local Community Leader to enhance local economy.

The desire of the community to obtain the entertainment and also getting new knowledge is a great opportunity for the development of educational tourism villages. This opportunity occurs because of the saturation in education development in the room. However, in the development of tourism villages we must give attention to the aspects of social life, culture, and livelihoods of rural communities. The purpose of the research is to find out the strategies for the development of educational villages based on the potential of tourism products. This study uses qualitative methods with a case study approach. The process of collecting data used is interviews, observation, F G D, and literature. Descriptive data analysis techniques with stages of data reduction, data presentation, and conclusion. Test Validity and reliability through the source triangulation process. Informants in this study were the government (3 people), community leaders and religion (5 people), and village tourism managers (5 people). The number of respondents is 13 people. The results of the study show that the development model of educational tourism villages in Cibodas Village has six strategies, namely (a) increasing active community participation in the development of tourism villages (b) the development of distinctive tourism villages based on the natural, social and cultural potential of the local community; (c) capacity building of community institutions as tourism village management institutions (d) development of tourism promotion media; (e) improvement of human resources through structured and organized education and training programs; (f) mentoring carried out in a structured manner from the relevant institution / agency.

Penglipuran Tourism Village feels the negative impact of the Covid-19 pandemic on its tourism activities. Before the pandemic, the rapid tourism activity in Penglipuran Tourism Village made many rural communities dependent on the tourism sector. However, due to the prolonged pandemic, many people have to change professions to be able to survive and the economy can not run properly. Therefore, this study aims to analyze the economic resilience of the local community of Penglipuran Tourism Village in the midst of the Covid-19 pandemic. This study uses quantitative and qualitative methods (Mix Method). The study showed that the economic condition of the Penglipuran Tourism Village Community experienced a decline in the midst of the Covid-19 Pandemic, this was influenced by several things, namely the decline in tourism activities in the village due to restrictions on activities and government policies, livelihood sources that changed for the worse and a decrease in income and public spending. The Economic Resilience of the Penglipuran Tourism Village Community is carried out in tourism activities by implementing the CHSE health protocol, village promotion, and village planning through improvements and additions to facilities and infrastructure support livelihood resilience efforts are carried out by digitizing products with online promotions, as well as the existence of delivery services that benefit buyers, the role of the government in resilience is to provide direct cash assistance to the community.

Village community-based nature tourism is currently getting a lot of public attention. The government through its empowerment program also provides support to village communities when developing natural tourism in their area. The effectiveness of this empowerment program will later be able to improve the economy of rural communities sustainably. As is done in Coban Putri nature tourism, Tlekung Village, Junrejo District, Batu City. This research is qualitative, using a descriptive approach.While the sampling technique used is the purposive sampling technique, where informants are determined based on their role related to the development of natural tourism in Coban Putri. The purpose of this study was to determine how influential the Coban Putri natural tourism area is on the improvement of the economy of the Tlekung Village community after developing tourist attractions. The results obtained from this study indicate that the Coban Putri natural tourism area has sufficient influence on the economy of the Tlekung Village community, especially after development, so it is important for the government and the community to participate in developing Coban Putri natural tourism through empowerment programs so that it always has more appeal for tourists who visit.

Humans as caliphs in the world must preserve the environment because human survival is very dependent on the environment. In encouraging the preservation of the environment, the community must live up to the values of wisdom that support the maintenance and preservation of the environment. However, in the digital age, this has led to a shift in cultural values of local wisdom. These values are increasingly fading because media exposure is increasingly dominating all human life. As experienced by the community in Cimanggu Village, Ngamprah District, West Bandung. They recognize that there are changes and shifts in cultural values. The focus of this research is to look at the cultural values  of local wisdom that exist in the village and how the meaning of the shift in cultural values  of local wisdom by the media for the local community. This research is qualitative research with a phenomenological study approach. Data collection techniques using observation, in-depth interviews, and documentation studies. The results of the study revealed that the cultural values  of local wisdom in the Cimanggu village were (1) Ngahiras, (2) Nyalin, (3) Tarawangsa, (4) Palak Science, (5) Palakiah, and (6) Kotok Jewer. The meaning of shifting the cultural values of local wisdom by the media for the local community includes: (1) Village communities perceive technological media as making rural communities more consumptive, (2) creating a shift in the professional direction of rice farmers into vegetable growers, and (3) Media exposure has a positive side as well as the negative side.
