Emergency preparedness of veterans and nonveterans

This study examined statistical differences in levels of disaster preparedness between former members of the US Armed Forces (veterans) and civilians (nonveterans). It was hypothesized that veterans would exhibit a higher degree of disaster preparedness as compared to their nonveteran counterparts as a consequence of their training and life experience. Furthermore, if this were proven to be valid, the finding would identify this cohort as an ideal target audience for emergency and disaster preparedness education efforts. A four-page survey consisting principally of closed-ended questions about emergency preparedness was written to measure these differences. Most of the questions required respondents to rank their answers according to a five-step Likert Scale. The survey could be completed either in hard copy or online from September 2014 to January 2015. Ultimately, 113 surveys were returned for evaluation. Of those respondents, 62 were veterans and 51 were nonveterans. The responses were analyzed using one-way analysis of variance tests for statistical significance using the 95 percent confidence standard for each tested value. The results support that veterans are more prepared for domestic emergencies than nonveterans. In addition, veterans were more willing to provide leadership and direction to others in an effort to assist emergency managers in responding to domestic disasters. It is for these reasons that emergency managers should consider targeting veterans for disaster preparedness training to help ensure effective and efficient responses to emergencies.

Pharmacists, and pharmacy students, normally have a limited exposure to the principles and structures of emergency management necessary to help coordinate effective and rapid responses. However, pharmacists’ work in disaster preparedness has taken many focuses. Community pharmacists develop emergency preparedness manuals, organize health-system pharmacy teams to respond to terrorism attacks, and identify essential actions for effective emergency response. This chapter focuses on the US health care system and emergency preparedness within its borders, starting with basic terminology and concepts and then moving onto the key components of U.S. National Response Frameworks and the role of pharmacists in the Frameworks and larger emergency preparedness and planning efforts.

Abstract Communities have a vital role to play in managing the risks associated with natural disasters. As such, their strengths, weaknesses, and priority concerns must be factored into policy decisions to ensure local recovery efforts reflect community needs. Regular engagement with community members provides opportunities for emergency managers and first responders to tap into a reservoir of local knowledge to build a shared understanding of how to foster local preparedness and help communities reduce the impact of a disaster. Not all communities are alike; needs can differ for a variety of reasons and can help determine the best ways to galvanize an appropriate response. The methods of engagement should also be tailored to ensure communities are willing and able to participate in the types of interactions emergency managers wish to initiate. In this paper, we used a mixed method approach to examine several different community engagement and data collection strategies conducted, observed or examined by our research team during six months of post-Hurricane Maria recovery efforts in Puerto Rico from February to July 2018. The aim of this study is to assess whether different outreach approaches used illuminated different perceptions about disaster preparedness and recovery and to identify what works and what does not work when engaging communities in emergency preparedness and recovery activities.

Abstract Emergency preparations are particularly important for older persons as age-related vulnerabilities increase risk of morbidity and mortality associated with disasters. The novel COVID-19 virus combined with the ongoing efforts of the Health and Retirement Study (HRS) has provided researchers with the opportunity to examine how emergency preparedness was related to responses to the COVID-19 disaster approximately 10years later. The data for this study were generated from participants in the HRS.. This study only examined data from participants in both the disaster preparedness sub-sample of 2010 and COVID-19 sub-sample in 2020 resulting in data from 249 participants. In 2020, participants were asked how concerned they were about COVID-19 and whether or not they had been tested for the virus. This study found that disaster preparations in 2010 predicted lower levels of concern about COVID-19 in 2020. The differences in the means for all items, however, was not large enough to reach statistical significance with one exception, participating in an educational program about disaster preparedness (Wilcoxon-Z = -1.88, p < .05). Disaster preparations were associated with an increased likelihood of getting tested for COVID-19 for four of the six items. Statistical significance, however, was only achieved for a single item. Participants who had supplies for a three-day emergency in 2010 had higher rates of getting tested in 2020 (24.84%) as compared to those who did not have supplies for a three-day emergency (14.13%; χ2 = 4.03, p < .05). If accepted for presentation, implications for an array of audiences will be developed.

In this paper we investigate how well residents of the Andaman coast in Phang Nga province, Thailand, are prepared for earthquakes and tsunami. It is hypothesized that formal education can promote disaster preparedness because education enhances individual cognitive and learning skills, as well as access to information. A survey was conducted of 557 households in the areas that received tsunami warnings following the Indian Ocean earthquakes on 11 April 2012. Interviews were carried out during the period of numerous aftershocks, which put residents in the region on high alert. The respondents were asked what emergency preparedness measures they had taken following the 11 April earthquakes. Using the partial proportional odds model, the paper investigates determinants of personal disaster preparedness measured as the number of preparedness actions taken. Controlling for village effects, we find that formal education, measured at the individual, household, and community levels, has a positive relationship with taking preparedness measures. For the survey group without past disaster experience, the education level of household members is positively related to disaster preparedness. The findings also show that disaster related training is most effective for individuals with high educational attainment. Furthermore, living in a community with a higher proportion of women who have at least a secondary education increases the likelihood of disaster preparedness. In conclusion, we found that formal education can increase disaster preparedness and reduce vulnerability to natural hazards.

Abstract Schools have a significant role in disaster education to children. This study investigates the research works about school-based education programs in order to discover challenges and best practices. We conducted a systematic review of English language papers published in peer-review journals. The search identified 2577 publications and 61 articles meeting selection criteria and included in the review. Reviewed studies indicated that disaster education in schools is effective but yet insufficient in many countries. Lack of equipment, financial resources, policy gaps, and teachers’ knowledge are common problems in programs. Main outcomes of this systematic review are showing methods used for health emergency preparedness of children of different ages and gender differences in school-based disaster preparedness, as well as the difference in their lifesaving skills in disasters. This study shows that some disaster education programs reported in the papers reviewed were not high-quality enough, which may lead to insufficient preparedness of children in disasters and consequently may put their health at risk, considering the increasing number of natural hazards.

AbstractPurpose. The aim of the study was to determine differences in anteroposterior spine curvatures between futsal players, soccer players, and non-training students. The results may contribute to the development of present-day knowledge of posturometry, and its implementation in training can help reduce the risk of body posture disorders in athletes. Methods. The examined group consisted of 48 athletes and 38 non-training college students. Body posture parameters were measured with the use of Posturometr-S. The normality of distribution was checked with the Shapiro-Wilk test, and the differences between the groups were measured with ANOVA and the Bonferroni post-hoc test. The level of statistical significance was set at p < 0.05. Results. The analysis of angle values revealed the widest and most similar measurements in the group of futsal players and soccer players. The analysis of variance proved statistically significant differences between the soccer players and futsal players (p = 0.003). The difference between the soccer players and non-training students was statistically significant. The highest γ angular value was measured in non-training students, followed by futsal players and soccer players. The statistical analysis revealed significant differences between the non-training students and futsal players, as well as non-training students and soccer players (p < 0.001). Conclusions. A complex assessment of athletes’ body posture is crucial in injury prevention. Training overloads may often lead to disorders of the organ of locomotion and affect the correct body posture in athletes. This, in turn, may result in pains and injuries.

Background and AimDisaster and MCI events are occurrences that healthcare institutions must be prepared to respond to at all times. The events of September 11 2001 have rekindled our attention to this aspect of preparedness amongst our healthcare institutions. In Singapore, the SARS experience in 2003 and the recent H1N1 outbreak have thrust emergency preparedness further into the limelight. While priorities had been re-calibrated, we feel that we still lack far behind in our level of preparedness. This study is conducted to understand the perception of our healthcare workers towards their individual and the institution preparedness towards a disaster incident.MethodA questionnaire survey was done for this study for the doctors, nurses and allied health workers in our hospital. Questions measuring perception of disaster preparedness for themselves, their colleagues and that of the institution were asked. This was done using a 5-point likert scale.ResultsThe study was conducted over a 2-month period from 1st August 2010 till 30th September 2010. 1534 healthcare workers participated in the study. 75.3% felt that the institution is ready to respond to a disaster incident; but only 36.4% felt that they were ready. 12.6% had previous experience in disaster response. They were more likely to be ready to respond to future incidents (p = 0.00). Factors that influenced perception of readiness included leadership (p = 0.00), disaster drills (p = 0.02), access to disaster plans (p = 0.04), family support. 80.7% were willing to participate in future disaster incident response training. 74.5% felt that being able to respond to a disaster incident constitute part of their professional competency. However, only 31% of the respondents agreed that disaster response training was readily available and only 27.8% knew where to go to look for these training opportunities.ConclusionThere is an urgent need to train the healthcare workers to enhance their capability to respond to a disaster incident. While they have confidence in the institutions capability they were not sure of their own capability. Training opportunities should be made more accessible. We should also do more to harvest the family support that these worker value in order for them to be able to perform their roles in a disaster incident.

The development of the PRC’s armed forces included three phases when their modernization was carried out through an active introduction of foreign weapons and technologies. The first and the last of these phases (from 1949 to 1961, and from 1992 till present) received wide attention in both Chinese and Western academic literature, whereas the second one — from 1978 to 1989 —when the PRC actively purchased weapons and technologies from the Western countries remains somewhat understudied. This paper is intended to partially fill this gap. The author examines the logic of the military-technical cooperation between the PRC and the United States in the context of complex interactions within the United States — the USSR — China strategic triangle in the last years of the Cold War. The first section covers early contacts between the PRC and the United States in the security field — from the visit of R. Nixon to China till the inauguration of R. Reagan. The author shows that during this period Washington clearly subordinated the US-Chinese cooperation to the development of the US-Soviet relations out of fear to damage the fragile process of detente. The second section focuses on the evolution of the R. Reagan administration’s approaches regarding arms sales to China in the context of a new round of the Cold War. The Soviet factor significantly influenced the development of the US-Chinese military-technical cooperation during that period, which for both parties acquired not only practical, but, most importantly, political importance. It was their mutual desire to undermine strategic positions of the USSR that allowed these two countries to overcome successfully tensions over the US arms sales to Taiwan. However, this dependence of the US-China military-technical cooperation on the Soviet factor had its downside. As the third section shows, with the Soviet threat fading away, the main incentives for the military-technical cooperation between the PRC and the United States also disappeared. As a result, after the Tiananmen Square protests, this cooperation completely ceased. Thus, the author concludes that the US arms sales to China from the very beginning were conditioned by the dynamics of the Soviet-American relations and Beijing’s willingness to play an active role in the policy of containment. In that regard, the very fact of the US arms sales to China was more important than its practical effect, i.e. this cooperation was of political nature, rather than military one.

Abstract Objectives: The aim of this study was to assess the knowledge and practices related to disaster preparedness among pet owners in North Portugal. The present research provides an evaluation of differences among pet owners regarding preparedness in the event of disasters. Methods: A cross-sectional study was conducted among a convenience sample of 155 pet owners between September and November 2018. Subjects were interviewed using a structured questionnaire with items addressing sociodemographic characteristics and questions related to owners’ emergency preparedness and practices. Results: In this study, 53.5% of the respondents thought about the possibility of a disaster. Only 21.3% of respondents reported having knowledge on the existence of a disaster kit for pets in case of an emergency. The majority (94.8%) of respondents said they were not aware of the preparedness county-level organization plans. Knowledge and preparedness were found to be significantly higher among dog owners compared with owners of other pet species. Conclusions: The results suggest that Portuguese pet owners have inadequate knowledge on how to prepare for inclusion of their pets in a disaster.
