Abstract title Abstract title The establishment of social employment (SE) and the employment of disabled people in the Netherlands has been the subject of debate for several decades. There are calls for more participation of people with disabilities into the regular labour market. The fundamental question in this debate is whether a far-reaching integration of people with disabilities into the mainstream labour market is possible and desirable and to what extent sheltered workshops will function in the future.This article analyses on the basis of a literature review, document analysis and interviews with 20 field experts, how social employment can be organized. To streamline the variety of these perception, we present three scenarios for the future: 1) a scenario where sheltered workshops act as intermediaries between employers, communities and employees, 2) a scenario where the social services have a central role in an integrated approach to different regulations and 3) a scenario, following the American model, where the employment of disabled people is left entirely to the market. The use of the system’s theory supports the provision of an overview in the differences and similarities between the three scenarios.

Zusammenfassung Werkstätten für Menschen mit Behinderungen (WfbM) sind im Zuge der Reformen durch die UN-Behindertenrechtskonvention (UN-BRK) und das Bundesteilhabegesetz (BTHG) zunehmend dazu aufgefordert, den Übergang ihrer Beschäftigten in Arbeitsverhältnisse auf dem allgemeinen Arbeitsmarkt zu fördern. Viele Werkstätten in Deutschland kooperieren bei dieser Aufgabe mit ­Integrationsfachdiensten (IFD). Dieser Artikel stellt die Ergebnisse einer qualitativen Studie zur Zusammenarbeit zwischen WfbM und IFD bei der Übergangsgestaltung dar. Durch Expert*inneninterviews mit Mitarbeitenden aus beiden Einrichtungen konnten der prototypische Übergangsprozess dargestellt und Einflussfaktoren herausgearbeitet werden. Dabei wurde ein Zusammenwirken von Faktoren aus drei Einflussbereichen identifiziert: Zum einen wirken sich Aspekte der Organisationsstruktur, wie beispielsweise Zielkonflikte und Kommunikationsstrukturen auf die Übergangsgestaltung aus. Zweitens haben die Interaktionen zwischen den verschiedenen Beteiligten und die Beziehungsgestaltung zu den Beschäftigten einen Einfluss. Drittens konnten Einflussfaktoren in der Organisationsumwelt identifiziert werden, beispielsweise sozialpolitische und gesetzgeberische Förderbedingungen und die Einstellungsbereitschaft von Arbeitgebern. Abstract: Transitions from Sheltered Workshops to the Open Labour Market Since the reforms of the UN-CRPD and the ‘Bundesteilhabegesetz’ demand the establishment of an inclusive labour market, sheltered workshops for people with disabilities in Germany are increasingly confronted with the request to actively support their employees’ transitions to the open labour market. To fulfill this requirement, many sheltered workshops cooperate with integrational services, which are specialized in creating regular employment for people with disabilities. This article presents the findings of a qualitative study on the subject of cooperation between sheltered workshops and integrational services in order to promote their employees’ transitions to the open labour market. Through expert interviews with professionals of both institutions, the prototypical transition process was reconstructed. Additionally, three interacting areas of influence were identified: Firstly, aspects of the organizational structure influence transition processes, e. g. conflicting aims or communication structures. Secondly, interactions between the involved persons and the relationship between clients and professionals have an impact. Environmental factors, like sociopolitical and legislative conditions and the willingness of employers to employ former workshop employees could be identified as a third influencing area.

This paper concentrates on the area of special educational support provided to individuals living in homes for people with disabilities in the Czech Republic and presents partial research results illustrating the state of the provision of speech therapy to users of social services facilities falling under the jurisdiction of the Ministry of Labour and Social Affairs. The subject of the research is an analysis of support for the development of the communication skills of pupils living in social services facilities. The partial results of the research outline the approaches employed by the managerial staff of the given facilities in implementing special educational procedures, describe forms of speech therapy provision in homes for people with disabilities, and compare the attitudes of teachers and social services staff to the development of communication with the importance attributed to it by speech therapists and demonstrated by the case studies performed.

According to statistic reports the number of disabled people in the world is still increasing. Nowadays it’s estimated that one for six citizens in European Union is disabled. New laws are established to improve the social attitude towards the sick and the disabled. The perception of people with disabilities is widely dominated by their limitations that often take priority. Completely different social attitudes concern artists. They are admired. The aim of the paper is to discuss the extent to which the disabled people can contribute to the culture and to reflect on the importance of art for the rehabilitation process as well as for the social integration of artists with disabilities. The conclusion that it implies is, that the art for ages well serves the integration and rehabilitation cause.

The subject of this article was the issues related to the protection of the rights of citizens in the field of compulsory social insurance in the conditions of digitalization. It is shown that in order to ensure effective and safe conditions for the use of digital technologies, it is necessary to include universal basic approaches in the legal regulation. Specific examples of how the tasks of digitalization of social services in the field of social security are currently actively implemented by the social insurance Fund of the Russian Federation are given. Since 2014, among many reforms, decentralization has been instrumental in creating transparent, open and effective local governance that will ensure the quality and accessibility of services in all spheres of community life, including the social sphere (quality social services) in Ukraine As for the development of the social services system in the context of the transition period of decentralization, there are priorities in this way, regarding the complexity of the provision of social services, their accessibility, targeting and effectiveness, as well as increasing attention to each person (client). Such priorities are possible provided there is an integrated approach to community-based social services. The article explores the issues of social sphere in Ukraine. The focus is on the substance and importance of the concept of decentralization for the social sphere. The legal analys is of the application of decentralization instruments in the social sphere in the neigh boring country – the Republic of Poland – is carried out. The main directions of the implementation of the social policy of the Republic of Poland are described in order to meet their requirements of decentralization. The necessity to introduce decentralization tools for the Republic of Poland for the effective functioning of the social sphere is confirmed. The main problems of centralized management of social sphere in Ukraine are analyzed. Conclusions are made as to the expediency of using decentralization tools in the contemporary social sphere of Ukraine. The Social Welfare Issuer (PMKS) is a person or family who, because of an obstacle, difficulty or disruption, can not carry out their social functions and therefore can not establish a harmonious and creative relationship with their environment so that they can not fulfill their (physical, spiritual and social) needs adequate and reasonable (Thamrin, Masril & Sembiring, 2016). This research has a point to find out how an illustration the depth to live happily and prosperous people the scavengers. A method is executed by qualitative narrative, by interview depth and observation. Researchers had conducted interviews with two subjects that work as scavengers. Results in getting is the depth to  live happily of both the subject of very simple with the fulfill of needs and there is also social security for them. They could only fulfill their needs by gathering used goods erratic the amounts of each day and it becomes happiness its own for both subject. However in fact what happens is that social services agency and the central administration has not given a guarantee or assistance which could be used by both subject. Researchers advice for governments is to give the assurance that it is set in accordance with law social welfare, so that the scavengers can receive their rights .

Today we are faced with the coronavirus (COVID-19) pandemic, which directly or indirectly has affected all countries and regions of the world. The state policy of all countries is aimed at containing the spread of the virus and meeting the basic needs of people in forced isolation. This situation has once again proved the importance of the institution of social protection of population (hereinafter—ISPP) and the need to ensure the efficiency of its functioning. The high growth rates of social changes, in turn, cause a certain lagging behind the process of their scientific comprehension — piling up issues unresolved by means of sociological science. Thus, the current system for assessing the ISPP functioning in terms of the actually obtained result against the normative/planned one, as well as the system for estimating economic costs, do not meet the challenges that modern science and management face. Many problems related to assessment of the ISPP functioning remain unresolved. In particular, the entire range of difficulties faced by consumers of social services has not been fully disclosed; the issues of achieving a consistently high satisfaction of vulnerable population groups with various quantitative and qualitative parameters of service provision are acute. The article discusses the scientific concepts and approaches to assessing effectiveness of the social protection of population used in domestic and foreign social science and practice. It outlines the authors' model for assessing effectiveness of the ISPP functioning on the example of the Republic of Tatarstan, which is based on an integrated approach that consists in fixing the temporal and spatial aspects of assessing effectiveness of the ISPP functioning.

Communication requires unconditional respect for the other. Acknowledging the qualities of the people   is a basis for good communication.  Communication starts when you accept the people the way they are. The social, economic and technical development provides opportunities for good professional realization of people with special educational needs.  The resistance, striving for “survival” and successful “introduction” into the social life are a prerequisite for success. The people who are stigmatized and their families are aware that once they have been labeled, they should have to overcome this stigma and to take the maximum possible good out of this label. Positive stigma stimulates the people with disabilities seek more contacts, to become more independent and to realize themselves adequately in the social life. The survey of attitudes and motivation scale contact with people with disabilities give reliable information about what is the attitude of students towards people with disabilities and what were their contacts. The successful integration into society of people with special educational needs depends also on the perceptions and attitudes of the professionals who work with them too. Undoubtedly, the attitudes and models for the disabled people change and will continue to change. In this context the disabled people should develop social identity and public awareness, but not only in their stigmatized group, but in a broad social aspect.

The subject of illness and disability has been explored by artists for a long time. Depending on the era, it was presented in different ways. Twentieth-century social movements, interested in emancipating otherness, shed new light on the perception of the human body and its causative capabilities. Currently, the artist is more a commentator of reality than its passive observer and disability is one of the most important subjects of art. The exclusion, which used to involve disabled people, seems to be passing nowadays, however the problem of ableism still exists. Contemporary artists refer to it in their works trying to face harmful stereotypes. The purpose of this article is to look at disability through the eyes of artists, to find its representations in works of art and to trace how the perception of the disabled body has changed, based on the aesthetics and canon of a given age – from the perfect body of antique to the social involvement of contemporary art.
