The increase in population results in the emergence of problems to meet their food needs. In accordance with the problems faced, this study aims to analyze the profile of food independence at the research locus, and then formulate an alternative food development policy strategy at the research locus. This research was conducted in March-July 2015. The research locus was determined purposively, namely in Ketapang Regency. This study uses a type of research evaluation with descriptive presentation. The results showed that the amount of energy consumed by the population of Ketapang Regency reached 2,915 kcal / cap / day or 145.75 percent AKE (Energy Adequacy Rate). The availability of protein per capita reached 73.03 gr / capita / day or 146.06 percent from the National Standard. While the availability of fat is 58.07 gr / cap / day. The amount of fish consumption per capita is 35 kg / year, this realization is 90.91 percent of national fish consumption. To strengthen food security in Ketapang District, a model and strategy for food products is needed by integrating the utilization of all existing potential both in terms of natural resources, human resources, social affairs, cultural nobility and local wisdom and can solve the problems of food agribusiness that are faced from upstream to downstream, namely through: (1) Food Estate development carried out innovatively without limits in quantity and quality, (2) Maximizing the function of the Sustainable Food House Area (KRPL) as an innovative effort to use it and also replicating it. Food shortages is an issue that has imposes the community because it has to get food needs at a high price. To overcome the food shortages, every country needs to do the development potential food security to ensure the availability of sufficient, nutritious, and balanced food potential. The fulfillment of food can be done by utilizing the potential of existing land through the Sustainable Food House Area Program (KRPL). This study attempted to know groups of women farmers’ empowerment success through the Sustainable Food House Area Program and to know the supporting factors and inhibitory factors in the implementation of the Sustainable Food House Area Program.

Food is a basic need for a nation. Indonesia as an archipelago has goals and objectives to meet the food needs of individual residents. Homework is not easy to ensure food can be available equitably, not only on the large islands such as Java, but also the small islands scattered across Indonesia, which is Bawean Island. The program Kawasan Rumah Pangan Pangan Lestari for sustainable food house areas is extended in response to the condition. But unfortunately, the application is still centered on the big island. Then the Doktor Mengabdi serves Bawean Island is conducted by Universitas Brawijaya which aims to encourage the establishment of Sustainable Food House Areas in small island areas in Indonesia. The program was held in Diponggo Village, Tambak Subdistrict, Bawean Island in August - October 2018 through the initiation of the Village Seed Garden, training and mentoring of nurseries and the care of horticulture plants. The results of these activities are the establishment of village Nurseries Diponggo built mutual citizens and the team at Hillbilly Kademangan. Furthermore, nursery training and mentoring are carried out by making planting media and planting the seed of red spinach, mustard greens, chili, tomatoes, kale, eggplant, cucumber the vegetable can be used as natural nutraceutical ingredients. The community also accompanied and trained to be able to do the treatment horticulture plant. Activities are carried out with a pattern of field schools so that participants are more flexible to discuss the obstacles faced. Engineering agriculture is the only way for China to ensure food security and to develop modern agriculture. In view of relative researches at home and abroad, learn advanced experience of engineering agriculture from America, Japan and Israel and combine the actual situation of agricultural development in China, put forward the development strategy for engineering agriculture from five levels such as structure adjustment strategy, capital entering strategy, quality improvement strategy, science and technology leading strategy and flexible management strategy. The research clarified the points and implementation methods of each strategy and established theoretical basis and implementation methods for the development of engineering agriculture in China.

<p><strong>English<br /></strong>The role of regional government on agricultural development management will be very important by the implementation of UU No.22/1999 and UU No.25/1999. On the spirit of autonomy, the local government is still needed to consider and accommodate some of national agricultural development strategy such as considering agricultural on transforming economic structure, enhancing sustainable food security, agribusiness and agropolytan development adapted for the benefit of regional development as well as the welfare of the local people. In this case, AIAT played an important role through focusing on resource based agricultural development supporting by location specific technology in order to have higher financial and economic efficiency. During the transision period, technical, management, and financial support from central government are necessary, especially for the region having budget constraint and limited capacity of human resource development. For the perspective of autonomy, AIAT or Agency for Regional Research and Development (Balitbangda) have to strenghten participative research planning program and its implementation through empowering interregional research coordination, human resource development, and condusive insentive system.</p><p> </p><p><strong>Indonesian<br /></strong>Implementasi UU No.22/1999 dan UU No.25/1999 memberikan implikasi strstegis mengenai peran daerah dalam menejemen pembangunan termasuk di dalamnya pembangunan pertanian. Dalam semangat otonomi daerah, pemerintah setempat perlu tetap mengacu dan mengakomondasi beberapa strategi pembangunan pertanian nasional seperti transformasi struktur ekonomi berbasis pertanian, peningkatan ketahanan pangan berkelanjutan, pengembangan agribisnis dan ekonomi kerakyatan, dan pengembangan agropolitan yang diadaptasikan bagi pembangunan daerah dan kesejahteraan masyarakat setempat. Balai pengkajian Teknologi pertanian (BPTP) memegang peranan penting melalui pengembangan komoditas unggulan lokal yang didukung teknologi spesifik lokasi dan sesuai dengan potensi sumber daya dan keunggulan komparatif wilayah. Dalam masa transisi ini, dukungan bimbingan teknis, menejemen, dan pendanaan dari pusat masih tetap di perlukan, khususnya bagi daerah yang terbatas kemampuan sumber daya manusia (SDM) dan keuangannya. Dalam perspektif otonomi daerah, BPTP/Balitbangda perlu memperkuat perencanaan dan pelaksanaan seluruh program penelitian/pengkajian partisipatif, dengan penguatan koordinasi penelitian antar wilayah, pengembangan SDM dan sistem insentif yang handal.</p>

Predicting a sustainable food safety policy for the near future is among Turkey's priority problems. In this context, this study aims to predict Turkey's sustainable food safety policies. For this reason, the system dynamics model, which is a dynamic cycle-based method with stock and flow diagrams, is used in this paper. This study supposed the six different scenarios for 2020 and 2050. Data were selected as population, productivity rate, arable land fertility rate, and annual food consumption (per capita). The purpose of creating these scenarios; To determine the most appropriate policy to ensure food safety in Turkey. In the first scenario, we assumed that the current situation continues. In the second scenario, the average productivity rate was increased by 1.5%. The third scenario assumes that annual per capita food consumption rises to 1.2 tonnes per year. In the fourth scenario, the total fertility rate is accelerated by 2%. In the fifth scenario, we assumed that the arable land loss rate decreased by 1/3. Finally, we assumed that the sixth scenario covers all the second, third, fourth, and fifth scenarios and that 2 points reduce food losses. In conclusion, the findings show that food security responds positively in scenarios 2 and 6. However, in other scenarios, food security is negatively affected. The findings show that the sixth scenario is the best-case scenario. To ensure food security, it is necessary to reduce arable land losses and food waste. Training farmers and control of the food supply chain will be beneficial for sustainable food security in Turkey. We recommend that policymakers consider these recommendations.

Horticulture is one of the agriculture sub-sector which is potential to be developed, because it has quite high economic value and added value compared to other commodities. One of horticultural commodity namely potato (Solanum Tuberosum) is a vegetable, which has an important role to fulfill food needs. Potato has potential and good prospect to support food diversification program in order to achieve sustainable food security. Potato commodity is one of the best commodities in Banjarnegara district. The study was aimed to (1) identify factors, that effect the agribusiness development of potato commodity through management resource approach in Banjarnegara district, (2) formulate agribusiness development strategy of potato commodity in Banjarnegara district and (3) determine the priority of alternative strategy for the agribusiness development of potato commodity in Banjarnegara district. Based on prospective analysis that there are 10 factors that effect the agribusiness development of potato commodity in Banjarnegara district. Agribusiness development strategy of potato commodity through management resource approach in Banjarnegara district is based on scenarios that the agribusiness will grow in the future. Based on AHP, the most influential factor in formulating agribusiness development strategy of potato commodity in Banjarnegara district is productivity.Key words: strategy development, agribusiness, potato, prospective analysis, analytical hierarchy process

One of the important justifications for the development of the Sustainable Food House Area or in Indonesia called Kawasan Rumah Pangan Lestari (KRPL) is national food security must begin with food security at the household level. Until now, most papers about KRPL have only addressed the impact of KRPL in part or in groups, but this study provides a detailed explanation of the effectiveness of some KRPLs implantation, allowing broad generalizations to be reached about the main consequences. The location is in three east java districts with leading KRPL practices. The data was obtained by in-depth interviews with managers, local government, and affected communities. Researchers also observed the practice of KRPL in the field to complete the data. As a result, KRPL policy has at least some good impacts, such as the existence of KRPL can reduce household spending due to reduce the budget for food shopping and KRPL can stimulate the growth of productive economic enterprises in rural areas. And another important thing is KRPL can be a means of sharing and control between villagers and the village government.

Nowadays, the availability of national food cannot accommodate all the food needs of nation’s people, especially in each region. This current issue is caused by the absence of an effective arrangement, the absence of synchronization among state institutions, especially among the agricultural, trade and housing agencies, and the presence of an extreme climate change currently. In addition, the issues of the regeneration of farmers that have not shown any continuity that had been cut off among the younger generations led to the changes in the pattern of community life in the region. Therefore, based on the aforesaid issues, this paper aims at finding out on how the strategy and policy of food development in the local food availability in the midst of climate change today can be overcome by changing the mindset of consumptive to productive young generation through agricultural education, utilization of empty land which is available for planting food crops, empowerment of farmer groups, socialization of the local food potentials in East Nusa Tenggara. As a result, the food security can be realized and the region cannot be dependent its food needs on the other regions. Therefore, the writer attempts to formulate the strategy of food security developments from education aspects through the Dick & Carey development strategy. Food is an important and strategic commodity for the region because food is the basic human need that must be provided collectively by the government and society as mandated by the Acts No. 7 of 1996 on food. With respect to the Acts No. 7 of 1996 on food, it is stated that the Government organizes the regulation, guidance, control and supervision of the community, and organizes the process of production and supply, trade, distribution and in the same time, the Government also serves as a consumer that is entitled to adequate food, in terms of quantity and quality, safety, nutrition, variety, equity, and affordability by all society. The availability of national food can be fully fulfilled if it is commenced from the food sufficiency in the levels of family. In regard to the local area, it is marked by the existence of food consumption which can fulfill the sufficiency of every individual, in terms of balanced nutrition. In fact, it then has an impact on sufficiency of food and the nutrition status of Indonesian society can be fulfilled locally, especially in East Nusa Tenggara. The availability of food in terms of adequate quantities and types for the whole community locally in East Nusa Tenggara, smooth food distribution, cheap food prices and affordability by the all levels of society locally in East Nusa Tenggara, evenly distributed to all families in the region.
