Ecological and urban development balance and prospects of the Almaty agglomeration

The purpose of the article is to analyze the domestic and foreign experience of updating the urban environment and infrastructure. The development of Almaty and the suburban territory should be based on detailed and comprehensive urban ecodiagnostics, the achievement of environmental and urban planning balance, the introduction of advanced and environmentally acceptable technologies and materials in construction, on modern architectural solutions, which contributes to convergence - rapprochement, the unification of all processes and factors of urban planning activities in order to create a favorable environmental environment. Almaty, which has been actively implementing convergence over the past years (sometimes with great costs) in the form of the transformation of the zone of special urban planning regulation (ZOGR), inevitably has a problem: to remain a competitively capable metropolis in a constantly changing world. The design of urban landscapes takes place according to the type of natural, urban planning processes do not violate natural laws and the creation of man and nature takes place.

The article discusses the determinants of the urban environment formation of Saint-Petersburg, which is considered a «deliberate», «planned» city and a unique model that allows identifying the driving forces and results of urban planning processes more distinctly than any other types of urban settlements.The author focuses on revealing the ratio of target compositional and aesthetic goals and resources (territorial and financial), which were involved in solving the task. The author points out an increasing importance of pragmatic considerations, which resulted in the transition to a new model of urbanization processes, from the initial development of the territory to reconstruction and growth of urban development density. Of particular interest are the circumstances of the first third of the XIX century, that contributed to the formation of outstanding architectural and urban planning ensembles.

Состояние проблемы. Проблематика городской среды заявила о себе в 1960-е годы как протест против модернистских методов урбанизма и других видов проектирования. Средовое движение не случайно тогда именовали «антипрофессиональным» - оно было направлено против устоявшихся и недейственных методов работы с городом - от исследования до управления. За прошедшие десятилетия в рамках самого средового движения и его идейных наследников наработано немало методов и приемов работы, однако они до сих не подвергались анализу как пребывающая в исторической динамике целостная совокупность инструментария, альтернативного традиционному градостроительству. Результаты. Рассмотрены особенности и проблемы анализа методологического «арсенала» средового движения и урбанистики. Методы работы с городской средой впервые структурированы по типам знания. Показана близость методов исследовательского и проектного подходов в отношении городской среды. Выводы. В ближайшее время можно ожидать появления новых синтетических знаний и частных методологий, связанных как с обострением средовой проблематики, с расширением круга средовых акторов, так и с процессом профессионализации урбанистики. Statement of the problem. The urban environment paradigm emerged in the 1960s as a protest against the modernist methods of urbanism and other types of design. It was no coincidence that the environmental movement was back then called "anti-professional" as it was directed against the established and ineffective methods of working with the city, i. e., from research to management. Over the past decades, within the framework of the environmental movement and its ideological heirs, a lot of methods and have been developed. However, they have not yet been analyzed as an integral set of tools in the historical dynamics which is an alternative to traditional urban planning. Results. The features and problems of the analysis of the methodological “arsenal” of environmental movement and urban studies are considered. The methods of working with the urban environment are first structured according to the types of knowledge. The proximity of research and design approaches in the case when the urban environment is dealt with is shown. Conclusions. In the nearest future, we can expect new synthetic knowledge and particular methodologies related to both the exacerbation of environmental problems to emerge as well as the expansion of the circle of environmental actors and the process of professionalization of urbanstics.

One of major factors of deterioration in a microclimate of urban development in the conditions of the Rostov region, is degradation of landscapes owing to violation of water balance of the territory. In article the main reasons for violation of water balance which included natural features of the region, a consequence of anthropogenic influence, climatic changes, etc. are considered. Examples from the world practice of urban planning, which show the relevance and effectiveness of compensation for the effects of anthropogenic im-pacts and climate change using planning methods, are given. The experience of the United States, the Nether-lands, Canada and other countries that use water-saving technologies in planning is considered. The rela-tionship of urban planning and the formation of sustainable urban landscapes is shown. The integration of water-saving technologies into the urban environment can be a means of optimizing landscapes and a means of creating unique urban spaces. Reclamation of the urban landscape of low-rise buildings is a necessary step in creating a modern and comfortable urban environment in the conditions of the Rostov region. Meth-ods are proposed to compensate for negative changes in urban landscapes that can be applied at the stage of urban planning. As well as the proposed methods can be applied in the reconstruction of urban low-rise buildings. The considered methods concern not only urban landscapes, but also agricultural landscapes that surround small and medium-sized cities of the Rostov region. In article the author's concept of the organiza-tion of the low housing estate on a basis Urban- facies is submitted. Planning methods of regulation of water balance of the territory on the basis of models the ecological protective of landscapes are offered: an ecolog-ical core, an ecological corridor and an ecological barrier and also analogs from town-planning practice are considered. The reclamation of urban landscapes based on urban planning methods for regulating the water balance of the territory will allow creating unique urban spaces that are resistant to local climatic conditions and the possible consequences of climate change.

The issues of assessing the current level of beautification of the centers of historical cities and its quality are relevant in connection with the practical and methodological problems of carrying out such work within the framework of the implementation of the national project "comfortable environment" as well as the target program for the beautification of historic cities. It is during the improvement of historical cities or historical zones of cities in practice that the most complex methodological problems arise, associated with the need to ensure the preservation of valuable historical landscapes, architectural monuments, historical gardens and parks. To make decisions on the improvement and greening of cities, including within the framework of national, regional and municipal projects and programs, it is important to analyze the state and experience of the improvement and greening of a number of cities. As objects of research, four historical cities near Moscow were selected, or rather, the territories of their public centers, and at the same time, the positive and negative aspects of projects implemented over the past 5-10 years were considered in terms of compliance with urban planning regulations for historical zones, environmental requirements and the comfort of the urban environment - Kolomna, Sergiev Posad, Dmitrov, Zvenigorod.

Urban planning in Libya in general effectively contributed to preparation of comprehensive and the public plans for all Libyan cities. especially after the issuance of Law No. (5) of 1969, concerning the planning of cities and villages, three key schemes have been developed in three stages starting from the first phase for years 1968 to 1988, and the second stage years from 1988 to 2000, and the third stage years 2000 to 2025. Goal of such schemes is to make a balance between the natural increase of population and urban mass, in order to achieve urban development and environment and preserve of the environment and urban environment from degradation and the spread of degraded areas in Libyan cities. But a number of problems disrupted the planning, and have had effects on the urban development in Libya.

In this article, the authors considered the development of Rashkiv (Raszków in Polish and Raşcov in Rumunian), the fortified settlement which is situated on the Middle part of the Lower Dnister Region. An attempt of reconstruction of the most important stages of its town-planning biography of the 15th-18th centuries was made. The authors based their research on newly identified sources. The systematization of the historical chronology of the most important events which have influenced the formation of the defensive structures and the urban environment of Rashkiv has been carried out. In the course of the 15th-18th centuries, four major urban planning periods were identified: the Lithuanian – fort Karaul in the form of a defensive roundel type castle, further – Zamoyski’s town fortress with a fortified downtown, then – the fortifying of the suburbs and, finally, – trade and handicraft town without any defense function. At each stage, an attempt was made to hypothetically localize separate elements of the city – fortifications, historical roads, street planning system, civil and sacral dominant elements. The authors all available source data – archival sources, historical and contemporary cartography, toponymics, field surveys, surveys, and iconographic materials for analysis. Remains of the 1st period represent today ruins of earth shafts under the fortress. This hillfort is monument of archeological heritage and it is protected by state. Ukrainian historian M. Hrushevskyi connects appearance of the fort here with necessity todefend the river crossing and the trading way. From the 2nd period we have today just two preserved bastions of the early of 17th century and some relicts of urban planning system, for example, part of the historical market square. The article also substantiates the value and necessity of preserving the historical plan of Rashkiv which was, in particular, developed under the influence of the development of defense strategies of its time. 3rd period was graphically hypothetically reconstructed in many ways. To a greater extent it is because we have not enough materials to create a definite model of the urban development of this period. Research is based on historical topographic works of 17th and 18th centuries and onlysince the early 19th century we have more detailed historical plans to make more far reaching hypotheses. Using historical photos of early 20th century, authors succeeded in discovering historically determined rhythm of urban environment in Rashkiv. Unfortunately, it is disappearing now due the physical ruining of historical substance of old town and reconstruction according present-day inhabitants’ ideas about country houses or summer cottages. The present results are significant in elaborating historical and reference architectural plan of the settlement, registration of the newly discovered objects of cultural heritage as monuments of architecture and urban planning, archeology, history and nature. New master plan of Rashkiv urban development should be based on our complex architectural and urban planning research to preserve cultural legacy of Rashkiv and to use it for modern economical and tourist revival.

PurposeThis study aims to examine the trajectory of the urban growth of Borneo by portraying its resilient settlements in the pre-colonial times, tropical sensitive colonial architecture, the built environment of the post–independence period and finally the contemporary city image. This is followed by a comparative study of its major urban centres and determining how globalisation and neoliberalism impact the traditional urban settlements of this island and poses a threat to its rich biodiversity.Design/methodology/approachThis study uses case study research methodology involving selected cities on the Island of Borneo including Kota Kinabalu, Sandakan, Miri and Kuching (Sabah and Sarawak, Malaysia), Bandar Seri Begawan (Brunei), and major cities of the state of Kalimantan, Indonesia. Data collection includes a literature review, content analysis, field assessment and observations. The major research objectives would address past and current issues in the selected urban environment of Borneo. They address the historical evolution of major cities of Borneo, current urban development trends, the deterioration of the traditional urban fabric as a result of post–independence development and later globalisation.FindingsThis study found that the rich cultural tradition and climate-responsive architecture from the past have been discontinued to pave way for fast track and often speculative development. The results contribute in the convergence of existing shortcomings of cities from three nations on Borneo Island in guiding future sustainable urban planning agenda for achieving a resilient city status while reinstating the character and the sense of place. The study expects the recommendations to become prerequisites for future urban planning in sensitive tropical regions.Originality/valueThis research identified a new “Borneo approach” to urban development. The study strongly recommends top priorities for the central, state and local governments of Malaysia, Brunei and Indonesia allowing the planners and decision-makers to establish a new tropical urban planning initiative with the ample design practice for this unique region in Southeast Asia. The results of this study can serve as the guiding principles for other urban environments in fragile and sensitive tropical regions.

Abstract Decreasing green spaces is a significant concern in today’s compact cities while they provide various dimensions of sustainability; therefore, sustainable development has become the key idea to solve a series of environmental, economic and social problems. Because urban green space can be seen from different distinct disciplinary perspectives, this study reviews theories and material based on multidisciplinary and transdisciplinary approaches. Urban development and renewal should be accompanied by a green vision, to insert more plantable spaces into the urban environment. Therefore, sustainable urban planning, design and management are needed to improve urban greening by innovative and creative strategies.

In order to create an environment favorable for human development and preservation of the natural environment of the city by means of architecture and urban planning, the need for theoretical justifi cation of urban planning and urban development practices, taking into account the new requirements for the mechanisms of formation of the urban environment. Based on the fundamental principles of the concept of biosphere compatibility, an algorithm for assessing urban development was developed, criteria and indicators for assessing the quality of the urban environment were determined. Using the developed algorithm, the analysis of the feasibility of the principles of biosphere compatibility in urban development of the city of Orel. It is concluded that it is necessary to create an innovative system of employment and strategic planning for the development of urban areas on the principles of biosphere compatibility.

Recently, more and more often urban abandoned and depressed spaces that were previously used as industrial facilities or temporarily used are becoming the sphere of architectural and landscape transformations. These territories can occupy a significant part of the city. This paper examines the features of the formation of urban planning systems, as well as the impact of depressed spaces on the quality of the urban environment. This paper studies such depressed spaces as abandoned industrial areas and objects of unfinished construction. The paper assesses the impact of depressed spaces, identifies criteria that reflect the nature, scale and features of their impact on the environment, on the safety and quality of the urban environment, as well as their role in the structure of the city as a whole. The principles and features of the formation of such urban depressed spaces, as well as the patterns of their development are revealed. The features of the formation of open public space of urban systems, as well as ways of transforming depressed spaces, aimed at increasing their social significance, integrating them into the general urban development, and improving the ecological and social situation are considered. The paper concludes that the problem of restoration of depressed spaces is very important and urgent today. The creation of a continuous urban tissue is impossible without the reorganization of such spaces, as well as the creation of an integral compositional, functional and communication urban planning system.
