The paper discusses the problems of criminological forecasting of crime. The analyses have been based on issues concerning theoretical foundations and assumptions of this process in Russia. Since it is a country with considerable socio-demographic, religious and cultural diversity, it must analyse, assess and monitor these territorial differences in crime and skilfully anticipate the changes taking place there. Russia is the country that already has experience in predicting the development of crime. Current Russian criminological literature has been used in the deliberations. The publication presents various definitions of criminological crime forecasting. Attention was drawn not only to the need to anticipate changes in criminal trends but also to the evolution of crime causes. The sources of information necessary to forecast this phenomenon have also been indicated. It has been emphasized that this is, in particular, knowledge about socio-economic and political transformations taking place in the country. The several stages and complexity of the forecasting process, as well as its result in the form of a crime forecast, have also been underlined. By presenting a number of forecasting objectives, its usefulness for the protection of the security of the state and its citizens have been emphasized. The basics of conducting research analyses in the form of three scientific methods (extrapolation, modelling, and application of criminological expertise) have been discussed, as well. The classifications of forecasting and the periods applied in practice have been presented. The above issues have been discussed on the basis of theoretical assumptions adopted by Russian criminologists. Attention has been focused on the most important issues for preventing and combatting crime. The considerations have confirmed the need to anticipate the development of crime.

In modern conditions formal education is unable to meet the various educational needs of teachers, especially when it comes to ICTs and computer science (CS), so informal adult education is becoming an increasingly urgent personal need of modern educators. Taking into consideration the challenges of today and the demands to the teachers, the state has provided for the possibility of continuous teacher training in the new Law on Education. Despite the fact that the issue of professional development of educators was given considerable attention in the researches of community, the problem of professional competence of modern CS teachers in the field of informal education remained insufficiently covered and was not the subject of a dedicated special research. The aim of the article is to outline the optimal ways to develop the professional competence of computer science teachers in the system of informal education. Theoretical research methods were used during research, namely: study and analysis of psychological-pedagogical, normative and special literature on the above-mentioned issue(s); analysis of state educational standards, programs, textbooks and teaching materials. Some its aspects are defined and the ways of organizing the process of development of professional competence of teachers in the conditions of informal education are described. It is determined that further research is aimed at processing and testing the research-based materials in real conditions. The analysis of the legal framework in the field of education showed that the state is currently taking a number of measures to ensure the continuous development of professional competence of modern CS teachers as well as the development of professional competence of modern educators in general, which should include such areas that will allow teachers to exploit new approaches and educational technology that can improve and amplify the learning process of students.

It is established that the state of Ukraine can be a party to civil agreements. It is determined that agreements with the participation of the state of Ukraine are mostly bilateral, paid, can be both real and consensual, and are concluded in writing. At the same time, the state of Ukraine cannot be a party to public contracts, and therefore is not a party to the contract of retail sale, rental agreement, household contract, bank deposit, etc. In the vast majority of cases, agreements with the participation of the state of Ukraine are mixed, as they contain elements of different types of agreements. The legal framework on the types of agreements in which the state of Ukraine may be a party is analyzed, and the methods underlying the division are identified. Thus, according to the method of concluding agreements with the participation of the state of Ukraine are divided into: concluded at the auction and accession agreements. According to the obligation to conclude agreements with the participation of the state of Ukraine, they are obligatory and voluntary. According to the method of fixing the terms of the contract they are standard and model contracts. By main areas of application the agreements can be fuel and energy; defensive (military); banking, etc. By territory of action the agreements are divided into domestic and foreign. The article provides a general description of each type of agreement with the participation of the state of Ukraine. In particular, the following subject classification of agreements with the participation of the state of Ukraine was introduced: agreements on transfer of property to ownership; agreements on the transfer of property for temporary possession and use; agreements for the performance of works and provision of services. Thus, agreements with the participation of the state of Ukraine on the transfer of property to ownership are a contract of sale and gift. In this case, contracts of sale may be concluded in the form of contracts for the purchase, redemption, supply, contracting of agricultural products. A lease agreement and a loan are included to the agreements with the participation of the state of Ukraine on the transfer of property into temporary possession and use. Agreements with the participation of the state of Ukraine on the performance of works and provision of services include a concession agreement, production sharing agreements, joint venture agreement, storage agreements, commission instructions, property management, as well as credit, loan. Artificial Intelligence (AI) has been developed under the field of computer science for more than 50 years. AI somehow only gains its prominence in the recent millennia when the necessary tools to test the hypothesis on nature of thought became available. Unfortunately, the absence of legal regulation on AI has caused AI to exist in a regulatory vacuum and nature abhors vacuum. The law is at the state of confusion about who shall be blameworthy for the damage caused by AI. The prevalence of this problem triggers for the expatiation of this review article in defining the scope of AI that must be regulated. The objective of this article is to suggest that AI with certain capabilities must be placed in the legal realm. This article will first begin by highlighting the problems associated with AI before directing the focus of the discussion to the various reasons that justify for AI to be regulated. This article will then explore the various approaches which can be adopted by government in regulating AI. These approaches can be a workable formula to procure the two-tier methods in regulating AI in Malaysia. The methodology devised for this article is based on doctrinal research where most of the materials are derived from text books, online resources and established academic databases. The findings made in this article suggest that AI must be regulated independently from the existing legal framework. Reason being, AI capabilities are unique in its own sense and therefore cannot be treated like other previous technologies. The outcome of this article will also able to contribute on issues relating to the legal liability of AI in Malaysia.

Today our society has reached such a level of development that in many areas of human activity, it is robots that perform different types of work. This is especially true for those areas that are associated with a danger to human life or require serious physical costs. But robots are still only performers. Algorithms, programs by which robots function, is written by a person. Thus, man occupies a major position in the human—robot tandem. To compile algorithms of different levels of complexity, a combination of theoretical knowledge and practical skills is needed, which are formed both in the process of mastering the theoretical foundations and in the process of continuous practical activity on applying the theory to the implementation of various kinds of tasks. The article presents guidelines for creating infographics for students under the guidance of a teacher in extracurricular computer science classes using special computer programs. Student research in STEM education is an important learning component for both undergraduate and graduate students. It is not sufficient for students to learn passively in lecture-based classrooms without engaging and immersing themselves in the educational process through real-world research learning. Experiential learning for STEM students can involve conducting research, alongside and through the guidance of their professors, early in a student’s undergraduate or graduate program. The authors consider such experiences to be the hallmark of a high-quality STEM education and something every student, undergraduate and graduate, should have during the course of their programs. The purpose of this case study is to document the faculty authors’ experiences in student-faculty research and provide guidance and recommendations for best practices based upon the authors’ experience, data, and literature findings. Moreover, the study presents the experience of the faculty authors’ international student researchers in STEM with focus on two student researchers, one undergraduate and one graduate, who are international STEM. The students served as co-authors on this project. Findings from this case study indicate that students were highly engaged in the research process and found these skills valuable preparation for further study and career. Moreover, the students expressed enthusiasm and engagement for the research process.
