The theoretical Basis for Criminological forecasting of Crime (with Russia Example)

The paper discusses the problems of criminological forecasting of crime. The analyses have been based on issues concerning theoretical foundations and assumptions of this process in Russia. Since it is a country with considerable socio-demographic, religious and cultural diversity, it must analyse, assess and monitor these territorial differences in crime and skilfully anticipate the changes taking place there. Russia is the country that already has experience in predicting the development of crime. Current Russian criminological literature has been used in the deliberations. The publication presents various definitions of criminological crime forecasting. Attention was drawn not only to the need to anticipate changes in criminal trends but also to the evolution of crime causes. The sources of information necessary to forecast this phenomenon have also been indicated. It has been emphasized that this is, in particular, knowledge about socio-economic and political transformations taking place in the country. The several stages and complexity of the forecasting process, as well as its result in the form of a crime forecast, have also been underlined. By presenting a number of forecasting objectives, its usefulness for the protection of the security of the state and its citizens have been emphasized. The basics of conducting research analyses in the form of three scientific methods (extrapolation, modelling, and application of criminological expertise) have been discussed, as well. The classifications of forecasting and the periods applied in practice have been presented. The above issues have been discussed on the basis of theoretical assumptions adopted by Russian criminologists. Attention has been focused on the most important issues for preventing and combatting crime. The considerations have confirmed the need to anticipate the development of crime.

The article considers the results of the research “The state of development STEM-education in Ukraine”, which was conducted by the Department of STEM-education of Institute of education content modernization. The study was conducted by questionnaire. The toolkit is Google Forms, for all groups of respondents: regional coordinators, methodologists of city/district methodological centers, heads of secondary education institutions, teachers of subjects: computer science, mathematics, physics, biology, chemistry, technology. The number of respondents is 2,988. The questionnaires contained different types and content of questions, the analysis of the answers to which allows us to draw conclusions about the state of development of STEM education in Ukraine. The process of developing the field of STEM-education is in the following main areas: creating a legal framework, methodological and scientific-methodological basis, conducting research on the content and results of the process, acquainting teachers with the best examples of foreign and domestic innovation experience, training, support and support STEMteachers, etc. Research of the content, processes and results of STEM-education provides prompt receipt of information that reflects the changing pedagogical reality, helps to introduce innovation into the practice of the educational process, allows to draw conclusions and adjust educational activities at a certain stage. Thanks to the generalized results of research we have the opportunity to draw conclusions, make recommendations, and sometimes improve the theoretical foundations of the field of STEM education.

The article studies the problem of the theoretical foundations for the definition and construction of humanitarian criteria for social innovation. The actual components of this problem of implementing social innovations in a number of areas of activity, both of the state and civil society, are examined. The possible grounds for determining the humanitarian criteria for social innovation are highlighted: immanent and transcendental. The utilitarian approach is presented in its various historical actualizations as a possible theoretical basis for the humanitarian criteria of social innovation. The positive and negative sides of certain forms of utilitarianism, as a theoretical basis for creating effective criteria for social innovation, are revealed. As a result of the study of the problem, it was determined that the humanitarian criterion of social innovation should include an integrated approach that combines a utilitarian approach and a functional approach.

The article is devoted to the development of the concept of the state to manage its tax risks, based on a systematic approach. The author's concept presupposes the presence of the following elements logically arranged according to the principle "from the general to the particular": 1) mechanisms for managing tax risks, 2) disclosing methodological recommendations, 3) specific proposals for changing legislation. To achieve this goal, the author used general scientific methods (deduction and induction, analysis and synthesis, observation, description, generalization) and private scientific methods of cognition (comparison method, graphical and tabular data presentation methods). We have presented a brief overview of the main tax risks of the Russian Federation in the current economic environment, which are classified in four areas: 1) risks in the field of value added taxation; 2) risks in the field of taxation of profits and income; 3) risks, the source of which is Russia's membership in the Eurasian Economic Union; 4) customs risks. The author presents a general scheme of tax risk management by the state, which includes the context, goals and management strategy. The priority mechanisms for managing the tax risks of the state are formulated on the basis of the presented classification of tax risks. These areas include: introduction of an end-to-end product traceability system; substantiation of taxation methods; joint elimination of tax risks (Federal Tax Service, Federal Customs Service, Ministry of Labor, Federal Service for Financial Monitoring); optimization of tax administration costs on the part of both tax authorities and taxpayers; harmonization of indirect taxation, including duty-free trade; harmonization of international tax rules at the international level; selection of the most effective tools for eliminating multiple taxation. A draft "road map" has been developed to improve the management of state tax risks.

The task of choosing the rational number of power structures is always one of the main priorities of any political leadership of the state. An insufficient number of armed forces is a threat to the national security of the state; an excess number creates pressures on the development of the country's national economy. Today, when the development programs of the Armed Forces of Ukraine are being formed in the context of the practical application of their units and subunits to carry out combat missions, questions of choosing a priority approach to the formation (justification) of the rational size of the Armed Forces of Ukraine is an urgent issue. The article proposes a structure for conducting research on the development and implementation of the methodology of military-economic substantiation of the rational strength of the Armed Forces of Ukraine in the system of defense planning of Ukraine in the formation of programs for their development for the medium and long term. The main objectives of this methodology are: scientific substantiation of the range of the necessary strength of the Armed Forces of Ukraine for the period of the program of their development; the choice of the indicator of the rational size of the Armed Forces of Ukraine according to the years of the program from a certain range of its changes; military-economic substantiation of this number under the influence of various limiting factors. The development and implementation of such a methodology will increase the efficiency of the formation and implementation of development programs of the Armed Forces of Ukraine, as well as the efficiency of using public funds for the development of power structures.

BACKGROUND Serious public health problems, such as the COVID-19 pandemic, can cause an infodemic. Sources of information that may cause an infodemic include social networking services; YouTube, which consists of content created and uploaded by individuals, is one such source. OBJECTIVE To survey the content and changes in YouTube videos that present public health information about COVID-19 in Japan. METHODS We surveyed YouTube content regarding public health information pertaining to COVID-19 in Japan. YouTube searches were performed on March 6, 2020 (before the state of emergency), April 14 (during the state of emergency), and May 27 (after the state of emergency was lifted), with 136, 113, and 140 sample videos evaluated, respectively. The main outcome measures were: (1) The total number of views for each video, (2) video content, and (3) the usefulness of the video. RESULTS In the 100 most viewed YouTube videos during the three periods, the number of videos on public health information in March was significantly higher than in May (p = .02). Of the 331 unique videos, 9.1% (n = 30) were released by healthcare professionals. Useful videos providing public health information about the prevention of the spread of infection comprised only 13.0% of the sample but were viewed significantly more often than not useful videos (p = .006). CONCLUSIONS Individuals need to take care when obtaining information from YouTube before or early in a pandemic, during which time scientific evidence is scarce.

The section introduces Part II, which spans the period 1946 to 2014, by tracing the history of the debates about culture within UNESCO from 1947 to 2009. It considers the central part print literacy played in the early decades, and the gradual emergence of what came to be called ‘intangible heritage’; the political divisions of the Cold War that had a bearing not just on questions of the state and its role as a guardian of culture but on the idea of cultural expression as a commodity; the slow shift away from an exclusively intellectualist definition of culture to a more broadly anthropological one; and the realpolitik surrounding the debates about cultural diversity since the 1990s. The section concludes by showing how at the turn of the new millennium UNESCO caught up with the radical ways in which Tagore and Joyce thought about linguistic and cultural diversity.

Catch-only models (COMs) have been the focus of ongoing research into data-poor stock assessment methods. Two of the most recent models that are especially promising are (i) CMSY+, the latest refined version of CMSY that has progressed from Catch-MSY, and (ii) SRA+ (Stock Reduction Analysis Plus) a recent developments in field. Comparing COMs and evaluating their relative performance is essential for determining the state of regional and global fisheries that may be lacking necessary data that would be required to run traditional assessment models. In this paper we interrogate how performance of COMs can be improved by incorporating additional sources of information. We evaluate the performance of COMs on a dataset of 48 data-rich ICES (International Council for the Exploration of Seas) stock assessments. As one measure of performance, we consider the ability of the model to correctly classify stock status using FAO’s 3-tier classification that is also used for reporting on sustainable development goals to the UN. Both COMs showed notable bias when run with their inbuilt default heuristics, but as the quality of prior information increased, classification rates for the terminal year improved substantially. We conclude that although further COM refinements show some potential, most promising is the ongoing research into developing biomass or fishing effort priors for COMs in order to be able to reliably track stock status for the majority of the world’s fisheries currently lacking stock assessments.

The authors of this article analysed doctrinal provisions, as well as Ukrainian constitutional legal practice. The social component of the system of functions of the modern state was studied. The present article analyses the activities of states where an intellectual, political, and practical breakthrough was made in solving the problem of state functions in the context of socio-economic reform. Attention is drawn to the specifics of the implementation of social activities of the Ukrainian state. The methodological framework of this study includes the main general scientific methods, namely socio-economic methods and techniques of the empirical level of cognition, the method of systematic analysis of numerous theoretical provisions on positive law, historical and statistical methods, the method of comparisons and analogies, generalisation methods, an analytical review of the available scientific publications on the subject under study. Furthermore, scientific methods in the field of legal science were also employed, such as normative-logical, comparative legal, historical legal. It was concluded that a social state is a state whose policy has a priority social orientation, which is expressed in the appropriate service of civil society by the state, the creation of necessary and sufficient conditions for the realisation of economic, social, and cultural human rights, the guarantee of its social protection and social security, based on the socio-economic capabilities of the state based on the principles of justice, proportionality, and a harmonious combination (balance) of public and human interests

The establishment of the state of epidemic in Poland in March 2020 caused significant difficulties in accessing certain services or a total ban on their rendering. The fitness industry faced the inability to provide activity. This extraordinary situation forced entities in the fitness industry (including fitness clubs) to face a number of challenges related to surviving the closing period. These include, first of all, financial issues, the development of electronic business model components, as well as thinking about the conditions of running business after lifting the ban. The aim of the paper is to analyse the actions taken by the Polish fitness clubs during the lockdown period (13/03/2020-06/06/2020) caused by the coronavirus pandemic (COVID-19). It covers recognizing the thinking of these clubs about the possibilities of acting despite these restrictions, as well as immediately after lifting restrictions on the service activities of this industry. The method of analysing the situation of the industry was based on two sources of information: a review of the literature and industry reports on the situation before the lockdown and media information presenting its state during the lockdown. The combination of information from both sources gave a unique insight into the justifications of the activities announced and undertaken by the Polish fitness club industry.
