The gradual suspension of the institutions of the Republic of Serbia in the area of Kosovo and Metohija is the result of the dialogue that the representatives of the Albanian national minority are having with the Serbian political leadership. The first agreement, signed in 2013, formally and legally calls into question the survival and functioning of a number of institutions that function in accordance with the legislation of the RS and are of vital importance for the security of the local population. As an important part of the institutional arrangement and organization of the protection and rescue system, civil protection units were formed within four municipalities in the north of Kosmet, as well as in other parts south of the river Ibar. The main task of the trained and trained general purpose units was to protect people, material and cultural goods and the environment from natural disasters and technical-technological accidents. However, a section of the international community, along with Albanian political leaders, views the unit as a "paramilitary organization" (despite their humanitarian character), demanding their immediate disbandment and involvement in Kosovo's provisional institutions. The aim of this paper is a systematic description and analysis of the current security situation in the southern Serbian province as well as the role of civil protection units in maintaining a stable security situation. The paper uses the method of content analysis of a number of relevant documents describing the attempt to include members of civil protection units in the work of Kosovo's provisional institutions.

This study aims to determine the role of the Ombudsman of the Republic of Indonesia in North Sumatra Representative in the Supervision of Population and Civil Registry Service in Medan City. This study uses a qualitative approach with descriptive methods describing information about the data obtained from the field in the form of written and oral data from the parties studied. Data is collected based on interviews and documentation. The results of this study indicate that the role of the Ombudsman of the Republic of Indonesia in North Sumatra was carried out in the form of external supervision. External supervision is supervision carried out by the Ombudsman of the Republic of Indonesia Representative of North Sumatra to the Medan Population and Civil Registry Service. Actions taken in the supervision process are incoming reports, follow-up of the first report and follow-up of the report. Based on the research that has been carried out, it has been concluded that the role of the Ombudsman of the Republic of Indonesia in the North Sumatra Representative in supervising the service provider of the Population and Civil Registry services is carried out in the form of external supervision. In supervising the handling of public reports of alleged poor service in the area of population administration, it has been effective, with several efforts to handle reports such as: (1) Clarification; (2) Investigation; (3) Recommendations; (4) Monitoring.

Материалы фондов Центрального государственного архива РСО-А и Научного архива СОИГСИ, под- твержденные сведениями театральной хроники местной периодической печати, раскры- вают неизвестные страницы истории Русского театра, связанные с его возникновением, финансово-организационными и кадровыми вопросами, строительством и архитектур- ным обликом театрального здания в разные периоды времени. Особое внимание уделяется роли Русского театра в формировании городской общественно-культурной среды Север- ного Кавказа. The presented documents characterize the reasons and conditions for the emergence of the Russian Drama Theater in Vladikavkaz in the second half of the XIXth century. The materials of the funds of the Central State Archive of the Republic of North Ossetia-Alania and the Scientific Archive of North Ossetian Institute for Humanitarial and Social Studies, confirmed by the information of the theatrical chronicles of the local periodical press, reveal unknown pages of the history of the Russian Theater, connected with its appearance, its financial and organizational and personnel issues, construction and architectural decision of the theater building at different times. Particular attention is paid to the role of the Russian Theater in the formation of the urban social and cultural environment of the North Caucasus.

The relevance of the study lies in the fact that the national and cultural life of the Tatar diaspora in the Northwest China has not been the subject of the research. The research interest is also caused by the fact that the history of the formation and development of the Tatar diaspora, every day, spiritual, educational and cultural life has not been studied at all and is of particular interest to researchers. The scientific novelty of the work lies in the fact that the article examines the process of formation of Tatar theaters and string orchestras in the cities of Kuldzha and Chuguchak for the first time, where the bulk of Tatar emigrants lived. Particular attention was paid to the role of Tatar theaters in the life of indigenous and visiting peoples of the XUAR of the PRC. The purpose of the work is to study and systematize the national and cultural life of the Tatars of Xinjiang. As a result of the study, it can be concluded that the creation of theaters and string orchestras has contributed to the rallying of the Tatars, as well as the preservation of the native language, literature, traditions, culture and identity of the people, which is also a very important factor in preserving identity among the local population of Xinjiang.

This article considers the role of the Civilian Joint Task Force (popularly called CJTF), a group of armed local population participating in the joint battle against Boko Haram, has become a platform for recruitment into the Nigerian security institutions in north-eastern Nigeria. CJTF members have played many roles, from mostly discrete surveillance networks in the north-eastern region of Nigeria to military combat auxiliaries or semi-autonomous fighting forces in the country. For the region’s overstretched and under pressure militaries, they have somewhat filled the security gap and provided local knowledge. CJTF can be a powerful counter-insurgency tool, but there is a compelling need to confront the immediate concerns it raises, notably in terms of impunity, and to begin planning for its long-term post-conflict transformation. The article adopts Galula’s theory of counter-insurgency. It reveals several lessons in how a community-based security structure can be applied to a conventional security engagement.

The purpose of this study is to determine the role of cultural projects run by the Korea-Russia Dialogue Forum (KRD) in terms of the implementation of South Korea's foreign policy objectives using a soft power strategy. The tasks of the study were: to substantiate the importance of cultural initiatives in terms of soft power, to systematize and describe KRD projects in various spheres (literature, festivals, visual arts, cultural studies), to identify priority strategic vectors of South Korea’s foreign policy basing on the material considered. The structure of the work corresponds to the research objective setting. As a result of the analysis, several conclusions have been drawn. For instance, it was found out that the interaction between Russia and the Republic of Korea was characterized by horizontal ties between societies ("from civil ties to politics" vector). The research highlights the following soft power strategic tasks: the popularization of the Korean language in the world in general and in Russia in particular, the worldwide promotion of Korean cultural brands, the consolidation of the national community in foreign countries, and support for the implementation of the foreign policy tasks, specifically related to the process of tackling the North Korean issue. The Republic of Korea’s cultural projects can therefore be considered not only as culture related ones, but more extensively as a tool for pursuing the foreign interests of the state as well.

The paper raises the problem of preserving the his-torical memory of the Caucasian War. The author examines the contribution of long-term republican target programs in the development of the region and the education of youth. It is said about the ap-pearance of traditions associated with monuments dedicated to the memory of this war in Adygea. The paper analyzes the attitude of state authorities and public organizations to the establishment of monu-ments of this type. A brief description of the monu-ments to the victims of the Caucasian War is given. It was revealed that the first initiator of their estab-lishment in the North Caucasus, in particular in Adygea, is the International Circassian Association. The role of the media in the study and dissemination of information about the monuments of the region is indicated. It is concluded that memorials testify-ing to the tragic events of the Caucasian War are symbols of historical memory and reflect the atti-tude of the people to the past.

Forests in our natural environment play an important role. They are a necessary natural resource and perform many functions in the forest ecosystem. As in our country, as well as abroad, due to numerous studies, the enormous role of forests in preserving the ecological balance of the environment has been confirmed. To ensure the uniqueness of the Astrakhan region, it is necessary to restore Lower Volga forests, which in turn perform significant functions, namely: influence on hydrological regime, protect soil from degradation, wind and water erosion, preserve recreational potential of the territory and provide local population with stable agricultural production. In spring and fall of 2019, employees of the Precaspian Agrarian Federal Scientific Center of the Russian Academy of Sciences planted 120 seedlings of common oak (60 plants in spring and 60 plants in autumn) in the areas located in the right bank of the Volga-Akhtuba floodplain to the south of Solenoye Zaimishche village. At the end of October 2020, 64 seedlings (53 %) of common oak survived. The best (100 %) survival rate was noted in annual seedlings, which were planted in spring at the site with shading. The greatest plant death (20 %) was in two-year-old seedlings planted in fall at sites with no shading.

The issue of developing and improving the system of protectionand rescue in the Republic of Srpska is the topic that initiates constantdiscussions, especially after the floods in 2014. One of the most significantissues raised is financing the system of protection and rescue. The aim of thispaper is to propose a new approach and a new model of financing the protectionand rescue system in the Republic of Srpska.The idea is to form the Fundfor protection and rescue that would basically be funded by interbank transactionsin the Republic of Srpska and funds raised from games of chance.

Over the post-Soviet period, the North Caucasus has been in the focus of Russian peacebuilding practices. Analysing the developments in Kabardino-Balkaria, we demonstrated the causal relationship between stabilisation by the federal centre and regional political dynamics. We used the framework drawn from conflict studies to interpret the strategies implemented by the national government and political settlement analysis to describe the dominant political settlements that emerged under the successive heads of the republic. The first political settlement was a result of institutional arrangement within a broad elite coalition with the late-Soviet nomenklatura in its foundation. Indirect rule by Moscow amounted to transfers of budget subventions in exchange for the provision of relative stability in the region. In the early 2000s, this political settlement failed to effectively respond to internal political problems; amidst federal recentralisation, the new political settlement was established in the republic. It was marked by reduced inclusivity of elites and greater dependence on the federal centre. This political settlement lacked success in tackling complications of elite cleavages and religious violence. In 2013, Moscow replaced the republican governor and constructed a new institutional arrangement with larger subservience to federal elites and substantial attention to security matters. Thus, peacebuilding practices implemented by the centre sought to stabilise the situation in the region; it resulted in a successful tightening of vertical elite control but at the cost of reducing the inclusiveness of the political system within Kabardino-Balkaria.

After 1945, the Republic of Poland appeared to be an ethnic monolith. However, this was (is) not the case for the Kashubians, who now live in northern Poland on the Baltic Sea. Presently, Kashubians do not have official status; they are not considered an ethnic or national minority. They create their own identity around language, origin, inhabited territory, and religion. The latter serves to maintain a sense of community—to legitimise the Kashubian language, the axial value of Kashubian ethnic identity. Kashubian religiosity is frequently emphasized in the public space. The objective of this article is to analyse the role of the Catholic religion in building the ethnic identity of Kashubians and legitimizing constructed traditions by the Kashubian-Pomeranian Association. The main purpose of the article is to show the process of ethnicisation of religions. This ethnic non-governmental organisation is aspiring to represent the Kashubian community in the public space in Poland. The results from studies conducted among members of this organization, which concern their views on the link between religious and secular events organised by the Association, will also be presented.
