In the state program "Spiritual modernization", among the global problems, the study of advanced models in the field of science and education is especially noted. In this regard, in the upbringing of the intellectual generation, it is important to study the works of prominent public figures and scientists-teachers, among whom a special place is given to the outstanding scientist linguist, doctor of philological sciences, professor Sarsen Amanzholov. His contribution to the development of higher schools, educational system and educational process in Kazakhstan is undeniable. He is a significant person who played an important role in the formation of literature and culture, language and mentality of the Kazakh people, with his participation important steps were taken in the development of an educated and qualified generation. The article analyzes the scientific collection of the scientist "Foundations of the theory of the Kazakh language" and gives an explanation of its relevance in the modern educational system.

Reformation of the educational system of independent Ukraine encourages the study of concrete experience of implementing radical changes in the field of education. The purpose of the article is to study the innovations of the trustee of the Kyiv Educational District M. I. Pyrohov in teacher training in the state. The methodological basis of the study is the socio-cultural approach in combination with psychohistory. As a result of the study it is proved that the authoritative doctor and scientist M. I. Pyrohov in Kyiv Educational District continued the mission of “serving the truth and the Motherland”. Progressive pedagogy, sincere humanism and democracy in the educational process became the core of the trustee’s administrative activity. The personality of a teacher was in the focus of change. The trustee implemented measures to improve the professionalism of the teaching staff in the District: projects of the Pedagogical Seminary and a special Pedagogical Gymnasium were prepared; training of university students in didactics was improved and their practical classes were organized on the basis of the Kyiv gymnasiums; the concept of pedagogical courses at provincial gymnasiums for training of teachers of the county and parish schools was offered; competitive procedure for appointing teachers; educational and methodical meetings of pedagogical councils were initiated. The strategy of innovations was to increase the pedagogical authority and personal dignity of teachers.We believe that under Pyrohov as the trustee there was an irreversible turn towards true democratization of the management system, relations between the subjects of the educational process, modernization of didactic and pedagogical technologies in the Kyiv Educational District. The success of innovations was due to the high public authority of Pirogov, his exceptional professionalism and integrity as an administrator, a sincere desire for the progress of education in the state.

This article describes the methodology for organizing laboratory classes in the subject of physics on the basis of the state Program in the subject. This technique can be used by teachers in teaching the subject of physics, students and students interested in physics. The information educational space has become a new organizational and pedagogical system of educational institutions with the potential of open and remote access to educational resources, pedagogical staff’s innovative activities, constant monitoring of students’ knowledge, skills, and interaction of the participants of the educational process. One of the ways of civil protection specialists’ training, retraining and advanced training system modernization is the introduction of innovative pedagogical, information and communication technologies into the educational process.  However, it should be noted that the programs launched at both state and departmental levels did not become mobilizing measures that would allow to avoid the dispersion of intellectual, material and especially financial resources in the context of the formation of a targeted information educational space by focusing efforts on intellectual scientific and pedagogical potential of the educational system. In such a situation, haphazard and normatively unregulated dissemination of teachers’ personal and educational establishments’ websites on altruistic principles using cloud technologies has become quite widespread. The educational institutions of departmental subordination, including the ones in civil protection, as mentioned in the Strategy for reforming the State Emergency System for 2017-2020, did not overlook this problem. The National Strategy for the Education Development until 2021, approved by the Decree of the President of Ukraine dated 26.06.2013 No. 344/2013, is directed to remedy this situation, but the measures implemented are still more declared than stimulating and not aimed at initiating a mechanism that would unite the pedagogical community within the state target project for national information educational space creation. Strategic documents and national education projects are designed, first of all, to support the innovative activity of pedagogical teams and to prepare teachers for work in the information society. Organized by the Human Resources Department, the competition “Creating and Developing Together” became an effective motivational tool for attracting the SESU researchers and pedagogical staff of higher education institutions. Developing the information educational system based on the systematic approach makes it possible to identify the main functional elements in its structure in order to model and describe the processes of each individual element, as well as in their process-functional interrelation. In the paper, the information educational environment is introduced in a purely pragmatic format to train civil protection specialists. It represents a set of artificially created situations which provide basis for educational information transfer and assimilation, professional knowledge accumulation, skills and competences development and, at the same time, the development of personal qualities of this integrated profession.

The article discovers the development of an educational system and school types in Germany during the XVIII-XIX centuries. Main tendencies and development of primary, technical and higher schools, contribution of representatives of philosophical idea to the educational process were analyzed. The influence of German pedagogical education upon the Western European one, inasmuch as the educational level constitutes the intellectual condition of the state, social requirements of the society. The attention is focused upon the role of economical, socio-political, humanitarian factors in the development of education and science. The educational system of Germany became an important factor of national development of the XVIII-XIX centuries, consolidation of traditions and innovations of pedagogical school of XXI century.

In the presented study, the authors raise the question of the need to include in the educational process of a preschool institution to familiarize children with some philosophical categories. The educational system in which the child is included, starting from preschool childhood, provides him with the opportunity to gradually and continuously enter the knowledge of the world around him. It is in preschool childhood that the child is exposed to various relationships, values of culture and health, diverse patterns in the field of different knowledge. This contributes to a broader interaction of the preschooler with the world around him, which, in turn, ensures the assimilation not of disparate ideas about objects and phenomena, but their natural integration and interpenetration, which means understanding the integrity of the picture of the world. The authors prove the idea that the assimilation of philosophical categories by children contributes to the understanding of the structure of the surrounding world. The analysis of research is presented, proving that children's fiction in an understandable and accessible language, life examples and vivid images is able to explain to children the laws of the functioning of nature and society, as well as to reveal the world of human relations and feelings. Fiction surrounds the child from the first years of his life. It is she who contributes to the development of thinking and imagination, enriches the sensory world, provides role models and teaches you to find a way out in different situations. Philosophical categories such as "love and friendship", "beautiful and ugly", "good and evil" are represented in children's literature very widely, and the efficiency of mastering philosophical categories depends on the skill of an adult in conveying the content of a work, on correctly placed accents.

The existing legislation determines the education as "an integral and focused process of teaching and upbringing, which represents a socially important value and shall be implemented so as to meet the interests of the individual, the family, the society and the state". However, even in this part, the meaning of the notion ‘socially significant benefit is not specified and allows for a wide range of interpretation [2]. Yet the more inconcrete is the answer to the question – "who and how should determine the interests of the individual, the family and even the state?" The national doctrine of education in the Russian Federation, which determined the goals of teaching and upbringing, the ways to attain them by means of the state policy regulating the field of education, the target achievements of the development of the educational system for the period up to 2025, approved by the Decree of the Government of the Russian Federation of October 4, 2000 #751, was abrogated by the Decree of the Government of the Russian Federation of March 29, 2014 #245 [7]. The new doctrine has not been developed so far. The RAE Academician A.B. Khutorsky believes that the absence of the national doctrine of education presents a threat to national security and a violation of the right of citizens to quality education. Accordingly, the teacher has to solve the problem of achieving the harmony of interests of the individual, the family, the society and the government on their own, which, however, judging by the officially published results, is the task that exceeds the abilities of the participants of the educational process.  The particular concern about the results of the patriotic upbringing served as a basis for the legislative initiative of the RF President V. V. Putin, who introduced the project of an amendment to the Law of RF "About Education of the Russian Federation" to the State Duma in 2020, regarding the quality of patriotic upbringing [3]. Patriotism, considered by the President of RF V. V. Putin as the only possible idea to unite the nation is "THE FEELING OF LOVE OF THE MOTHERLAND" and the readiness for every sacrifice and heroic deed for the sake of the interests of your Motherland. However, the practicing educators experience shortfalls in efficient methodologies of patriotic upbringing, which should let them bring up citizens, loving their Motherland more than themselves. The article is dedicated to solution to this problem based on the Value-sense paradigm of upbringing educational dynasty of the Kurbatovs [15].
