<p><strong>Abstract.</strong> As the basis of public geospatial information service, geospatial information data with wide coverage, strong timeliness, rich content and high positioning accuracy is the key infrastructure of geospatial infrastructure for building smart cities and digital China. How to collect and update massive geospatial information resources fast and efficiently has always been the bottleneck for the rapid development of surveying and mapping geospatial information science and technology and industries, and the construction of China's national spatial data infrastructure. At present, the mainstream of geospatial data collecting and updating in China is that the government and enterprise employ professional engineers to for this work, but the problems of professional and complex data processing process, data management level by level, closed and off-line data update mode lead to a relatively slow update rate and poor data actuality, which seriously restricted the applications of geospatial information service in the fields of government decision-making, planning and construction, resource and environment monitoring, and emergency response. The contributions to the geospatial information data from the public community has also been ignored. This paper addresses the issues of low efficiency on data collection and update occurring in China's national geospatial information service platform, proposing a solution for public geospatial data collection and update based on crowdsourcing. The key technologies of data collection, storage, reviews and publication are studied, and the basic technical process of online data update for the government and the public users is designed. In order to verify the effectiveness and practicality of the mode discussed above, a prototype system is developed by expanding China's national geospatial information service platform, which fulfilled data online collection and reviewing, such as POIs, roads, and residential areas. The system can provide new methods and reference ideas for the collection and update of spatial data for the national geospatial information public service platform. It is a useful supplement to the current spatial data collection and update, and has important significances.</p>

Geospatial data resources are the foundation of the construction of geo portal which is designed to provide online geoinformation services for the government, enterprise and public. It is vital to keep geospatial data fresh, accurate and comprehensive in order to satisfy the requirements of application and development of geographic location, route navigation, geo search and so on. One of the major problems we are facing is data acquisition. For us, integrating multi-sources geospatial data is the mainly means of data acquisition. <br><br> This paper introduced a practice integration approach of multi-source geospatial data with different data model, structure and format, which provided the construction of National Geospatial Information Service Platform of China (NGISP) with effective technical supports. NGISP is the China's official geo portal which provides online geoinformation services based on internet, e-government network and classified network. Within the NGISP architecture, there are three kinds of nodes: national, provincial and municipal. Therefore, the geospatial data is from these nodes and the different datasets are heterogeneous. According to the results of analysis of the heterogeneous datasets, the first thing we do is to define the basic principles of data fusion, including following aspects: 1. location precision; 2.geometric representation; 3. up-to-date state; 4. attribute values; and 5. spatial relationship. Then the technical procedure is researched and the method that used to process different categories of features such as road, railway, boundary, river, settlement and building is proposed based on the principles. A case study in Jiangsu province demonstrated the applicability of the principle, procedure and method of multi-source geospatial data integration.

Benzodiazepines (BZDs) and related drugs are widely used for treating a variety of conditions (with varying degrees of evidence-base), but their long-term use (more than 2–4 weeks) can be problematic. They were originally thought (or claimed) to be nonproblematic substitutes for barbiturates, but it is now clear that they have their own set of problems. In addition, they are commonly, albeit ill-advisedly, co-prescribed or used nonmedically in combination with other drug substances. The result of such combinations, particularly with the opioids, can be lethal. Administrative and statutory actions notwithstanding, it appears that reducing problems with BZDs will depend on a comprehensive approach that includes improved education for patients, prescribers, regulators, insurers, and the public. First and foremost, however, there is a pressing need for the government to improve its drug-abuse data collection, specifically how it monitors drug-related morbidity and mortality. This chapter reviews the information that demonstrates how an understanding of all of the dynamics is essential for designing effective public-health strategies to reduce BZD-associated problems.

The COVID-19 pandemic has disrupted personal, social, and economic lives of millions of people around the world. It has taken the familiar world away from everyone. The pandemic is in large part an epistemic problem caused by the invisible contagious virus. Its invisibility can make people ignorant of the threat and spread of the virus. Government and public need scientists to identify and understand the problem of COVID-19. While the latter do not have complete knowledge to cure the disease, they are more knowledgeable to inform the government how to prevent the pandemic from getting worse. Appropriate government intervention requires a thorough investigation involving frequent and massive data collection, which is too expensive for developing countries. Without sufficient data, any government claim and intervention are questionable. The government can compensate the insufficiency of data by acquiring data and information from other sources, such as civil society organization and the public.

RESUMOOs desastres relacionados às águas, ocorridos no Brasil, aprofundaram e ampliaram as pesquisas sobre tais fenômenos. Este artigo analisa os conflitos decorrentes da resposta do governo da cidade de Campos dos Goytacazes/RJ às consequências dos desastres: o programa de habitação popular “Morar Feliz”. Realizaram-se levantamentos bibliográficos, coleta de dados em órgãos públicos e entrevistas com moradores reassentados. Os resultados indicam a existência de conflito de interesses que opõem os moradores que reivindicam ficar no bairro em que residem, ou próximo a ele, e o governo municipal, que promove a expansão urbana em áreas com insuficiência de infraestrutura urbana.Palavras-Chave: desastres ambientais, habitação popular, risco.RESUMENLos desastres relacionados con el agua que ocurrieron en Brasil profundizaron y ampliaron las investigaciones sobre estos fenómenos. Abstract This study aims to express the factors that influence the existence of Madam balanse dance at Seberang Palinggam. Type of this research was a qualitative study with using descriptive method. The main instrument of this study was the researcher. The additional instruments used were such as stationery, camera and flash disk. Techniques of data collection werecarried out by using literature study, observation, interviews, documentation. The steps in analyzing data were data collection, reduction, data presentation and drawing conclusions of the research. The results show that the dance originated from trading activity which led to cultural encounters, namely Portuguese culture (dance) with Nias culture (maena). The cultural meeting creates a form of art performance  namely Madam Balance Dance. The existence of the Madam balanse dance is influenced by several factors such as: customs, religion, community and government environment. This dance has changed its function from dance as a custom to dance as entertainment, this is because of the lack of interest in the community and the government of Padang to preserve and learn the Madam Balanse dance. One of the efforts to keep the Madam Balanse dance alive and sustainable is that the government have to promote or introduce the Madam Balanse dance again to the public. Keywords: Factors Affecting the Existence of Madam Balanse Dance

The availability of depleted oil reserves has made world oil prices soar. Consequently, the fuel subsidy swells. Facing this situation, the Government made a policy of converting kerosene to LPG gas. The methodology used in this study is descriptive qualitative method with data collection techniques through interviews and observations in the community by purposive sampling. Data were analyzed using reduction, display and verification techniques. The results of the study show: 1) The public perception regarding the conversion of kerosene to LPG gas is quite good. 2) The attitude of the community towards the conversion of kerosene to LPG gas is predominantly in the good category. 3) Community participation in the conversion of kerosene to LPG gas has a dominant distribution in the high enough category. Perancangan ini dibuat untuk menyampaikan keindahan wisata budaya di kabupaten Sidoarjo, khususnya Candi Pari yang terletak di Porong, Kabupaten Sidoarjo, Jawa Timur. Media Fotografi dipilih sebagai sarana mengiklankan karena simpel, dan lebih nyata serta mudah dipahami hingga menarik pengelihatan bahkan menyentuh hati. Keunggulan dari media ini pun dirasa lebih menggugah emosi pembaca untuk berperan langsung serta melihat rinci isi yang ada di media tersebut. Metode yang digunakan adalah metode kualitatif. Berawal dari pengumpulan data dengan cara observasi, wawancara, dan dokumentas dengan menggunakan teknik analisis data view. Hasil dari pengumpulan data tersebut diperoleh informasi tentang kurangnya kepedulian pemerintah dan badan pengelola wisata yang mengakibatkan minimnya akses jalan dan petunjuk arah ke lokasi, banyak masyarakat yang kurang mengetahui lokasi wisata candi pari sebagai cagar budaya bangsa. Setelah itu, menentukan konsep desain dan ide perancangan, adapun konsep yang digunakan dalam perancangan ini adalah konsep “Delight” pada warna yang digunakan pada dalam buku. Hasil akhir dari perancangan ini adalah Buku Essay Fotografi yang didukung dengan media pendukung seperti kaos, mug, tempat pensil dan lain lain. Melalui perancangan ini diharap dapat menambah wawasan masyarakat akan adanya destinasi Wisata Cagar Budaya Candi Pari.This design was made to convey the beauty of cultural tourism in the Sidoarjo district, especially the Pari Temple located in Porong, Sidoarjo Regency, East Java. Media Photography was chosen as a means of advertising because it is simple, and more real and easy to understand to attract vision and even touch the heart. The advantages of this media are also felt to be more arousing to the reader’s emotions to play a direct role and see detailed contents in the media. The method used is a qualitative method. Starting with data collection by observation, interview, and documentation follow by using view analysis. The results of the data collection obtained information about the lack of compensation of the government and the tourism management agency that resulted in the lack of access to the nationalities, many people were not aware of the tourism locations. After that, to determine the design concept and design idea, while the concept used in this design is the concept of “Delight” on the colors used in the book. The final result of this design is a Photography Essay Book which is supported by supporting media such as t-shirts, mugs, pencil cases, others. Through this design it is hoped that can broaden the public insight into the existence of the Pari Temple Cultural Heritage Tourism destination.

The Administrative Court and Law No. 5 of 1986 on State Administrative Justice have been provided facilities for the public to sue the government and ask to cancel the decision made by the government. Law No. 30 of 2014 on Government Administration has been stipulated that Government Administration Act more or less supersedes the provisions contained in the Law of the State administrative justice. Especially in this Law which attracts attention is the expansion of object disputes state Administration. The object of the state Administration dispute in this Act is different from its elements to the Law of the State administrative justice. One of these is a written stipulation that includes factual action. There is no explanation for the meaning of factual acts in this Administrative Administration Act. Therefore, further research is needed in this regard. This study aims to find out and understand the meaning of factual actions in Article 87 letter (a) of Law Number 30 of 2014. This study uses a qualitative approach to the type of research Normative Juridical. Data collection techniques are Library study is to collect data conducted by reading, quoting, recording and understanding various literature that have to do with research material. The object of the state Administration disputed in Law Number 5 of 1986 and its amendment has expanded on Law Number 30 Year 2014 on Government Administration. When the object of the dispute expands, it will affect the decision taken by the legal practitioner in this case is the state Administration judge.

With the advent of Web 2.0, the public is becoming increasingly interested in spatial data exploration. The potential for Volunteered Geographic Information (VGI) to be adopted for passive disease surveillance and mediated through an enhanced relationship between researchers and non-scientists is of special interest to the authors. In particular, mobile devices and wireless communication permit the public to be more involved in research to a greater degree. Furthermore, the accuracy of these devices is rapidly improving, allowing the authors to address questions of uncertainty and error in data collections. Cooperation between researchers and the public integrates themes common to VGI and PGIS (Participatory Geographic Information), to bring about a new paradigm in GIScience. This paper outlines the prototype for a VGI system that incorporates the traditional role of researchers in spatial data analysis and exploration and the willingness of the public, through traditional PGIS, to be engaged in data collection for the purpose of surveillance of tsetse flies, the primary vector of African Trypanosomiasis. This system allows for two-way communication between researchers and the public for data collection, analysis, and the ultimate dissemination of results. Enhancing the role of the public to participate in these types of projects can improve both the efficacy of disease surveillance as well as stimulating greater interest in science.

Pelayanan yang efektif dan efisien adalah tuntutan dari masyarakat kepada instansi pemerintah dalam memberikan pelayanannya. DPMPTSP Kabupaten Blitar merupakan salah satu instansi pemerintah yang meluncurkan inovasi pelayanan publik. Inovasi yang diluncurkan oleh DPMPTSP adalah Pelayanan Joss Banget Mas, yaitu Jemput Online Single Submission Bersama Instansi Terkait dan Malam Hari Bisa. Inovasi ini merupakan bukti bahwa DPMPTSP Kabupaten Blitar telah melakukan percepatan pelayanan dan sekaligus menjawab permasalahan yang dihadapi oleh masyarakat. Jauhnya lokasi kantor yang berada di tengah kota serta persyaratan yang belum diketahui banyak masyarakat menjadi dasar diluncurkannya inovasi Joss Banget Mas. Tujuan dari penelitian ini guna mendeskripsikan terkait pelayanan Joss Banget Mas. Penelitian deskriptif dengan pendekatan kualitatif merupakan jenis penelitian yang dipilih oleh peneliti dengan pengumpulan datanya menggunakan observasi, wawancara, dokumentasi dan studi kepustakaan. Hasil penelitian menunjukan bahwa inovasi pelayanan Joss Banget Mas telah beroperasi dengan baik dan sesuai dengan kebijakan PP No. 24 Tahun 2018. Selanjutnya sumber ide-ide inovasi mendapatkan masukan dari pegawai maupun masyarakat. Budaya inovasi pada inovasi Joss Banget Mas adalah penyederhanaan syarat-syarat sehingga memudahkan masyarakat dalam mendaftarkan perizinan usahanya. Selanjutnya kemampuan dan alat inovasi Joss Banget Mas cukup memadahi tetapi terdapat kekurangan pada bagian alat yang digunakan. Kemudian tujuan, hasil, pendorong dan hambatan adalah untuk mempermudah pelaku usaha dalam memperoleh perizinan berusaha, hambatannya yaitu sering terjadi error dan down pada server OSS. Terakhir, DPMPTSP Kabupaten Blitar mengadakan pelayanan mandiri kepada masyarakat guna mengumpulkan data inovasi untuk inovasi tunggal. Kata Kunci: Inovasi, Pelayanan Publik, Pelayanan Joss Banget Mas, Online Single Submission (OSS).   Effective and efficient services are demands from the community on government agencies in providing their services. DPMPTSP Blitar regency of the government agencies that has launched public service innovations. The innovation launched by the DPMPTSP Blitar Regency call as Joss Banget Mas Service with Online Single Submission Delivery with Related Agencies and Can Night. This innovation is proof that the DPMPTSP Blitar Regency and at the same time answers the problems faced by the community. The remote location of the launch of the Joss Banget Mas innovation. The purpose of this research is to describe the services related to Joss Banget Mas. Descriptive research with a qualitative approach is the type with the data collection techniques using observation, interviews, documentation and literature study. The results showed that the Joss Banget Mas service innovation had operated well and was in accordance with applicable policies. The second indicator of governance and innovation in its implementation is in accordance with PP. 24 of 2018. Furthermore, sources of innovative ideas get input from employees and the public. The culture of innovation in Joss Banget Mas innovation is the simplification of the requirements so that it makes it easier for the public to register business licenses. Furthermore, the capabilities and innovation tools of Joss Banget Mas were sufficient but there were shortcoming in the parts of the tools used. Then the objectives, results, drivers and obstacles are to make it easier for business actors to obtain business licenses, there are also obstacles, namely frequent errors and downs on the OSS server. Finally, DPMPTSP Blitar Regency provides independent services to the community to collect innovation data for a single innovation.
