Abstract. Uncertainty analyses of flood damage assessments generally require a large amount of model evaluations. This is often hampered by the high computational costs necessary to calculate flood extents and depths using 2-dimensional flow models. In this paper we developed a new approach to estimate flood inundation depths that can be incorporated in a Monte Carlo uncertainty analysis. This allows estimation of the uncertainty in flood damage estimates and the determination of which parameters contribute the most to this uncertainty. The approach is applied on three breach locations on the west coast of the Netherlands. In total, uncertainties in 12 input parameters were considered in this study, related to the storm surge, breach growth and the damage calculation. We show that the uncertainty in flood damage estimates is substantial, with the bounds of the 95% confidence range being more than four times smaller or larger than the median. The most influential parameter is uncertainty in depth-damage curves, but five other parameters also contribute substantially. The contribution of uncertainty in parameters related to the damage calculation is about equal to the contribution of parameters related to the volume of the inflowing water. Given the emphasis of most risk assessments on the estimation of the hazard, this implies that the damage calculation aspect deserves more attention in flood risk research efforts. Given the large uncertainties found in this study, it is recommended to always perform multiple calculations in flood simulations and damage assessments to capture the full range of model outcomes.

The close relations between Turkey and Libya are still on the rise, and this was evident through Turkish support at all levels of the internationally recognized government of Al-Sarraj winner. The Memorandum of Understanding signed between Turkey and Libya on 27 / November 2019, in the areas of security and military cooperation and the determination of areas of influence revealed The navy, the extent of the historical close relationship between Ankara and Tripoli, just as the Turkish President Erdogan wanted to deliver a message to the West and other regional parties after the signing of the Memorandum of Understanding, that Turkey has a non-negotiable sovereign right to define the maritime spheres of influence and that this right stems from international law. In light of these tracks, we will shed light on the orientations of Turkish policy towards Libya after the February 2011 revolution, by defining the determinants of those trends and examining the most important obstacles in the march of Turkish policy towards Libya.

The Constitutional Court (CC) judgment of Lee v Minister of Correction Services 2013 2SA 144 (CC) is a recent contribution to transformative constitutional jurisprudence in the field of the law of delict. This matter turned on the issue of factual causation in the context of wrongful and negligent systemic omissions by the state. In this case note, I explore the law relating to this element of delictual liability with specific regard to the traditional test for factual causation – the conditio sine qua non (‘but-for’) test. In particular, I note the problems occasioned by formalistic adherence to this test in the context of systemic state omissions as evidenced by the SCA judgment in the same matter. I also consider the manner in which English courts have addressed this problem. Thereafter, I analyse the CC’s broader approach to the determination of factual causation as one based on common sense and justice. I argue that this approach endorses a break from a formalistic application of the test and constitutes a step towards an approach which resonates with the foundational constitutional values of freedom, dignity and equality. Furthermore, it presents an appropriate solution to the problems associated with factual causation where systemic omissions are concerned. I then consider the transformative impact of the Lee judgment. In particular, I argue that the broader enquiry favoured by the CC facilitates the realisation of constitutionally guaranteed state accountability, and amounts to an extension of the existing norm of accountability jurisprudence. Hence, I contend that the judgment presents a further effort by the Constitutional Court to effect wholesale the constitutionalisation of the law of delict, as well as a vindicatory tool to be used by litigants who have been adversely affected by systemic state omissions.

Hisab dan rukyat, hakikatnya, adalah cara untuk mengetahui pergantian bulan. Kajian ini memperlihatkan beberapa temuan. Pertama, korelasi antara hadis Kuraib dan terjadinya perbedaan penetapan awal Ramadan, Syawal, dan Dzul Hijjah di Indonesia. Kementerian Agama Republik Indonesia telah menetapkan bahwa Indonesia secara keseluruhan menjadi satu wilayah hukum (wilayatul hukmi). Kedua, tentang keberhasilan rukyat al-hilal di satu kawasan yang diberlakukan bagi kawasan lain di muka bumi. Perlu diketahui bersama bahwa visibilitas pertama hilal tidak meliputi seluruh muka bumi pada hari yang sama, melainkan membelahnya menjadi dua bagian: (1) bagian sebelah Barat yang dapat melihat hilal dan (2) bagian sebelah Timur yang tidak dapat melihat hilal.Hisab and rukyat is a way to know the turn of the month. This study shows several findings. First is the correlation between Kuraib traditions and differences in the determination of the beginning of Ramadan, Shawwal, and Dhul-Hijjah in Indonesia. Ministry of Religious Affairs of the Republic of Indonesia has stated that Indonesia as a whole into a single jurisdiction (wilayatul hukmi). Second, on the success rukyat alhilal in one area that applied to other regions of earth. Important to know that the first visibility of the new moon does not cover the entire face of the earth on the same day, but splitting it into two parts: (1) part of the West to see the new moon, and (2) part of the East were not able to see the new moon.

Abstract Focused Ion Beam (FIB) tools are widely used for Integrated Circuit (IC) debug and repair. With the increasing density of recent semiconductor devices, FIB operations are increasingly challenged, requiring access through 4 or more metal layers to reach a metal line of interest. In some cases, accessibility from the front side, through these metal layers, is so limited that backside FIB operations appear to be the most appropriate approach. The questions to be resolved before starting frontside or backside FIB operations on a device are: 1. Is it do-able, are the metal lines accessible? 2. What is the optimal positioning (e.g. accessing a metal 2 line is much faster and easier than digging down to a metal 6 line)? (for the backside) 3. What risk, time and cost are involved in FIB operations? In this paper, we will present a new approach, which allows the FIB user or designer to calculate the optimal FIB operation for debug and IC repair. It automatically selects the fastest and easiest milling and deposition FIB operations.

Recycling of sewage sludge will soon no longer be possible in The Netherlands, or will be possible only to a very limited degree. For that reason, part of the sewage sludge will have to be incinerated. This will happen particularly in those areas where tipping space is very limited. A sludge incineration plant is planned to be built in the town of Dordrecht, with a capacity of 45,000 tonnes dry solids per year. The plant will be subject to the very strict flue gas emission requirements of the Dutch Guideline on Incineration. The Guideline demands a sophisticated flue gas purification procedure.

Modern dentistry commonly uses a variety of imaging methods to support diagnosis and treatment. Among them, cone beam computed tomography (CBCT) is particularly useful in presenting head structures, such as the temporomandibular joint (TMJ). The determination of the morphology of the joint is an important part of the diagnosis as well as the monitoring of the treatment results. It can be accomplished by measurement of the TMJ gap width at three selected places, taken at a specific cross-section. This study presents a new approach to these measurements. First, the CBCT images are denoised using curvilinear methods, and the volume of interest is determined. Then, the orientation of the vertical cross-section plane is computed based on segmented axial sections of the TMJ head. Finally, the cross-section plane is used to determine the standardized locations, at which the width of the gap between condyle and fossa is measured. The elaborated method was tested on selected TMJ CBCT scans with satisfactory results. The proposed solution lays the basis for the development of an autonomous method of TMJ index identification.

<b><i>Introduction:</i></b> Retinopathy of prematurity (ROP) remains an important cause for preventable blindness. Aside from gestational age (GA) and birth weight, risk factor assessment can be important for determination of infants at risk of (severe) ROP. <b><i>Methods:</i></b> Prospective, multivariable risk-analysis study (NEDROP-2) was conducted, including all infants born in 2017 in the Netherlands considered eligible for ROP screening by pediatricians. Ophthalmologists provided data of screened infants, which were combined with risk factors from the national perinatal database (Perined). Clinical data and potential risk factors were compared to the first national ROP inventory (NEDROP-1, 2009). During the second period, more strict risk factor-based screening inclusion criteria were applied. <b><i>Results:</i></b> Of 1,287 eligible infants, 933 (72.5%) were screened for ROP and matched with the Perined data. Any ROP was found in 264 infants (28.3% of screened population, 2009: 21.9%) and severe ROP (sROP) (stage ≥3) in 41 infants (4.4%, 2009: 2.1%). The risk for any ROP is decreased with a higher GA (odds ratio [OR] 0.59 and 95% confidence interval [CI] 0.54–0.66) and increased for small for GA (SGA) (1.73, 1.11–2.62), mechanical ventilation &#x3e;7 days (2.13, 1.35–3.37) and postnatal corticosteroids (2.57, 1.44–4.66). For sROP, significant factors were GA (OR 0.37 and CI 0.27–0.50), SGA (OR 5.65 and CI 2.17–14.92), postnatal corticosteroids (OR 3.81 and CI 1.72–8.40), and perforated necrotizing enterocolitis (OR 7.55 and CI 2.29–24.48). <b><i>Conclusion:</i></b> In the Netherlands, sROP was diagnosed more frequently since 2009. No new risk factors for ROP were determined in the present study, apart from those already included in the current screening guideline.

Hyperspectral remote sensing across multiple spatio-temporal scales allows for mapping and monitoring mangrove habitats to support urgent conservation efforts. The use of hyperspectral imagery for assessing mangroves is less common than for terrestrial forest ecosystems. In this study, two well-known measures in statistical physics, Mean Information Gain (MIG) and Marginal Entropy (ME), have been adapted to high spatial resolution (2.5 m) full range (Visible-Shortwave-Infrared) airborne hyperspectral imagery. These two spectral complexity metrics describe the spatial heterogeneity and the aspatial heterogeneity of the reflectance. In this study, we compare MIG and ME with surface reflectance for mapping mangrove extent and species composition in the Sierpe mangroves in Costa Rica. The highest accuracy for separating mangroves from forest was achieved with visible-near infrared (VNIR) reflectance (98.8% overall accuracy), following by shortwave infrared (SWIR) MIG and ME (98%). Our results also show that MIG and ME can discriminate dominant mangrove species with higher accuracy than surface reflectance alone (e.g., MIG–VNIR = 93.6% vs. VNIR Reflectance = 89.7%).

Abstract This paper explores the legality of the land closure imposed upon the Gaza Strip by Israel. After having considered the area under occupation, the paper argues that the legality of the closure must be determined under international humanitarian law, international human rights law, the principle of self-determination of peoples, and the Israeli-Palestinian agreements. In the light of these rules, the arbitrary closure of the Gaza Strip should be considered illegal because it breaches the unity between the Gaza Strip and the West Bank, and because it violates the freedom of movement of the local population. Moreover, the closure breaches the relevant rules pertaining to the transit of goods in occupied territory. The paper concludes that most of the violations caused by the closure affect peremptory rules which produce obligations erga omnes, so that any state in the international community is entitled to react under the law of state responsibility.
