Development of an integrated food quality management system

The high-speed growth in the global population has resulted in a deficit of foods, which has stimulated the development of technologies for planting agricultural products and fattening domestic animals. However, these processes are supplemented in many cases by worsening of the quality of foods and their pollution by foreign substances. To guarantee the proper quality and safety of foodstuffs for health, the International Organization for Standardization developed the standards ISO 9001:2015 and ISO 22000:2018. At the same time, businesses fabricating foods, especially meat-based ones, have to observe the norms of the international standard ISO 14001:2015. Finally, because treatments of raw materials and ingredients used in food products contain in many cases substances harmful for health, enterprises must introduce the norms of standard ISO 45001:2018. To simplify management processes, enterprises introduce so-called ‘integrated management systems’. This study proposes one variant of such a system recommended for use in food-producing organizations including those that treat raw meat and produce products based on its use.

Рассмотрен опыт внедрения интегрированной системы менеджмента на предприятии по производству мучных кондитерских изделий. Для повышения эффективности процессов управления и качества выпускаемой продукции предприятия выбран стандарт ИСО 9001. Требования стандарта позволяют на основании внедренной системы менеджмента качества создать и внедрить интегрированную систему менеджмента (ИСМ) предприятия, адаптированную к требованиям международных стандартов ИСО 9001–2015, ХАССП, МС ИСО 22000–2005, ИСО 14001–2015, ИСО 45001–2018. Для интеграции систем менеджмента предприятия выбрана аддитивная модель. В качестве основы для интеграции ко всем процессам применяли цикл PDCA. По результатам диагностического аудита определены риски предприятия: безопасность продукции, несчастные случаи и травматизм, опасность избыточных выбросов в атмосферу вредных веществ, образование твердых бытовых отходов. Составлен план мероприятий для устранения возможных рисков. На основе анализа рисков определены критические контрольные точки (ККТ) для полуфабрикатов и готовой продукции. Управление ККТ осуществляется посредством контроля над поставками сырья и лабораторными испытаниями его качества, отслеживания параметров производственного процесса на этапе приготовления глазури, обеспечения условий хранения готовой продукции (температура, сроки реализации) и надзора за санитарной обработкой складских помещений, проведения планово-предупредительного ремонта производственного оборудования. Внедрение ИСМ обеспечит кондитерскому предприятию гарантию качества выпускаемой продукции и стабильность развития производства. The experience of implementing an integrated management system at the enterprise for the production of flour confectionery products is considered. ISO 9001 is chosen to improve the efficiency of management processes and the quality of the company's products. The requirements of the standard allow on the basis of the implemented quality management system to create and implement an integrated management system (ISM) of the enterprise, adapted to the requirements of international standards ISO 9001:2015, HACCP, ISO 22000:2005, ISO 14001:2015, ISO 45001:2018. Additive model is chosen for integration of enterprise management systems. The PDCA cycle was applied to all processes as a basis for integration. According to the results of the diagnostic audit, the risks of the enterprise are determined: product safety, accidents and injuries, the danger of excessive emissions of harmful substances into the atmosphere, the formation of solid waste. A plan of activities to eliminate possible risks has been drawn up. Based on the risk analysis, critical control points (CCP) for semi-finished and finished products are determined. Management of CCP is carried out by means of control over deliveries of raw materials and laboratory tests of its quality, tracking of parameters of production process at the stage of preparation of glaze, guarantee conditions of storage of finished goods (temperature, terms of realization) and supervision of sanitary processing of warehouse, carrying out scheduled preventive repair of the production equipment. Introduction of ISM will provide to the confectionery enterprise a guarantee of quality of products and stability of development of production.

The most pressing problems of the food industry today are the quality of food. The main factors influencing this indicator are the quality of raw materials, the technical and technological level of enterprises, the quality management system and food safety. Milk quality cannot be improved in the processing process, at best it can be stabilized, so the milk quality management system should focus on the technological processes of its production and primary treatment using a preventive approach. The sanitary and hygienic quality of milk production is a complex problem that is determined by a number of factors that combine the notion of "technology and culture of production". General bacterial contamination of milk raw materials should be considered as a collection of sources of ingress of microorganisms into the technological environment, in particular the microflora of the surface of the udder and lobes; microflora of udder channels; microorganisms of milking equipment, milk lines, milk packaging; microflora of personnel and environment. The traditional scheme of primary milk treatment provides a consistent picture of the quality and safety of raw milk obtained from its production. Measures to improve the quality and safety of raw milk through additional use of the decontamination process are proposed. The use of ultrasonic cavitation technologies for milk disinfection allows to increase the quality of milk and to get more money for the farm, to provide quality raw materials for dairy enterprises.

The scientific-practical basis of the quality of passenger and clientele service at the airport were studied. This was prompted by the need to determine the role of aviation safety (AS) and its impact on the quality and competitiveness of airport services. It was proved that within the framework of the system, quality monitoring is performed in the areas of the service of aviation safety (SAS). As a result of research, a quantitative assessment of the level of aviation safety of the airport, which is the basis for making a relevant management decision in the analysis subsystems, was determined. Management , in this case, implies the system of measures to improve the activities of the SAS. A procedure for assessing the quality of airport services, which reveals the essence of aviation safety in the system of airport quality management , was devised. The sequence of assessment of the system of aviation safety, reflecting the cost approach, the application of which involves determining the reserves for ensuring aviation safety in the continuous implementation of the quality management system, was proposed. The share of costs of aviation safety (AS) was determined on the example of three airports by economic elements (the model of criteria for choosing a subject) to determine the cost of ensuring an adequate level of aviation safety. It was proposed to introduce a comprehensive indicator of the quality of aviation safety for its functional components, which further makes up the integrated indicator of the quality of provided services. As a result of calculations, the amount of payment for aviation safety using adjustment coefficients to counteract the threat of a possible act of unlawful interference (AUI) will increase. This enables an aircraft company to form timely a reserve to prevent or eliminate the consequences of the AUI by including the aviation safety fee in the total cost of air transport services.

Ensuring the required level of quality of products produced by textile enterprises involves not only the final (output) control of its quality indicators, but also ensuring operational control over the relevant characteristics of raw materials and semi-finished products in technological processes throughout the entire production chain of textile material. Within the framework of the functioning of the quality management system of a textile enterprise, when conducting operational monitoring of technological processes, appropriate automated technical controls are required, built with the use of modern information technologies. In this paper, in order to assess the quality of the carding process in the production of combed or carded yarn, a method is proposed for the digital study of the structural unevenness in the surface density of this type of non-woven material, based on the principle of determining the sectorial and radial characteristics for this quality indicator.

Management processes occupy a special place in the quality management system. The result of their implementation is the coordination of all processes performed at the enterprise. Issues related to the resource support of management processes are not sufficiently covered in the scientific literature, which can be explained by the complexity, specificity and weak possibility of formalization of management processes. At the same time, the quality of the resources used must meet certain requirements. A list of resources used in the management process is given. The article substantiates a methodological approach to assessing the quality of resources in the management process, based on the use of qualimetry. The specific features of the management process that led to the choice of the methodological approach are listed. It is proposed to assess the quality of resource support for the management process using an integral indicator constructed by aggregating generalized indicators of the quality of information resources, administrative resources, human resources, psychological resources of the individual, professional resources, intangible resources, methodological resources and time constraints. A procedure for evaluating the quality of resources in the management process has been developed. Criteria for evaluating specific resources are formulated, taking into account their specifics.

Relevance. Fracturing of the array is one of the main factors in the formation of quality blocks of decorative stone. Systems of natural cracks form a separate rock and determine the shape and size of structural blocks, which determines the possible output of conditioned block products from the array, the choice of the method of preparing the rock for excavation, the location and direction of movement of the mining front in accordance with the nature, intensity and elements of the occurrence of cracks. To control the quality of decorative stone blocks, modeling and forecasting optimal parameters, it is necessary to investigate the possibility of identifying fractures and then determining their geometric parameters using modern digital equipment. Purpose of research is to analyze the quality management of the extracted rock based on the use of mathematical modeling technologies. The methodology of the work consists in using methods of mathematical modeling, as well as statistical data processing. Results. The practical application of the results is to apply the developed methods in order to optimize the quality management system of the extracted rock and increase its efficiency. As a result of practical research, a rational ledge height of 5.8 m has been established for the conditions of the granodiorite Deposit, which allows to ensure the necessary production capacity of the quarry, high productivity of mining equipment, safety of mining operations, minimal economic costs for mining operations, low production costs and minimal losses of block raw materials. Conclusions. The analysis of the complex of mining operations of mining enterprises allows us to make a conclusion about the need to introduce new technologies into production that would ensure the automation of work, increase the reliability of measurement results and calculations. At the same time, automation should be based on the use of remote methods for assessing the quality of decorative stone, new electronic devices and appropriate software.

A key component of the quality management system is the incoming quality control of raw materials, materials and components. The course of the further production process and the quality of manufactured products depend on the correctness of its implementation, the accuracy of compliance with all the necessary procedures. Another important aspect that is inextricably linked with incoming inspection is working with suppliers. In order to minimize costs and increase the effectiveness of actions, it is necessary to establish a stable and well-coordinated work on the supply of raw materials, materials and components. To accomplish this task, the enterprise must develop and approve a methodology for evaluating suppliers, which allows them to conduct a comprehensive analysis, choose the most reliable suppliers with a proven reputation and high performance. The research base is a machine-building enterprise – public joint-stock company “NEFAZ” (PJSC “NEFAZ”). The article identifies problem areas and suggests methods for their improvement. Based on the results of the study, a comprehensive methodology for assessing suppliers has been developed, which makes it possible to determine the rating of the supplier and, depending on this, to establish the type of incoming control. Possible types of effect from the introduction of this technique at the enterprise are considered.

Although logistics activities have been carried out by individuals for many centuries, only a few decades ago, logistics has been seen as a new area of integrated management, that is, to think about products and services flowing seamlessly from the sources of raw materials to the final consumers (Ballou, 1999). The supply chain management (SCM) consists of the integration of the business logistics management processes involving not only units within an enterprise but also across units belonging to both upstream and downstream partners, such as suppliers, customers, and logistics service providers.

The present research features the Russian flour-milling industry. Flour manufacturers are a key component of the bread- baking complex of Russia, which ensures the food security of the country in the conditions of import substitution. However, large flour mills have recently experienced a decrease in profitability indicators, and production of low-quality flour by illegal producers has increased. Hence, the quality management system of flour milling enterprises requires new methodological approaches to assess the effectiveness of quality control procedures and innovative ways to improve product quality management that would ensure the competitive advantage. Quality management should be based on representative information obtained by using differential or complex methods, with numerical values established by measuring various indicators of product quality, i.e. objective and subjective. The quality assessment system should be used to determine the quality level at each stage of the innovation process, which will allow for effective management decisions. The considered quality assessment methods were adapted to the sectoral specifics of the milling industry, since the efficiency of grain processing largely depends on the stability of regimes at all its stages. The paper introduces an economic and mathematical model that includes the calculation of three groups of assessment indicators: the quality of preparation of raw materials for grinding, the quality of the technological process, and the technical level of production. The performance indicators of their activities proved to be significantly affected by the quality characteristics of the processed raw materials, the efficiency of process control, and the use of the potential of the technical level of production. The analytical studies conducted by the authors revealed trends in the product quality management at sectoral enterprises and proved the need to use system-oriented innovative solutions at all stages of flour production.

At present, due to the reduction of business wood stocks, the problem of using fast-growing soft hardwoods as industrial raw materials is of particular relevance. This wood has a number of disadvantages – low density, low strength indicators, which limit the scope of its application. It is possible to improve the quality of soft hardwood wood by pressing it (compacting). Compaction of wood has a great influence on the physical and mechanical properties of wood. The wide application of pressed wood is possible in the production of railway sleepers. Pressing wood significantly increases the performance properties of the sleeper beam. One of the advantages of wooden railway sleepers is their high damping properties. The presence of damping properties in wooden sleepers ensures high speed performance and a long service life of the rolling stock. In this connection, research that ensures the rational use of wood raw materials is relevant. The purpose of this study is to determine the nature of the change in the strength limit of pressed birch wood (Betula pendula) during local crumpling.
