This study challenges the mainstream technocratic notion of the digital divide and its access-based policy solutions, which do not appreciate the different information-using capabilities, perceptions, and choices of the people concerned. This notion is examined through the lens of information as structured capital that requires Internet access to be complemented by people's information-using capabilities, inclinations, needs, knowledge, and beliefs, which must also complement each other to allow the effective use of information. Qualitative in-depth interviews with 30 senior South Koreans at a Senior Welfare Center suggest that the information capital possessed by these seniors is ill suited to responding to and taking advantage of Internet use. The social isolation of seniors provides them with neither incentives nor capabilities to restructure their information capital in the ways necessary for ongoing use. This finding sugests that digital divide policies for older people must shift their focus from technology per se toward more comprehensive approaches of dealing with the basic social needs of senior citizens.

In recent years, the fishery population in Japanese fishing ports has halved with a decline of the fishery industry, and the use of fishing port facilities has also been declining. Because of this, there is a demand for effective use of existing fishing ports, which have thus far served only for the primary industry, and there is a transition in their use to higher order industries, indicating a change in the social value of fishing ports. In this study, the social value for realizing the higher order use of fishing port space was analyzed based on the locations of the port, the value of the land, and social needs. Although, with the current classification, 2921 existing fishing ports can be classified into 5 categories, designated class III fishing ports (13 ports), class III fishing ports (114 ports), class II fishing ports (496 ports), class I fishing ports (2210 ports), and class IV fishing ports (101 ports), the findings of this study were applied to develop a new classification which incorporated new social conditions. In this paper, the social value of fishing ports in modern society is shown, and a new classification of fishing ports which differs from the current system based solely on the port size is discussed, taking their social value into consideration.

Sebagai model of reality, agama Marapu mengandaikan konsepsi ideal tentang kehidupan pasca-kematian, yaitu parai Marapu. The question of value, in relation to law, manifests itself in two distinct but equally relevant moments: the first, when the norm is produced (nomogenesis); The second, when it is applied (subsumption). The problem question also arises from two different angles: that of justice, supreme value in the legal sphere and that of legitimacy. The results obtained point to the realization that the social forces and all the immanent power of the people impels the Legislative Power, generating the necessity of effecting the nomogenesis, that corresponds to the social needs. And that, at a later moment, the ideology of the judge, conditioned by cultural data in the processes of socialization, guides the subsumption. In order to follow up and theoretical basis of the present research, the search for bibliographical material, more specifically written books, and the digital format, emphasizing the prestigious doctrines and authors was used as the main mechanism of investigation.
