Administrative information sharing is being promoted by the Korean government as an innovative measure to improve the quality of public service. At the same time, public concerns for privacy infringement are escalating. The core controversy is whether the policy can offer strong public goods to offset the cost of the potential infringement of privacy rights. Since it is citizens who will pay the cost of restricted privacy rights, according to the policy, administrative information-sharing should be designed and implemented throroughly from the citizens' policy-supportive attitudes toward administrative information-shring. An empirical study was carried out and the results revealed that public trust in government, public opinion, policy benefit, and privacy concerns have significant effects on citizens' support for the policy. The results are discussed in order to draw out policy implications for the successful implementation of administrative information-shring in Korea.

The article assesses the implementation and impact of the Eisenhower Foundation's Neighborhood Program in ten communities. Most organizations successfully implemented the program and generated a level of participation that compares favorably to other programs. Despite successful implementation, the programs had only modest community impact. Fear of crime and concern about local problems declined slightly in some communities, but there was no documentable evidence of change in communities' crime or perceived quality of life. Of the Eisenhower Foundation guidelines, technical assistance was most clearly linked to program success, although the community planning process and advisory councils may have increased participation. Possible reasons for the small program impact and policy implications of the demonstration project are discussed.

Improved governance at this time is encouraged through the implementation of bureaucratic reforms program that has entered the second stage (2010-2014). One considerable area of change in the bureaucratic reform that needs to be improved is public services, especially in the current era of regional autonomy nowadays where the regions have opportunity to innovate, be creative, and create the best model to achieve improved quality of service to the community. One important effort suggested by the author to improve the quality of public services is to do public service management reform, to fulfill completeness of organizational development, and implementation of zero management in public service activities. If this can be implemented, it is expected that people's satisfaction is achieved, which together will show the better performance of the government, and in the aggregate will show the successful implementation of bureaucratic reforms.Keywords : Bureaucratic reform, public service, regional autonomyPerbaikan tata kelola pemerintahan yang saat ini digalakkan melalui pelaksanaan program reformasi birokrasi sudah memasuki tahapan atau gelombang kedua (2010-2014). Salah satu area perubahan reformasi birokrasi yang cukup penting untuk ditingkatkan adalah pelayanan publik, terutama di era otonomi daerah saat ini yang memberikan kesempatan kepada daerah untuk berinovasi, berkreasi, dan menciptakan model terbaik demi pencapaian peningkatan kualitas pelayanan kepada masyarakat. Upaya penting yang disarankan oleh penulis untuk meningkatkan kualitas pelayanan publik adalah dengan melakukan pembenahan manajemen pelayanan publik, memenuhi kelengkapan pengembangan organisasi, serta penerapan manajemen zero dalam aktivitas pelayanan publik. Jika hal ini mampu dilaksanakan, maka diharapkan kepuasan masyarakat akan tercapai, yang secara bersinergi menunjukkan kinerja pemerintahan yang semakin baik, dan secara agregat menunjukkan keberhasilan pelaksanaan reformasi birokrasi. Measuring the quality of public services in the Building Permit in the one-stop services office of Bone Regency, using indicators of the ability of the apparatus, system services and influential factor in the service of Building permit. The data was collected through interviews, observation and documentation, as a way to know the description of the organizational structure, education and training, ability to work completion on schedule, the convenience in obtaining services, clarity of information, security and protection services to consumers in the Office of One-Stop Services (KPTSA) of Bone Regency. The factors that affect the public service of Building Permit (IMB), among others; timeliness, ease of filing, the accuracy of service, the cost of service. Factor is a barometer of the consumer or the use of the service, so whether or not the services provided by the government back to the things mentioned above. In the public service should further develop the quality of human resources and democratization, leadership model must shift from power to the approach of expertise (from macho to maestro) and democratic in spirit, close to the subordinates and apply humanistic model of bureaucracy is putting a human in its proportions.Mengukur kualitas pelayanan publik dalam Izin Bangunan di kantor pelayanan satu atap Kabupaten Bone, dengan menggunakan indikator kemampuan aparatur, sistem layanan dan faktor yang berpengaruh dalam pelayanan Membangun izin. Data dikumpulkan melalui wawancara, observasi dan dokumentasi, sebagai cara untuk mengetahui gambaran struktur organisasi, pendidikan dan pelatihan, kemampuan untuk bekerja selesai sesuai jadwal, kenyamanan dalam memperoleh pelayanan, kejelasan layanan informasi, keamanan dan perlindungan kepada konsumen di Kantor Pelayanan Satu Atap (KPTSA) Kabupaten Bone. Faktor- faktor yang mempengaruhi pelayanan publik Izin Mendirikan Bangunan (IMB), antara lain; ketepatan waktu, kemudahan pengajuan, akurasi pelayanan, biaya pelayanan. Faktor adalah barometer konsumen atau penggunaan layanan, sehingga apakah layanan yang diberikan oleh pemerintah kembali ke hal-hal tersebut di atas. Dalam layanan publik lebih lanjut harus mengembangkan kualitas sumber daya manusia dan demokratisasi, model kepemimpinan harus bergeser dari kekuasaan ke pendekatan keahlian (dari macho untuk maestro) dan berjiwa demokratis, dekat dengan bawahan dan menerapkan model birokrasi humanistik adalah meletakkan manusia dalam proporsinya.

Tax evasion, which is typically considered an illegal activity, is a critical problem and is considered a barrier to economic growth. A review of the literature shows that tax and social security contributions, regulations, public sector services, the quality of institutions and tax compliance, play important roles in determining the degree to which firms attempt to evade taxes. Measuring tax evasion is problematic due to data requirements and inadequacies. Few tax evasion indices have been estimated but it appears that they cannot be used for international comparisons across countries. This important issue has largely been ignored in the literature, in particular for emerging markets. Consequently, this paper is conducted to develop a new tax evasion index (TEI) using the most substantial and recent data from the standardized World Bank Enterprises Survey 2006–2017. In addition, using the newly developed TEI, the paper examines the importance and contribution of information sharing and bank penetration to the degree of tax evasion in emerging markets. The paper uses a sample of 112 emerging markets from 2006–2017 and the Tobit model in estimation. The empirical findings from the paper indicate that the average TEI during the 2006–2017 period for emerging markets is 0.62, with a range of (0.25, 0.75). In addition, we find that information sharing and bank penetration negatively affect the degree of tax evasion, as proxied by the TEI, in emerging markets. The empirical results also confirm the view that large firms are considered to have adopted good tax compliance practices, while firms located in remote areas are more likely to evade taxes. Policy implications have emerged on the basis of the empirical findings from the paper.

The outsourcing of public services has acquired a prominent position in the political agenda of many countries in recent decades. This paper contributes an analysis of the outsourcing of a public service under a theoretical framework based on a multitask principal-agent model. For the management of the service, a contract is assumed that includes certain incentives to the contractor linked to the outcomes in two types of activities: the first related to cost saving, and the second related to the improvement of the quality of the service. The main results of the paper show, in the first place, the conditions under which the outsourcing of a public service is economically unfeasible. Additionally, the paper shows that, under perfect information conditions, the optimal incentives include the contractor retaining all the cost savings. On the contrary, under conditions of asymmetric information on the quality of the service, the contract should stipulate a certain distribution of the cost savings between the public authority and the contractor. More in general, the formalization of the model presented in this work can contribute to a better understanding of the role of the contracts, and therefore to their improvement.

New treatment options provide hope for patients with localized and advanced cancer. However, these advances are associated with cost, both in terms of treatment-related expenditures and effects on quality of life. It is important that patients, physicians, insurers, and policymakers understand the relationship between costs and outcomes of new cancer treatments. Various methods of cost analysis can provide a structured manner to assess cost. Cost-effectiveness analysis (CEA) compares the cost of the intervention with the effect, resulting in a cost per effect (eg, cost per year of life gained) that can be compared across interventions. In this article, we review three recent CEAs in the oncology literature, including chemoprevention in breast cancer, adjuvant endocrine therapy in early-stage breast cancer, and salvage chemotherapy in advanced ovarian cancer. The important elements of CEA, including the recommendations of the US Public Health Service Panel on Cost Effectiveness in Health and Medicine as they relate to cancer treatments, are discussed. Many well-done CEAs in cancer treatment have been performed during the last decade. As with clinical trials, the rigor and methods of the analysis are critical to the reliability of the results. Therapies with high cost and small incremental improvement in survival and/or quality of life may find it difficult to meet the societal thresholds for what is considered cost effective. CEA is a method to assess the cost and effect of cancer treatments, providing important insights into the best use (ie, obtaining the most value for) of health care expenditures. As the literature indicates, one must be cognizant of the fact that there can be extraordinary costs associated with some newer cancer therapies that provide small incremental clinical benefit. Better understanding of the cancer economic literature can help lead to an informed dialogue on the health policy implications of resource allocation in cancer care.

This study aims to identify the dominant factors of the successful implementation of benchmarking on the performance of contracting companies and test the significance of the application of benchmarking on the performance of contracting companies. The research sample was saturated samples of 65 qualified contractor companies. The method and type of research used were correlational methods of multiple regression analysis using SPPS. The results of the study concluded that 1.Benchmarking significantly influences the performance of contracting companies in the Blitar City DPUPR; 1. The ranking of success factors for the Blitar City contractor companies in the process of implementing benchmarking (1) planning, (2) data collection, (3) acception and action and (4) analysis; 2.Benchmarking has proven to significantly improve company performance as measured by increasing (1) Corporate Finance (2) Company productivity, (3) DPUPR Consumer Satisfaction, (4) Community Satisfaction, (5) Quality of the company's construction technical personnel, (6) Satisfaction employee work, (7) Project acquisition rate in one year, (8) Effective completion of construction work, (9) Construction product quality.

The quality of public services and the yield of organizations are not limited to the financial investment and innovation solely. Human capital plays a critical role in the growth and excellence in institutions, but its contribution remains dependent on several factors. Its role is not limited on quantitative and qualitative accumulating, because it should be coherent and integrated in the development process. The theories of endogenous growth contributed to account for the disparity in levels of development between countries, by assuming that the extent of human capital response or inversely lack of responsiveness the economic system. This inaction is usually the prime cause of the deterioration of the quality of service and lack of satisfaction of the citizens, in addition of the lack of employee satisfaction about the circumstances of his work. Hence, arose the significance of several research about the mechanisms of reducing non-enthusiasm for the job or complacency professional and indifference. Staff of Jazan University has been chosen as a context of the empirical investigation of this study. The data has been collected using a well designed questionnaire and analyzed by SPSS program.

The paper analyzes the factors that affect the amount of effort required to create a mobile application and its cost. It is established that the main factors of influence are the design of the application, its functionality, the type of mobile platform, the availability and level of testing and support, as well as the individual characteristics of the developer. Based on the analysis of information sources, the main methods and approaches to forecasting the cost of software products are identified, which include the COCOMO model, Price-to-win method, expert evaluation, algorithmic methods and the method of analogies. It is proposed to consider the method of analogies as a tool that allows you to make predictions about the cost of resources required for the successful implementation of IT projects based on the experience of similar projects. It is proved that the advantages of this method are the simplicity of its implementation and the clarity of the results obtained, which follows from the practical orientation of this tool. Among the limitations of the method of analogy is the mandatory need for reliable data relating to similar projects, as well as the difficulty of taking into account unspecified indicators. Taking into account the mentioned limitations of the method of analogies and on the basis of the analysis of scientific sources the possible directions of its optimization are determined. Thus, among the ways to improve the effectiveness of this method are those aimed at optimizing the project selection process, the data for which are used as a basis for forecasting. Attempts to improve the method of analogies by including parameters that were previously ignored by this technique seem promising. This in turn can lead to an expansion of the scope of the method of analogies and increase the accuracy of forecasts. As prospects for further research, the need to continue research in the field of optimization of the method of analogies with the subsequent practical verification of theoretical positions on the data of real projects.
