Year 2020 is the beginning of years for The Directorate General of Immigration to start its strategic planning for the next 5 (five) years compiled as document of Directorate General of Strategic Plan of 2020-2024. The Directorate General's Strategic Plan comply The Ministry of Justice and Human Rights Strategic Plan which sets to document of RPJMN-IV determined in accordance to the Vision and Mission of the Elected President. Reflected by the Vision, Mission and also the Government's Strategic/ National Priorities for the next 5 (five) years, President Jokowi hoped for development acceleration especially in aspects of human resource and regional development. Some methods are by inviting as much investment as possible and implementing bureaucratic reforms in governance.  Sinergyzing with the Vision of the President, the Directorate General of Immigration formulated the direction with a change in its focus. Formerly, in year 2015-2015, focus of immigration policies are to strengthen immigration public service and law enforcement while for the next 5 years the focus is aimed to be slightly change to the effort to strengthen state security and facilitate public welfare development. Therefore this paper will describe efforts planned to be taken to strengthen immigration function as facilitator of public welfare development. Based on the description as mentioned before, the Research Question for this paper is : “How will the function of immigration as the facilitator of public welfare development will be directed in the strategic planning of the Directorate General of Immigration for 2020-2024?". The aim is to study and analyze immigration policy and its strategic objectives. This study uses descriptive qualitative method with the using of primary and secondary data gathered by the author.

Directorate General of Taxes (DGT) is a government institution that half of the authority is judicative because the DGT is able to collect revenue by using enforcement to taxpayers. The DGT has judicative characteristic so that the DGT must be abreast with the other law enforcement institution in Indonesia law system. In this case, the writer used the term of Transformative Law Enforcement (TLE). Act number 9/2017 gives new duty and power for the DGT so that it strengthen DGT position as a TLE. This research focuses on DGT role as a TLE until the existence of the DGT can be recognized in public law system and is purposed for the DGT to have specific law that manage the DGT. This research use normative judicatory approach method and qualitative descriptive with secondary data. The conclusion is that Act number 9/2017 gives new duty and power for the DGT as TLE to have unimpeded access of financial information from financial service institution and another entity in order to increase taxpayer compliance eventhough it might cause conflict of interest with Bank Indonesia as the central bank and the highest authority of all banks in Indonesia.

Sejak terjadinya pandemi COVID-19, kekerasan seksual online anak di Indonesia meningkat seiring dengan meningkatnya paparan terhadap internet dan teknologi digital, sehingga berakibat buruk bagi berkembangan anak. Penelitian ini bertujuan untuk mengetahui pengaruh COVID-19 terhadap kekerasan seksual anak serta pengaturan dan perlindungan hukum atas kekerasan seksual online anak. Penelitian ini termasuk penelitian yuridis normatif dan menggunakan data sekunder. Analisis data menggunakan metode kualitatif dengan menganalisis dokumen dari data sekunder, sehingga bersifat deskriptif-analitis yang menggambarkan suatu gejala sosial. Penelitian ini menghasilkan dua kesimpulan. Pertama, COVID-19 berpengaruh terhadap kenaikan tingkat kekerasan seksual online terhadap anak dikarenakan tingginya paparan internet dan teknologi digital terhadap anak. Kedua, pemerintah telah meratifikasi Convention on the Rights of the Child dan optional protocol terkait serta Undang-Undang Perlindungan Anak. Hal yang perlu dikritisi antara lain peningkatan pengawasan orang tua atas aktivitas berinternet anak dan penegakkan hukum dalam Undang-Undang Perlindungan Anak. === Ever since COVID-19 hit, the rate of online sexual violence against child in Indonesia has risen tremendously along with the increasing exposure to the internet and digital technology, hence would adversely affect child development. This research aims to find the impacts of COVID-19 towards online sexual violence against child as well as regulations and legal protections of online sexual violence against child. This research is normative juridical research. This research uses secondary data. The data analysis used in this research is qualitative method by analyzing collected secondary data, therefore this research is descriptive-analytical which explains a social phenomenon. There are two conclusions in this research. First, COVID-19 impacts the rising rate of online sexual violence against child due to the high exposure of internet and digital technology usage. Second, government has ratified Convention on the Rights of the Child and its related optional protocol and Child Protection Law. There are criticized matters regarding this research, inter alia strengthening parents’ surveillance on child’s internet activities and the law enforcement on Child Protection Law.

Background: A strategic plan is the main reference for the management in carrying out activities to be better and more developed according to the customer’s needs. A preliminary study on documents was conducted at the District General Hospital of Dr. (H.C) Ir. Soekarno in Bangka Belitung Province which has implemented a strategic plan. It showed that there were gaps between expectation and implementation of strategic plan.Aim: This study aimed to analyze aspects affecting the strategic plan implementation, including communication, resources, disposition, and bureaucratic structure.Methods: This study was a descriptive study using a qualitative approach. Primary data were obtained through in-depth interview with 10 (ten) informants while secondary data were obtained from document analysis. The data processing and analysis were done using content analysis. The research was conducted from 2 to 31 January 2019 at the District General Hospital of Dr. (H.C) Ir. Soekarno.Results: The findings showed that the implementation process of strategic plans has some gaps. They include (1) ineffective communication, (2) resource factor (lack of quality and quantity of Human Resources, inadequate information, insufficient effectiveness of budget utilization), (3) weak disposition of some implementers, and (4) irrelevant and unadjusted bureaucratic structure.Conclusion: The implementation process of strategic plan has not worked appropriately because some aspects, such as communication, resources, disposition, and bureaucratic structure are not well-provided. This study suggests that formulators should represent all elements. The strategic planning has to be formulated by involving internal and external parties.  Monitoring, evaluation, communication, and coordination among stakeholders have to be carried out. Resources need to be improved, and the hospital needs to develop organization structure and conduct disposition guide for executives and implementors.Keywords: implementation, strategic plan, hospital.

Evaluation of air side facility (runway sweeper) maintenance at Juanda airport in Surabaya is to know whether the air side facility (runway sweeper) maintenance system at Juanda airport in Surabaya meets the maintenance standard which is set by the Directorate General of Civil Aviation and still qualify to be operated. Assessment method used is descriptive qualitative method; detailed explanation based on the compilation of primary data and secondary data which have been processed. The results show that runway sweeper equipment maintenance done by technician at Juanda airport in Surabaya is still less than the maximum level according to the procedures established by the Directorate General of Civil Aviation about equipment maintenance.

Immigration functions include immigration services, law enforcement, state security, and facilitating community welfare development. The implementation of these functions is carried out by the Directorate General of Immigration, which carries out the task of guarding the country's gates. However, during the Covid-19 pandemic, the Directorate General of Immigration is expected to be able to carry out the immigration function without neglecting the spread of the Covid-19 virus that is currently sweeping the world. Not to mention that there are problems that can threaten state security and national sovereignty as well as the decline in the country's economy during this pandemic. The formulation of the problem that will be examined in this paper is what forms of immigration function carried out by the Directorate General of Immigration and how the implementation of the implementation of the immigration function carried out during the Covid-19 pandemic. This writing uses a qualitative research method with a qualitative descriptive approach with combined data collection (inductive/qualitative). From the research results, it is known that the Covid-19 pandemic resulted in various policy changes that had an impact on the implementation of the immigration function. This issue must encounter by  Directorate General of Immigration as an institution that is authorized to carry out the immigration function in Indonesia.

This study is a descriptive <br />empirical law study. Types of primary and secondary data. Data completion technique used is interviews, <br />observation, and literature study with interactive qualitative method. The Indonesia-Australia Comprehensive Economic Partnership Agreement (IA-CEPA) which was approved in 2019 needs to be supported by policies in various sectors in order to create a positive-sum game for both parties. This study aims to analyze the role of the Directorate General of Immigration in the framework of IA-CEPA Cooperation. This research uses a descriptive qualitative method. The data collection method uses a secondary data method. The result shows that the Directorate General of Immigration already has policies that can be used in the IA-CEPA scheme. Those policies include the APEC Businessman Travel Card (KPP APEC) and the Working Holiday Visa (WHV). Both policies have long been used before the IA-CEPA was approved, but can still be used within the framework of this partnership cooperation since it gives facilities for border crossing. Thus, The Directorate General of Immigration has carried out its function as a facilitator of society development in terms of providing immigration facilities for human movement under the IA-CEPA scheme.Keywords: Directorate General of Immigration, IA-CEPA,KPP APEC,Working Holiday Visa

The spread of corona virus in Indonesia is known to occur in March 2020 with positive corona cases found in Depok, West Java. Within 3 months, most cities in Indonesia contained corona patients. In July 2020, the Indonesian people will start a new life. This new life order will be applied to all walks of life. Changes will occur for civil servants or private employees in carrying out daily tasks. One of the experienced changes is Community Guidance. Community Guidance is a civil servant within the Directorate General of Corrections of the Ministry of Justice and Human Rights. These Community Guides have direct contact with their clients. Therefore, we need innovations to do the work. The research question is How does the Community Guidance do their work during the co-19 pandemic and new normal preparations at Class I Correctional Hall of Bandung? What impact will it have on Community Guidance at Class I Correctional Hall of  Bandung? The purpose of this research is to analyze how the Community Guidance in carrying out tasks in the co-19 pandemic and the preparation of new normal and their impact on them. This study uses a qualitative method. The approach used is a descriptive approach. The research location is Class I Correctional Hall of Bandung. The results showed that the community guidance in carrying out their tasks during the co-19 pandemic used a lot of information technology. Therefore, community guidances are required to be able to operate the applications used

China is experiencing a fast and dynamic phase of economic development driven by its fast pace of industrialisation. The vast energy demand has pushed China to import energy from other countries with plentiful natural resources. To this aim, China conducts economic diplomacy worldwide, including Angola, a country with plentiful natural resources in Africa. The main concern of this research is China's economic diplomacy which is considered as a form of neocolonialism in this globalisation era. Therefore, the research question of this research is why China's economic diplomacy towards Angola constitutes neocolonialisation. To this aim, this study utilises the Neocolonialism theory in dissecting China's Economic Diplomacy against Angola. This study uses qualitative method with a case study approach using secondary data. Thus, the basis for this research is the author's interpretation. This research concludes that China's economic diplomacy towards Angola constitutes neocolonialisation since the economic means that China exerts on Angola enables China to indirectly control Angola's politics, economy and natural resources, which in turn leads to Angola's dependence on China.
